Summary There is now considerable evidence that a high proportion offamilies subject to child and family care social work interventioncontain depressed mothers. There is also evidence that the presenceof clinical depression is associated, amongst these clients,with child abuse. Vulnerability to both depression and childabuse have been traced back to the early child-care experiencesof those who are currently parents, expressed in child abusein terms of intergenerational transmission, although it is alsoclear for both that further factors also contribute to thisvulnerability. Despite the link between maternal depressionand child abuse, we have little evidence about the processesand mechanisms, based on social workers judgements about thesituation, by which families with depressed mothers are morelikely than other clients to be involved with intervention forchild abuse. This paper seeks to ‘map’ the pathwaysand the intermediate mechanisms which provide the link betweenthe experience of past abuse and social workers interventionstrategies. Drawing on theoretically significant factors, itfocuses on the following variables: the experience of past abuse,the mother's attributed character, attachment and bonding, childbehavioural problems and intervention strategy. The paper demonstratesa number of significant ‘paths’ through which familiesbecome subject to one or other intervention strategy. It showsthat, while an emphasis on needs assessment is to be welcomed(Department of Health, 1999), they need to be considered (i)within a theoretical framework which helps social workers makesense of, and respond to situations and (ii) through an understandingof longitudinal dimensions (key factors in mothers' earlierlife) which are aspects of this theoretical understanding.  相似文献

Summary This article reviews findings on the relationship of maternaldepression and child care problems, a relationship which haslargely been ignored in social work. These findings are of particularimportance in view of the philosophy in the Children Act 1989that the best place to bring up a child is usually with theirfamily and the duty of local authorities to promote this. Thefindings consistently identify a clear relationship betweenemotional and behavioural child care problems and maternal depressionshowing that depression is likely to affect the mother's childcare abilities and also her perceptions of the child's behaviour.These have important implications for education, training andpractice, and these are discussed.  相似文献

Summary Sexual behaviour and sexuality are currently topical issuesof concern for child care social workers. Social workers arespending more and of more of their time with children who comeinto care because of sexual abuse, or who have an involvementin the ‘rent’ scene or Prostitution. In additionmany teenage young women come into care because of social orparental concern over their lsquo;promiscuous’ behaviour.The review of research on adolescent prostitution offers severalexplanations for involvement in prostitution. which vary accordingto the discipline of the author. Explanations vary from pathologicaland personal psychology factors to the wider social aspectsof the family and local environment. This literature reviewwas used as a basis for research which examined the incidenceof female prostitution for a social services department. Thisis a relatively new field of interest and consequently thereis very little British research published on the issue of adolescentprostitution, or on under age (16) prostitution. There is nopublished research on girls in care and prostitution. We needto know much more about the reality of young people's livesbefore social workers can offer a meaningful response.  相似文献

This approach placesa high premium on measurement, and emphazises a long-standingdesire to develop instruments the use of which would providethe basis for resource allocation. This paper presents a methodby which such data can be rigorously generated and analysed.It uses as its basis an instrument of established reliabilityand validity, designed to collect data on problems identifiedin clients in the child and family care social work group. Ituses a combination of principal component and cluster analysisto provide a clear picture of the nature and range of problemsand the grouping of cases with similar characteristics. Thesedata provide a quantitative basis upon which judgements aboutresource allocation can be made.  相似文献

One would suppose that applicants with aconviction for indecently assaulting a child would never beappointed, but that those with other kinds of record would beappointed to the extent to which prior offences were relativelytrivial, distant in time and involved property rather than people.The reality was much less clear-cut. The study may be seen asa way of depicting the pattern and process of current practice.It has clear implications for the refinement of guidance toachieve nationally desired ends of child protection. This article will draw upon data gathered for a Ph.D., incorporatinginterviews with every social services department (SSD) in Englandand Wales. The study has yielded interesting findings relatingto (inconsistency in decision making across SSDs. The findingsfrom the first 64 interviews have been used for the article.Preliminary analysis suggests that the remaining interviewsshow similar patterns. The focus will be on possibly the mostsignificant finding of the research: that six SSDs in a decision-makingprocess relating to a number of fictitious candidates, revealedthat they would have agreed to employ one of the candidatesas a children and family social worker, despite knowledge ofthat candidate's conviction for indecently assaulting a child.  相似文献

E-mail: acs5{at}york.ac.uk Summary Data were collected on 472 foster children at an interval of14 months. The children's social workers, the family placementsocial workers and the foster carers reported on disruptions,and the reasons for placement success or lack of it. These views,combined with comments from the children, led to hypothesesabout the origins of successful placements. Statistical testsof these hypotheses suggested that success depended on threeaspects of the placement. First of these was the children'scharacteristics. Children, who wanted to be fostered (had attractivecharacteristics and low levels of disturbance), did better.Second were the qualities of the foster carer. Placements withwarm, child-oriented carers were more successful. Third wasthe interaction between carer and child. The findings emphasizethe crucial importance of the foster carers to outcomes. Theyalso support the need to pay close attention to children's views,and the potential importance of early intervention to preventnegative spirals of interaction between carer and child.  相似文献

The numbers, characteristicsand care experiences of children in foster and adoptive carewere considered. The study found that for the majority of childrenplacement in foster care led to separation from siblings. Thechildren were most vulnerable to separation at points of entryand leaving care. Separation from brothers and sisters can havelifelong consequences for the child and his or her siblings,as few of the children were found to have plans which includedreunification with their siblings. A fragmented picture emergedconcerning siblings' living situations. Children were foundto have siblings living in a variety of situations, both inand outwith the care system. Social workers lacked full informationabout the family composition where contact with parents waslost or siblings had moved from the area. Children were mostlikely to be placed with siblings in temporary and relativefoster placements.  相似文献

Social workers are involved with childrenin the roles of mediator or counsellor and as the supervisorwho is concerned with the placement of the child in appropriatesettings. When the need for direct therapeutic interventionarises, children are usually referred to educational or clinicalpsychologists. Social work as a profession has been foundedupon a psychodynamic approach; however, social workers havealways been concerned with effective treatments, the definitionof clear goals, and the clarification of client needs. Thesefeatures link social work to cognitive-behavioural therapy.Cognitive therapy, although not frequently used with children,is presented in this paper as a means for conducting directinterventions with children which fulfil social work's basictargets and needs.  相似文献

Summary For some years good communication and collaboration betweenhealth and welfare professionals has been emphasized as a desirablegoal by both official reports and relevant professions. Thisis as much the case in mental health as other areas. This papercompares communication and collaboration between social workersand general practitioners (GPs) with that between communitypsychiatric nurses (CPNs) and GPs. Both social workers and CPNswere based at a community mental health centre, and the contactwas interagency (with primary health care). Major differenceswere found between social workers and CPNs. CPNs were far morelikely to contact GPs than social workers, although GPs veryrarely initiated contact themselves. Differences reflected different‘philosophies of contact’. Social workers contactedGPs when this could be purposively related to their case management.In addition to this contact, CPNs also made contact to provideGPs with information, reflecting awareness of GPs' long-termcontinuing care responsibility. The excess of CPN contacts wasnot limited, but involved a wide range of problems. GPs, however,when contacted, exerted greater influence on social work casemanagement. The article concludes by explaining differencesbetween CPNs and social workers in terms of occupational culture.It suggests, furthermore, that the results arise at least inpart from assumptions of team leadership by GPs, and that socialworkers' and CPNs' behaviour represents different responsesto this.  相似文献

Summary In 1989, New Zealand introduced child protection legislationthat embraces a model of family decision making. The model,based on traditional indigenous decision-making practices, hasrevolutionized social work with children and families in thechild care and protection area. This paper considers the developmentof the legislation in terms of its antecedent factors and itsvision. Indeed, the Children Act (1989) was draftedafter the Cleveland Inquiry highlighted the lack of consulationwith parents and the lasting effects of ill-considered intrusioninto family life, and embraced the philosophy of partnership.Social workers operating in the child care and child protectionareas need to balance the contradictory notions of paternalismand partnership, in the knowledge that they will be pilloriedby the popular press when they get it wrong. This paper attemptsto contrast the two concepts in their philosophical and socialwork contexts, and moves on to recommend frameworks for helpingto balance them when they are operationalized. It is essentialto consider this particular debate in the wider political andeconomic contexts, particularly where uncertainty and the lackof resources are ever-present features.  相似文献

Summary Social work has for some time had an ambiguous and ambivalentrelationship with its social science knowledge base. However,this has arisen, at least in part, because of the emphasis onthe outcome or product of social science rather than the processby which research is conducted. This paper, focusing on assessment,argues that an emphasis on process goes some way to closingthe gap between social science and social work, that the methodsused by social researchers are, in many respects, simply refinementsof the methodology of everyday life, and that social workers,when conducting assessments operate rather like practical qualitativeresearchers. Using Analytical Induction as an heuristic device,it proceeds to explore critical characteristics of good practicein social work assessments. It concludes that practice shouldbe characterized by critical awareness, involving imaginativedevelopment of alternative hypotheses, a sceptical attitudetowards case assessments and a principle of adopting hypothesesleast likely to be in error.  相似文献

Summary This paper describes the characteristics of a sample of children(N = 399) being held in secure accommodation in eleven localauthorities prior to the implementation of the Children Act1989. It is argued that secure accommodation cannot be divorcedfrom other aspects of child care policy and practice; that anyconfidence that problems of excessive or variable usage canbe removed by more restrictive legislation is largely misplaced;that when social workers resort to secure accommodation it isoften through a combination of ‘worry’ about anunpredictable child and uncertainty as to what else to do; andthat since not all children in secure accommodation wish toleave it (and the more secure accommodation constitutes goodquality child care the more children are likely to want to stay)a ‘rights’ framework, though necessary, is not asufficient moral or conceptual basis for developing secure accommodationpolicy and practice.  相似文献

Summary This article critically examines the work of twenty-two localauthority social workers undertaking child protection investigations.The findings suggest that, while the social workers were committedto being (and believed their practice to be) participative,the dual tasks of making risk assessments for the conferenceand working in partnership with the families concerned producedconflicts of interests and rights. The impact of these on socialworkers' engagement with family members, on their assessments,and on the decision making process is explored. It is concludedthat the difficulties identified limit opportunities for participativepractice, and that these difficulties are endemic to the presentsystem. It is argued that these findings point up the need fora more broadly based child-care service which more appropriatelymeets the families' welfare needs, and that the contradictorynature of the conference task should be addressed by clarifyingthe legal base of the intervention and developing other modelsof decision making. Summary This paper provides a critical analysis of the Beckford Reportand its implications for social work and the personal socialservices. Four interrelated themes are explored: the relationshipbetween social work practice, statutory responsibilities andthe law; the attitudes of social workers towards children andfamilies; the social work skills required; and the assumptionsthat are made about child abuse and the role of social workers.This is then related to recent research findings in the areaof policies and decision making in child care. A residual,care management role is not adequate in these circumstances.This paper describes the development of social work in childand adolescent mental health, and suggests that a synthesisof psychosocial principles and community practice, offers theoptimum social work model of assessment and intervention. Summary A survey was undertaken of all referrals for compulsory admissionreceived by a city mental health centre over a one year period.The centre receives the overwhelming majority of all these referralsin the city. Referrals from GPs were compared with other referralsfocusing particularly on women. The results indicate GPs discriminatedagainst women, referring considerably more women than men withless emphasis on major (psychotic) mental illness. The involvementof approved social workers (ASWs) in the assessment processwas associated with diversion of many of the women away fromcompulsory admission, although even they appeared affected bypatriarchal assumptions. GPs' behaviour with regard to sectionsis consistent with reports about sexist practice in other areasof work. This, however, is particularly grave with sectionsbecause of civil liberties implications. The article concludesthat ASWs need be aware of potential sexist GP practice, thattheir psychosocial perspective is critical to assessment andthat ASW training should include gender issues.  相似文献

Summary The emotional relief of bereavement is generally recognizedas being the primary task of mourner and caregiver, but lessattention has been given to the ways in which the bereaved understandtheir experience and reconstitute family life. Recent studiesof parents whose children have died in traumatic circumstances,from murder, suicide and operation, suggest that it is an essentialpart of griefwork to resolve the meaninglessness of the crises.Those whose children die from chronic disease, handicaps, oraccidents, also need to find a meaning in their tragedies. Bereavementis thus a total psychophysical experience of suffering, andthe renewal of family life depends on the acceptance of separationand the regenerative use of its pain. Insights from psychiatrists and sociologists are acknowledgedand related to those of bereaved parents, and to the developmentof their self-help association, The Compassionate Friends. Theseprovide models of mourning and a collective response to familyloss which offer hope, support and varieties of meaning to thenewly bereaved. The roles of health and social workers involved in pre- andpost-bereavement care are explored, and ideas are offered formaking the social network more supportive. It is suggested thatthis will not be costly in material resources, but in thoseneeded for the more therapeutic involvement of the caregiver.  相似文献

Summary What problems do social workers at social services offices haveto face in their child welfare work? How do they handle theproblems, and how important is the relation between the socialworker and the child's parents? The research project includes189 child welfare cases with 0–3-year-old children inten local communities in Sweden. The article shows that thesocial work can be categorized into four different types ofwork, where the work done, as well as the relation between thesocial worker and the child's parents, differ. (1) The socialworker is mediating help and support and has a positive contactwith the child's parents. (2) The social worker is exercisingcontrol and authority and has a negative contact with the child'sparents. (3) The social worker is doing treatment-oriented workand has a personal involvement and a relation to the parentsthat is important for the family and not exchangeable. (4) Thesocial worker is solely engaged in investigatory work with norelation to the child's parents, rather a neutral contact. Inthe categorization the concepts contact and relation are differentiated.Only in the treatment-oriented category, encompassing aboutone-fifth of the children, can one speak of a relation. In allcategories there are elements of both help and control, butdifferent ways of handling this doubleness.  相似文献
