A study of the EU system for regulating medicinal products is used to show the usefulness of distinguishing between policy-making and scientific expertise when analyzing political decision-making. This approach presupposes identifying the characteristics of scientific expertise. The experts responsible for assessing drugs have to combine knowledge and action. Questions are raised about how work is shared between decision-makers and experts. In the case of medicinal products, the work of experts has absorbed decision-making. Lest we waver between explanations in terms either of science or else of politics, it is necessary to substantively identify expertise’s political dimensions. Two conceptions — the “healthy man’s” and the “sick man’s” — of the purpose of assessing medicinal products stand out in debates; but political authorities pay no heed to them.  相似文献

The issue of legitimation by political elites has been a central concern of political scientists for many years. This article draws upon the work of Murray Edelman who was instrumental in analysing this relationship between rulers and ruled, the relatively powerful and relatively powerless, through an understanding of language, symbolism and the manipulation of information. It concludes with the contention that the Internet offers the prospect for governments to create new 'electronic faces', which act to support a symbolic architecture of power.  相似文献

The defining moments of traditional spatially based higher education are made up of fixed and fluid experiences. These 'moments' are now creaking as funding per student falls and the romanticized ideal of an education detached from 'real' life falters under the weight of highly variable student experiences. Distance learning in all its guises has always been regarded as inferior by those embedded in the traditional system. However more and more students demand something different from costly campus-based education. It is time for a more open discussion about the tensions between richness and reach and the role that new facilities like the Internet could play in reaching more students without wallowing in the nostalgia that often accompanies such debates.  相似文献

Development of single-user computer applications has often been based on user-centred or task-centred design methodologies, with some success. These methodologies are also useful for guiding the development of multi-user CSCW applications whenever the basic characteristics of the users, or the type of tasks for which the system is being designed are identifiable. The effectiveness of these methodologies as a basis for the design of virtual meeting environments for supporting community-based activities, on the other hand, is rather limited. This is mainly due to the fact that for such systems it is not generally possible to identify the user or task requirements, as these vary considerably from one community to another, or even within the same community over a period of time. New methodologies need to be devised, or existing methodologies have to be modified, to direct the development of virtual environments for which the characteristics of the users or their activities are not known in advance. This paper introduces the concept of information-centred design. Information-centred design, though not fully devised yet, focuses on the identification of the type of information, as well as the way it is collected and utilized by the users of a virtual meeting environment. This pool of information, which plays an important role in facilitating interaction and communication between the members of a community, could be defined as their communal memory.  相似文献

Field research on ‘young Moroccan Jihadists in Syria and Iraq from northern Morocco’ unexpectedly revealed the mundane factors behind their recruitment represented in the self-realization and the search for heroism, adventure and money, were the main reasons for the recruitment of young people in northern Morocco terrorist organizations, especially the Daesh. The religious factor is secondary. To combat terrorism and extremism which is spreading in the MENA region requires political will. Appropriate laws should be enacted as soon as possible and policies must be implemented to ensure border control, the closure of financing ports, propaganda platforms, anti-addiction, etc.  相似文献

How to test for the existence of a new model of production based on the firm lending an ear to customer demands and valuing the individual and collective intelligence of its work force? The facts for putting this model to the test of reality come from an analysis of two Argentinean automobile-makers, subsidiaries of Toyota and Volkswagen. Various aspects of their organization policy provide evidence of their capacity for making adaptations by “hybridizing” the parent firm’s model with the rationales inherent in the network of local actors (suppliers and labor unions, in particular). This article is a discussion of the role of feeling and emotion, and particularly the experience of pain, in contemporary global political events. In placing pain at the center of an analysis of a lived experience of global politics, the aim is to forge strategies to resist neoliberal imperialism and to create emotionally literate political communities. Drawing on the work of Elaine Scarry, Sara Ahmed and Frantz Fanon, the article situates the concept of emotions in a modern colonial landscape that is both racialized and gendered, complicated by neoliberalism as a subjectivity that contains the scope for emotions. As a case study, the article considers the emotions of viewing the deliberate infliction of pain through the circulation of the ‘Abu Ghraib photos’, particularly in the form of recent museum exhibitions in the USA.  相似文献

This paper examines the gender matrix of time, arguing for cross-disciplinary consideration of political economy, globalization and technology to achieve a detailed understanding of gendered hierarchies of time and the ways in which public/private identifications of social space and time have variously constructed and maintained them. It is argued that women are alienated from their own time, which is identified as most legitimately allocated to the service of others both in the home and at work. The inter-relationship of technologies and gendered identities is explored in relation to public/private divisions and the political-economic and scientific-technological knowledge processes that contribute to upholding them. ICTs reflect these historically established gendered patterns, but international projects such as 'Women on the Net' also demonstrate the capacities of these technologies for disrupting the gender matrix of time through their use by women for women.  相似文献

This paper looks at the prevalence of creative activity and sharing in an age when the barriers to disseminating material have been considerably lowered compared with earlier times. The authors use unique data to explore the extent to which young adults create video, music, writing and artistic photography, as well as the prevalence of sharing such material online. Findings suggest that despite new opportunities to engage in such distribution of content, relatively few people are taking advantage of these recent developments. Moreover, neither creation nor sharing is randomly distributed among a diverse group of young adults. Consistent with existing literature, creative activity is related to a person's socioeconomic status as measured by parental schooling. The novel act of sharing online, however, is considerably different by gender with men much more likely to engage in it. However, once internet user skill is controlled for, men and women are equally likely to post their materials on the Web.  相似文献

The European Commission's specialized services are trying to tighten their grip over viticulture by invoking the legitimating figure of a “new consumer”. Accordingly, growers who work small vineyards are unable to make a wine adapted to market trends. They should, therefore, withdraw from wine-growing and enjoy the subsidies granted by the EU for uprooting vineyards. In Aude Department, southern France, small wine-growers take issue with this analysis, which, in their opinion, caves in to the pressure exerted by traders and hypermarket chain stores. However, there have been no protest actions against the Commission's decisions. This can be explained by the way the EU's policy is embedded in national and local conflicts. Although we cannot point to any joint plan, administrations, trade associations and political parties are developing practices that prevent organized protests.  相似文献

Abstract

This article addresses the theological and liturgical problem of incorporating mythic traditions of the divine feminine into contemporary practice, given the typically essentialist nature of these traditions. The article considers the dream practice of a Jewish women’s learning community, the Kohenet Hebrew Priestess Institute, and applies this practice to several “dragon dreams” in which dragons appear as powerful, erotic, sacred figures that “queer” the divine feminine by offering a norm-upending vision of what the feminine is and does. These dragon dreams provide a powerful alternative to traditional Jewish images of the female dragon in which the dragon represents the demonic feminine. I suggest that dreams can offer a “queering” of mythic images of the sacred feminine because they contain images that have mythic depth but also upend norms and expectations. The article then explores how these dragon images have made their way into the liturgy and theology of the Kohenet Hebrew Priestess Institute.  相似文献

The writing of a “transversal” report on employment at the OECD is examined by focusing not on the finished product but, instead, on the drafting of the report. This approach allows for exploring the dynamics of power at work inside the OECD. It opens toward broader considerations about how this type of international organization produces knowledge in economics and weaves relations, throughout the long process of drafting the report, with those who requested it. This article analyzes how economic issues are assembled through a succession of intermediate studies and reshaped through an asymmetrical competition between services. By making visible the process of constructing the position of “institutional author”, this analysis repositions on new grounds the problem of “influence”, which usually arises in organizations of this sort.  相似文献

In spite of remarkable advances in science and technology, humankind is beset with a number of serious problems. These are not just problems that 'won't go away'; they are problems that are worsening considerably. These problems include the growing gap between rich and poor, between those who have too much and those who have too little, as well as a broad range of environmental issues that may have major consequences but, at the same time, are little understood. This essay explores the idea of 'civic intelligence'. What projects, perspectives, policy and technology might humankind develop that would help us collectively address these problems? This essay discusses six aspects of 'civic intelligence' (orientation, organization, engagement, intelligence, products and projects, and resources) as well as ways to make cultivating our 'civic intelligence' a practical - non-utopian - enterprise.  相似文献

Research on women's political action too often passes over women's organizations that do not officially adopt a feminist ideology and do not explicitly set out to change gender power relations. Based on implicit notions that such women's organizations are nonpolitical (or less interesting), the research often supports a false dichotomy between feminist and nonfeminist organizations rather than illuminates women's common political ground. This study addresses women's collective action, politics and change by focusing on the case of Nicaraguan Mothers of Heroes and Martyrs - women who lost a son or daughter in the revolution or Contra War. Although some members in Matagalpa critiqued male domination, the organization itself did not set out to challenge the gendered division of labor; indeed, their collective demands relied upon and in many ways reinforced traditional gender identities. I argue that such movements are important to feminist political analysis. As I demonstrate in this article, an organization's lack of an official feminist ideology does not mean that individual members do not express interests, identities and ideals that challenge the gendered status quo. Such research, however, requires a nuanced approach, recognizing women as both accommodating and resisting gendered social structures. Thus, this study challenges the dominant feminist-feminine dichotomy by demonstrating that women's collective action is not only per se political (and politically important) but may also challenge as well as reinforce gendered power structures.  相似文献

An intriguing shift in the public interest of Roma, Gypsy and Traveller minorities has been the rise of the ‘Gypsy’ reality TV star in shows across Europe (‘Gypsy’ is the word most often used in popular media culture). The latest phenomenon to hit the UK has been the Channel 4 series Big Fat Gypsy Weddings (Firecracker Films, Channel 4, 2010–2013), a flamboyant production that has garnered both huge audience shares and fierce criticism, with commentators berating its narrow, sensationalist focus. Drawing on both specialized literature on Roma minorities and current sociological debates on reality TV formats, this article raises questions about how the politics of the ‘demotic turn’ of such formats (as noted by Turner in 2004) can lean towards the demonic through emphasizing such groups as spectacular, extraordinary and above all, negatively different. Furthermore, this article shows how the series not only reproduces old stereotypes of Gypsies and Travellers as different, ethnicized others but is also heavily embroiled in UK gender and class discourses. Whilst the series claims to be a unique insight into a marginalized community, this close analysis discusses the wider politics within which it is embedded and how such representations can both popularize and undermine marginalized or minority groups.  相似文献
