While official poverty measures tend to focus on income alone, measures of material hardship also incorporate aspects of need. Families experience material hardship when they have difficulty paying bills or buying things the household needs, such as food, medicine and medical care. The current study develops four measures of material and emotional hardship and focusses on two groups that have high risks of poverty in Israel, namely Israeli–Palestinians and Ultra-orthodox Jews—Haredim, and compares them with the non-Haredi Jewish majority. Comparing Israeli–Palestinians, Haredim and non-Haredi Jews provides an opportunity to study the intersection of poverty and group membership. Group membership may affect hardship because groups differ in living conditions, poverty histories, social networks, access to resources, and perceptions of needs. The study draws on Israel’s 2013 Social Survey, conducted by Israel’s Central Bureau of Statistics (n = 7438). The findings point to substantial degrees of inequality among the disadvantaged. Although Haredim and Palestinians have similar levels of income-poverty, the study shows that the consequences of low-income in terms of deprivation and hardship are more severe among Israeli–Palestinians than among (Haredi and non-Haredi) Jews. Israeli–Palestinians experience higher levels of material and emotional hardship than Haredim after controlling for household income.  相似文献

This study examines how familial contexts affect poverty disparities between the children of immigrant and U.S.-born blacks, and among black and nonblack children of immigrants. Despite lower gross child poverty rates in immigrant than in U.S.-born black families, accounting for differences in family structure reveals that child poverty risks among blacks are highest in single-parent black immigrant families. In addition, within two-parent immigrant families, child poverty declines associated with increasing assimilation are greater than the respective declines in single-parent families. The heads of black immigrant households have more schooling than those of native-black households. However, increased schooling has a weaker negative association with child poverty among the former than among the latter. In terms of racial disparities among the children of immigrants, poverty rates are higher among black than nonblack children. This black disadvantage is, however, driven by the outcomes of first-generation children of African and Hispanic-black immigrants. The results also show that although children in refugee families face elevated poverty risks, these risks are higher among black than among nonblack children of refugees. In addition, the poverty-reducing impact associated with having an English-proficient household head is about three times lower among black children of immigrants than among non-Hispanic white children of immigrants.  相似文献

This article examines atypical trends of birth rates and fertility—their irregular time trends and relatively high levels—among Palestinians and Israelis in light of the protracted conflict between them and related political developments. Migration, in itself a major dimension of the conflict, has been formative in contrasting evolutions of fertility: convergence among the Jews, originating from various countries but gradually coalescing in Jewish Israeli society, as opposed to divergence for the Palestinians, members of the same initial society but dispersed by the conflict and subjected to political and socioeconomic conditions varying with their place of residence. Demography is at stake in the conflict, and pronatalism becomes a dimension of nationalism, for Palestinians as well as for Israelis. Political and civil institutions influence fertility through redistribution of resources that subsidize procreation. For both sides, it seems that belligerence has produced excess fertility.  相似文献

In this paper, I investigate the characteristics and poverty status of female- and male-headed households in South Africa using nationally representative household survey data from the October Household Surveys (1997 and 1999) and the General Household Surveys (2004 and 2006). This decade (1997–2006) represents a period for which there is an extensive poverty literature documenting (particularly in the 2000 s) an overall decrease in the poverty headcount rate. At the same time, however, there is evidence to suggest that female-headed households have a far higher risk of poverty and that the poverty differential between female- and male-headed households widened over the period. The aim of this paper is to identify some of the main reasons that female-headed households are more vulnerable to poverty in post-apartheid South Africa and why poverty has decreased by more in male-headed households (relative to female-headed households). The study examines the key features which distinguish female- and male-headed households and whether these have changed over time. In order to link these characteristics with the poverty differential between female- and male-headed households, I then examine whether (and by how much) controlling for the observable differences between female- and male-headed households reduces the significantly greater risk of poverty in female-headed households.  相似文献

This paper links theory with practice. It discusses original video footage of Palestinians living in the Occupied Territories, filmed by an all-woman crew of Western film-makers and Palestinians, which aims to challenge mainstream Orientalist discourses. The footage was shot in and around Al Aroub refugee camp in the West Bank and distributed through a variety of exhibition platforms. Western representations of Arabs are normally framed in a manner that allows little sympathy and/or understanding of their plight. Research has also shown a lack of knowledge in the West about the Palestinian/Israeli conflict. Focusing on “ordinary and everyday” aspects of Palestinian life, rendered often “extraordinary” by the circumstances of occupation, the footage attempts to draw connections and similarities for a Western audience and to illustrate that Palestinian daily lives are not “played out” only in opposition to the Israeli regime. The paper explores methods of enabling access to Palestinian voices in their own terms, while eliciting the empathy of audiences more accustomed to dramatised and stereotyped images of Palestinian life in Western news and current affairs footage.  相似文献

Two stylized facts about poverty in Africa motivate this article: female-headed households tend to be poorer, and poverty has been falling in the aggregate since the 1990s. These facts raise two questions. First, how have female-headed households fared? Second, what role have they played in Africa’s impressive recent aggregate growth and poverty reduction? Using data covering the entire region, we reexamine the current prevalence and characteristics of female-headed households and ask whether their prevalence has been rising, what factors have been associated with such changes since the mid-1990s, and whether poverty has fallen equiproportionately for male- and female-headed households. Lower female headship is associated with higher gross domestic product. However, other subtle transformations occurring across Africa—changes in marriage behavior, family formation, health, and education—are positively related to female headship, resulting in a growing share of female-headed households. This shift has been happening alongside declining aggregate poverty incidence. However, rather than being left behind, female-headed households have generally seen faster poverty reduction. As a whole, this group has contributed substantially to the reduction in poverty despite their smaller share in the population.  相似文献

This paper analyzes the data from the Population Census of 2011 to identify the characteristics of poor ethnic minority groups in Hong Kong and the factors that are associated with child poverty among these ethnic minorities. The results show that the child poverty level varies between different ethnic groups and that ethnic minorities from developing nations are likely to have a higher poverty level. In particular, Pakistani children have the highest poverty rate among all ethnic groups. The results also show that Pakistani, Nepalese, and Mixed (Chinese and Asian) nationalities have a higher child poverty rate than that of Chinese individuals who constitute the majority of the Hong Kong population. The main reason for this is that, unlike their Chinese counterparts, some of these ethnic minority households have not benefited from their own human capital or their length of exposure in the local society in Hong Kong. And even if they have benefited, the positive impact of these factors on ethnic minority households was much weaker compared to that of Chinese households. These results suggest that ethnic minorities need to be categorized as a separate group in order to assess their specific needs, and assimilation policies, especially support on Chinese language learning, need to be an integral part of the government’s poverty reduction strategy to reduce child poverty among ethnic minorities.  相似文献

This study investigated how family context affect poverty disparities between young children of immigrants from the Mainland China and children of local families whose parents were born in Hong Kong using 2006 bicensus data. 12,609 and 12,753 children of immigrant and local families were included in our data analyses. We find higher child poverty rates in immigrant families than in local families. Moreover, we found that family structure (single-parent vs. 2-parent), assimilation (first vs. second generation children of immigrant families), and parental human capital characteristics are significantly associated with the child poverty risk. Surprisingly, the impact of immigrant status on child poverty rates is stronger in 2-parent households than in single-parent households while child poverty declines associated with increasing assimilation defined by generational status of children are greater in 2-parent immigrant families than the corresponding declines in single-parent immigrant families. The implications of our results in intergenerational poverty are discussed.  相似文献

More than 5 years since the outbreak of the global financial crisis, a flurry of evidence is emerging on the effects of the ensuing economic downturn on unemployment and poverty rates in rich countries, but less is known about cross-country differences in subjective assessments of the crisis and whether adults in households with children were affected to a greater extent. This paper investigates differences in the perceived impact of the economic crisis between adults in households with and without children in 17 European countries, using data from the Life in Transition Survey 2010 in a multilevel modelling framework. It also explores differences in the coping strategies that households adopted to deal with the decline in income or economic activity. Everything else being equal, perceptions of the crisis were more widespread in countries with higher rates of child poverty, lower economic growth and lower GDP per capita. Across countries, perceptions of the crisis closely trailed subjective indicators of financial difficulties from other international surveys conducted in 2010. Adults in households with children were more likely to report an impact of the crisis, with larger differences in countries with higher rates of monetary child poverty. Adults in households with children also adopted a greater variety of coping strategies than the rest, prioritizing expenditure on basic necessities, while cutting back on luxuries and holidays. Nevertheless, many still reported reduced consumption of staple foods as a result of economic difficulties.  相似文献

The child poverty rate has increased noticeably in Finland since the mid-1990s, and there are numerous studies in this area. However, little is known about child poverty in the two native and equal population groups, Finnish speakers and Swedish speakers. Using detailed register-based data that cover the period 1987–2011, we analyze how child poverty depends on parental ethno-linguistic affiliation, and whether there is variation in income poverty across these households over time. The poverty measure is relative and based on equalized taxable household income of households with children. Odds of poverty are estimated with logistic regression models using generalized estimating equations to account for repeated observations at the household level. The analyses are restricted to areas with both Swedish- and Finnish-speaking settlement. Single-parent and two-parent households are analyzed separately. Poverty rates increased in all major types of households during the study period, but variation by ethno-linguistic affiliation was fairly modest. Swedish-speaking single-parent and two-parent households experienced a smaller increase in the poverty rate than Finnish-speaking ones, while patterns observed for exogamous households were less clear. The contribution of control variables on the ethno-linguistic poverty differences was modest. Considering that the ethno-linguistic groups studied are indigenous and equal, the small differences in poverty rates between Finnish speakers and Swedish speakers are evidence of a democratic and well-functioning welfare state, although the increasing overall poverty rates over time require future scrutiny by both policy makers and researchers.

The paper explores the dynamics of child and household poverty in rural Ethiopia using three rounds of household survey and qualitative data collected by Young Lives, a longitudinal study of child poverty. It uses a mixed-method taxonomy of poverty to classify children and their households into four groups, analyse their movements in and out of poverty, and explore the underlying factors. The final section of the paper uses qualitative case studies to explore child welfare dynamics in more detail, looking at the interplay between the progress or decline of households and that of children within those households. It concludes that while the percentage of poor households within this sample reduced from 50 to 20 % between rounds 1 and 3 (2002–2009), these changes were not always beneficial to children and did not reach nearly 1 in 10 households classified as ultra-poor. A deepened understanding of those changes, employing both quantitative and qualitative methods, is deemed crucial in post-2015 millennium development goal discussions.  相似文献

Using survey data from Earned Income Tax Credit (EITC) recipients in Madison County, New York, we evaluate the effectiveness of the EITC in improving the economic well-being of low-income households. In particular, we examine the impact of the EITC across household types. For tax years 2002 through 2004, we find that the EITC is responsible for significantly lowering the poverty rate of EITC recipients, from 57 to 49%. In fact, for households below the poverty line, the EITC fills 31% of the gap between their adjusted gross income and the poverty line. The EITC has the largest impact on single parent households, lowering their poverty rate by 11.2 percentage points and reducing their poverty gap by almost 35%. However, the EITC has negligible effects on the poorest households in the sample—childless singles. A majority (64%) of EITC recipients intends to use at least some of the refund on basic needs and almost half plan on using part of their refund for debt repayment. This suggests that the EITC helps the majority of recipients get by but does not increase their economic mobility. Somewhat surprisingly, single parent households in the sample are not that different from married parent households in terms of EITC amounts, poverty rates, use of credit, and participation in government programs, despite earning less.  相似文献

Using consumption expenditure data of the National Sample Survey 2004?C2005, this paper estimates the size of elderly poor and tests the hypotheses that elderly households are not economically better-off compared to non-elderly households in India. Poverty estimates are derived under three scenarios??by applying the official cut-off point of the poverty line to household consumption expenditure (unadjusted), consumption expenditure adjusted to household size and consumption expenditure adjusted to household composition. Results show that an estimated 18?million elderly in India are living below the poverty line. On adjusting the consumption expenditure to household size and composition, there are no significant differences in the incidence of poverty among elderly and non-elderly households in India. This is in contrast to the notion that elderly households are better off than non-elderly households in India. Based on the findings, we suggest that the age dimension should be integrated into social policies for evidence based planning.  相似文献

Hispanic immigrant poverty is nearly double that of other immigrants. Furthermore, poverty rates among Hispanic families differ substantially by ethnicity. This paper analyzes poverty rates for Hispanic and non-Hispanic immigrants, and also for individual Hispanic ethnic groups, to determine the relative importance of different covariates of poverty. The general conclusion is that low levels of education and fluency in English contribute to high Hispanic poverty rates and are also contributing factors to differences in poverty among Hispanic ethnic groups. In particular, the high poverty rate of Mexican immigrant households is associated with the low educational attainments of household heads, along with a relatively large number of children, relatively low English fluency and a relatively short tenure in the U.S. Immigrants from Guatemala and El Salvador have substantially lower poverty rates than Mexican immigrants despite a similar constellation of observable traits. Immigrants from South America have low poverty rates, largely due to strong family work effort and high educational attainments. The relatively low family work effort and high incidence of single parent families among Puerto Ricans overpowers the beneficial effects of higher rates of citizenship and English fluency.

This study — based on data from the Danish Welfare Survey of 1986, covering 461 single women and 319 single men — showns that single women have a potential higher risk than single men of becoming poor even when the sexes are categorized by household status, age and relationship to the labour market. These results suggest that the most important reason for higher risk of poverty among women than among single men is not — as often supposed — whether women are single, with or without children, but that gender as such discriminates as to poverty via the different ways men and women are linked to the labour market, This would apparently confirm that which, indirectly, was indicated by previous research on poverty.  相似文献

This article explores the relationship between women’s participation in microcredit groups and domestic violence in Bangladesh. Several recent studies have raised concern about microcredit programs by reporting higher levels of violence among women who are members. These results, however, may be attributable to selection bias because members might differ from nonmembers in ways that make them more susceptible to violence to begin with. Using a sample of currently married women from the 2007 Bangladesh Demographic Health Survey (BDHS) (N = 4,195), we use propensity score matching (PSM) as a way of exploring selection bias in this relationship. Results suggest that the previously seen strong positive association between membership and violence does not hold when an appropriate comparison group, generated using PSM, is used in the analyses. Additional analyses also suggest that levels of violence do not differ significantly between members and nonmembers and instead could depend on context-specific factors related to poverty. Members for whom a match is not found report considerably higher levels of violence relative to nonmembers in the unmatched group. The background characteristics of members and nonmembers who do not match suggest that they are more likely to be younger and from relatively well-to-do households.  相似文献

The purpose of this article is to provide a fuller and more integrated understanding of poverty based on the results of a nation wide participatory study recently completed in South Africa. A surprisingly consistent view of poverty emerges from the study which includes social isolation, malnourished children, crowded homes, the use of basic energy sources, no employment, and fragmented households. A clear image of what results from extreme poverty also emerges comprising continuous ill health, arduous and often hazardous work for virtually no income, no power to influence change, and high levels of anxiety and stress. The article concludes that conventional definitions of poverty do not fully describe the experience of poverty as analysed by the poor themselves. Instead, the multidimensional nature of poverty suggests that three basic concepts would be useful in any analysis of extent, nature and persistence of poverty. This article for first time explores the relationship between immigration and poverty in Spain. Using recent Spanish household surveys, it is found, first, that both moderate and severe poverty are more acute among immigrants than among nationals and social transfers play no substantial role in reducing monetary deprivation in the case of foreign-born population; in the second place, we perform an econometric analysis that shows that the different poverty risk faced by local and immigrant households is not driven by differences in basic household and demographic characteristics.  相似文献

Ethiopia has one of the highest poverty rates in the world where 24% of the population lives in extreme poverty. While urban poverty reduced from 26% in 2011 to 15% in 2016, rural poverty reduced only from 30 to 26% in the same periods. Improper identification of the rural poor and ill-understanding of the extent of rural poverty is among the challenges in designing appropriate poverty reduction interventions in rural areas. Thus, this study analyzes the extent of rural poverty employing a consumption-based approach and identifies the determinants of rural poverty at a household level. A household survey was conducted and data were randomly collected from 194 households from four representative villages in the west Belesa district of Ethiopia. The food and non-food consumption measurement calculated by the cost of basic need approach were 2949.40 ETB (ETB is Ethiopian Birr, which is the Ethiopian currency. 1 ETB is equivalent to 0.025 US$) and 1485.78 ETB per year per Adult Equivalent (AE), respectively. The rural poverty indices (i.e. headcount index, poverty gap, and squared poverty gap) calculated based on the consumption-based poverty line were 38.1, 8.84, and 3.1%, respectively. The binary logit analysis shows that having a bigger family had a significant and positive relationship with rural poverty. Conversely, larger landholding, plowing oxen, and livestock ownership as well as a higher amount of non/off-farm income have a significant and negative relationship with the poverty status of households. The study found that rural poverty is deep and complex in the study area calling for the design of location-specific and holistic poverty reduction strategies.

Shifting focus from income to capability signifies an important milestone toward accurately measuring poverty and deprivation. This paper operationalizes capability deprivation in the United States and compares measurement outcomes among various capability approaches and between capability and income spaces. Of the three capability approaches examined, the factor score absolute approach suggests a greater extent of deprivation and more comprehensive demographic profiles of the deprived. Additionally, I find that using the capability space may further attenuate the extent of deprivation over that using the income space and alter somewhat the stereotypical profiles of the poor and deprived.  相似文献
