The purpose of this paper is to discuss the limits of public sector production of low-income housing in developing countries and explore ways in which the public sector can facilitate increased efforts of the private sector to provide shelter. Topics discussed below include the need for greater private sector involvement in shelter production for low-income people, constraints to increased private sector participation, and suggestions as to what steps may be taken by the public sector, including international development agencies, to stimulate action by the private sector.  相似文献

This paper compares the operations and discusses the effectiveness of public and private sector provision of solid waste collection in Kampala, Uganda. Household data suggest that the private sector is more effective than the public sector. Private sector companies provide services like container provision and providing timely and fixed collection time tables. Contrary to popular perception, fees charged by private companies are moderate. Public sector clients are charged fees even when the service is supposed to be free. Clients of private sector providers are more satisfied than those of public sector providers. It is however, revealed that while public sector serve mainly the low incomes, the private sector serves mainly the rich. In spite of these notable differences, clients of both public and private sector perceive the problem of solid waste management (SWM) in Kampala to be very serious. The effectiveness of public and private sector operations in solid waste collection in Kampala is hampered by corruption and lack of transparency. Given the situation of open competition for clients involving both public and private sector in Kampala, it is possible the public sector can operate effectively if they start commercial services officially like their private sector counterparts. This calls for a formal public-private partnership where the public and private sector can work together with the public sector dominating poor and marginalized areas while the private sector concentrates on rich neighborhoods.  相似文献

The politics of public‐service delivery continues to be neglected under the supposedly more context‐sensitive post‐Washington Consensus. Using interviews and documentary evidence from Ghana, this article provides an account of the networks of political interference and informal practices in Ghana's public water utility. It argues that, in order to understand why private‐sector participation succeeds or fails and why similar arrangements have different outcomes across developing countries, we need to examine the effects of the informal institutional context, particularly the country‐specific political settlement in which public‐service provision operates.  相似文献

Cities in developing countries are facing a double dilemma. On one hand, the urban population is growing rapidly, causing a huge increase in demand for waste management services. On the other hand, the traditional public sector is failing to respond to the increased demand for service. The public sector is constrained by resource and institutional limitations. It is often proposed that the solution lies in private sector participation. It is expected that the private sector, with its dynamism and flexibility, may fill in the service delivery gaps by forming partnership with the public sector. However, a third tier—the people—is often overlooked in the service delivery framework. Citizens can contribute significantly to service delivery. They can support the private sector with payment of service charges. But more importantly, they can play an active role in improving accountability and service quality of both public and private sector. This radical shift in people's role, from passive service receivers to active service partners, however, may not occur endogenously. External help from facilitating agencies may enable the public and private sector to form partnership with people for better service delivery. This article examines the role of facilitating agencies in developing tripartite partnership for solid waste management service in Bangladesh. The key lessons learned are: a number of obstacles prevented spontaneous partnership among the public sector, private sector and people; facilitating agencies were able to overcome the obstacles to form partnership of the three; and, the tripartite arrangement resulted in higher accountability and better service delivery.  相似文献

Since the introduction of the New Economic Policy (NEP) in 1970, the rapid rate of urbanisation has meant an accelerated growth in the demand for housing. Housing needs have been identified under successive Malaysian Plans as a major social objective, where the overall goal is to ensure that all Malaysians have access to adequate housing.The responsibility for the low-income housing programme rests with the Ministry of Housing and Local Government, who have been unable to keep to housing targets set by successive Malaysian Plans. By 1985, the end of the fourth Malaysian Plan period, the overall shortfall was 56%.Today the private sector dominates the construction scene. Due to the lack of government enthusiasm for solving housing shortages and lack of funds, the private sector is increasingly encouraged by the government to build extensive areas of suburbia in and around the largest cities. In the fifth Malaysian Plan (1986–1990), the private sector is expected to supply 80% of the housing provision.The aim of this paper is: (1) to analyse the composition and structure of the private sector; (2) to discuss the current production process and government action to encourage private speculative construction; and (3) to analyse the performance of the private sector to date in fulfilling the housing targets.  相似文献

Governments need to provide public finance to support services to reduce and redistribute unpaid work. However, while the financial costs of the required public investment are up front and highly visible; the (many) benefits are diffuse, spread over time, and include non-monetary as well as monetary benefits. This article focuses on two experiences from developing countries, in the water sector in Tanzania and early education and child care in Mexico and Chile. These experiences provide us with evidence of impact, enabling activists and policymakers to develop analysis to use in advocacy and policy formulation, including the modes of provision that are more likely to ensure equitable outcomes.  相似文献

This article explores the level of liquidity within the banking systems of developing countries and the potential impact on rates of economic growth from prudently redirecting a portion of liquid assets into credit to the private sector. It finds that banks in developing countries are extremely liquid and growth rates per capita might increase substantially in response to heightened lending to the private sector. It then summarises the primary obstacles to this and presents several policy reforms that can augment the level of credit to the private sector in developing countries.  相似文献

Two types of private voluntary standards used in the food sector are analyzed in this article. Namely, sustainability initiatives that encourage best practice management on farms for environmental, social and economic gains, and also product carbon footprints (PCFs) that estimate the climate impact of products across entire supply chains. Concern is sometimes voiced about the potential negative impacts of both on exports from developing countries, especially related to outcome‐based PCF initiatives which involve complex calculations and could present particular burdens for small producers. It is argued here that both approaches have a role to play in the conservation of our environment, though both have advantages and disadvantages. The article concludes with recommendations for policy‐makers and standard setters.  相似文献

Globalization, de-industrialization and Hong Kong's private rental sector   总被引:1,自引:0,他引:1  
A number of scholars have identified a changing role for private rental housing, as it becomes a more mainstream tenure to house the insecure rich and poor alike in globalizing cities. Hong Kong is an important global city and is experiencing rising rates of social polarization associated with globalization generally, its articulation with the Chinese economy specifically and the impact of the Asian Financial Crisis in 1997. Our empirical research suggests that Hong Kong's private rental sector has responded to and articulates with the city's specific globalization trajectory. It increasingly houses the highly paid, highly skilled but relatively insecure elite and the low paid, low skilled and very insecure underclass, for whom prospects of public housing or home ownership are diminishing. Private renters are younger, more mobile and house both top-end and bottom-end ethnic minorities. The traditional role of private renting and large scale obsolete inner-city housing stock, combined with the aggressive development of up-market and highly desirable private housing estates makes the sector particularly adept at meeting the needs of Hong Kong's hour glass shaped global society. We anticipate that the size of the private rental sector will increase, albeit from a low base and that its hour-glass shape will become more pronounced.  相似文献

Empirical studies have documented the existence of the public‐private pay differentials in both developed and developing countries. The implementation of policies aiming to reduce this gap has however been mitigated or inconclusive. This paper exploits the Single Spine Pay Policy (SSPP) in Ghana as a natural experiment to examine the effectiveness of wage policies in developing countries. The SSPP was implemented in 2010 by the Government of Ghana to address the public‐private sector wage gap and improve productivity in the public sector. Using a quantile treatment effect approach based on a difference‐in‐difference estimation, we show that the SSPP has yet to reduce the wage gap between the public and private sectors across the entire distribution of earnings in Ghana. The improvement observed is only at the lower tail of the distribution of earnings. However, the SSPP has a larger effect on the earnings of female workers than that of males in the education and health services sectors while male workers have benefited more in the administration sector, suggesting that the policy was successful in reducing the gender wage gap in the education and health services sectors but has widened this gap in the administration sector. Moreover, the SSPP has decreased the productivity of workers across the distribution of earnings, mainly due to a decrease in the effort of female public sector workers in the education and health sectors and male workers in the administration sector. The private production system continues to supply the majority of housing to the population of Third World cities. In Nigeria, statistics show that the bulk of urban housing units is supplied for rent by small-scale private landlords. This paper examines the process of housing production among this category of producers using, as a case study, the peripheral settlements of Abuja, Nigeria's new capital city. A predominance of small-size sole proprietorships is established among the small-scale house building firms, mostly for reasons of maintaining operational flexibility and cost saving. It is also found that the greatest attraction of investing in rental housing by small entrepreneurs is the hedge it provides against inflation and the stability and permanence it introduces into the capital base of economic pursuits. A strong influence of traditional chiefs in land supply is revealed, together with the emergence of a commercialised land market, resulting in speculation and contributing to rising land prices. It is shown that building materials are the most problematic of the key building components to the housing production process. It is argued that small building firms would make more profit if they had access to formal sector working capital and that the practice of using casual workers in project execution has the advantage of enabling firms to survive periods of job drought, but does not encourage growth of the firms, apprenticeship training and skills development in the house construction industry. It is concluded that what is needed to enhance the operation of this category of producers is for government to accept an enabling role that will seek to minimise the financial burden and risks to which they are currently exposed.  相似文献

This paper uses a rich collection of household surveys to investigate the wage differential between the public and private sectors in 13 Latin American countries. It also studies how the sector of employment affects the gender wage gap. Contrary to what is commonly thought, it is found that, in the majority of Latin American countries, there is a premium associated with working in the public sector. It is also found that the premium is often higher for women than for men but that this difference does not compensate for the wide gender gap.  相似文献

This study analyses the effectiveness of the European Community's Environmental Assessment Directive of 1985 in its application in the U.K. forestry sector. It assesses the applicability of the regulations in the provision of the public and private outputs of forestry. The environmental assessment regulation may contribute to the provision of the optimal amount of these public and private goods in theory, but it is concluded that, in common with initial results of the environmental assessment process in other sectors, the regulations do not make this contribution in practice in the forestry sector. The main deficiencies of the environmental statements examined were the failure to identify the significant potential impacts; to present alternative project sites and design features; and the erroneous measure of particular externalities. The environmental assessment process was also found to be unsatisfactory in the lack of public accessibility and consultation. The need for revision of the process in the forestry sector is highlighted.  相似文献

This article examines the issues arising from student placements in the private or commercial sector. It focuses on private residential care for adults, as the most developed area of private provision in the UK, and explores the background to this form of provision. The article then considers the private sector placement from the viewpoints of the student, the private sector agency and the educational institution. A checklist for social work educators considering placements in the private sector draws together some of the key issues. The article ends with a discussion of the pragmatic, moral, logistic and educational perspectives which influence attitudes towards the private sector.  相似文献

Opinions about the responsibility for procuring sheltered housing in Norway have been studied among people 50 and older. Until recently, Norway offered standard public provision, where the state has been the central provider and organizer of care for the elderly. The results indicate great support for public responsibility for providing sheltered housing for the frail elderly, which is only marginally affected by background characteristics. However, older people's attitudes as to whether they would choose private housing provision are affected by income, age, and knowledge of the market, and many are uncertain. Women and low-income groups are overrepresented among those who are uncertain.  相似文献

Various developing countries with weak public expenditure management systems are establishing virtual poverty funds (VPFs), drawing on the experience of Uganda's Poverty Action Fund. As a mechanism for tagging and tracking the performance of specific poverty‐reducing expenditures in the budget, a VPF can be useful. However, this article argues that such devices should be treated from the outset as transitional, and as part of wider processes of strengthening public expenditure management; otherwise, they can seriously distort public expenditure allocations and management systems, potentially undermining growth. Emphasis needs to be placed on identifying the right balance of expenditures in the entire budget; improving the effectiveness and efficiency of existing allocations; and developing better public‐sector policies for promoting pro‐poor private sector growth.  相似文献

At present the private sector in the Third World does not play an important role in housing the urban poor, nor is it generally considered to have much potential in this field. The paper queries this assumption and examines the scope for private sector participation in low-cost housing construction in West Malaysia. The results indicate that the potential of the private sector is considerable, although strongly dependent upon government intervention in various forms. It is also clear that the nature of private sector activity in this sphere will be different between large and small towns, and that further research is needed before either national or international policy guidelines can be drawn up.  相似文献

Construction sector is usually accepted as the engine that triggers economic growth due to its strong backward and forward linkages with other sectors. On the other hand, it is also argued that increased construction activity could end up with negative economic, social and environmental impacts. The literature emphasizes the role of public sector, especially the national governments in minimizing the negative impacts of construction activity. The related arguments mostly postulate that public sector is well aware of the environmental challenges caused by construction activity and devoted to the understanding of how to improve the sustainability performance of private developers. Yet the case of Turkey provides significant evidences to question these assumptions. In this respect, this paper elaborates on the negative impacts of increased construction activity in Turkey and argues the role of public sector in intensification of the negative environmental effects through deregulation on urban planning and housing production by public agencies. The findings of the research highlight the importance of sustainable construction and verify the need for mainstreaming of sustainable construction into public policy-making at national and local levels, especially in developing countries, where most, if not all, of the future urban population growth will take place.  相似文献

The issue of poor solid waste management (SWM) is a challenge throughout the world, in both developed and developing countries. People always generate solid waste through their daily activities. This solid waste needs to be properly managed in a way that minimises risk to the environment and human health, which means storage, collection and proper disposal. At the same time solid waste creates livelihoods for the urban poor in terms of employment and business. This paper looks into one aspect of SWM, namely collection service.The importance of SWM is now recognised at international, national and community level. The Agenda 21 declaration of the United Nations [UN. (1993). The global partnership for environment and development: A guide to agenda 21 (pp. 88–94). New York: United Nations] addresses the issue of environmentally sound management of solid waste, with emphasis on the extension of solid waste service coverage to all urban and rural areas worldwide.SWM is a service for which local governments are usually responsible. However, due to inadequate capacity in the public sector, in many developing countries the private sector has stepped in to fill the gap in service provision. Dar es Salaam (DSM), Tanzania, is one such developing country city in which the private sector has become involved in solid waste collection services. The sector comprises Non-Government Organisations (NGOs), Community-Based Organisations (CBOs), and local private companies [Kassim, S. M., & Ali, S. M. (2003). In 1991 the city was generating 1400 tonnes of solid waste per day out of which only 5% was being collected. Currently daily solid waste generation is estimated at about 2500 tonnes and approximately 48% of the total waste generated is collected. At present, privatisation covers 44 out of 73 city wards, and 451 active registered private companies are involved [Chinamo, E. B. M. (2003). Their participation, demand for service, awareness, satisfaction level and views on cost recovery are important in the sector. The medical tourism sector in India has attracted global attention, given its phenomenal growth in the past decade. India is second only to Thailand in the number of medical tourists that it attracts every year. Estimates indicate that the medical tourism market in India could grow from $310 million in 2005 to $2 billion by 2012. These figures are significant when contrasted with India's overall health care expenditure - $10 billion in the public sector and $50 billion in the private sector. Factors that have contributed to this growth include the relative proficiency in English among health care providers and the cost effectiveness of medical procedures in India. Generally, most procedures in Indian hospitals cost a quarter (or less) of what they would cost in developed countries. The expansion of medical tourism has also been fueled by the growth of the private medical sector in India, a consequence of the neglect of public health by the government. India has one of the poorest records in the world regarding public financing and provisioning of health care. A growing driver of medical tourism is the attraction of facilities in India that offer access to assisted reproductive care technologies. Ironically, this is in sharp contrast with the acute neglect of the health care needs of Indian women. The Indian government is vigorously promoting medical tourism by providing tax concessions and by creating an environment enabling it to thrive. However, there is a distinct disjunction between the neglect of the health care needs of ordinary Indians and public policy that today subsidizes the health care of wealthy foreigners.  相似文献
