First Nations (Native American) children are greatly overrepresented in the Canadian child welfare system, and disproportionality in the substantiation of maltreatment contributes to this overrepresentation. This study explores the factors driving disproportionality in the substantiation of maltreatment and, more specifically, neglect. Data from the Canadian Incidence Study of Reported Child Abuse and Neglect (2008) are used in multivariate analyses which examine the relationship between the substantiation of maltreatment/neglect and worker assessments of case, child, household, and caregiver characteristics. These case factors fully explain disproportionality in maltreatment substantiation for First Nations and non-Aboriginal children; the disproportionality reflects underlying differences in the case, child, household and caregiver characteristics identified in First Nations and non-Aboriginal investigations. However, case factors do not fully explain disproportionality in substantiation of neglect-only investigations. Further analysis indicates that the weight that workers assigned to caregiver substance abuse, housing problems, and presence of a lone caregiver when substantiating neglect also differed for First Nations and non-Aboriginal children. Discussion of these findings explores possible explanations for these differences, and links to broader discussions around definitions of neglect and the role of substantiation in child welfare decision making processes.  相似文献

Children under one year of age are highly vulnerable to child maltreatment, which can lead to serious immediate and long-term physical and mental health consequences. Child welfare workers encounter unique challenges when assessing allegations of maltreatment involving infants. This study identifies correlates of maltreatment substantiation in a sample of 793 infants less than one year of age investigated by child welfare. It is based on data from the 2003 Canadian Incidence Study of Reported Child Abuse and Neglect (CIS-2003), a national study of reports of child maltreatment. The analysis consisted of two stages. First, bivariate analyses were conducted using unadjusted odds ratios and chi-square tests on variables known to be associated with substantiation. In the second stage, a logistic regression was performed to examine these associations in a multivariate model.Multivariate findings suggest that certain vulnerabilities present in the primary caregiver, such as substance abuse and few social supports, as well as the child's positive toxicology at birth are associated with substantiated infant maltreatment. Exposure to domestic violence, which is reported mostly by the police, and physical harm stemming from maltreatment are strongly associated with substantiation, whereas reports of physical abuse and neglect have an inverse relationship. The authors discuss these results and implications for policy and programs.  相似文献

The circumstances leading to reports of emotional maltreatment are potentially unique from those of other abuse types. This study utilized data from the National Child Abuse and Neglect Data System (NCANDS), which is a federally sponsored effort requiring the submission of case-level data on all children who were subject to maltreatment investigations by state child welfare agencies. The central aims of this study were to examine case-level characteristics of sole occurrences of emotional maltreatment Child Protective Service (CPS) reports in an effort to address how caregiver and child risk correlates affect the substantiation of these allegations. A cluster analysis was performed to explore how the risk assessment factors grouped together; secondarily, the cluster groupings were examined in a logistic regression model to measure factors associated with substantiation of these abuse reports. Four unique clusters emerged, with one cluster absent any risk assessment factors entirely and another cluster solely composed of domestic violence. Caregiver risk factors with the highest odds of predicting report substantiation included caregiver substance abuse, domestic violence, and caregiver learning disabilities.  相似文献

The number of people identifying as biracial is rapidly growing, though little is known about the experiences of interracial families. Previous work indicates that biracial children may be at elevated risk of entering the child welfare system. This could underscore additional risks faced by these families. This document includes data from the Longitudinal Studies of Child Abuse and Neglect (LONGSCAN), a project funded by the Administration on Children, Youth, and Families, U.S. Department of Health and Human Services, and distributed by the National Data Archive on Child Abuse and Neglect. LONGSCAN data were used to examine familial risks associated with child maltreatment. White mothers of white children were compared to white mothers of biracial children with the hypothesis that interracial families would have less social and community support. Results showed that the women were similar in terms of mental health and parenting behaviors. There were no differences in maternal age, employment status, or presence of a partner. However, mothers of biracial children were poorer, had more alcohol use, and decreased social support. They experienced more intimate partner violence and lower neighborhood satisfaction. Findings have implications for intervention programs focused on reducing social isolation within interracial families.  相似文献

A significant body of research indicates that emotional maltreatment (EMT) is harmful to children, resulting in long-term negative impacts on emotional and behavioral development. The child welfare system's focus on physical abuse, physical neglect, and sexual abuse has led a relative lack of attention to EMT. Reported rates of EMT vary widely across states – ranging from 0.2% to 44.9% in a recent national report on child maltreatment – indicating that it is not being measured consistently. This paper uses data collected by the Longitudinal Studies of Child Abuse and Neglect (LONGSCAN) to (1) describe the nature and characteristics of emotional maltreatment experienced by 846 LONGSCAN youth across time, and (2) describe the relation between four subtypes of emotional maltreatment (psychological safety and security, acceptance and self-esteem, autonomy, and restriction) and child trauma symptoms and risk behaviors at age 18. Exposure to EMT was related to increased trauma symptoms and risky behaviors. EMT is common, identifiable, harmful, and potentially preventable; and a better understanding of it will help to inform the provision of effective child welfare and mental health services to children and their families. Findings suggest a need for greater understanding of parental behaviors, and the motivations behind them, that result in emotionally harmful outcomes for children, as well as a better understanding of appropriate interventions for children who experience various types of EMT.  相似文献

Criminal justice research frequently investigates relationships between punishment decisions and demographic characteristics of the accused, such as gender, race, and age. While there are many similarities between criminal justice and child welfare cases, research on child maltreatment has yet to examine potential demographic influences on case outcomes. The current study examines relationships between parent gender, type of maltreatment, and child removal among agency responses to child maltreatment cases. Using data collected by the National Data Archive on Child Abuse and Neglect Data System (NCANDS), we identify differences in the likelihood of child removal from the parental home across type of maltreatment and perpetrator gender. Our results indicate that mother perpetrators of physical abuse not only face significantly higher likelihood of removal than mother perpetrators of neglect, but are more at risk for losing their children than father perpetrators of both physical abuse and neglect. Findings suggest that gendered attributions and stereotypes regarding parenting can shape assessments of parents' blameworthiness, dangerousness, and rehabilitative potential. We propose that future research on child maltreatment cases adapt and apply justice concepts and frameworks to uncover potential unwarranted demographic disparities in agency decision-making.  相似文献

This study examines the time to re-report following the close of a maltreatment investigation for cases involving food neglect. Data on families of children 0 to 17 involved in Child Protective Services (CPS) investigations from a merger of the 2010 cohort of the National Survey of Child and Adolescent Well-Being (NSCAW II) and the National Child Abuse and Neglect Data System (NCANDS) were used (n = 3580). More than half of the families had a history of CPS involvement, a third received CPS services, and one-in-ten families had their child place in out-of-home care following an investigation. After controlling for other types of maltreatment allegations and multiple covariates, families investigated for food neglect had a greater chance of being re-reported for a subsequent CPS investigations in a shorter length of time than families without an allegation of food neglect. While only a small percentage of families had a food neglect allegation, problems adequately feeding a child - whether due to severe poverty, inattentiveness, or abusive negligence - placed a family at a higher risk of a future CPS investigation.  相似文献

Rates of substantiated maltreatment documented by the 1993 and 1998 Ontario Incidence Studies of Reported Child Abuse and Neglect doubled between 1993 and 1998. Although increasing public awareness and changes in investigation procedures appear to account for part of this change, the increase also reflects a significant shift in the types of maltreatment agencies are investigating and substantiating. Exposure to spousal violence has increased eightfold, and the proportion of neglect cases has more than doubled, whereas cases of sexual abuse are decreasing. The field requires a differentiated response to address the maltreatment-specific challenges underlying child welfare caseload increases in Canada.  相似文献

Abstract

The 45 Disney animated feature films produced between 1937 and 2006 were analysed for representations of child maltreatment and child maltreatment interventions according to criteria set out in the US National Incidence Study of Child Abuse and Neglect. Although there are 263 maltreated child characters in 30 of the 45 films, they seldom show formal interventionists at work. The types of resolutions and interventions to child maltreatment in the films were analysed and contrasted with the single depiction of a social worker. The actions of this character were assessed according to national codes of ethics and standards for social worker interventions and decision making. Implications are drawn for the profession of social work and the findings are discussed within the context of previously published analyses of media representations of social workers.  相似文献

BackgroundChild maltreatment is a global problem and the true extent remains unknown. The International Society for the Prevention of Child Abuse and Neglect (ISPCAN) Child Abuse Screening Tool — Children's Home version (ICAST-CH) has provided accurate assessment of the scope and prevalence of child maltreatment. Yet measures of children's experiences of child maltreatment are limited in the Chinese population.ObjectivesThe study aimed to translate and validate a Chinese version of the ISPCAN Child Abuse Screening Tool — Children's Home version (ICAST-CH) and to evaluate its reliability and validity among Taiwan adolescents.MethodsA three phase study was conducted. In phase 1, the ICAST was translated into Chinese using forward–backward translation procedures with the translation equivalence and content validity assessed. In phase 2, the data provided by a convenience sample of 98 adolescents was used to assess the internal consistency of the ICAST-CH Chinese version (ICAST-CH-C). In phase 3, the psychometric properties of the ICAST-CH-C were tested with a nationwide random sample of 5236 adolescents from 35 schools.ResultsThe translation equivalence and content validity index of the ICAST-CH-C was satisfactory. The inter-rater agreements were .90–.91 for comparability of language and .89–.94 for similarity of interpretability. Results indicated that the ICAST-CH-C had a high level of equivalence with the original English version and demonstrated a high internal consistency (.71–.89). Confirmatory factor analysis revealed the presence of five factors supporting the conceptual dimension of the original instrument.ConclusionThis study provided initial psychometric properties of the ICAST-CH-C and supports it as a reliable, valid, and highly usable instrument to identify childhood victimization in adolescents. It provided health care professionals with a useful tool to assess the severity and prevalence of child maltreatment within Chinese communities.  相似文献

Objectives

Child maltreatment (CM) causes injury in large numbers of U.S. children. This study uses a large, multi-state dataset of child protective services reports for infants and young children under five years of age to examine risk factors and the effects of services in confirmed maltreatment investigations and recurrence over five years.

Methods

The Child Files of the National Child Abuse and Neglect Data System (NCANDS) for 2003-2007 were used to study confirmed CM reports to child protective services (CPS) using regression models and survival analysis among a cohort of children first reported during 2003.

Results

There were 1.2 million confirmed maltreatment reports to state child protective services agencies in 22 states during 2003-2007 in NCANDS, including 177,568 infants and young children under five years. 19.3% had a second confirmed CM report within 5 years. White race, inadequate housing and receiving public assistance were associated with significantly increased risk of CM recurrence. Infants and young children received more services and had less recurrence than did older children.

Conclusions

Infants and young children have different risk factors and receive different services than do older children in the CPS system. We need additional research to further assess and better target services for the special needs of infants, young children and their families if we are to protect them and reduce future child maltreatment.  相似文献

Multisystemic Therapy for Child Abuse and Neglect (MST-CAN) is an evidence-based program for families with children who experience maltreatment. This clinical trial is the first evaluation of MST-CAN in a German-speaking area. Parental psychological problems and parental stress have been shown to be risk factors for child abuse and neglect. By the end of treatment, parents reported significantly less psychological distress than before the start of MST-CAN. Six months after treatment, this reduction was still evident. However, parents did not report any significant reduction of parental stress at any of the three time points. MST-CAN is an effective intervention for child maltreatment that not only combats child abuse and neglect but also has the potential to alleviate parental psychological distress.  相似文献

This study examines the relationship between county Public Housing Agency (PHA) practices that prioritize families experiencing homelessness and county-level child maltreatment rates. Using data from a survey of PHAs and the National Child Abuse and Neglect Data System (NCANDS) with a sample of 534 counties, we find that policies which give preference to homeless households for housing assistance are associated with reduced victimization and substantiation rates, while policies that reduce barriers to assistance eligibility are associated with reporting rates. Our findings suggest that beyond prioritizing homeless families for housing assistance as a means of ending homelessness, providing families with more expedient access to a valuable public subsidy may have important positive externalities, such as reduced CPS involvement. Additional partnerships between child welfare agencies and housing providers, particularly those that provide housing subsidies, may be worthy of additional investment and evaluation.  相似文献

The purpose of this study is to explore both risk and protective factors of child maltreatment among at risk elementary school children. This study used data from the Longitudinal Studies of Child Abuse and Neglect (LONGSCAN), following a cohort of 405 children from age 4 to age 8. Multivariate logistic regression revealed that children attending preschool irregularly (OR = 2.98; 95% CI: 1.08-8.26), families with a high level of life events (OR = 2.68; 95% CI: 1.12-6.41), and mothers with a history of childhood maltreatment (OR = 2.26; 95% CI: 1.07-4.76) were more likely to have a child maltreatment report. In contrast, mothers who were married (OR = 0.19; 95% CI: 0.06-0.64), mothers who attained 12 or more years of education (OR = 0.09; 95% CI: 0.02-0.34), and family with high level of social support (OR = 0.29; 95% CI: 0.11-0.80) were less likely to have a child maltreatment report. For mothers who had not graduated from high school, adequate social support reduced the risk of child maltreatment by a factor of two. The provision of adequate social support should be incorporated into child maltreatment prevention programs, particularly those targeting at risk families.  相似文献

This study compared child-level estimates of child maltreatment re-report and recurrence in two national sets of data on child maltreatment: state administrative data submitted to the National Child Abuse and Neglect Data System (NCANDS) and caseworker interviews from the National Survey of Child and Adolescent Well-Being (NSCAW). Maltreatment data from NCANDS and NSCAW were merged for 2230 children that had intersecting information from both sets. The percentage of child cases with at least one re-report of abuse or neglect over the study period differed depending on the data set. The NCANDS re-report estimate was 32.3% (95% CI 26.5%, 38.6%) whereas the estimate based on NSCAW caseworker interviews was 22.9% (95% CI 17.6%, 29.2%). More than a quarter of the children with observations from the union of the two data sets had a re-report identified by one source but not the other (set difference). Most often, the set difference in re-reports appeared in NCANDS, but was not reported by an NSCAW caseworker. When the set difference from NCANDS was added to the re-reports by NSCAW caseworkers, the resulting union of re-reports increased the point estimate in the NSCAW–NCANDS intersection to 40.9% (95% CI 34.3%, 47.8%). Restricting the comparisons to only substantiated re-reports (recurrence) narrowed the differences in absolute terms but the set difference in recurrence rates was proportionally similar. Potential explanations for non-intersecting re-reports and recurrence between the two data sets were examined. Findings illuminate methodological challenges that may arise when child maltreatment re-report and recurrence data from administrative and survey sources are merged, and the value of the union of state-level administrative data with national survey data for studies of safety and well-being of children reported for maltreatment.  相似文献

We present the victim rates and severity of child maltreatment in US Army families by the sex of the child and parent from 1990–2004. Neglect rates decreased from a high point in 1991 to a low in 2000, but by 2004 the rates had increased to about the 1991 level. During two large‐scale deployments of the US Army to the Middle East (1991 and 2002–2004), the rates of neglect increased. Neglect rates were highest for the youngest children and decreased as age increased. Physical abuse rates decreased from 1990–2004, but the decline was slowed during 2001–04. Physical abuse was more severe by male offenders. Emotional abuse showed wide fluctuations in rates. Emotional abuse rates were similar for boys and girls up to age 11, but the rates for older girls were higher. Sexual abuse had the lowest rates throughout the time of this report, decreasing from about 0.5/1000 to about 0.1/1000. The rates of physical abuse and neglect were generally higher for boys than for girls up to the teenage years when the rates reversed. Male offenders were more likely to maltreat children (even excluding sexual abuse) than were female offenders and offenders of both sexes were more likely to abuse male children. This study aims to analyse professional judgements and decisions made in the Portuguese child care system in face of a case vignette of child maltreatment. Using the approach proposed by Benbenishty et al. [(2015). Decision making in child protection: An international comparative study on maltreatment substantiation, risk assessment and interventions recommendations, and the role of professionals’ child welfare attitudes. Child Abuse & Neglect, 49, 63–75. doi:10.1016/j.chiabu.2015.03.015], we assessed the decisions of professionals, such as to place the child in foster care or reunify her with her family, on the basis of a series of judgements (e.g. substantiation of alleged abuse and neglect, risk assessments) that are influenced by the characteristics of the case, the decision-making context, and mother's and child's wishes. We conclude that there are different approaches to the case based on different professionals' attitudes that can be classified in two groups: one more pro-removal and the other anti-removal. These groups presented different risk assessments and intervention recommendations, and their decisions where significantly influenced by the mother's and child's wishes. Furthermore, we have done comparisons with studies made in other countries, concluding that the country context can be an important factor that leads to different outcomes. BackgroundSubstance abuse among caregivers is a known risk factor for child maltreatment, and some of these children subsequently come to the attention of the child welfare system. The recent opioid epidemic has led to rising numbers of women who use opioids during pregnancy and infants born with neonatal abstinence syndrome (NAS), raising the question of whether there has been a consequent rise in the numbers of these infants reported to the child welfare system. The purpose of this study is to examine the trend in the number and percentage of infants reported to the child welfare system with neonatal abstinence syndrome (NAS) from 2004 to 2014, and determine whether the trend is distinct from the trend in the percentage of infants reported with fetal alcohol spectrum disorder (FASD).MethodsWe analyzed National Child Abuse & Neglect Data System (NCANDS) data on reports of infants (aged <1 year) with NAS between 2004 and 2014. Due to state differences in data collection and data quality across the study period, the sample included reports from 10 states. We utilized a Generalized Estimating Equations (GEE) model approach to examine the trend over time in the percentage of NAS and FASD cases reported to child welfare in our 10 state sample. Year was used as an identifying variable and Substance Type was repeated over time and clustered by State.ResultsThe number of reports of infants with NAS for the 10 states was the lowest at 3073 in 2009 and highest at 4806 in 2014. The average percentage of cases of NAS reported rose from 4.72% in 2004 to 9.19% in 2014. The results of the GEE revealed a significant main effect of Substance Type (p = 0.015) and Year (p = 0.009), indicating that overall, averaged across time, the percentage of NAS reports was greater than the percentage of FASD reports and averaged across substance type, the percentage of substance-related reports increased over time.DiscussionNAS reports increased significantly over time, most pronounced between 2010 and 2014, while the trend for FASD reports did not show significant change over the study period. Moreover, the child welfare reports data obtained from the 10 state sample aligned with national NAS incidence data. Although recent efforts to curb prescribing and other means of supply have been implemented, it remains to be seen whether the large rise seen will continue or be ameliorated by these public health initiatives. However, overall these findings suggest that immediate efforts are needed to prepare the child welfare system for this trend, as well as to treat opioid addiction among women of child bearing age.  相似文献

More than a half million children are confirmed as victims of maltreatment by the child welfare system each year. Children from unstably housed families are over-represented in child maltreatment reports, and a growing body of evidence links housing problems to maltreatment and Child Protective Services (CPS) investigation. The present study applies two propensity score analysis approaches—greedy matching and propensity score weighting—to data from the Fragile Families and Child Well-being Study to move toward a causal explanation of child maltreatment behaviors among mothers in low-income households. Utilizing two separate methods to correct for overt selection bias, the present study finds that housing instability leads to a small increase in maltreatment behaviors, yet this small positive net impact on child maltreatment does not fully explain the over-representation of unstably housed families in the child welfare system. Families experiencing housing problems likely have a range of needs that require earlier, targeted intervention to mitigate consequences of poverty, domestic violence, and maternal depression. Child welfare services should invest resources in housing assistance programs in-house as well as through partnerships with local public housing authorities to stabilize families, reduce housing-related strain on caregivers, and promote family preservation.  相似文献
