Adolescent girls leaving institutional care in Zimbabwe need transition services and programmes to counter the socio-economic risks they face in their transitions to adulthood and out of institutional care. Using the sustainable livelihood approach (SLA), this study evaluated the services/support being provided by key transition service providers (the government and institutions) to meet the livelihood needs of adolescent girls transitioning from institutions A and B in Harare, Zimbabwe. Face to face interviews were conducted with 32 adolescent girls (sixteen inside institutions, aged 15–18, and sixteen discharged from institutions, aged 18–21). Key informant interviews were held with superintendents of the respective institutions and the district social services officer from the Department of Child Welfare and Probation Services. Findings indicate that adolescent girls have access to similar assets inside care. Due to non-provision of services/support by institutions and minimal services/support provision by the government, care leavers lose larger stocks of assets, making them poorer than their counterparts in care. This study concludes that the services and support being provided by institutions A and B and the Department of Child Welfare and Probation Services are not adequate in meeting the livelihood needs of adolescent girls and hence, result in negative livelihood outcomes beyond care. As a poverty reduction strategy, this study recommends the allocation of adequate resources for the provision of comprehensive services/support that promotes the achievement of sustainable livelihoods during and after care.  相似文献

For many years, schools of social work have engaged in partnerships, especially with public child welfare agencies, to prepare a competent and professional child welfare workforce through the mechanism of Title IV-E training. In 2008 the National Child Welfare Workforce Institute (NCWWI) established an additional resource for preparing students in social work schools for child welfare practice. Twelve NCWWI traineeship programs supported a diverse group of BSW and MSW students from 2008 to 2013 and prepared them for client-centered practice informed by child welfare and leadership competencies. This article highlights a curriculum innovation in an MSW program and a field innovation in a BSW program that were designed to increase the readiness of BSW and MSW students for child welfare practice.  相似文献

Recent research has indicated that emerging adulthood, the late teen years and early twenties, is a distinct developmental period, which occurs gradually and is often filled with exploration, stress, uncertainty and a lack of a distinct role in life. Few studies, however, have examined how emerging adulthood tenets are experienced by young people involved with social service systems. With this in mind, fifty-nine young adults, ages 18 to 25, participated in in-depth interviews regarding their perspectives on transitioning to adulthood and adulthood. Participants were struggling with emotional difficulties, and shared a childhood history, which included a mood disorder diagnosis and utilization of public mental health and social services (e.g., child welfare, juvenile justice, and/or public welfare). The study sought to understand whether or not young adults with mental health and social service histories experience similar (or different) dimensions of mainstream emerging adulthood developmental theory during the late teens and early twenties. Theoretical thematic analysis indicated support not only for the theory of emerging adulthood, but also aspects unique to this sub-population. Implications for practice, policy and research are discussed.  相似文献

Young people's ‘ageing out’ of foster care has been described as stark and abrupt, in sharp contrast with the gradual process of transitioning to adulthood experienced by parented youth in the general population. Research has demonstrated that being supported during this transition is associated with a variety of health, social, and educational outcomes. The purpose of this article is to report former foster youths' perspectives on their informal supports, what difference these supports made for them, and what they believed would be useful in their transition to adulthood. Data came from semi-structured interviews with 43 former foster youth aged 19–26. Findings revealed that while approximately half the informants reported having support from family, most did not have family whom they regularly relied upon for emotional, practical and/or financial support. Further, while nearly all youths indicated that having support made a difference to them, many also noted that for daily living, they were on their own. The study's findings are an important reminder of the gulf existing between youth from care and parented youth in terms of their access to support during their journey to adulthood.  相似文献

The primary policies and outcome studies regarding youth transitioning from foster care and young adults who have aged out of foster care over the past quarter of a century are reviewed. Although several policies have increased services and funding for this population, overall, their outcomes have not significantly improved. In terms of educational achievement, employment, and well-being, many continue to fare poorly in young adulthood. Further policies and practice improvements may need to be implemented. The population of youth transitioning has far outpaced the funding available, state and program eligibility requirements may be eliminating the most vulnerable from services, in many states there is an inadequate provision of basic needs such as housing and healthcare, the expectations of self-sufficiency for this population now exceed societal norms, and the restrictions and placement instability associated with many older adolescents in care may be in contrast to their developmental needs. In order to more fully address the needs of youth transitioning from foster care, child welfare policies and practices may need to focus more attention on the relational and social development of youth while in foster care. Furthermore, during young adulthood, policies and practices may need to provide greater safety nets and resources to this population.  相似文献

As the adolescent development literature has recognized the importance of social supports in the transition to adulthood, child welfare research, policies, and programs have turned their attention to the relational needs of youth emancipating from the foster care system. This study builds on the extant literature on social support among transitioning foster care youth; it goes beyond the sole identification of relational networks, to explore how youth actually utilize their network members, and the overall quality of their support system. This study collects data from twenty qualitative interviews with foster youth, ages 18–21. We analyze the data using consensual qualitative research methods in order to develop core themes around shared youth experiences. We found that while foster youth did identify a wide network of both formal and informal supports during their transition to adulthood, there were “holes” in the form of support, especially appraisal and instrumental support, provided by informal network members. Additionally, an unrealistic perception of supportive and permanent relationships may be contributing to poor outcomes in emerging adulthood. Implemented in New York City, the Child Welfare Fellowship Project is an international collaboration between social work educators in the United States and Jamaica, the West Indies, the public child welfare agency, and selected community-based agencies. This model educational program prepared selected Masters of Social Work (MSW) Fellowship students for exemplary child welfare practice with English-speaking Caribbean families by providing enhanced programs designed to support culturally competent skill development and a preventive approach to child welfare practice. These educational enhancements, combined with academic course work, increased professionalism, self-efficacy, and culturally competent skill development among participants and averted foster care placement for families seen over the duration of the project.  相似文献

This research set out to establish evidence about the scale and impact of and response to parental substance misuse in child care social work teams in a city social services department in England. The article draws on some aspects of the data collected in the research, which includes: a snapshot survey of all child care social work caseloads in the city; group interviews with practitioners and parents in recovery; individual interviews with parents using a pilot project that focused on parental substance misuse. The research provides evidence of parental substance misuse as a key factor that needs greater consideration within child care social work assessments and as an issue to target in developing preventative responses to child welfare concerns. In this article, we examined fathers who were or had been in contact with the Child Welfare Services in Norway. All of the fathers included in this study had children with women who were unable to take care of them, either because of substance abuse or mental health problems. Hence, the fathers had the primary responsibility for the children. We looked at how these fathers experienced being met and assessed as caregivers by the Child Welfare Service, as well as how they experienced their own competency as caregivers. To explore these themes, seven fathers who were in contact with or had recently been in contact with the Child Welfare Service were interviewed. The discourses on fatherhood, inspired by Scourfield (2003), were used as a framework for the analysis, and interpretive phenomenological analysis (IPA) was used to analyse the interviews. We found the fathers' experiences to be considered within the discourses on “fathers as a threat”, “fathers as irrelevant” and “fathers as better than mothers”. In addition, we shed light on topics such as the cultural lag, being single-handedly responsible for the children, and the fathers' views on what is important in their contact with the children.Our goal was to increase awareness about fathers who are in contact with the Child Welfare Service so that they are met in a way that helps to support them in their role as fathers for the benefit of their children.  相似文献

The task of recruiting and retaining ethnically diverse, qualified, and committed social workers in child welfare is challenging. Federal funding supporting BSW and MSW education has been a catalyst for university–agency partnerships across the country. An important goal of these partnerships is to prepare social work students with the knowledge, skills, and competencies for effective child welfare practice. The National Child Welfare Workforce Institute’s innovative child welfare traineeships program prepares students from 12 social work programs around the country. This study focused on diversity, competency attainment, and readiness for the job. Results showed that programs recruited ethnically diverse students, and after receiving child welfare–specific content and hands-on experiences in the field, students felt competent and prepared for child welfare work.  相似文献

Child welfare policies and practices are changing to allow more youth to remain in care beyond age 18. Yet, the majority of youth do not stay. Given recent evidence suggesting that remaining in care may be beneficial, there is a need to understand why youth leave. Using data gathered from in-depth interviews with young people aging out of care, this paper explores this question, relating it to youths' understandings of adulthood and the successes and challenges they face during their transitions. We find that youth leave care because of misunderstanding and misinformation about the requirements for remaining in care, as well as because of a desire for autonomy and independence. Specifically, many youth equated adulthood with independence, and thus felt that they needed to leave care to achieve adulthood. Unfortunately, these efforts to be independent often hinder youths' development of supportive relationships, which they reported to be one of the greatest challenges in their transitions. Based on these findings, we conclude by challenging the conflation of adulthood and independence, as well as of childhood and dependence, calling for connected autonomy as a goal for child welfare involved young people of all ages.  相似文献

This study examined the use of mental health and substance abuse services among adolescents in the child welfare system (CWS) who reported use of illicit substances. 1004 adolescents age 11–15 years at baseline were followed for 5–7 years, over five waves of data collection. Shortly after the investigation for maltreatment (baseline), 69.1% of youths using illicit substances received mental health and/or substance abuse outpatient specialty services. By the last follow-up, during the transition to adulthood, only 21.5% of young adults using illicit substances received outpatient specialty services. Youth who used illicit substances were more likely to receive outpatient and inpatient specialty services than non-users at the time of contact with the CWS (mostly baseline), but this difference faded over the follow-up period. By 5–7 years follow-up, there was no significant difference in specialty services receipt for illicit substances users versus non-users. Predictors of outpatient service use at most waves were having Medicaid, mental health needs, and having recently seen a school counselor or primary care physician. Among illicit substance users transitioning to adulthood, African American youths were less likely to receive outpatient specialty services than White youths. These findings reveal a need for more attention to illicit substances use among youth in the CWS, better cross agency integration, and special attention to the needs of transition-age youth to better connect them with services as they age out of the CWS.  相似文献

This article presents the results of focus groups conducted with participants following the completion of a Child Welfare Practice Certificate Program. Concept mapping was used as the guiding research method for the data collection and analysis. Social work students and child welfare workers generated statements during the focus group session that were then sorted into conceptual piles. Participants then rated the statements as to their importance and practicality and their interest in learning about them. Results revealed that the concept Reporting, Assessment, and Case Planning in the Real World was rated highest in all three categories. Recommendations are provided regarding infusing a child welfare curriculum into social work programs, and the authors discuss how concept mapping can be used in evaluation research.  相似文献

In light of the poor prospects facing many former foster youths during the transition to adulthood, it is surprising that so little attention has been given to substitute care contexts during child welfare system involvement. A review of child welfare research finds that many former foster youths go through an alarming number of placement changes and report a high rate of placement into congregate care settings and other unplanned events. Future research should take explicit account of substitute care contexts in designing and carrying out studies examining the adult outcomes of aging out foster care populations. Interventions intended to circumvent high rates of movement in foster care should also be broadened to target multiple aspects of substitute care contexts.  相似文献

The percentage of breakdowns in marriages, cohabitations and civil partnerships is increasing in the Western world, resulting in questions of child custody. In Norway and other Western countries, there is little knowledge of the support system's work in child custody cases. This article focuses on the assessments Norwegian child welfare service employees conduct in 37 cases about child custody. We explain why they sometimes conduct investigations of reports and at other times do not.

‘Street-level bureaucracy’ is the theoretical reference framework for interpreting the interviews. Assessments and decisions of the child welfare service in custody cases vary from one service to another. It is relatively difficult to predict whether the notifications will be investigated or dropped. Decisions are the result of a jigsaw puzzle of risk assessment, interpretations of legislation, cooperative procedures and an understanding of the county social welfare board. Notifications concerning violence and notifications from family counselling offices stand out since generally they result in investigations.

Child welfare services' handling of notifications regarding custody questions is challenging as these cases are in the grey zone between the Children Act and the Child Welfare Act. Child welfare workers want clearer guidelines for the cases on which they are to work. However, new rules cannot replace the professional and ethical assessments the child welfare service workers have to make in each individual case.  相似文献

Child welfare professionals and foster parents increasingly suggest the importance of establishing clear and consistent policies and procedures to address the sexual and reproductive health of youth in foster care. The present study examines the content and context of such policies across 18 California counties through a search of publically available county policy documents, and surveys and expert interviews with child welfare professionals (N = 22). A policy framework for agenda setting and policymaking was used to guide the data collection and analysis process. Child welfare professionals were aware of multiple sources of information, support and services for foster youths' sexual and reproductive health, though few practiced in counties with formal policies that outline the resources and support that youth should receive. Participants demonstrated widespread recognition that issues of youth sexual and reproductive health were significant; posing challenges to youth, foster parents and child welfare staff. Identified policy solutions included: 1) training for social workers and foster parents; 2) collaborative partnerships with public health nurses and community providers; 3) data tracking and monitoring of outcomes to assess youth needs and evaluate the impact of programs and policies; and 4) involvement by advocacy organizations in defining problems and advocating for improved services and support for youth in care. Social workers largely perceived that support from child welfare administrators and policy leaders is necessary to prioritize this issue and initiate policy formation. Additional research is needed to further examine the impact of policy mandates on social workers, foster parents and youth in foster care.  相似文献

Abstract

Child welfare work is a key field of practice for social work graduates and for graduates of a growing range of disciplines. In the present paper, the authors drew on a survey of 208 child welfare workers and interviews with 28 senior personnel in child and family welfare agencies to analyse perceptions of the educational preparation of social workers and other human science graduates for this field of practice. The findings indicated that child welfare workers and employers are ambivalent about the value of social work and other generic social science and human services programmes as preparation for tertiary or statutory child protection practice, which involves investigation, assessment, and intervention in child abuse and neglect. The authors argue that the social work profession must better balance generic and specialist aspects to prepare graduates for practice in specialist fields of high social work involvement, particularly in tertiary child protection work.  相似文献

This article reviews a Think Tank meeting among child welfare practitioners at the 2003 Building Communities for 21st-Century Child Welfare Symposium. The Child Welfare League of America's focus on community building is recognition of the vital importance of promoting and fostering collaboration with community members to enhance the well-being of children, families, and communities. The Think Tank participants responded to four questions concerning the knowledge, policies, and strategies that are needed for the development of strategies for community building and child welfare. This article highlights several of the findings of the preconference, which addressed the challenges and opportunities inherent in community-building practices and discusses the key principles that emerged from the Think Tank. The article emphasizes implications for professional education and cites selected examples of innovative community-building initiatives with families.  相似文献

This paper examines the strategies and approaches child welfare agencies used to integrate meaningful family involvement into their service delivery systems, under the Children's Bureau Improving Child Welfare Outcomes Through Systems of Care demonstration initiative. Through a series of retrospective interviews with child welfare agency staff, systems of care project staff, family members actively involved in implementing the systems of care initiative, and local program evaluators, researchers investigated the family involvement planning and capacity building activities of child welfare agencies during the initiative's implementation. Findings indicate that child welfare agencies' capacity building efforts primarily centered on human resource development, focusing on three areas: program staffing, family engagement, and agency buy-in. These findings illustrate the importance of developing the capacity of child welfare agency staff and family members before fully implementing family involvement programs and activities. Although more research is needed to document the impact of family involvement, the lessons learned from these grant communities' experiences provide critical information and can inform development of policies and practices to help child welfare and other child- and family-serving systems promote and implement meaningful and sustainable family involvement.  相似文献

Previous studies indicate that the proportion of culturally diverse children to White children is increasing in public social service agencies. In addition, culturally diverse children are more likely to receive more intensive and punitive services, are more likely to stay within the system for longer periods of time and are reported more often to Child Protective Services. The purpose of the study was to explore how child welfare practices with Hispanic children are different from those applied with White non-Hispanic children. This study was a retrospective, two year, longitudinal, survival analysis of differential child welfare placement outcomes of White non-Hispanic and Hispanic children/families which had substantiated cases of abuse/neglect (n=1001).Findings demonstrate that although cases reported for abuse/neglect are relatively proportionate between Hispanic and White non-Hispanic children, substantiated cases are more likely to occur with Hispanic children. These children are more likely to be placed out of the home more quickly and for longer periods of time than their White non-Hispanic counterparts. The current study demonstrates the need for increased cultural awareness among Child Welfare professionals, especially in terms of assessment and case decision making, and the need for the development of culturally sensitive training modules for CPS and case management personnel.  相似文献
