Many community‐based tourism ventures face marketing problems similar to those of other rural producers. They depend on intermediaries, such as private companies, membership organisations, public sector institutions and non‐governmental organisations, to facilitate market access. The article analyses the strengths and weaknesses of each type of intermediary, based on different levels of marketing support. Reflecting discussions about marketing assistance in other rural sectors, it argues that intermediary institutions have different areas of expertise and experience different constraints in terms of capacity‐building, marketing know‐how, financial resources and overall livelihood impacts. Instead of pursuing individual support strategies, it is therefore necessary to develop combined approaches of marketing assistance, depending on location, tourism resources and existing organisational structures.  相似文献

Taking as a point of departure the postulated political-ideological and fiscal ‘crisis of the welfare state’, this article emphasises recent changes in the relationship between the four sectors of welfare providers: the informal sector of the family or community; the for-profit sector — where social goods are offered by profit-seeking institutions; the formalised sector of voluntary organisations; and the public sector of statutory bodies. Discussion is concentrated on the changing relationship between the voluntary and public sectors. Are voluntary organisations able to cope with new and extensive welfare problems within a more decentralised welfare state? Do they express the values, and do they possess the resources that both governmental agencies and the organisations themselves take for granted?  相似文献

Professional social work in non-profit organisations is still little studied, despite the increased number of social workers in such organisations. The article presents the results of a survey conducted on the differences in working conditions between social workers in the public and non-profit sectors in Italy, and shows the factors that influence those working conditions. The article also furnishes empirical indications on how the training of social workers could be reorganised, and the image of social work reconceptualised, in a period when welfare systems are being restructured.  相似文献

As part of a social change agenda, nonprofit organisations engage in activities that contribute to debate and influence the development of public policy. This article presents the initial findings from a study investigating whether nonprofit organisations do participate in advocacy activities and if they do, how are they advocating and engaging in public debate without risking their current and future sources of funding. The key findings from the research have identified that the extent of advocacy by the nonprofit organisations studied has not diminished. A model, built on the findings from the literature on how nonprofit organisations approach advocacy, is applied to explain the advocacy activities by the case study organisations. These nonprofit organisations are identifying what they see to be the appropriate advocacy strategies to fit their organisational objectives, policies, funding sources and resources.  相似文献

Very little is known about the wider and longer‐term contribution of civil‐society organisations to development and poverty reduction. Evaluators have shied away from making judgements for lack of data: rigour has trumped relevance. This article reports on the work of a panel set up by NORAD in response to growing pressure from the public to assess the wider impact of CSOs at the country level. It comes to the conclusion that CSOs have made a significant wider impact, but that this would be greater if donors were to encourage them more to think beyond the narrow focus on discrete projects and if they were to adopt a more strategic approach to their work.  相似文献

It is only in the last twenty years that there has appeared a field of civil organisations with a significant degree of autonomy from both state and church. But there are trends pointing to changes in the centralising, authoritarian tradition in government policies towards the non-profit sector in Brazil. This is occurring in parallel with the creation of conditions for change in this sector's negative image in public opinion. While, on the one hand, private social welfare organisations currently appear to public opinion in the worst possible light, being seen to be at the centre of the political crisis triggered by revelations of corruption, on the other hand there is a strong climate of moralisation and institutional democratisation which may favour them in the immediate future. More transparent policies for government collaboration and public control in this area appear to be a major outcome of this process. Questions of the democratisation (or deprivatisation) of the state, the need for institutional reform, and the constitution of a public sphere have been raised at the centre of debates around the role of these civil organisations in Brazil, now and for the future. This article was written prior to the inauguration of Fernando Henrique Cardoso's government in 1995. This has engaged in even more dialogue with civil society organisations than the previous government.  相似文献

Sustainable development poses a grand challenge for society, addressed by organisations through their public relations activities. Grand challenges are complex by nature and call for nontrivial solutions whose effects show at the level of society. That is why studying public relations’ contribution to grand challenges requires a macro perspective that accounts for the dynamic interaction between individual, organisational, and system levels in a digital communication environment. This paper offers a new paradigm to analyse organisations’ significant and at times undue impact on grand challenges through public relations. It develops a framework inspired by complex adaptive systems thinking and adopts its ten properties for public relations: emergence, adaptivity, heterogeneous actors, nonlinear effects, feedback mechanisms, self-organisation, phase transitions, networks, scaling, and cooperation. The paper applies the framework to the example of sustainable development. It shows why research on grand challenges requires a holistic perspective and how it can help study digitally born communication phenomena. The proposed complex systems paradigm provides space for critical, social scientific, and interpretative research lines in public relations. Inquiries start from the grand challenge and study the communicative interactions between organisations and other actors from existing theory while accounting for the ten properties of complex adaptive systems. The paper outlines how future research can enrich the study of public relations and discusses its limits.  相似文献

This paper investigates how differences in national and organisational welfare policies and in cultural norms on national, organisational, and familial levels influence work–family reconciliation for mothers. Drawing on case study and interview data gathered through a large European study of parenthood and organisations, we compare experiences of transition to motherhood in three organisations in Norway, the UK, and Portugal. The specific question which is considered in this paper is how mothers manage the reconciliation of work and family in the period of time following parental leave. Our case analyses highlight the differences in organisational, national policy, and family support in the three contexts, and show that having a child is still conceptualised as a predominantly ‘private problem’ in the UK and Portugal, while it has come closer to having the status of a ‘public issue’ in Norway.  相似文献

Many countries are contemplating direct political participation as a way of giving marginalised people more say in national fiscal policies. The United States is a natural laboratory for studying how large‐scale direct democracy actually works in this regard. Every state allows voters to decide certain ballot questions about how to raise and spend public revenue. The 100‐year record shows, however, that state‐wide plebiscites fail to produce uniformly equitable or financially sustainable government budgets, or to mobilise low‐income groups to defend their economic interests. When called upon to make decisions about state government spending, the electorate is apt to disregard any hardship for poor people. Traditional political parties and advocacy organisations are usually a more promising avenue for promoting anti‐poverty budgets.  相似文献

Diaspora organisations are increasingly being lauded as important actors in the development of their communities and countries of origin. Focusing on London‐based Nigerian organisations and their interventions in Nigeria, this article assesses the particular claims that diaspora organisations reach, benefit and ‘empower’ women and ‘the poor’ at ‘home’. It argues that, while many London‐based Nigerian organisations do connect with and support these groups, they often do so in ways that reinforce rather than transform established gender relations and socio‐economic inequalities. If international agencies are to support the progressive potential of the organised diaspora, it will be necessary to acknowledge the alternative and socially mediated ways in which development might be imagined and enacted both in diaspora and at ‘home’.  相似文献

Non-profit industrial development organisations (NIDOs) represent a common but little studied community response to widespread deindustrialisation in the United States. These non-profits are organised as chartered not-for-profit corporations, public authorities or agencies of local government. Most receive at least some public funding to promote local industrial development. Thus, a key issue is how accountable NIDOs are to the public they have been created to serve. Data from national surveys of NIDO executive directors in 1984 and 1994, as well as a survey of six case study boards of directors, suggest that public accountability is an increasingly important concern among NIDOs. Public hearings, efforts to diversify the boards in terms of gender and race, and connections to community development corporations and other local organisations are among the ways NIDOs attempt to be accountable to the general public. Although few women or racial minorities serve on NIDO boards, those boards with representation of these groups tend to be more concerned with public accountability. Boards containing public officials tend to be less concerned, presumably because their presence makes the NIDOs more directly accountable as a result of the participation of elected public representatives.  相似文献

This article analyses the distributional effects of education spending across regions of Thailand, a country that purportedly seeks to reduce regional welfare disparities through decentralisation. It finds that public expenditure on education is neither progressive nor pro‐poor, although there are sizeable regional differences, driven by the pro‐rich distributional profiles of public tertiary education spending and public transfers to private education. Policy‐wise, these results suggest that the current decentralised allocation of educational spending is not consistent with an equity‐enhancing goal.  相似文献

Language relating to disability in the public arena has been a sensitive issue in Japan as elsewhere. Since the 1970s and 80s, major media organisations have replaced words considered derogatory with more acceptable equivalents; laws, statutes and other legal documents have likewise been revised. This article examines how the language used to portray people with disabilities has changed, how the changes came about and how they were received. The debate has largely been played out in four public spaces, which to some extent intersect and overlap: the media (both print and visual), the laws, literature and, increasingly now, the Internet. I argue that while the laws were rewritten primarily as the result of external international trends, such as the International Year of Disabled Persons, disability groups achieved media compliance mainly by exploiting the keen desire of Japanese media organisations to avoid public embarrassment resulting from vocal protests over infractions.  相似文献

I use repeated cross‐sectional survey data spanning the years 1974 to 2010 to examine changes in Americans’ views of prayer and reading the Bible in public schools. Results from logistic regression models show that support for prayer and reading the Bible in public schools was relatively high in the 1970s and that differences between evangelical Protestants and both Catholics and mainline Protestants grew from the 1970s to the first decade of the twenty‐first century. Hierarchical age‐period‐cohort models demonstrate that changes in support for school prayer are due to both period and birth cohort changes, that baby boom cohorts are relatively likely to oppose prayer and reading the Bible in school, and that growing differences in support for prayer and reading the Bible in school between evangelical Protestants and both Catholics and mainline Protestants are predominantly due to changes across birth cohorts. Although religious liberals and conservatives have become more alike in many ways, evangelical Protestants have diverged from affiliates of other major religious traditions in their support for prayer in public schools. These results are relevant to debates regarding the social impact of religious affiliation, generational differences, and Americans’ views of the role of religion in the public sphere.  相似文献

The purpose of this article is to analyse the changing relationships between local government and voluntary organisations in the decentralised Danish welfare state within the field of social policy. Here major changes in public discourse have brought voluntary organisations more to the forefront in a welfare state model whose distinct public character might be fading. However, little attention has been devoted to potential problems resulting from intensified co-operation. The article explores these issues using evidence from a case study of the links between public authorities and seven voluntary organisations in the city of Aalborg in northern Jutland. This case study raises the question of whether voluntary organisations, as argued in public debate, can generally be regarded as the antithesis of the bureaucratically and paternalistically organised public social services. Rather, they seem to be co-actors, actively constructing new paradigms and practices in social policy, that cannot be captured in conventional dichotomous models. This suggests that the public bureaucracy versus altruistic voluntary organisation, or distinctions usually made between professional and volunteer motives, may be of limited use. This paper revisits the debate over the most appropriate exchange‐rate regime for low‐income countries. The debate revolves around: the effect of the exchange‐rate regime on macroeconomic management, particularly inflation; the links between the exchange‐rate regime and vulnerability to crisis (often in the form of twin banking and currency crises); and the effect on international trade and competitiveness. The theoretical and empirical literature and the views of international organisations are reviewed. It is concluded that a hard peg might constitute the most appropriate regime but this is contingent on a number of important preconditions. This view, supported by recent empirical research, is shown to be at odds with the current orthodoxy of international organisations such as the IMF.  相似文献

In the face of severe resource shortages, community financing is increasingly being promoted as an alternative source of finance for public health providers. Non-government organisations have long-standing experience of community financing, but there is little documentation of the range of approaches. In this review, a sample of twenty NGOs was studied to explore these experiences. The range of approaches adopted by different organisations and the information available regarding success in achieving financial sustainability are described. Two preconditions for successful community financing (in this sense) are suggested by the evidence: collection of relevant background data relating to the proposed site of the community financing programme, and consultation with the community.The Health Economics and Financing Programme is supported by the Overseas Development Administration.The authors acknowledge the helpful co-operation of the non-government organisations (NGOs) included in the study. Non-government organisations (NGOs) have come to assume an important role in environmental policy in Australia. This paper considers the institutional impacts of an enlarged and formal role for NGOs in environmental governance. To foreground the analysis that follows, the paper theorises: (i) the structural democratisation of western societies which provides the preconditions for civic approaches to environmental governance; (ii) civil society organisations as political actors; and (iii) the link between non-state associations and democracy. Against this background, the paper surveys some of the ways in which NGOs are being formally involved in environmental policy and management in Australia. The paper proceeds to identify a series of risks associated with these approaches. The paper concludes by calling for a more nuanced and critical appraisal of the role of NGOs in environmental policy so political space might be reserved for the public interest and to ensure that the democratic effects of civil society are not diminished.  相似文献

Food security and food waste are unanimously recognised as relevant issues affecting the whole society and should be therefore acknowledged as a priority on the public agenda. Nonetheless, in many countries the third sector stands in for public actors and operates to tackle both these issues. This paper explores the role of public and third sector in tackling food poverty and food waste, particularly analysing the role of the non-profit organisations involved in the food recovery and redistribution processes in two European regions: Lombardy (Italy) and Baden-Württemberg (Germany). By comparing the two different policy framework and the organisations’ actions, the study recognises the ability of the non-profit sector to create new relationships among different actors (private for-profit, private non-profit as well as public actors) while answering various unmet needs. The paper draws on a mix of secondary and primary data including observations and interviews in the two regions carried out in 2014 and focuses on two relevant case studies (the “Associazione Banco Alimentare” and the “Tafel”).  相似文献
