A statewide qualitative study of personal and organizational factors contributing to employees' decisions to either remain or leave employment in child welfare is described. Of particular interest was identifying factors related to employee retention. Professional staff (n = 369) in a state public child welfare agency, representing all levels of the agency and regions of the state, participated in 58 focus group interviews comprising some 1200 person hours of data collection. Core findings of the results are presented and discussed in view of information from other recent child welfare workforce studies. Recommendations and implications of the results for policy and practice are described.  相似文献

Thirty-five caregivers of related children who were in the custody of the child welfare system were interviewed individually or in focus groups as the state child welfare system implemented new federal and state policies encouraging these caregivers to adopt or assume guardianship of the children in their care. Interviews were transcribed and analyzed using qualitative methods. Issues of concern included emergency entrance into caregiving; the simultaneous satisfaction and burden of caregiving; obstacles to caregiving, adoption, or guardianship; complex changes in family dynamics following placement of children; sources of support; and caution regarding adoption or guardianship. The caregivers also offered recommendations for the child welfare system. Policy, practice, and research implications are discussed.  相似文献

This review examines literature related to pregnancy, sexual health outcomes, and sexual risk behaviors for foster youth and youth who are aging/have aged out of foster care. Using the search terms foster youth, aging out, pregnancy, sexually transmitted diseases, sexually transmitted infections, sexual risk, sexual behavior, and sexual health, 26,376 sources were initially identified. After removing duplicate sources and those that did not meet inclusion criteria and adding others identified through the references of identified sources, 53 sources were included in the review. Outcome measures were grouped into broad categories of pregnancy, sexually transmitted infections, and risky sexual behaviors, with each having several subparts. Implications for social work practice and policy are presented and directions for future research are highlighted.  相似文献

This study documents the school experiences of 262 youth referred for independent-living preparation from the foster care system of one midwestern U.S. county. Of the youth, 73% had been suspended at least once since the seventh grade, and 16% had been expelled. In the past year, 58% had failed a class, and 29% had physical fights with students. Yet the group reported high educational aspirations: 70% wanted to attend college. Those in congregate care and family settings often had school behavior problems. The results support the need for a system of education advocates who work to maintain proper education placements for youth in foster care and help them receive the academic resources they need to graduate from high school and proceed to college.  相似文献

This is the first multisite, prospective study of behavioral and mental health disorders of youth in residential treatment centers (RTC) and therapeutic foster care (TFC), and the first study to compare the two. This study addressed two questions in a sample of 22 agencies in 13 states: (1) how prevalent were emotional and behavioral disorders in the youth admitted to RTCs and TFC?, and (2) were the youth in RTCs significantly more likely to be disturbed than youth served in TFCs? Data were drawn from the Time 1 phase of the longitudinal national "Odyssey Project" developed by the Child Welfare League of America (1995). Measures included an extensive child and family characteristics form (CFC) and the Child Behavior Checklist (CBCL). The results revealed extremely high levels of behavioral and mental health disorders in the sample as a whole, well above the norms for a non-child welfare population. The prevalence of disorder in the RTC population was substantially greater than in the TFC population.  相似文献

Up to 70% of homeless youth smoke, but there is little information available on their smoking cessation experiences and perceptions to guide cessation intervention efforts. This study examined reasons for quitting smoking, previous experiences quitting smoking, and preferences for smoking cessation programs among homeless young adults. Four focus groups (N?=?27) were conducted in centers serving homeless 18–25 year olds in Los Angeles. Sessions were audio recorded, transcribed, and analyzed by a systematic procedure for qualitative analysis to identify key themes on the topics of interest. The short-term health-related consequences of smoking and high cost of cigarettes were the main reasons participants indicated for quitting or wanting to quit. In terms of barriers to quitting, exposure to peers who smoke and smoking to cope with the daily stressors of homelessness were the two most salient themes. Suggested features of a smoking cessation program for homeless youth included having a group-based component to provide support, offering incentives to attend, and using “scare tactics” as a tool to increase motivation to quit. To increase acceptability and uptake, smoking cessation programs for homeless youth need to focus on the short-term consequences of smoking and harness of the power of peer influences.  相似文献

As a result of being removed from their homes and moving between different placements and schools, foster youth can experience high levels of stress and challenges as they struggle to cope with such extreme emotional turbulence. The experience of trauma and instability in turn, can have consequences on foster students' academic progress. As it is seemingly uncommon for foster youth to matriculate to postsecondary education, this study examines how successful foster youth transitioned out of care and furthered their education at an academically rigorous institution. From high-achieving former foster students, this study uncovers their experiences while in out-of-home care that helped them enroll in a university, including how adult supporters provided guidance, emotional support, and stability, which allowed students to move out of their negative past experiences. Adults' willingness to assist youth and be a part of their lives provided students with a transformative academic and social emotional environment, furthering their ability to persist through high school and gain acceptance to a top-tier university.  相似文献

At a time of increasing calls for a return to relationship‐based practice, this paper presents qualitative research findings regarding the effects of more coercive and less coercive interventions on relationships between social workers and parents. Its context is the use, in England, of investigations of alleged child abuse (more coercive) versus initial assessments (less coercive, and potentially leading to family support services). Methods were based on 23 case studies involving interviews of both parent and social worker. The paper concludes that the less coercive initial assessments, combined with child welfare concerns that were perceived as less serious, provided the context for good working relationships between parent and worker. However, it is suggested that these conditions were not a prerequisite for good relationships. Worker skill was of significant importance, and good relationships were seen to be possible in a variety of procedural contexts. Comparisons are made with accounts of the therapeutic alliance in the counselling and psychotherapy literature.  相似文献

This multi-site examination of sexual abuse histories of youth in residential treatment centers asked, for the sample as a whole and by youth's gender: (a) How many perpetrators did each youth have? (b) What was the gender of the perpetrator? (c) What proportion of youth was abused by family members? (d) What proportion of youth was abused in a child welfare setting? And, (e) what proportion of sexually abused youth were also victims of physical abuse and/or neglect? Results revealed that males were more likely to have one perpetrator, a female perpetrator, and to have been abused in a child welfare setting and less likely be abused by a family member. Child abuse reporting and intervening are a complex process. A comprehensive training program with targeted goals and priorities enables professionals to effectively address the needs of abused children and their families. The study purpose was to identify the content and priorities of health professional education in child abuse by integrating expert opinions and achieving consensus. A 3-round Delphi study was conducted with 25 multidisciplinary experts in health care, social welfare, psychology and counseling, and law and jurisdiction. Structured questionnaires collected expert opinion of appropriateness and importance of knowledge, subjective norms, attitudes, skills, team collaboration and teaching strategies. The expert response rates ranged from 96 to 100% for the 3 rounds, and consensus was achieved. Knowledge was regarded as the most important element. Two items on forensic evidence in the skill category received the highest importance score. Results provide a basis to develop educational programs achieving clinical competence in child abuse care.  相似文献

This article presents the development and preliminary validation of the Youth Connections Scale, a measure of youth connectedness as a component of relational permanence for youth in out-of-home placement. The instrument measures different domains of youth's connectedness, including the number and strength of connections to caring adults and the types of support perceived by youth. Results of a pilot validation study of the instrument, with a sample of 53 adolescents in out-of-home care, indicate good concurrent validity and high test–retest reliability. Child welfare and youth-serving agencies can use this instrument in their efforts to strengthen and measure the connectedness and relational permanence of youth.  相似文献

Various agencies and professionals in the child welfare system work together to prevent and treat child maltreatment. Prior research suggests their ability to collaborate is related to outcomes for children and families and agencies often implement strategies to improve collaboration. However, a review of the literature indicated a lack of research on collaboration between Guardians ad litem (GALs) and child protective services caseworkers. Examination of this relationship is warranted considering federal law mandates GALs be appointed for children in all court-involved child protection cases. This qualitative study begins to address this gap by exploring the GAL perspective on factors that promote or inhibit collaboration between themselves and caseworkers. Interviews were conducted with 12 GALs in a mountain region state. Participants emphasized five individual-level factors that impact the frequency and quality of collaboration with caseworkers. These include frequent and open communication, mutual respect, understanding the other's role and responsibilities, having an open mind, and valuing collaboration. Participants described in detail how these factors facilitate collaboration despite the organizational and systemic obstacles to working together. The findings may help explain why collaboration does not necessarily occur in frontline practice despite the presence of organizational policies and procedures intending to improve collaboration. These findings have several implications for improving GAL–caseworker collaboration in order to better serve children and families in the child welfare system.  相似文献

Gaps in service coordination between child welfare and other child-serving agencies are well documented. This article examines the gap between the child welfare and juvenile justice systems and discusses a program, Project Confirm, designed to reduce the problems associated with this gap. Project Confirm aims to improve cooperation between juvenile justice and child welfare agencies to prevent the unnecessary detention of arrested foster children in secure facilities. The program's design is outlined, and implementation statistics and government partner perceptions of the program in its first year of operations are provided. The article also identifies future challenges to implementation and discusses the broader implications of the program. In making this appeal for coordination and collaboration among public agencies, I'm not talking about pro forma integration efforts-I'm not talking about memoranda of understanding or top-level reorganizations that have autonomous agencies vaguely reporting to a single box labeled "human services." Workplaces comprise a large component of life partcipation. The complexity of work organization makes it challenging to understand how the environment impacts the health of workers and who is responsible for creating a healthy workplace. This investigation sought to understand the views of workers about workplace health. A qualitative approach was used to gain understanding of workers' experiences of how work organization (WO) impacts their health and needs to change. Four individual interviews and 7 focus groups with workers were conducted. Data were thematically analyzed. Findings comprised two common themes: 1. The need for support and respect in the work place; and 2. The need for organizational commitment to safe work practices and healthy work environments. Findings suggest workers want and need to be involved in creating a healthy workplace. Opportunities to involve workers more in workplace health are discussed.  相似文献

Historically, a shortage of skilled and dedicated foster parents has existed in America. Lesbian, gay, or bisexual (LBG) foster parents have received little attention in the published literature. This article documents the challenges and successes of a group of 60 LGB foster parents. All participants provided foster parenting for public (state or county) agencies. The primary successes of this group included meaningful and gratifying parenting and successful testing of whether adoption might be a natural next step after foster parenting. The primary challenges included insensitive, inappropriate, and difficult social workers; state or local laws that worked against successful foster parenting by LGB adults; failure to recognize parents' partners; and lack of support by the system to acknowledge the important role of LGB parents. Numerous recommendations are identified for improving how LGB foster parents are supported within child welfare systems including foster parent and social worker training in LGB issues.  相似文献

This national qualitative study explores recruitment and retention strategies within state child welfare agencies and the perceived effectiveness of these strategies. The study includes a national review of 50 state child welfare websites, and qualitative interviews with 18 individuals in 13 states. The findings highlight agencies' identification and investment of similar types of recruitment and retention efforts; yet agencies still grapple with elevated turnover rates despite continued efforts. This article comprehensively explored national utilized and underutilized strategies that have been employed to help alleviate child welfare recruitment and retention challenges. Further, mechanisms for overcoming and promoting innovation to understand the effectiveness of child welfare recruitment and retention strategies are addressed.  相似文献
