This paper presents new findings from a study of performance measures for children in need and child protection services in England. National datasets and census returns from 152 local authorities over a 13-year period were combined in order to analyse trends and correlations in quality indicators. The study also explored the relationship between these measures and inspection ratings from the Office for Standards in Education, Children's Services and Skills (Ofsted), with a particular focus on services rated as inadequate. The available quality measures mainly focused on the timeliness of work processes, but these did not seem to affect outcomes in the form of re-referral rates. However, re-referrals were higher in local authorities with a tendency to close cases quickly and in those with high rates of agency workers. A small number of indicators were able to predict an inadequate Ofsted rating in 2012 and 2013. Changes in performance measures in the year following an inadequate Ofsted rating may suggest greater use of protective interventions compared with similarly performing local authorities. Implications are considered for performance measurement, management and inspection in the field of child protection.  相似文献

This study evaluated the impact of housing services among child welfare-involved families using observational data. Propensity score matching with data from the National Survey of Child and Adolescent Well-Being compared intact families (n = 183) who received housing services 12 months after initial investigation to nontreated families balanced on characteristics at the time of investigation. Results suggested that general housing services failed, on average, to effectively address the needs of inadequately housed families.  相似文献

This multi-faceted study assessed the differences between accessible and central child protection service delivery sites in Ontario on: (1) family functioning; (2) front-line child protection service providers' satisfaction with services; (3) parents' satisfaction with services; (4) the services and supports available to families; (5) front-line service job satisfaction; and (6) front-line helping relationships in child welfare. A quasi-experimental outcome design gathered data from parents at case-opening and approximately 10 months later. Semi-structured individual or group qualitative interviews were conducted with parents, front-line service providers, and supervisors/managers. Information also was gathered from agency files. Front-line service providers completed an employment questionnaire. Findings indicated that the accessible sites were able to foster a greater proportion of cooperative helping relationships with families and to create more service partnerships. Parents at the accessible sites were more positive about their service involvements and more willing to ask for help again in the future. Front-line child protection service providers at both service delivery models described positive aspects of their jobs as well as frustrations with the expectations of the formal child protection system.  相似文献

Child protection systems appear to be in a continual crisis of confidence. They get criticised for not doing enough to protect some children, whilst at the same time being criticised for being too intrusive or not managing demand. This constant balancing act drives almost continual reforms, none of which appear to reduce further crises of confidence. The central issue facing tertiary child protection systems stems from their function as makers of sometimes highly uncertain risk screening decisions. Uncertainty leads to errors; false positives and false negatives. Two recurring issues challenging child protection agencies are concerns about these errors. Fears about doing too much are concerns about false positives and fears of doing too little are concerns about false negatives. The need to address both issues within the context of uncertain high stakes decision making, in a highly risk intolerant environment leads to poorly formed sentinel event driven policy that in turn leads to organisational fragility. A decision outcome-based performance model based on Signal Detection Theory provides indicators that explicitly outline the link between these two strategic issues facing child protection systems. This has improved dialogue, understanding and support from sponsors. It has led an informed focus on improving decision making and stabilisation of decision thresholds. It demonstrates that Child protection systems are in fact very responsive and do perform well in their decision making (risk screening) function. Social work decision makers provide value in their decision making in spite of highly uncertain decisions to make. Child protection systems do not need reform, they need to be “reframed” to better understand true performance and so avoid poorly informed reactive policy responses to the genuine challenges that they face.  相似文献

This article reviews some sensitivity versus specificity imbalances in forensic investigations of child sexual abuse. It then proposes the development or further testing of additional approaches for those children who do not respond to the current, single-interview National Institute of Child Health and Human Development (NICHD) protocol. Although there are other interview protocols based on similar principles, the NICHD protocol has the strongest evidence base in both field and laboratory studies to elicit detailed and accurate information from children. Adaptations of the NICHD protocol or additional approaches need to be developed and tested for nondisclosing, partially disclosing, or recanting children, very young children, children with developmental disabilities, and children whose sexual abuse allegations are evaluated in the context of custody or visitation disputes.  相似文献

The development of an innovative group working with female, non‐abusing carers is described. Part educational and part therapeutic, it sits squarely within child protection procedures and forms part of an interagency approach to protecting children from sexual abuse. Group processes are described and difficulties are explored, including those experienced by the women themselves in relation to child protection procedures. Current service approaches and attitudes may have potentially adverse consequences for the ultimate aim of child protection and these are considered together with a discussion of the value of alternative approaches. Drawing on in-depth, semi-structured interviews with a sample of 24 child protection workers in the northeastern United States, we analyze how workers engage with non-citizen immigrant families. Confirming findings from previous scholarship on immigrants' fears when interacting with Child Protection Services (CPS), workers reported encountering different fear factors—the organizations, events, or people that instill fear in immigrant families. These included fear of deportation, fear of CPS workers as the people who remove children, and fear of CPS as a potentially repressive government agency. We also found that workers seek to minimize or leverage these fears in the engagement process—we refer to this process as fear management. Most of the workers interviewed seek to minimize immigrant families' fears, and we show that they employ four strategies to do so: providing knowledge, brokering services, doing dignity and status work, and learning culture.  相似文献

Every Child Matters, the English government's plans for integrated children's services, proposed that preventative approaches such as those developed through Sure Start should be able to reduce the numbers of children requiring more intensive support from children's social services and, by implication, the numbers of children on the child protection register. This study examined the impact of Sure Start local programmes (SSLPs) on four local authorities with social services responsibilities in the northeast of England. The researchers analysed routinely collected statistical data concerning over 10,000 referrals of children under four years and over 1,600 child protection registrations (CPRs) in an eight‐year period before and after the introduction of 19 SSLPs. They also analysed interviews with 36 key informants in eight case study SSLP areas. Contrary to expectations, the quantitative data revealed no discernable short‐term effect on the numbers of referrals, or on CPRs. Interview data showed broad agreement on the potential impact of preventative work undertaken by SSLPs and many respondents believed that it was too early to draw conclusions. Alternatively, the universal approach to prevention within the Sure Start areas and the attempts to provide non‐stigmatising and non‐intrusive community‐based services may be ineffective in reducing the need for intensive support for ‘at risk’ families. A child protection system is not just about minimizing child abuse but also maximizing welfare (Munro, 2008). Therefore, the new Youth Act in the Netherlands promotes empowerment in child protection (Ministry of Health, Welfare and Sport & Ministry of Security and Justice, 2014). The last decade, empowering child protection services was dominated by the Signs of Safety (SoS) approach of Andrew Turnell and Steve Edwards (1999), a strength-based method with a strong client focused perspective.The current study evaluates a multilevel implementation process of a SoS approach within a Child Protection Service (CPS) in the Netherlands as perceived by professionals. Since 2014, the CPS is implementing its own SoS-version called Safe Together Step by Step (STSS). The study comprised a cross-sectional survey (n = 138) with an experimental and control group and was part of a larger evaluation study on the STSS approach.We analysed a multilevel approach, using Cretin's chain of action, dividing professional level, team level, organisational level and contextual level determinants of implementation. Results show that the implementation of STSS within current CPS is still in an early adoption stage. The study provides some support for a multilevel implementation strategy with 38% explained variance. However the professional level is the largest contributor (25%) to the use of STSS, especially knowledge necessary for implementation and influences of important others (subjective norm), contribute to the use of STSS.A multilevel implementation strategy should include activities on all levels in order to improve the determinants. With an integrated multilevel strategy chances for implementation success increases. In addition, the multilevel strategy should include a long term process with continues feedback on the implementation and adjustments in implementation strategies if needed. Moreover, knowledge from literature and practical experience should meet to further develop the implementation strategy for SoS approach in order to improve empowerment based working within child protection services.  相似文献

This paper proposes a community-building framework as an innovative strategy to begin to re-claim children and families at risk. It is a strategy that identifies a purpose, a value base, knowledge and theoretical dimensions, and methods of practice that present as an approach for child welfare systems to consider shifts in thinking in order to meet what is considered the most important challenge of the next century: that of rediscovering community. Child welfare concerns have drifted to an inappropriate focus on crisis intervention and a punitive approach to child protection intervention at the expense of community-based preventive child welfare programs. Recent attempts to divert cases from the child protection system through differentiated response mechanisms have been criticised for failing to provide access to relevant services or preventing vulnerable families from re-entering the child protection process. A tension inherent in providing both child protection and family support within the one agency is also identified as a barrier to effective service delivery. This paper discusses the value of the UK Children in Need approach as a model for enhancing support to children and families outside the statutory child protection system. Information from an evaluation of a trial implementation of the UK Children in Need approach in Victoria is used to discuss the implications for policy and practice of placing responsibility for coordinating a response based on the needs of children and their families within family support services.  相似文献

This article describes collaboration among a university, a state child welfare agency, and a Native American community organization to develop a culturally driven practice model for urban, Native American child welfare. The approach includes a strategy to build resources to serve Native American clients, a training program for child welfare and court personnel using a culturally responsive curriculum, and an advocacy program that monitors for Indian Child Welfare Act compliance and provides assistance to child welfare workers and the court. The discussion identifies challenges and opportunities in addressing the needs of urban Native American communities. Considerable changes have occurred in criminal proceedings involving sexually abused children. As a result, perpetrators of child sexual abuse have been convicted more easily and sentenced to long prison sentences. However, a number of these convictions have been tainted and, thus reversed on appeal, based on either problems in the investigatory process or expert witnesses' exceeding the limits of proper testimony. Because many investigators and some expert witnesses were social workers, the author discusses recent decisions where appellate judges have criticized child protection workers' behaviors. By becoming familiar with cases such as these, child protection workers should gain a better understanding of the limits of their roles in the investigatory process and court proceedings. The result more likely would be that just convictions would be upheld by appellate courts, and falsely accused defendants would be spared the stigma of accusation, trial, and perhaps conviction.  相似文献

This summary, for journal publication, of a study whose full details are being published in book form, brings the welfare field up-to-date on what began as a precedent-setting agency. The Lower East Side Family Union, in New York City, has provided many years of service, and has justifiably drawn national attention from its inception, when prevention was more talked about than funded.
