This article explores how development programming in rural poverty and the environment can work with indigenous peoples. It draws on research conducted in Asia and Latin America to suggest how indigeneity can be understood as specific kinds of marginalisation intersecting with self‐identification and recognition as indigenous. Current obstacles to effective engagement with indigenous peoples are outlined, and suggestions are offered for pro‐actively addressing their experience. Two critical areas where there are opportunities for donors to support indigenous peoples' priorities include ‘FPIC’ (Free Prior and Informed Consent) and a careful consideration of the implications of niche‐market engagement.  相似文献

Recent transformations of global economic structures have been accompanied by divergent national, regional, and local patterns of development, including severe socioeconomic crises for many Third World countries. At the same time, established conceptualizations of development processes have been called into question by divergent models of social change, such as those of world systems and postmodernist theorists. These phenomena present major analytical challenges for sociologists specializing in the study of development. New technologies and production processes, changing forms of international dependency, and the appearance of new social actors are among the most important topics for study. We argue that political economy, based on midrange propositions and comparative historical methods, constitutes the most fruitful approach to this task.  相似文献

This exploratory case study investigated Yemeni civil society actors’ actual and potential contribution to policy‐making, implementation, monitoring and evaluation, in the sectors prioritized in Yemen's national development strategy. Semi‐structured interviews were conducted in Sana'a between January and July 2015 with policy‐makers, researchers from academic institutions and civil society organizations. More specifically, this article discusses the role that YPRIs play in the public policy landscape of Yemen; the challenges they face in their interaction with policy‐makers; the opportunities they represent for policy actors in Yemen; and the factors enabling and limiting their influence, communication, inclusiveness and capacity. The authors conclude by contextualizing their findings within the ongoing conflict and drawing lessons for post‐war policy‐making in Yemen.  相似文献

Active aging is established as the leading global policy strategy in response to population aging. In practice, however, the term active aging serves as a convenient shelter for a wide range of policy discourses and initiatives concerning demographic change. The twin purposes of this article are, first, to examine its European origins and how it has been applied in the world's oldest region. This policy analysis illustrates the contrast between the primarily European discourse on active aging, which emphasizes health, participation, and well-being, and the U.S. discourse that prioritizes productivity. The application of active aging in Europe has, nonetheless, been predominantly in the productivist mold. The examination of the emergence of this key policy concept in Europe is contextualized by an outline of the changing politics of aging in this region. The second purpose of the article is to set out a new, comprehensive strategy on active aging that is intended to realize the full potential of the concept. Understanding of the need for this broad vision of active aging is facilitated by the historical policy review.  相似文献

The paper examines public sector management of urban growth and development in the Riyadh Metropolitan Area, Saudi Arabia. The focus of the paper is on institutional capacity building and development intervention. The paper traces changes in public sector management structures and development activities over the history of the city with the aim of assessing development impact and identifying forces that have shaped the evolving state of urban management. The paper notes that urban management has significantly improved with time but the persistence of urban problems coupled with projections of future growth point to the need for further improvements. The paper, in conclusion, while acknowledging the utility of the metropolitan development strategy (MEDSTAR) being formulated for the city, points to the need for broader administrative reform to improve the ability to cope with long-term challenges of growth in the city. Disasters pose a growing threat to sustainable development. Disaster risk management efforts have largely failed to arrest the underlying drivers of increased global risk: uncontrolled urbanization and proliferation of assets in hazardous areas. Resilience provides an opportunity to confront the social‐ecological foundations of risk and development; yet it has been vaguely conceptualized, without offering a concrete approach to operationalization. We propose a conceptualization of disaster resilience centred on well‐being: ‘The ability of a system, community or society to pursue its social, ecological and economic development objectives, while managing its disaster risk over time in a mutually reinforcing way.’ We present a conceptual framework for understanding the interconnections between disasters and development, and outline how it is being operationalized in practice.  相似文献

In current policy discourse, rural decline is often described as an inevitable process associated with such broader structural trends as globalization and urbanization. The purpose of this paper is to challenge the supposed inevitability of rural decline in northern British Columbia (BC), Canada. We argue that rural decline in northern BC has been facilitated through an intentional policy program that views hinterland areas as a ‘resource bank’ from which to fund provincial infrastructure and services, without adequate attention to rural reinvestment. We highlight the potential discrepancies of this approach through a comparative study of two development eras in the province. In the first era, we examine the policies and development approach adopted by the W.A.C. Bennett provincial government, which governed from 1952 to 1972. We argue that the Bennett regime confronted the complexity of the post-war era with a comprehensive vision and coordinated policy program for ‘province building’ through intensive investments in industrial expansion and community infrastructure throughout the BC hinterland. By comparison, the post-1980s era in BC has witnessed a continuation of the resource bank approach, minus a concomitant commitment to hinterland investment. Reversing the inevitability of rural decline requires a renovation of the investment orientation witnessed during the Bennett era through an appreciation of the role of place in economic development. Our recommendations for renewed rural development in northern BC are drawn from a synthesis of the Bennett lessons with those emerging within place-based development literature.  相似文献

The development of government guidance can seem a mysterious process to those outside government. This paper, which draws on the author's experience, is intended to give some insight into how guidance in two areas—child witnesses and children involved in prostitution—was developed within the existing legal framework. Since that time, the Sexual Offences Act 2003 has come into force in England and Wales and the Children Bill is currently before Parliament. The paper begins by setting out the key legislation, regulations and guidance that underpinned the child welfare and criminal justice systems as they related to child protection at the time the guidance was being developed. It then describes how the different guidance documents relate to each other and the implications for practice. The development of speci?c guidance is drawn upon to illustrate some of the tensions that had to be resolved during the drafting and the processes by which they were ?nalized for approval by the Government. A key area requiring careful consideration was the differences between the family and criminal justice systems. In the former, the welfare of the child is paramount when making decisions and in the latter, the court has a duty to ensure the defendant has a fair trial. Early nonmaternal child care, for at least some portion of the week, is now the reality for most families in the United States. Ongoing debates surrounding what these changes mean for our society have focused on the possible negative consequences of extended nonmaternal care and the potential impact of such arrangements on children's later development. The NICHD-Early Child Care Research Network (ECCRN) Study of Early Child Care and Youth Development has made great strides toward addressing methodological limitations in previous research through a series of landmark examinations of child functioning from transition to school through 15 years-of-age. The primary goal of this commentary is to put the child care findings into a broader developmental, social, and political context by reframing the discussion to move beyond the current daycare debate and consider implications for social policy and research agendas. Given that daycare has become a normative social institution, we first consider what the research findings mean for the healthy social–emotional and cognitive growth of children. Second, we articulate the implications of the data for social interventions to improve those outcomes. Finally, we address the issue of what political changes are necessary to produce those improvements.  相似文献

ABSTRACT

The illicit drug crops opium and coca are conventionally regarded as sources of instability, an ‘evil’ that breeds fragility and violence. Fragile states are supposed to be most vulnerable to their production and consequent harms. Yet by looking into the local contexts of the world’s leading opium and coca producers – Afghanistan, Myanmar, Colombia and Bolivia – these illicit crops are found to also be sources of stability, even drivers of economic growth. They enable marginalized communities and territories abandoned by the state to be reinserted into national and global markets. Within so-called ‘fragile’ and conflict-affected areas are displaced and dispossessed households adopting innovative and unorthodox strategies for coping and survival in changing and insecure environments. This paper maps out an approach, useful for examining the resilience that has emerged amidst violence and uncertainty in illicit-crop-producing territories, and which can hopefully tackle the continuing disconnect between drugs and development policy.  相似文献

Tokyo, the capital city of Japan, has always been a center of national economic growth, and hence a focal point of political struggle between local and national government. There exist two kinds of political forces; the former desires strong concentration of economic activities in Tokyo based on market rationality and economic efficiency, and the latter counters the former claiming more decentralization based on the balanced national economic structure. This paper reviews the development of urban and regional policy in Japan over the last 20 years and examines how such political forces have played out. After the decade‐long sluggish economic performance and the challenge of inter‐urban competition by Asian mega‐cities, Tokyo Metropolitan Government formulated an aggressive promotional policy under the leadership of the then Governor Ishihara. He tactically created a political consensus to give locational favor to the central part of Tokyo at the expense of other regions. It was partially challenged by the election of the then Prime Minister Shinzo Abe who insisted the need to revitalize the regions that were economically lagging. Despite his words, however, the centralization of Tokyo continued. This paper argues that the regional revitalization policy under the Abe administration was political rhetoric rather than reality, and Japan's economic fortune may still depend on the performance of Tokyo in the global economy under the neoliberal policy orientation.  相似文献

This paper examines contemporary developments among Taiwan’s indigenous Austronesian peoples. We have reviewed major policy changes mainly since the 1980s and their impacts on later developments – both the positive improvements in general well-being and the persistence of ingrained problems among them. Major findings indicate two growing trends among Taiwanese Austronesians. One is the rise of interest in their cultures and efforts to preserve and restore selected indigenous customs and practices. The other trend is a continuous outflow of the indigenes from traditional tribal communities to urban centers for better employment, education, or health care. Their increasing urbanization also contributes to more inter-ethnic marriages and the loss of indigenous languages and practices. The case of Taiwanese Austronesians illustrates the impacts historical and politico-economic processes are having on indigenous peoples.  相似文献

An obstacle for the implementation of a modern regional policy in Croatia is the inherited concept of the reconstruction of war-affected areas. This concept is no longer appropriate for the needs of a modern regional policy, which should be formulated, among others, also in the context of the EU accession. This is particularly important considering that the EU emphasizes that member states should be in the position to withstand competitive pressures in the single market as a key condition for accession. And regional policy has a particular role in this regard. In this article the main obstacles for a modern regional policy in Croatia are discussed, particularly from the point of view of achieving economic competitiveness. It is necessary to tackle these problems and obstacles through a number of measures and initiatives from both the central and the regional level, which are discussed in this paper.  相似文献

Domestic violence is everywhere and nowhere. No statutory organization or health service has work with either perpetrators or survivors of domestic violence (usually women and children) as the primary focus of their service, yet all agencies will have very significant numbers among their clients/service users. It is therefore crucial that the policy framework is developed both within and between agencies to address the need, and scope, of intervention in this area and particularly the impact on children. Currently, significant steps have been taken by some agencies in the UK to address this previously neglected issue, though the developments are patchy. This paper draws on a UK‐wide research study which mapped the extent and range of service provision for families where there is domestic violence and also developed a framework of good practice indicators for provision in this area. This article examines one of the indicators of good practice arising from the research—that of policy development—within social service departments and within the multi‐agency arena. This article provides a model for social work educators seeking to integrate human rights content in the policy course. Each of the four policy-related practice behaviors (e.g., policy formulation, policy analysis, policy advocacy, and collaboration in policy practice) is examined with respect to the traditional methods used in social welfare policy courses and the ways in which these methods can be expanded to include human rights content. Available literature and multimedia resources are noted and practical human rights applications are presented with the goal of supporting efforts to achieve this integration.  相似文献

This article on the ready‐made garment (RMG) sector of Bangladesh shows how over‐reliance on foreign capital for development financing and deregulated investment—a hallmark of neoliberal economic arrangements—undermines the incorporation of SDGs’ and INGOs’ equity principles, contributing to biased policy responses yielding unequal outcomes. The article cautions that while countries prioritize economic growth over social and environmental nourishment and continue to adopt neoliberal economic policies to promote economic growth, inequity is unavoidable, if not inevitable. Thus, the way forward may be to shift the focus of ‘development’ from the economy to society, to building ‘good societies’ where institutions and strategies, including those that contribute to economic growth, are organized such that these complement not compromise the evolution of such societies.  相似文献

ABSTRACT

The literature on industrial policy in Africa has generally explained its political origins in terms of ruling elites’ distribution of benefits to their supporters. However, in competitive political contexts in which policies are deeply political and designed to satisfy clients, such as policies that support party donors, the problem of policy discontinuity is bound to arise because a change in ruling party is bound to alter the direction of distributional policies. The current paper uses Nigeria’s backward integration policy (BIP), an industrial policy on cement production, to sharpen the analytical distinction between the origins and persistence. Although the ruling elites’ political quest for survival explains the origin of Nigeria’s industrial policy on cement (ruling elites were in search of re-election funds and teamed up with domestic capitalists for donations, who in turn influenced the political elites to create policies in their area of business), it does not explain the continuation.  相似文献

This article uses nine case studies of global supply chains (GSCs) in Southern Cone countries to explore the extent to which economic and social upgrading are linked and spread from lead firms to their supply chain. While economic and social upgrading are found in lead firm segments throughout the case studies, the impacts on suppliers are varied. Pattern groupings enable the authors to develop a three‐part typology of development in GSCs, in the light of which they consider the roles of public policies, company behaviour and social actors in addressing developmental outcomes for GSC lead firms and suppliers.  相似文献

Of the myriad approaches to reducing poverty, which have proved effective on a national scale? This article analyses 15 systematically selected national cases of demonstrated rapid poverty reduction, seeking insights into effective approaches to reducing poverty. From these 15 economies, in which the bottom quintile experienced an annual increase in income of at least 6% over at least a decade, emerge four poverty‐reduction pathways: (1) industrialisation, (2) rural development, (3) social welfare and (4) petroleum‐generated employment. In addition to helping us understand what policy approaches have actually helped reduce poverty, this article has implications for the understanding of economic growth, the impact of pro‐growth policies, the relationship between state and market, and the roles of non‐government organisations (NGOs) and civil society.  相似文献
