ABSTRACT

The Great Recession that officially began in December 2007 and ended in June 2009 was the most severe recession since the Depression of the 1930s. To accurately explain the number of families and children receiving cash assistance from Temporary Assistance to Needy Families (TANF) during the 2007 recession, it is important to capture state-level variations in recessionary periods, economies, and TANF policies. This study breaks ground by using multiple regression to explain the number of families enrolled in the TANF program when the TANF caseload peaked in each of the 51 jurisdictions’ recessions as a function of their severe TANF policies while controlling for benefit levels, unemployment rates, and size of populations. Key findings strongly suggest that all else constant, TANF did not grow as much as it would have in the 2007 recession partially due to shorter lifetime limits (less than 60 months) or temporary time limits, multiple severe policies, or benefit cuts witnessed in some states. This study is important to policy makers and academics concerned with the effect of severe policies on the enrollment of needy families with children in the TANF program. The federal government should encourage states to relax some of their requirements during recessions. Future research should examine the consequences of severe TANF policies on the well-being of families with children during recessions.  相似文献

ABSTRACT

In the field of child welfare, attention has been given to risk factors for child maltreatment fatalities with little attention to the difference between children who die from abuse versus neglect. As part of a larger study, child welfare workers (n = 104) from 14 different states responded to an anonymous online survey that described the child, family, and case characteristics before death and worker characteristics/experiences before and after death. Results supported that prior to death, neglectful families presented with less risk than abusive families, in the areas of parent–child attachment, child behavior problems, and changes in household composition while reporting that they received more services. With regard to child welfare practice, workers did not report any differences in how they handled cases before death nor did they report differences in their posttraumatic stress symptoms at the time of the survey. These findings can be used as a springboard for future research that focuses on fatal maltreatment.  相似文献

Child neglect continues to receive less attention in research literature compared to other forms of maltreatment, despite accumulating evidence of serious negative impacts on child well‐being. Chronic neglect is also poorly understood. Although such cases comprise a relatively small percentage of workers' caseloads, they represent accumulation of harm that impacts the cognitive and social development of children. These cases can also disproportionately utilize protective service resources. This study contributes to the literature by examining risk and protective factors of chronic neglect. We utilized administrative data (N = 2,074) from a midsize city in the Northeast to examine the use of existing risk assessment tools to distinguish families with and without chronic neglect, including an analysis of the predictive capacity of risk and protective factors. We found that families with chronic neglect were younger, had more children, were more likely to have children under age one, and had higher rates of domestic violence, mental health problems, and cognitive impairment. None of the assessed protective factors differed significantly. The overall predictive value of the assessment was low. Implications include the need to expand risk assessment tools to incorporate patterns over time and identify early indicators specific to chronic neglect.  相似文献

ABSTRACT

The tragedy of 9/11 had more far-reaching social and economic consequences for the nation than those found for many individuals on that day. Between October 2001 and May 2002, Nevada witnessed a 25% increase in the total number of households on the Temporary Assistance for Needy Families (TANF) program, commonly referred to as welfare. During the same time, households headed by a noncitizen increased their participation in the TANF program by 40%. This study examines the differential impact of 9/11, as well as of the economy and other external developments, on noncitizen and citizen welfare caseloads in a single state. Two monthly time series models are specified that explain and compare trends in the noncitizen and citizen welfare caseloads from April 1998 to June 2002. The findings suggest that, all else constant, 9/11 had a differential impact on the noncitizen and the citizen caseloads. All else constant, 9/11 events increased the noncitizen welfare caseload whereas a similar impact for the citizen caseload was not found. The findings also strongly suggest that the business cycle shapes noncitizens' participation in public assistance programs more closely than citizens' participation. Future research should investigate the extent to which 9/11 affected the behaviors of families on welfare over the long run.  相似文献

Abstract

The author examines the trends in TANF caseloads in West Virginia and selected states outside of Appalachia while including national trend data for further comparisons. State administrative data on the reasons for case closures is also reviewed. The major findings indicate that caseload declines accelerated in each state, as well as nationally, after the passage of PRWORA in 1996. National declines are resulting in an increasing concentration of Hispanics and minorities among TANF recipients. Administrative data indicates that one-third or fewer of the selected states' closures were attributed to employment. While states have improved their tracking systems, there is still some uncertainty surrounding the reasons for closures. This suggests the need for further research on data reporting.  相似文献

Child neglect is a significant concern for Aboriginal families and communities both in Australia and internationally. Service responses to child neglect are largely informed by child neglect theories, which explain the nature and causes of child neglect. However, child neglect is a problem that is worsening for Aboriginal children, suggesting that these theories are not appropriate. This paper argues that to meet the needs of Aboriginal families and communities where there is child neglect, policy and practice needs to acknowledge and address the impact of trauma in shaping the lived experiences of Aboriginal people. International literature discusses the impact and consequence of historical trauma within Indigenous families and communities, and separately, child maltreatment theorists have discussed the ecological nature of child neglect. However, the literature and evidence‐base linking the two, child neglect and historical trauma in Indigenous contexts, are very scant. This paper aims to fill this gap and emphasize the importance of addressing child neglect within Aboriginal families and communities in the context of historical trauma. Although this paper focuses on the post‐colonial experiences of Aboriginal people in Australia, the arguments can extend to many Indigenous cultures universally where child welfare interventions have resulted in significant and ongoing trauma.  相似文献

While a high prevalence of child neglect cases has been reported by Child Protective Services (CPS) in Western countries, child neglect cases reported to South Korea's Child Protection Agency (CPA) present different trends than those in Western countries. Nevertheless, child neglect is an understudied area within child welfare. Thus, a need exists to investigate the unique characteristics of child neglect cases substantiated by the CPA in Korea. This study investigates the unique characteristics of child neglect cases and examines how factors associated with the resubstantiation of these cases differ from those of other maltreatment cases. Using CPA administrative data, we employed a multilevel discrete‐time hazard analysis to analyze the risk and protective factors associated with the resubstantiation of child neglect cases and compared the results with other maltreatment cases. In both cases, younger children, perpetrators with alcohol problems, families receiving welfare, and months of agency operation were associated with resubstantiation. For child neglect cases, the provision of child and parent services, and CPAs located in metropolitan area were protective factors that reduced the risk of resubstantiation. The finding in this study highlights the need to expand the provision of services to child neglect cases to prevent resubstantiation.  相似文献

Child neglect is the most common type of child maltreatment in the United States. However, services provided to families who neglect often fail to address and treat the primary concerns associated with child neglect. The information provided in this paper identifies the primary problems contributing to child neglect, and some promising practices in child welfare casework that address these problems and show positive outcomes for the children and families who experience child neglect. Although child neglect is arguably the most prevalent form of maltreatment in the western world, studies of social work practice in cases of child neglect are limited. This paper seeks to add to the body of knowledge by describing a small‐scale study completed in the Republic of Ireland of social work assessments in cases of child neglect. The findings are based primarily on an analysis of case files, but reference is also made to practitioners’ and managers’ responses to a postal questionnaire and focus groups. The study findings highlight that social workers interpret the assessment task and process in different ways. Variations in the interpretation of the task appear to be influenced by workload pressures, resources and local systems, with teams focusing either on immediate safeguarding issues or on both safeguarding and the longer‐term welfare of the child. Individual variations amongst workers irrespective of team were more apparent in the way practitioners approached the assessment task. For example, practice varied regarding which professionals and family members were contacted as part of the assessment, the type of communication workers had with children and carers, and the use the social workers made of information on case files. The paper concludes with a discussion of the role of the team in determining the focus of assessments and the subjective factors which impact on the way the individual social worker works with children, families and other professionals.  相似文献

This study examined the relationship between receipt of child care subsidies and child maltreatment investigations in a sample of low‐income mothers in Illinois. We expected that receiving child care subsidies would have a protective effect on child maltreatment risk and therefore decrease the likelihood of child protective services investigations. Using structural equation modelling, we tested the direct and indirect paths of the receipt of child care subsidies to physical abuse or neglect. We found only direct effects of receiving child care subsidies on both physical abuse and neglect investigations. The findings suggest an important protective role of child care subsidies in the lives of low‐income families.  相似文献

Despite the critical role that paid maternity leave can assume in the economic lives of low-income families, research to date has paid insufficient attention to whether paid maternity leave reduces welfare use for low-income families. Using the Current Population Survey (CPS) March Supplement 2007–2014 with the difference-in-difference (DiD) technique, this study finds a significant policy effect of paid maternity leave on reducing the probability of using Temporary Assistance for Needy Families (TANF), TANF benefit amounts and TANF participation length. This study confirms that paid maternity leave is likely to prevent low-income families from using welfare during job interruptions stemming from the birth of a child. Given that TANF is often associated with negative political and social connotations, paid maternity leave can be used as an important social policy to improve economic security as well as offer empowerment in overall social standing for low-income mothers. The discussion focuses on the implications of the findings in a broader context of American welfare states.  相似文献

Policies and programs designed to serve children and families are sometimes misaligned with developmental science research. Broad child neglect reporting laws, first adopted by the United States in 1974, have led to families being prosecuted by child protection authorities for allowing children to participate in everyday age-appropriate activities unsupervised. In this report we describe the challenges of defining child neglect and outline the current landscape of neglect laws in the United States. We then provide a broad overview of some of the developmental milestones children need to reach to participate in unsupervised activities and the benefits of independent activities on child development. Children can often accomplish tasks at a much younger age than law, parents, and caregivers in the U.S. believe. We then turn to the literature from across the world and argue that culture, not innate ability, drives much of the variation in the age at which children can do things on their own. Finally, we make recommendations to parents, caregivers, legislators, advocates, and developmental scientists to better align practice with research. This is a social justice issue that should resonate across party, racial, and class lines. Developmental scientists are needed as advocates and advisors on policies impacting children and families, especially child neglect laws.  相似文献

ABSTRACT

This study compared exits between citizen and noncitizen heads of household from the Temporary Assistance to Needy Families (TANF) program. With longitudinal monthly administrative data and a Cox proportional hazard model, the study examined how the economy and recipients’ personal characteristics affected their exits. The sample consisted of 28,308 families headed by citizens and 2,547 families headed by a noncitizen on TANF. Key findings reveal that families on TANF exit the rolls primarily during the first 8 months after entrance. Results showed that families headed by a noncitizen remain on TANF longer than families headed by a citizen. The roles of minimum wage and unemployment in shaping the risk of exit for noncitizen compared to citizen families were explored. Suggestions for further research and how to serve recipients best in times of economic downturns are provided. Similar research needs to be conducted in states where temporary TANF time limits do not exist.  相似文献

ABSTRACT

This secondary data analysis examined the impacts of human capital, child care, fringe benefits, child support, ethnicity, county economy, and county minority-population size on participation in Temporary Assistance for Needy Families (TANF) by parents living at or below the federal poverty threshold. Longitudinal records of 1,789 such parents were extracted from the National Longitudinal Survey of Youth (1996–2008). Multilevel mixed-effects linear regression showed that having personal/family problems, being African American, and residing in a county with widespread unemployment were associated positively with TANF receipt. TANF receipt was associated negatively with employment offering a retirement plan, full-time employment, part-time employment, and residence in a county with a large Hispanic population. Future research might explore the relationship between subpopulations’ sizes and states’ TANF policies.  相似文献

This study critically considers the applicability of conceptions of child neglect that have been theorised by British and American scholars and promulgated in African countries through the domestication of the Convention on the Rights of the Child. The child protection legislation of five sub‐Saharan nations was compared in order to examine the presumptions embedded in their provisions concerning child neglect. These were then appraised in relation to the socio‐economic conditions pertaining in each country. Food insecurity, over‐reliance on staples and high infection rates among children in conjunction with hard to access health care and poor quality services contest the validity and relevance of dominant Anglo‐centric definitions of child neglect and methods for detecting it. The study concluded that greater congruence between national child protection legislation and the socio‐economic challenges faced by families in sub‐Saharan countries would better protect children against neglect. Key Practitioner Message: ● Child neglect is an ethnocentric concept that requires interrogation to test its relevance before applying it to developing country contexts. ● In sub‐Saharan countries, conditions of absolute poverty and grossly inadequate public services profoundly affect the ability of parents or guardians to meet their children's basic needs. ● Laws that frame child protection systems need to recognise the inter‐relationship between public services, poverty and parental care in the neglect of children.  相似文献

The last 10 years have seen considerable government focus on effective initial assessment processes in the UK. This has been given added impetus by research that found that more than 97% of referrals are closed without allocation for long‐term work. Yet there is little research on referrals that are closed and no British study of patterns of re‐referral for such children. The current study looks at 400 consecutive referrals to three local authority Social Services Departments in London that were closed rather than being allocated for long‐term work. It investigates how many children were re‐referred in the 27 months after closure and identifies factors statistically associated with re‐referrals. The study found that a third of closed cases were re‐referred (36.5%), with most re‐referrals happening relatively rapidly. A small proportion of families accounted for most re‐referrals: 8.5% of families had 52% of subsequent referrals. There was very wide variation between local authorities in the number of referrals and re‐referrals received. Other factors associated with increased likelihood of a re‐referral were: previous referrals, neglect, parental capacity issues (particularly drug misuse) and parent/child relationship problems. The implications of the findings for practitioners, policy‐makers and researchers are discussed.  相似文献

Professionals encountering possible cases of child neglect facea complex task when judging whether a particular concern warrantsa referral to social work services. A study of referral practicein cases of child neglect, completed in the Republic of Ireland,highlighted that it is not just the nature of the concern thatinfluences referral practice but a range of other factors thatare not related to the needs of the specific child. Assessmentframeworks and tools, designed to assist practitioners makedecisions about potential cases of neglect, usually focus ontechnical–rational activity associated with assessingchildren’s needs, parenting capacity and family and environmentalfactors. The findings from the study described in this paperindicate that assessment practice is as much a practice–moralactivity as a technical–rational one. In other words,it is both a head and a heart activity. In this article, thefactors influencing practitioners’ approaches to the identificationand referral of cases of child neglect are explored. A rangeof factors appear to influence practice. These include the practitioner’sown perception of what comprises neglect and the extent to whichthey use ‘gut reaction’ or an evidence base to reachthis conclusion. Their interpretation of role and the viewsof their colleagues and team manager also influence practice.In addition, their perception of social work services and thebenefits of referral affect decisions to refer. Finally, theirown personal feelings such as fear, guilt, over-empathy andanxiety about the response of the community have an effect onpractice. The paper concludes by drawing together the findingsof the study to produce a ‘practitioner domain’alerting practitioners and managers to the head and heart activitieswhich influence referral practice.  相似文献

The paper documents a study conducted among 225 Palestinian pre‐school teachers from Israel. Data were collected through a self‐administered questionnaire that examined the teachers’ attitudes towards reporting child abuse and neglect. In general, the participants’ attitudes towards reporting child abuse and neglect to the child protection services (CPS) were more positive than their attitudes towards reporting to the police. Willingness to report suspected cases of child sexual abuse to the police and CPS was higher than willingness to report other types of child abuse and neglect. Inconsistent results were revealed with regard to how awareness of reporting regulations and awareness of signs and risk factors for child maltreatment affect willingness to report to CPS and to the police. A comprehensive discussion of the possible relevance of the participants’ socio‐cultural and sociopolitical values to their attitudes towards reporting child abuse and neglect is presented. The implications of the results for future studies are also discussed.  相似文献

Very little is known about how Aboriginal parents experiencing vulnerabilities and communities perceive child neglect, despite Aboriginal families being highly overrepresented in the child protection system. This research investigates the perceptions and experiences of child neglect from Aboriginal parents and human services workers in a rural community. Research methods consisted of community forums and interviews with parents and workers. One community forum developed interview guides and vignettes, and the second discussed and interpreted findings. Between the two forums, in‐depth interviews were conducted with 18 Aboriginal parents and nine Aboriginal and non‐Aboriginal workers. Overall Aboriginal parents perceived child neglect in a similar way to Aboriginal and non‐Aboriginal workers. Violence and substance abuse were main risk factors for child neglect, and intergenerational trauma, racism and discrimination, and feeling powerless were prevalent in the community. The paper concludes that there are little differences in the way Aboriginal and non‐Aboriginal people understand child neglect. Instead it is the difficult circumstances experienced by Aboriginal families that keep parents from actualising their parenting expectations. The implications of these findings when working with Aboriginal families and communities are also discussed.  相似文献
