Classical organizational theory assumes a hierarchical structure and the vertical co‐ordination of work. Horizontal co‐ordination between organizational participants is currently recognized only at upper and middle organizational levels. This qualitative study of workers at the lowest rungs of the organizational hierarchy finds that they do engage in horizontal co‐ordination by working together in ways that are invisible. This study also finds differences between same‐sex work groups in how they perceive working together. The caring/sharing phenomenon describes the sharing of work, and the implementation of horizontal co‐ordination, undertaken in the context of caring relationships among work colleagues, all of whom were women. Women and men working in same‐sex work groups differ in their conceptions of how those work groups form and how they function. The findings from this study indicate that common conceptions of teams and teamwork may in fact be male norms of horizontal co‐ordination.  相似文献

The Swat valley in Pakistan’s Khyber Pakhtunkhwa (KP) province was affected by a protracted conflict and super flood between 2007 and 2010. This article explores local perceptions of the Swat response, which presented complex challenges for rehabilitation and livelihood recovery of affected communities. This study examines local perceptions of how non‐governmental organizations (NGOs) and government response addressed livelihood revival needs, considers questions relating to the nature and dynamics of the conflict and floods and reflects on the issues and lessons of post‐disaster relief and development. The qualitative case study was conducted between September 2010 and February 2011. Primary data were collected in 11 villages and localities from beneficiaries and non‐beneficiaries, government representatives, community leaders and programme officials involved in livelihood interventions. This article identifies the shortcomings associated with the targeted response, as well as the types of response offered in the form of beneficiary selection and elite co‐opting of aid. The response was affected by a lack of relief, recovery and development programme co‐ordination, weak institutional support and non‐prioritization of local needs. The article recommends that for effective development policy and practice, local ownership of response and recovery programmes needs to be promoted.  相似文献

The close and reciprocal ties between poverty and environmental degradation present significant potential for simultaneous improvement of the livelihood of the poorest along with increased opportunities and enhanced resilience of the environment and natural resources. By supporting governments and other stakeholders in designing and implementing development plans that tackle environmental and poverty concerns in a joint manner, the globally operating UNDP‐UNEP Poverty‐Environment Initiative (PEI) addresses a major governance challenge for sustainable development (SD) and the Sustainable Development Goals (SDGs) in particular. Focusing on Central Asia, and specifically Tajikistan, a country outside the spotlight of studies concerned with SD governance mechanisms, and through the analysis of PEI programme documents and stakeholders’ interviews, this article probes into the governance and governance co‐ordination (metagovernance) settings for SD. The article closes by presenting a set of recommendations to improve governance co‐ordination, while achieving more inclusive decision‐making and ultimately increasing the impact of PEI on the society and the environment. Specifically, it argues for improved information policy and enhanced integration of endogenous knowledge. Furthermore, national and local development planning and private initiatives should be better linked, and the different levels of governance for poverty‐environment mainstreaming should be more coherent. The solutions discussed are of relevance for wider Central Asia and the global community engaged in moving the SDGs into the mainstream of governance and policy frameworks.  相似文献

Aid co‐ordination has come to be seen as a miracle cure for the ills of donor proliferation. However, in weak states where aid conditionality may be a catalyst for institutional change, the ideal of aid co‐ordination is conceptually suspect, and in some instances politically counterproductive. Co‐ordination is one of the two solutions to the collective‐action problem that the public good of effective institutional conditionality generates; donor leadership is the other. The desirability of each solution depends on every donor's commitment and presence, which together generate a four‐fold typology: leader, protester, enabler, and spoiler. As long as there is at least one enabler or spoiler donor present, aid co‐ordination will be less effective than donor leadership.  相似文献

We construct a model of corporate tax competition in which governments also use public infrastructure investment to attract foreign direct investment, thus enhancing their tax bases. In doing so, we allow for cross‐border infrastructural externalities. Depending on the externality, governments are shown to strategically over‐ or underinvest in infrastructure. We also examine how tax cooperation influences investment in infrastructure and find that welfare may be lower under tax cooperation than under tax competition; this is the case when infrastructure is very effective in raising the tax base and generates a large negative cross‐border externality. The New Deal for Engagement in Fragile States marks an important ideological shift in development co‐operation. Despite this progress, no practical response has been found to the problem of aid co‐ordination. This article traces the issue of aid allocation and highlights lessons from the ‘aid orphan’ and ‘aid darling’ debate. It examines the significant, yet under‐reported, policy process of the New Deal. It argues that deeper engagement with the concept of trust, and renewed focus on the political elements of the agreement, should be key priorities for the International Dialogue on Peacebuilding and Statebuilding.  相似文献

Export of agricultural products is increasingly seen as one of the few viable instruments to solve the problem of food insecurity in developing countries. Using the configurative comparative method to study 17 countries in sub‐Saharan Africa, this article argues that increasing agricultural export is only beneficial for certain types of developing countries. Before agricultural exports are encouraged, food availability, agricultural labour productivity, the share of agriculture in total GDP, the amount of staple food imports, and the share of investment goods in total imports should be considered.  相似文献

Aid to middle‐income countries has become one of the most discussed issues among development researchers and in the current modernisation of the development policy of the European Union. This article argues that the question needs to be dealt with in the context of two interlinked challenges: (i) the need to reconceptualise dominant approaches to global poverty reduction beyond national income, and (ii) the growing range of global challenges and the strategically important role of middle‐income countries. For EU development policy, the implications are twofold: (i) a better‐co‐ordinated cross‐country division of labour, and (ii) a diversification of objectives towards a global rationale of development policy involving closer co‐ordination with other EU external policies.  相似文献

As with any form of contemporary global governance, the impact of the global Aid for Trade Initiative (2006) has been mixed. However, to dismiss it as a failure would be premature. The co‐ordination system established was based on best‐practice techniques of governance in a diverse non‐hierarchical environment, such as the international development community. This form of co‐operation cannot overcome global economic and political asymmetries, but it can be effective in several respects. In particular, the Initiative led to increased funding for AfT and kick‐started a range of initiatives and technical advances; while the monitoring process has evolved significantly to give voice to new actors and issues. Although the future of the AfT Initiative is uncertain, its achievements merit careful consideration.  相似文献

Within the European Union, promotion of ‘policy coherence’ is intended to improve co‐ordination across sectors and groups of professionals, who make competing claims for agricultural development in low‐income countries. This article examines the prospects for stakeholders in Sweden to implement such a policy, drawing on experiences from the launch of a national multi‐stakeholder platform with the participation of 99 organisations. Its findings demonstrate institutional fragmentation and struggles for legitimacy, with the internationally heralded Swedish Policy for Global Development operated largely as a tokenistic instrument, legitimised by the pretence of stakeholder engagement. It argues for improved institutional support to facilitate cross‐sectoral dialogues to deconstruct social boundaries which are no longer relevant.  相似文献

Based on the assumption that increased access to internet services boosts economic growth and improves the well‐being of the poor, governments in both developed and emerging regions are heavily investing in internet connectivity projects. This article reviews the existing evidence as to the impact of internet technologies on various development dimensions, and articulates the empirical evidence into an analytical framework that seeks to identify the micro‐linkages between internet adoption and poverty alleviation. The review suggests that the development pay‐offs of internet technologies are ambiguous due to two interrelated effects. First, because effective appropriation requires a range of skills as well as complementary investment in human capital and organizational changes. This tends to favour well‐educated workers and firms with more innovative capacity and access to finance. Second, because the positive effects of internet dissemination on market co‐ordination and political institutions grow exponentially with adoption levels. As a result, while the evidence indicates that advanced economies are reaping significant benefits from internet investments, the returns for less advanced economies, and in particular for the fight against poverty in these regions, remain uncertain.  相似文献

The demand for results within international development co‐operation has increased over recent decades. Although many development actors agree on the necessity of improving their reporting on results, there is no general definition of what a result is or what the so‐called results agenda entails. With examples from Swedish development co‐operation and Swedish development relations with Uganda, this article explores how development actors are framing the results agenda. The findings, drawn from document analysis and interviews with stakeholders in Sweden and Uganda, reveal that Swedish development actors have different ways of describing the problem they intend to address with the results agenda, leading to misunderstandings over the implementation of the agenda and the effectiveness of the development co‐operation.  相似文献

Studies on China–Africa co‐operation have revealed increasing diversification of China's on‐the‐ground practices in Africa. However, engaged research has yet to examine the situated experiences of Chinese and African individuals whose activities shape and are shaped by Chinese multinationals, especially those in the growing yet underexplored high‐tech sectors. To address this gap, this article investigates the workplace regimes of two Chinese companies in Ethiopia. Using a mixed‐method approach, it articulates the contradictory nature of Chinese investment and its diverse manifestations in work relations between Chinese expatriates and local Ethiopians. Our findings suggest that Chinese and Ethiopian employees are proactive yet constrained agents in exploiting work opportunities for their own economic interests and professional development.  相似文献

This paper discusses the curriculum development of a level three undergraduate course in managing care. It was produced and is presented by The Open University. The course is aimed at frontline managers in health and social care. The course team made consultation with service users, carers and managers a priority in developing the curriculum. The paper discusses this consultation process and the learning gained from it. A major contribution was to clarify debates about how far the course should have one core curriculum and how far it should offer specialist options for managers in different settings. Service users and carers had strong views on the need for better co‐ordination of services and recognition of individual needs rather than divisions into service‐led categories. Managers stressed the importance of reflecting the reality of frontline management. This helped the course team to develop a framework that stresses the commonality in the work and the importance of ‘practice‐led’ management. Service users and managers were involved as critical readers of course texts to ensure that the consultation process continued through the course development. A second strand is the need for the course to be accessible to those not yet in management positions, and extracts from an interactive CD‐ROM which presents case study material demonstrate the innovative joined up and accessible approach taken to student learning needs.  相似文献

The relationship between the state and communities has been an overriding issue in the development of forestry institutions globally. In many countries, the trend is for communities to become co‐managers of public forests. Meanwhile, in development co‐operation both poverty and multiple rural livelihoods have received increased attention. In this article, the potential of joint community‐state management of forests is discussed. Forest production has several characteristics that make it suitable for joint management where both parties benefit. Involving communities in management decreases the state's monitoring costs, while communities benefit from better access to market information. For this to take place, however, the state forest apparatus needs to be free from undue rent‐seeking. The most advantageous solutions are case‐ and context‐specific.  相似文献

This article examines patterns of post‐1965 native‐born Asian Americans’ intermarriages and cross‐generational in‐marriages using a combined sample of the 2001–2006 American Community Surveys from the Integrated Public Use Microdata Series. The analysis focuses on ethnic and gender differences in intermarriage and cross‐generational in‐marriage rates and patterns. About 55 percent of native‐born Asian Americans are found to be intermarried while another 23 percent are married to 1.5‐generation or first‐generation co‐ethnic immigrants. Thus only 22 percent of native‐born Asian Americans are married to co‐ethnic native‐born Asian Americans. As expected, there are significant ethnic and gender differences in intermarriage and cross‐generational in‐marriage rates and patterns. This study is significant because it is the first study that has examined intermarriage patterns among post‐1965 native‐born Asian Americans, the majority of whom are likely to be children of post‐1965 Asian immigrants, using the most recent Census data available. It is also significant for studies of the new second generation in general in that it is the first study to show patterns of cross‐generational in‐marriage among members of the new second generation.  相似文献

In this paper we present an endogenous growth model to analyze the growth maximizing allocation of public investment among N different types of public capital. Using this general model of public capital formation, we analyze the stability of the long‐run equilibrium and we derive the growth‐maximizing values of the shares of public investment allocated to the different types of public capital, as well as the growth‐maximizing tax rate (amount of total public investment as a share of GDP). Then we proceed with an empirical investigation of the theoretical implication of the model that both the effects of the shares of public investment and the tax rate on the long‐run growth rate are non‐linear, following an inverse U‐shaped pattern. Using data of public investment in infrastructure and military capital formation, we derive empirical estimations that confirm the theoretical implications of the model. In this study, micro implications of remittances are examined based on the data from the 1996 Turkish International Migration Survey (TIMS‐96), part of a comprehensive study of Eurostat and the Netherlands Interdisciplinary Demographic Institute (NIDI). Results of the study imply that migrant savings are generally used for satisfying basic consumption needs. Patterns of expenditures suggest that for 12 percent of all the households receiving remittances, about 80 percent used remittances to improve their standard of living. Considering the variation by regions, it is observed that households in less‐developed regions spent more on daily expenses than those in developed regions. This suggests that daily expenses of households in less developed regions depend significantly on remittances received by households. Moreover, remittances have a positive impact on household welfare; households receiving remittances are found to be better off than nonremitting households. This suggests that migration and remittances have positive indirect effects on incomes of emigrant households. A considerable part of the relevant literature argues that remittances are mostly spent on consumption, housing and land and are not used for productive investment that would contribute to long‐run development. This conclusion often rests on arbitrary definitions of “productive investments.” Access to better nutrition and allocation of more resources to education are, without question, forms of productive investment. Although emigration does not serve as a solution to the problems of national development, it is evident that remittances generate considerable welfare effects, at least for the remittance‐receiving population.  相似文献

Previous research has found that young children recognize an adult as being acquainted with an object most readily when the child and adult have previously engaged socially with that object together. In the current study, we tested the hypothesis that such social engagement is so powerful that it can sometimes lead children to overestimate what has been shared. After having shared two objects with an adult in turn, 2‐year‐old children played with a third object the adult could not see. In three out of four conditions, the adult remained co‐present and/or communicated to the child while she played with the third object. Children falsely perceived the adult as being acquainted with the third object when she remained co‐present (whether or not she also communicated) but not when she clearly terminated the interaction by disengaging and leaving. These results suggest that when young children are engaged with a co‐present person they tend to overestimate the other’s knowledge.  相似文献

Global experience with pro‐poor growth and empirical work spanning India, Malawi and Zimbabwe demonstrates the importance of agricultural growth for poverty reduction in poor rural areas, while also pointing to the need for complementary non‐farm sector growth. Theoretical arguments, historical evidence and livelihoods modelling in poor medium‐potential rural economies suggest that, contrary to thinking dominating much of current development policy, subsidies to relieve critical seasonal credit and cash restraints and reduce market and input supply uncertainties need to help in ‘kick‐starting’ agricultural markets if increased smallholder productivity in food‐grains is to drive rural non‐farm growth. Establishing the base conditions for these to work, designing and implementing them to be effective, and then phasing them out are major challenges facing policymakers.  相似文献
