The payment of foster-carers has long been controversial, reflectingboth philosophical debates as to whether fostering should bea voluntaristic or professional activity and concerns aboutplacement provision and service delivery for children. Althoughmany research studies have touched upon the question of foster-carers’satisfaction with payments, this has not been explored in anydepth. Drawing on findings from a study involving 1,181 foster-carersin twenty-one agencies, this article attempts to provide suchan analysis with four main objectives. These comprised: examiningassociations between attitudes towards payment and demographic,socio-economic and fostering career variables; comparing responsesbetween carers based in local authorities (grouped accordingto levels of payment and performance criteria) and independentagencies (IFAs); gauging the influence of carers’ ‘orientations’towards foster-care as a ‘professional’ task; andanalysing payments in terms of their different components, suchas fees, maintenance and certain designated expenses. Amongmany detailed findings to emerge were the generally low levelof satisfaction among local authority carers, especially incomparison with their IFA counterparts and the growing supportamong carers for salaried status. There was mixed evidence onlinks between attitudes towards remuneration and the performanceof agencies.  相似文献

Research with seven local authorities in England provided dataon the ‘care careers’ of 596 foster-children overthree years (Sinclair et al., 2005). One part of this studylooked at the experiences of disabled foster-children comparedto non-disabled foster-children. The research aimed to identifyif there were any particular difficulties in pursuing permanencyfor disabled looked after children. This article introducesa concept developed by the author from this work: the idea thatdisabled children may be at risk of experiencing a ‘reverseladder of permanency’; being less likely than their peersto receive permanent placements such as adoption and returnhome. The results of the study partially supported this hypothesis,reinforcing existing findings and highlighting some new ones.Foster-children with learning but not other impairments wereless likely to be adopted. All disabled children were less likelyto return home and therefore remained in foster-care for longer.Disabled children who were adopted, or who returned home, didso after a greater delay compared to non-disabled children.By contrast, children who were ‘clearly disabled’achieved a greater degree of permanence within the care system.The article concludes by considering the implications of suchfindings for policy and practice.  相似文献

This paper discusses some key findings taken from a qualitative study conducted with gay and lesbian adopters and foster carers in England and Wales. The study examined the experiences of 24 self‐identified lesbians and gay men, who had been involved in adoption or fostering processes since the introduction of the Adoption and Children Act, 2002. This article will explore why participants chose to adopt or foster and their approach to relationships generated through these routes. Findings indicate that gay and lesbian applicants troubled dominant conceptualisations of family and kinship and revealed both heteronormative and nuclear constructions of parenting within adoption and fostering social work. In contrast, participants often demonstrated a reflexive and creative approach to caring for looked after children. This paper will therefore consider how professionals can recognise nuanced or complex relationships, situated beyond traditional frameworks, through drawing upon wider concepts within sociological literature.  相似文献

Themain reason for this centres on the dominant tendency to exclusivelycentre on ‘race’ and visible difference. Recentpolicy documents in relation to social work with children andfamilies illustrate the fact that Irish people are omitted indiscussions seeking to promote culturally appropriate services.Conceptually this approach is founded on implicit ideas aboutBritish identity and erroneously suggests that white ethnicitiesare homogeneous, unified and clearly demarcated from a (new)black presence. Historically, ideas associated with ‘theproblem family’ can be related to the racialization ofIrish people. Archival research examining responses to unmarriedmothers travelling to Britain to have ‘illegitimate’babies adopted also highlights how Irish women have been subjectto exclusionary social care practices. Whilst rejecting an essentialistconceptualization of ‘Irishness’, the article goeson to suggest that the mainstream and hegemonic discourse on‘race’ needs to take specific account of Irish peopleand other minority ethnicities not identifying as ‘black’,particularly during a period of globalization and new migrationinto Britain by refugees and asylum seekers.  相似文献

The concept of ‘reflexivity’ has become increasinglysignificant in social work literature in relation to socialwork education, theory and practice. However, our reading ofthe literature indicates that there is a lack of clarity aboutthe concept in terms of who is being exhorted to be ‘reflexive’,when and how. This article addresses these questions througha critical review of social work literature since the 1990sthat discusses the concept of ‘reflexivity’. Giventhat many authors seem to use the concepts of ‘reflexivity’and ‘(critical) reflection’ interchangeably, wealso apply this analysis to ‘reflection’ and ‘criticalreflection’. This article raises important questions abouthow the concepts of ‘reflexivity’, ‘criticalreflection’ and ‘reflectivity’ are definedand the different consequences such definitions might have forsocial work education, theory and practice.  相似文献

This article uses the concept of ‘the social investmentstate’ to understand key aspects of New Labour’spolicies in relation to welfare reform. It argues that ‘investingin children’ and creating ‘responsible parents’are vital features of many of the policies and service initiativeswhich have emerged since 1997. Such features have considerableimplications for policies and practices in the arena of familysupport. The article goes on to outline aspects of an importantcritique of the social investment state which has emerged fromthose engaged in research and policy analysis who argue fora ‘political ethics of care’. It argues that thisperspective offers important possibilities to family supportadvocates not only for critique, but also for articulating muchneeded policy alternatives to those currently being promotedby New Labour. It also signposts the importance of conductingongoing research into the meanings which are being attachedby individuals to complex and contested terms such as ‘family’and ‘support’.  相似文献

High-profile child murders lead parents to fear for their children’ssafety, but perception of risk is often at variance with reality.We explore the numbers of potential ‘Extra-familial’child homicide assailants in the United Kingdom and estimatetheir actual murder rate to determine risk levels. A South ofEngland study, equivalent to a 4 per cent sample of the UK population,of a decade of consecutive child homicides identified the characteristicsof child homicide assailants, finding that the most frequentassailants—the ‘Intra-familial’—werevery different from ‘Extra-familial’ assailants.‘Extra-familial’ killers were all males, aged nineteento forty-two, with convictions for Violent-Multi-Criminal-Child-Sex-Abuse(VMCCSA) offences and Multi-Criminal-Child-Sex-Abuse (MCCSA),whose victims were aged seven-plus years. Projecting these characteristicsonto the male UK population enables us to estimate the numbersof potential UK ‘Extra-familial’ assailants, whichare set against known UK child (five to fourteen) homicides(WHO, 2005). To account for any ‘hidden’ child homicides,deaths in the ‘undetermined’ violent death category,designated ‘Other External Cause’ (OEC), are calculatedto provide a ‘maximum’ child homicide rate. Therewere potentially 912 VMCCSA and 886 MCCSA ‘Extra-familial’offenders in the United Kingdom, who could be responsible forthe WHO-reported UK three-year average of ‘Extra-family’fifteen child homicide and seventeen OEC deaths per annum; ahomicide rate of 12,061 per million (pm) for VMCCSA and 3,386pm for MCSA, which is 1.21 and 0.34 per cent; however, the VMCCSAhomicide rate was 403 times greater than the all children accidentand cancer death rates. Though the vast majority of these potentialassailants did not kill, comparatively, they are extremely dangerous.Practice and ethical issues are debated, which considers activeoutreach for the ‘treatable’ to possible ‘reviewable’custodial sentences for the VMCCSA.  相似文献

Summary The purpose of this article is to clarify the concept of ‘thebest interests of the child’. It is argued that its usehas often confused rather than helped debates on child careand family work, creating the illusion that ‘the bestinterests of the child’ constitute an objective fact. Different assumptions of ends and means in interpreting the‘best interests of the child’ are discussed followedby an examination of the issues of parental authority and influencein decision making, the rights of the child to have a voicein his or her own future, and the authority of professionalsto weigh and balance all the factors. It is argued that more attention should be given to the complexityof the decision-making processes, that decision making shouldbe shared between children, parents and professionals, and thatviews of ‘the best interest of the child’ are alwayscontingent, depending on the particular position and assumptionsof the person expressing them, as well as the objective circumstances.  相似文献

Whilst the importance of gender for social work practice, riskand mental health has been recognized theoretically for sometime, few attempts have been made to explore this area empirically.This paper presents findings from a mixed-methods study of socialwork practice in relation to mental health service users perceivedto be ‘high-risk’. Findings suggest, first, thatthe concept ‘high-risk’ was gendered because theprimary focus in social work practice was on the risks posedby male service users to others. Second, female social workersin the present study were found to have more female serviceusers from their caseloads who had been defined as ‘high-risk’compared with their male counterparts. The paper goes on toexplore this apparent congruence between female social workersand female service users and highlights how the management ofrisk could be considered gendered because it reflects a worker’s(perceived) capacity in cultural terms to ‘decode’the nature of the risks that their clients face as genderedsubjects. The paper demonstrates how the intersections betweenrisk, mental disorder and social work practice can thereforebe understood as a gendered landscape. It concludes by highlightingthe implications of these findings for social work practiceand research.  相似文献

Summary The word ‘welfare’ is difficult to define becauseit combines within it a range of ideologies and actions. Twoconclusions are drawn from this: first, that social servicesshould be regarded as contributors to, but not providers ofwelfare; second, that the study of social work and social administrationshould be concerned not only with the relationship of ‘service’to ‘need’ but also with societal movements and pressureswhich determine the emergence of both. The article reviews theprofessed values of the welfare state, particularly ‘socialequality’ and the problems associated with its achievement,namely public attitudes, and the discontinuity between intentionand practice in the welfare services. Summary The decision about whether behaviour with children is acceptablehas far-reaching consequences for those involved. Social workersmust decide what behaviour leads people into the child protectionsystem. This study aims to identify how far social work studentsachieve a consensus on the acceptability of behaviour, and whethersimilar items achieve agreement between groups in Sweden andEngland. Forty-four vignettes of behaviour with children whichmight be seen as unacceptable were administered to 52 first-yearsocial work students in Ume, Sweden, and 50 English students.They were asked to rank the behaviour on a 5-point scale, where‘1’ represented ‘Fine’ and ‘5’‘Totally unacceptable'. Key findings were that there is little consensus within societiesabout what is acceptable behaviour towards children, and significantdifferences between them. It is argued that this is the resultof the many different discourses operating in the field. Theauthor points out the difficulties this can cause, and arguesfor the acceptance of a postmodern approach, which though stressingthe importance of consensus in decision making, ultimately positsthat effective and ethical practice must be based on relationship.Such an approach would resolve paradoxes which have challengeda more modernist understanding of social work.  相似文献

Local authorities in Britain have been purchasing foster placementsand related services from independent fostering agencies orproviders (IFPs) for many years. These are often made on anunplanned or ‘spot purchased’ basis and many localauthorities have incurred significant budgetary overspends orbeen criticized for poor child-care practice. In parts of theUSA and Australia, governments have required public authoritiesto ‘outsource’ all or most of their foster-careresponsibilities to private or voluntary agencies. Where thesehave been independently evaluated, a number of deficits havebeen identified. A middle position of local authorities andIFPs entering into service level or contractual agreements hasemerged in Britain where each sector attempts to plan and matchits respective needs and services and to predict and controlcosts. This paper explores how some local authority and IFPmanagers have developed working arrangements with one anotherin order to achieve this position. At a time when the Britishgovernment is providing a strong policy steer towards inter-sectorcommissioning in foster-care, this paper suggests a frameworkfor collaboration.  相似文献

Summary The adoption of an ‘outpatient’ model of supervisingthe treatment of bedwetting amongst child clients of a socialservices department is described. The treatment technique usedwas the generally effective ‘enuresis alarm’, or‘bell-and-pad’. Fifteen out of a total of 25 concludedcourses of treatment were successful, with an average treatmentduration of 14.9 weeks. Both this outcome, and the rate of drop-outbefore completion of treatment (ten cases) are comparable withthose obtained with non social services clients, and the useof the enuresis alarm with children in care (including thosein residential establishments) was found to be quite practicable.A high relapse rate (43%) was, however, found for social servicesclients, relapse usually following a placement change or othermajor stress.  相似文献

Summary This paper considers how far the New Labour educational policyrepresents a clear shift in focus from the policies of the Conservativeadministrations of the 1980s and 1990s. As in other areas ofsocial policy, the paper concludes that current government policyowes as much—if not more—to ‘New Right’ideology than to that of the ‘Old Left’. With anew emphasis on social inclusion, the paper considers the contributionof, and implications for, contemporary developments in educationpolicy and practice for child and family social work in general,and education social work in particular.  相似文献

This paper re-examines the nature of social work from the perspectiveof movement and ‘mobilities’. It shows that socialwork is at all times ‘on the move’, yet theory andanalyses of policy and practice largely depict it as static,solid and sedentarist. The paper draws on the ‘new mobilitiesparadigm’ (Sheller and Urry, 2006), through which a concernwith flows and movements of people, objects, information, practices,speed and rhythm, with complexity, fluid images and liquid metaphors,is moving to the centre of social theory. An understanding ofthe ‘liquid’, mobile character of social work meansproducing accounts which are much closer to what its practicesare, how and where they are performed and experienced by serviceusers and professionals, and the opportunities and risks inherentto them. Three key domains of practice—the home visit,the car journey and the office/organization—are examinedin terms of the movements that go on in them. Viewed throughsystemic and complexity theories, it is shown that social workinterventions in late-modernity are best understood in termsof a flow of mobile practices between public and private worlds,organizations and the home, at the heart of which is the sensualbody of the practitioner on the move.  相似文献

Since its legal inception in 1926, adoption work has been centrally concerned with the matter of the adopted child's ‘first’ or prior life, whilst also focussed on achieving a new and secure substitute family for that child. Adoptive kinship has been formed through this dual and contradictory concern, a concern that has produced diverse policies and practices over the last 90 years. Drawing on Foucault's concept of technologies of the subject, this paper is an exploration of adoptive kinship within the new context of open adoption, a set of practices that more actively promotes the involvements of the adopted child's former family. These practices both promote a radical reworking of adoptive kinship, as well as confirming its more orthodox moorings. Drawing on an adoption archive study, the paper concludes with an analysis of letterbox contact to explore how far this form of open practice transforms adoptive kinship in the contemporary era.  相似文献

This qualitativestudy, based in social services departments in London, usedthe focus group method to explore the provision of supervisionby team managers in a very pressurized work environment. Thestudy highlights the difficulty of protecting adequate supervisiontime but shows how supervisors can use their skills to conductcase related discussion concerned with developing professionalskills. ‘Inquisitorial’ and ‘empathic-containing’functions are identified and an approach is proposed for combiningthem in training courses for child protection supervisors. Thepaper recommends that supervision training needs to be expanded,to be more precisely targeted, and that outcomes need to berigorously and appropriately assessed.  相似文献

E-mail: g.j.robinson{at}sheffield.ac.uk Summary ‘Technicality’ is a theoretical construct which,in the context of professional practice, refers to those aspectsof the work which can be prescribed, ‘programmed’or subject to routine practices. This paper considers the purportedrise of technicality in probation practice, with particularreference to the relationship between increasing technicalityand perceptions of ‘professionalism’. The paperpresents a case study of one ‘technical’ initiativein the probation context: namely, a structured risk/needs assessmentinstrument. The case study examined the implementation of thisinstrument in two area probation services, with a view to establishingits impact both on the exercise of professional judgement (‘indeterminacy’),and on perceptions of professionalism among users and theirmanagers. On the basis of the case study it is argued that,contrary to many recent commentaries, neither significant reductionsin indeterminacy nor an inevitable process of deprofessionalizationcan be automatically ‘read off’ from attempts tointroduce greater structure and/or standardization to socialwork and probation practice. The tentative conclusion of thispaper is that the professional future lies not in a wholesalerejection of technicality, but rather in achieving a positive,workable balance between technical and indeterminate aspectsof practice.  相似文献
