China's public assistance system has been urban–rural divided ever since its implementation in the 1990s. Despite the intention in recent years to promote an integrated public assistance system, there has been little empirical research that has systematically examined the differences between urban and rural areas. Moreover, research has focused mostly on the Minimum Living Assurance system (“Dibao”), paying little attention to other types of public assistance. This study contributes to filling this gap by analyzing a recent data set collected primarily from two Chinese provinces. The findings show substantial differences in the amount of public assistance received by urban and rural low‐income households, even after controlling for demographic and socioeconomic factors. Compared with urban recipient households, rural recipient households have disproportionally lower public assistance benefits and higher medical costs relative to their household expenditure, which suggests that assistance inadequacy is especially prominent among rural households. Policy implications are discussed.  相似文献

The U.S. Armed forces manage deviant soldiers, sailors, and airmen by either punishment while they remain in uniform, or by expulsion with stigma. This article divides court material rates for the period 1941 to 1979 into two categories with regard to whether or not stigmatized soldiers were punished within the confines of the military system or punished and expelled. It finds that the military does not expel the overwhelming majority of those who have committed serious offenses—in that a court martial is an indicator of seriousness. Soldiers who are expelled from the military are more likely to have a problem with their persona than with their behavior. Patterns of stigmatized expulsion do not follow the war-peace cycle. Social order imposed in a complex institution that is grounded in caste-like distinctions produces a distinctive kind of “outsider.” Labelling theory offers an explanation.  相似文献

Objective. This article takes issue with the way that second‐generation immigrants have been traditionally defined. In most studies, respondents are considered to be “second generation” if they are born in the United States and if at least one of their parents was born outside the United States. This article considers whether the experiences and outcomes of those with one U.S.‐born parent and one foreign‐born parent (the “2.5 generation”) are different from those with no U.S.‐born parents (the “2.0 generation”) and those with two native‐born parents (the “third generation”). Methods. The article analyzes data from the March Current Population Survey (CPS) from 1999 to 2001. Results. The evidence indicates that the 2.5 generation is a numerically significant population, and that it varies from other groups in age structure, racial identification, educational attainment, and income. Conclusions. In studying the U.S.‐born children of immigrants, scholars should avoid lumping together the 2.5 generation with those who have no native‐born parents. The members of the 2.5 generation also should be treated as distinct from those born in the United States to two native‐born parents.  相似文献

Nationalist discourse concerning race in Puerto Rico generally states that residents are of the same racially mixed heritage—a combination of Spanish, West African, and indigenous ancestry of various degrees. However, literature and casual observations suggest that the population is characterized by greater variation in physical appearances than what is posited by “admixture” discourse. Moreover, and further complicating the understanding of race, 2010 U.S. Census data show that over 75 percent of Puerto Ricans self‐identified as “White, alone,” and that only 3.3 percent of respondents indicated “Two or More Races.” Researchers, employers, and governmental agencies attempting to address issues of inequality, discrimination, and residential segregation have had to rely on existing U.S. Census data for analysis. Thus, the need for an alternative data collection process that can be used for various forms of socioeconomic analysis has become evident. The objective of this study was to develop two alternative instruments that emphasized a locally suited, culturally grounded, and standardizable conceptual foundation for the purpose of establishing more representative racial statistics in Puerto Rico. Methods included the administration of 248 copies of these alternative forms, in addition to a replica of the current U.S. Census form, to residents in Bayamón, a city located within the greater San Juan metropolitan area. Results showed that participants were less inclined to self‐identify as “White, alone” when given these alternative instruments, and that fewer individuals resorted to the selection of “Other” for race. In addition, observer‐reported data indicated that the sample was less white when compared to participant‐reported results. The conclusion was that both alternative instruments were considerably more effective in gauging racial composition than the 2010 U.S. Census form.  相似文献

The decade of the 1980s was catastrophic for the countries of Latin America because of profound transformations in the world economy, which started in the 1970s, the wilting of the state development programs that were imposed after World War II, and the collapse of socialism with the incipient transition to market economies. The crisis started because of the erosion of the world economic system as constituted under the Bretton Woods agreement; the drastic drop in the economic growth of market economies; the increased costs of living and the deterioration of the environment; the decrease in industrial capacity; and the emergence of transnationalization of production. In Latin America, the economic models that had been in place without solving underdevelopment became even more obsolete (import substitution, internal trade, and the role of the state). The crisis of socialism and the rapprochement of eastern European countries to western Europe also affected Latin America (e.g., Germany cancelled 30 mine exploration projects in Bolivia due to investments in East Germany). The structural readjustment policies of the International Monetary Fund and the World Bank resulted in currency devaluations, redistribution of government funds, elimination of various subsidies, reduction of public debt and social expenditures, reduction of public employment, and payment of external debt. The result was more inflation (in Bolivia, Brazil, Peru, and Argentina, inflation rates were 683.7%, 157.1%, 100.1%, and 326.2%, respectively, between 1980 and 1986), unemployment, and poverty in the lost decade of the 1980s. After 1982, state expenditures on roads, education, hospitals, and nutrition declined by 40% in Mexico. Even though most countries returned to democracy in the region, this was at the cost of the increased role of the military and the transnationals. The grand parties collapsed and in Venezuela, Mexico, and Colombia authoritarian tendencies survived into the 1970s degrading democracy. The states' socioeconomic regulatory role has to be redefined.  相似文献

Objective. This research examines the migration behavior of the elderly, recognizing that the older and younger elderly may make different decisions and have different consequences for the states in which they live. Methods. Using U.S. Census migration flow data, we describe the movements of the younger and older elderly. Our econometric analysis brings together the wisdom of elderly migration research that focuses on motives (amenity vs. return/assistance) and the Tiebout‐related research that considers the effects of policy. Results. We find that all elderly age groups avoid moving to states with high estate/inheritance/gift taxes, although the effect weakens with age. Likewise, the younger elderly appear to be “shopping around” for destinations with a temperate climate and favorable government policies regarding income taxes and welfare spending, whereas the older elderly are more likely to be “driven out” of their origin state by a high cost of living and income and property taxes. Conclusions. Our findings suggest that both the patterns of migration and the factors that affect migration decisions differ between the younger and older elderly.  相似文献

Over two billion dollars was awarded by the U.S. Department of Health and Human Services (HHS) in research funding from 2010 to March 2012 to institutions receiving a grade of “C,” “D,” or “F” on their conflict of interest policies, as determined by the American Medical Student Association's scorecard on conflict of interest policies. More institutional oversight is needed with regard to assuring conflict of interest policies at U.S. research institutions are adequate. As stewards of public funds, HHS should require a minimum standard which institutional conflict of interest policies should meet, beyond current regulatory requirements, before granting funding.  相似文献

New Labour is constructing an “employment‐first” welfare state. It plans through Jobcentre Plus to transform the passive culture of the benefit system by creating more explicit links between individual behaviour and engagement with labour market programmes. The New Deal for Young People (NDYP) has been at the forefront of these changes. This paper reports on the findings from four case studies that explored how the NDYP has changed young people's experience of the welfare state. It establishes that NDYP offers a mixture of employment assistance and “pressure” and has made progress in developing front‐line services and helping young long‐term unemployed people into work. NDYP does not, however, work for all. In areas of high unemployment and for some disadvantaged groups intermediate labour markets could enhance the New Deal and make real the offer of “employment opportunities for all”.  相似文献

Objectives. The physical stature of a population is a useful supplementary indicator of the living standards of children and youth insofar as it is sensitive to income and medical care. It is, thus, somewhat of a conundrum that U.S. heights tended to stagnate between around the mid‐1950s to the mid‐1970s birth cohorts, an otherwise economically prosperous period. Because of the controversial nature of the finding based on the NHANES data sets we seek independent corroborating evidence. Methods. The height of U.S.‐born army personnel is analyzed in order to explore ethnic and second‐generation effects on height, in particular if these affect the trend among the birth cohorts of the 1950s and 1960s. We limit the regression analysis to U.S.‐born (non‐Hispanic) blacks and whites, controlling for ethnicity (own, mother's, and father's), foreign‐born parents, and region of their birth within the United States stratified by race and gender. Results. We find that none of the above variables affect the trend meaningfully: the height of U.S. military personnel tended to stagnate during the period considered. Only black males showed some improvement in height. Hence, the army data support the trends obtained from the civilian population, which cannot be controlled for second‐generation effects. Conclusion. The quality of nutritional intake and of medical care was not improving among children and youth in these decades in spite of the fact that the income of their parents was increasing.  相似文献

Calls for new arrangements to deal with problems involving the integrity of results reported from scientific research have generally taken the form of investigations into data quality and the research methods utilized. Alternatives to proposed government regulation of scientific research have included suggestions for using accounting type audits of the kind used for attesting to the representations of management in corporate financial reports. Here a different type of audit is suggested for the advantages it offers in dealing with the situations in science—which are much less structured and not restricted to situations like those to which financial accounting audits are directed. A broadening from “accounting”; to “accountability”; is thereby achieved. Experimentation with the use of such audits is suggested which can simultaneously help to improve scientific processes and accommodate the interests of the public in responding to the results of scientific research. A beginning is also suggested in the form of “GAO type”; (U.S. General Accounting Office) audits of research activities undertaken (or to be undertaken) at laboratories such as Los Alamos, Livermore and Sandia as they are being redirected from military to civilian type research. It is also suggested that GAO type audits be extended from audits of management activities to examination and evaluation of the validity and significance of the research that has been, or is to be, undertaken.  相似文献

Objective. Our objective is to explain how scientists interpret less‐than‐certain scientific findings to inform policymakers' choices on controversial science policy issues. We focus on two particularly difficult policy cases concerning global climate change and low‐dose radiation protection. Methods. Our method is to analyze data from a unique multination survey of scientists to analyze the ways their views about what is scientifically correct are translated into judgments about appropriate policy. The surveys asked scientists, randomly drawn from U.S. and E.U. subscribers to the journal Science, to indicate the “most likely” relationships between greenhouse gas emissions and average global temperatures and between radiation dose and incidence of cancer in humans. Follow‐up questions asked for their judgments about appropriate policy targets for reductions in greenhouse gas emission and safety standards for radiation exposure. The data permit analysis of the relationships between scientific certainty and policy judgments in these two cases. Results. Our results shed light on when and how scientists reach precautionary policy conclusions, demonstrating that scientists' application of precaution is dependent on context. In the case of radiation protection, greater certainty is associated with less precaution. But with respect climate change, we found the opposite relationship. Conclusions. We conclude with a discussion of the implications for the role of scientists, and scientific advice, in the policy process.  相似文献

Objectives. This article seeks to understand the development of partisanship among Asian Americans since a significant portion do not choose either major party affiliation, but select an independent or a truly nonpartisan status. With a rapidly growing Asian‐American population, examining its pattern for both partisan and nonpartisan identification has been ignored. This research took a developmental process in which acquisition of any partisan affiliation/identification is a critical juncture for Asian‐American political incorporation. Therefore, considering contributing factors that affect the acquisition of any partisan affiliation as a precursor to specific Asian‐American partisan affiliation/behaviors is our direction. Methods. Using a logistical regression model and data from the Pilot National Asian American Political Survey, a category of variables, including sociodemographic, Asian‐American subgroup status, U.S. political orientations and attitudes, and experiences with U.S. society, are used to understand a partisan and nonpartisan affiliation. Results. This study reveals that aspects of socioeconomic status, political attitudes, and immigrant experiences are important, in varying degrees (especially Asian subgroup status) to understand partisan acquisition for Asian Americans. More so, Asian‐American subgroups, persons with lower educational and income levels, and participants in the labor force are less likely to assume a partisan affiliation. Levels of interest in U.S. politics and length of time in the United States do contribute to a partisan affiliation. Conclusions. Viewing partisan affiliation as a developmental process is an important research avenue to approach the Asian‐American community. The inclusion of not only sociodemographic variables, but experiences and evaluation of the U.S. political system, as well as recognizing the political “culture” of Asian‐American subgroups, provides a more complete understanding of the partisan acquisition process.  相似文献

The U.S. economic expansion since 2009 is the longest on record since 1854, according to the National Bureau of Economic Research Business Cycle Dating Committee. This paper seeks to understand this phenomenon better by looking at the time paths of popular narratives over this interval, of stories that people have been telling that offer clues into their economic behavior. Six constellations of narratives are studied, identified by keywords “Great Depression,” “secular stagnation,” “sustainability,” “housing bubble,” “strong economy,” and “save more.”  相似文献

The “passive” welfare state was accused of promoting a dependency culture. “Active” welfare and the “what works?” approach of Britain's New Labour government is allegedly implicated in an age of post‐emotionalism, in which people are largely indifferent to the needs of others and committed primarily to their personal well‐being. This article, first, seeks to extend recent debates about agency and motivation in social policy and relate them to the notion of post‐emotionalism. Second, it draws on a recent empirical study of popular and welfare provider discourses, which suggests that popular opinion can accommodate an appreciation of human interdependency, while welfare providers remain committed to a public service ethos. None the less, Third Way thinking is associated with a narrowing of solidaristic responsibilities. The problem for the future of health, social care and state welfare policies lies not with the imagined consequences of post‐emotionalism, so much as with an ideological context that perpetuates a distorted ethic of responsibility.  相似文献

This study focuses on the conceptual and empirical development of severance pay (SP)/redundancy pay schemes established through centralized collective agreements (in Nordic countries) and legislation for unemployment compensation. It argues that these “mandatory” occupational welfare benefits have been neglected in social policy debates due to the ambiguity in their conceptualization, overemphasis on their cost implications, and the nonrecognition of their redistributive effects. The study offers quantitative indicators to analyse SPsapos; redistributive structure (coverage, generosity, and benefit equality) during the Global Recession in Canada, the United Kingdom, Australia, Ireland, France, Germany, Austria, Spain, Portugal, Denmark, and Sweden. The findings demonstrate that SP schemes possess distinctive elements in Southern European, Continental European, Anglo-Saxon, and Nordic clusters. The indicators are also used to analyse the interplay between these schemes and unemployment insurance/assistance in these clusters.  相似文献

Objectives. The advent of the War on Terrorism raises the question of the short‐term impacts on public opinion of terrorist attacks with respect to the idea of universal military service in the United States. Previous studies indicate that international crises tend to produce a polarizing effect on public opinion with respect to military service. Methods. Multinomial logistic regression analysis is used here to analyze an archival data set featuring survey data collected among 18,000+ citizens in 18 major U.S. metropolitan areas in 2000, 2001, and 2002. Results and Conclusions. This article offers further support for previous analyses into the principal sources of support for military service. However, the analysis also indicates that the initial impact of the War on Terrorism may have been to produce a decline in support for mandatory military service and a mild unifying effect on the distribution of attitudes rather than the expected polarization. Attitudes toward military service were more polarized in 2000 and 2001 than in the post‐9/11 2002 studies.  相似文献

In 2000, the U.S. federal government adopted a uniform definition of research misconduct as fabrication, falsification, or plagiarism (FFP), which became effective in 2001. Institutions must apply this definition of misconduct to federally-funded research to receive funding. While institutions are free to adopt definitions of misconduct that go beyond the federal standard, it is not known how many do. We analyzed misconduct policies from 183 U.S. research institutions and coded them according to thirteen different types of behavior mentioned in the misconduct definition. We also obtained data on the institution’s total research funding and public vs. private status, and the year it adopted the definition. We found that more than half (59%) of the institutions in our sample had misconduct policies that went beyond the federal standard. Other than FFP, the most common behaviors included in definitions were “other serious deviations” (45.4%), “significant or material violations of regulations” (23.0%), “misuse of confidential information” (15.8%), “misconduct related to misconduct” (14.8%), “unethical authorship other than plagiarism” (14.2%), “other deception involving data manipulation” (13.1%), and “misappropriation of property/theft” (10.4%). Significantly more definitions adopted in 2001 or later went beyond the federal standard than those adopted before 2001 (73.2% vs. 26.8%), and significantly more definitions adopted by institutions in the lower quartile of total research funding went beyond the federal standard than those adopted by institutions in the upper quartiles. Public vs. private status was not significantly associated with going beyond the federal standard.  相似文献

This paper examines U.S. census data from 1960 to 1980 to assess the relative wages of WWII veteran and non-veteran men. Our analysis reveals that a significant portion wage gap between veterans and non-veterans (the “veteran wage premium”) is due primarily to differences in education, work experience and other socioeconomic characteristics. Our findings are consistent with the notion that greater human capital, due perhaps to the selection process for military service, or to the post-war benefits provided by the GI Bill, helped contribute to the remarkable post-war labor market success of American veterans. To a lesser extent, veterans may also have benefited from preferential labor market treatment, or from intangible aspects of military experience that enhanced their returns to earnings-related characteristics.  相似文献

Objective. The objective of this article is to identify the sociodemographic correlates of Internet dating net of selective processes that determine who is “at risk.” We also examine the role of computer literacy, social networks, and attitudes toward Internet dating among single Internet users. Methods. We use multivariate logistic regression to analyze 3,215 respondents from the first nationally representative U.S. survey of Internet dating. Results. Sociodemographic factors have strong effects on Internet access and single status but weak effects on use of Internet dating services once the sample is conditioned on these factors. For this “at‐risk” subpopulation, computer literacy and social networks strongly influence the likelihood of Internet dating. Conclusions. Internet dating is a common mate selection strategy among the highly selective subpopulation of single Internet users and may continue to grow through social networks. Material and virtual elements of the digital divide have direct and indirect effects on Internet dating.  相似文献
