Summary Israel's society contains three large ethnic subgroups, oneof Western (Ashkenazi) origin, another from Middle-Eastern (Sephardi)background, and an Arab population group. Social stratificationalong ethnic lines is still common, particularly in the socialservices and human services professions. This article describes an empirical research study of how ethnicstereotypes among Ashkenazi and Sephardi Israeli welfare clientsaffect their preference for Ashkenazi or Sephardi social workhelpers, and compares their responses with other Israeli populationgroups. Using a projective test based on passport photos, itwas found that very clear ethnic preferences exist among bothAshkenazi and Sephardi respondents, and that Sephardi respondents,including Sephardi welfare clients, most often prefer to betreated by Ashkenazi social workers. The cross-cultural, cross-nationalimplications of these findings for ethnic relations, the socialservices and the social work profession are discussed.  相似文献

Summary This paper reports the findings of a survey of Social ServicesDepartments, Probation Services and the major voluntary agenciesin the UK. The survey aimed to shed light on the factors whichpromote successful groups in social work and probation agencies.The survey did not attempt to map the extent of current groupwork.A questionnaire was piloted in a Social Services Departmentin northern England with social work and social care practitionersparticipating in ‘The Groupwork Project’, a trainingand development programme which continues to have as its aimthe establishment of a groupwork service in a mainstream socialservices agency. The survey was designed to be illuminativeand exploratory rather than conclusive. In this paper, the authorsreflect on the research process and on the findings of the survey.These findings point to the complexity of factors consideredsignificant to the success of a group, and to the importanceof contextual factors in establishing and sustaining a groupworkservice.  相似文献

Summary This paper presents some of the findings from the Kirklees RelocationProject, an evaluation of a local community care programme forpeople leaving long-stay mental handicap hospitals and socialservices hostels. It concentrates on the views of movers interviewedbefore and after the move using an innovative ‘visualgame’ technique. If, in this shiftingscenario of occupational deconstruction, the output of socialwork education is to be relevant to the workforce needs of welfareagencies—no matter how organized—it is importantto know more about the client group preferences of social workstudents and what factors influence them. This longitudinalstudy inquired into student preferences at the beginning andend of three Diploma in Social Work programmes and its findingssuggest that the sociodemographic characteristics of studentsare less demonstrably influential than previous experience andplacement experience whilst on the programmes. In addition,students attribute far less influence to lectures and tutorialsas change agents than they do to placements, service users orother students. Summary The Barclay Report advocates a closer working partnership betweensocial workers and citizens; various policing policies are basedon similar foundations. Government policies place considerableemphasis on inter-agency work involving the police and the socialservices. In this paper, it is argued that co-operative inter-agencywork seems feasible between managers in the social servicesand in the police. When the perspectives of fieldworkers inboth services are considered conflict and suspicion seems toprevail. It is argued that once some of the myths surroundingthe practice of police and social work are pared away, a newbasis for the appreciation and development of inter-agency workmay be apparent.  相似文献

Summary This paper provides a critical analysis of the Beckford Reportand its implications for social work and the personal socialservices. Four interrelated themes are explored: the relationshipbetween social work practice, statutory responsibilities andthe law; the attitudes of social workers towards children andfamilies; the social work skills required; and the assumptionsthat are made about child abuse and the role of social workers.This is then related to recent research findings in the areaof policies and decision making in child care. It concludesby arguing that the report is in great danger of misdirectingour attentions from the major issues concerned with social workwith children at risk.  相似文献

Summary This paper deals with the important role that emergency dutyworkers play in respect of the variety of situations that arereferred to them outside of the normal working hours of socialservices departments. The first section presents some interimoutcomes of ongoing research suggesting that the variabilityof priorities and assessments made by such workers is even greaterthan might be intuitively expected. The paper questions whetherconventional expectations of social work assessment are applicablein circumstances that are radically different from day-timework. In the second section, the paper explores the evidentmoral dilemmas contained in these circumstances, highlightingthe need for workers to have internalized as ‘expert’as broad a grasp as possible of the diversity of values andmethods of social assessment, decision-making and intervention.The paper continues by considering the nature of expert methodssuitable for the demands of emergency duty work, the need forguidelines for professional judgement, and an appropriate genericframework.  相似文献

Correspondence to Department of Sociology, University of Surrey, Guildford, Surrey GU2 5XH, UK Summary The article reports a national survey of social services andpolice arrangements for investigating child sexual abuse (CSA).It is now officially accepted as good practice for police andsocial workers to jointly investigate such allegations. To evaluateinvestigative practice, the survey aimed to (i) document existingarrangements for police/social services investigation and managementof CSA cases; (ii) identify the main organizational models informingsuch work, and (iii) explore the perceptions of police and socialservices managers of the key policy and practice issues posedby such work. The criteria for judging the benefits of jointwork were: reduction in the number of occasions children wereinterviewed, clarification of the role of professionals involved,increased coordination of service delivery, and establishmentof group support for difficult decisions. While there were signsthat some benefit was being achieved, there were also indicationsof the endurance of problems long associated with multiagencywork.  相似文献

Summary In this paper the author offers a review of some of the majorcritiques of anti-racist theory and practice within social workand critically examines the trend towards anti-oppressive theoryand practice as the ‘way forward’. She argues thatthe uncritical acceptance of the move away from specificallyanti-racist perspectives towards the broader approach of anti-oppressivepractice may lead towards the retrenchment of all such criticalperspectives within social work rather than their regeneration.The author concludes that such a rigorous review will more fullyground the moves towards anti-oppressive practice as a paradigmfor social work.  相似文献

Summary This paper outlines a series of staff development courses runfor the DHSS under the auspices of Leicester University Schoolof Social Work. The two-week courses for Unemployment ReviewOfficers offered an introduction to social and psychologicalinfluences on human behaviour with special reference to thework situation of UROs, and a review of aspects of the socialservices with which the URO has contact. As a result of these courses another view of Supplementary Benefitsstaff emerged which conflicted with current stereotypes. Theauthor offers some suggestions regarding the sources of roleconflict inherent in the work of UROs and argues for betterunderstanding of the operation of the social security system  相似文献

Summary There are still a number of problems surrounding the relationshipbetween theories of social work practice and that practice itself.This paper examines the factors underlying those problems andemphasises their roots in the failure to examine the diversityof social work theories and practices. We refer to one attemptto resolve the problems—the distinction between ‘practicetheory’ and ‘theory of practice’—pointout some difficulties with it and suggest an alternative, three-folddistinction within theorising: between (a) materialist socialtheory, (b) strategic practice theory and (c) working concepts. As an example of how those distinctions can be used, we thenbriefly discuss the work of Oskar Negt and its introductioninto the Dutch welfare context, as it was the issues raisedby that which stimulated the ideas in this paper. We concludeby arguing that only this kind of perspective on theorisingcan produce ideas which are of real use to progressive socialwork practitioners.  相似文献

They areinvited to choose between applying research, conducting researchor adopting specific forms of empirical research-based practice(for example Everitt et al., 1992; Thyer. 1993; Fuller and Petch,1995). We touch briefly on reasons why we believe none of these optionsprovides an adequate grounding for social work, referring especiallyto the growing call for social work to find new purpose throughan empirical, research-based practice. If alternative approachesare to be persuasive, they must be fashioned from the materialsof a new approach to research on social work practice—‘one that is exploratory rather than confirmatory, buildinga model of evaluation from the practitioners' own accounts ratherthan superimposing an ideal model’ (Elks and Kirkhart,1993, p. 555). The major part of this paper is taken up withevidence from research of this kind. The model of evaluatingin practice with which we conclude the paper is simultaneouslytrue to social workers' accounts of their practice, while offeringa critical starting point for evaluating and refashioning thatpractice.  相似文献

The legislation proposed a new rolefor social workers as ‘case managers’, with considerableautonomy and flexibility about the way in which the ‘casemanager’ responded to need. By the time community carepolicy was implemented, the role of ‘case manager’had been transformed into that of ‘care manager’,with a focus which emphasized procedural and managerial requirementsrather than a more flexible professional practice. This paper explores the extent to which this shift has substantivelyaltered the nature of social work practice with older people.It outlines key theories of professions and their applicabilityto social work, and critically analyses the impact of the ‘newmanagerialism’ within social services departments. Thepaper also examines the nature of social workers' practice witholder people following the impact of community care legislation,and concludes that the impact on the social work professionhas been to locate an increasing control of practice with socialwork managers, with potentially serious consequences for thecontinuation of a distinctive social work role in relation toservices for older people.  相似文献

Summary Self-determination is a curious concept, related to, but notquite the same as, freedom and autonomy. As an ethical principle,the principle of self-determination bears little relationshipto the way social workers behave. It is used as if clients werebeing allowed a free, independent choice; but clients are subjectto pressure, and the social work relationship is often conceivedwithin a structure of authority. As a guide to practice, theconcept of self-determination ignores the cases where directionis legitimate or desirable. Self-determination can be seen as a professional ideology—aninter-related set of values and ideas. The concept is derivedfrom a number of ideas and values outside social work, but itappears to have little direct relevance to social work in practice.The paper suggests that the concept of freedom may be more usefuland less remote from the realities than ‘self-detemination’is.  相似文献

Summary This note takes further the task of conceptualizing communitysocial work begun by Alan York in his paper for the June 1984edition of this Journal. York's approach is criticised firstlyfor unhelpfully conflating ‘community work’ and‘community social work’ and, secondly, for developinga schema unable to satisfactorily theorise the range of communitywork approaches currently to be found within social work. Buildingupon York's suggestion that ‘dichotomous formulations’provide an appropriate way forward for analysing community practice,three, distinct, dichotomies are elaborated, and recommendedas a basis for locating and comparing current approaches tocommunity social work.  相似文献

Summary We argue that tackling the impact of social inequality on physicalhealth should become a central objective of social work andintrinsic to the development of anti-oppressive practice. Thisis on three grounds. First, the suffering embodied in inequalityin physical health should be a cause of concern to social workers,as a pervasive social problem. Secondly, awareness of socialwork's complicity in contributing to such a problem, throughits historical role in implementing state policies, needs toinform assessment of social work outcomes. Nevertheless, thirdly,social work—not confined to health care settings—whichredresses social disadvantage and tackles its consequences forphysical well-being can contribute to greater equity in health.Indicative examples of such practice are provided in relationto health maintenance, living with ill health and terminal illness.Finally, consideration is given to the current wider politicalcontext in which social work addressing health inequalitiesis embedded and to the need for complementary organizational,professional and political initiatives to buttress its development.  相似文献

Correspondence to Prof. Jan Fook, School of Social Inquiry, Deakin University, Geelong, Victoria 3217, Australia Summary This paper begins by summarizing the results of a qualitativeexploratory study of thirty experienced social workers whichwas undertaken in order to identify some characteristics ofsocial work expertise. Some of the features identified includea confidence with professional identity and an ability to dealwith complexities. Participants were also able quickly to prioritizerelevant factors and were aware of constraints and resources,but made conscious use of formal theory only minimally. Thefull results of this study are reported elsewhere (Fook et al.,in press). The main purpose of this paper is to explore theimplications of these results in developing a theory of socialwork expertise. The issues examined include the debates aroundthe relationship between theory and practice in social work,the generic versus the specialist nature of social work, therelevance of existing theories of expertise to social work,and the affirmation of artistic elements of social work practice.  相似文献

This refutes a technical-rational model of the relationshipbetween theory and practice, and proposes that practitionerknowledge is experientially constructed and organized throughthe schemata of imagery and metaphor. This paper outlines somefindings 6om a comparative research study of social work andteaching students which adopted a phenomenological approachto understanding the self-imagery of student practitioners andits relationship to prior experience. Some implications forsocial worker education are considered, including the conceptof ‘imaginization’—derived horn postmodernistorganizational theory—as a strategy for empowerment.  相似文献
