正湾区经济是区域经济发展的高级形态,其本质上是开放型经济和创新型经济。粤港澳大湾区是我国开放程度最高、经济活力最强和创新能力最大的区域,具备建成国际一流湾区和世界级城市群的良好条件。《粤港澳大湾区发展规划纲要》指出,粤港澳大湾区要打造高质量发展典范,加快形成以内生增长为动力的经济发展模式,而深化粤港澳三地创新合作和推动湾区国际科技创新中心建设是重中之重的工作。党的十九届五中全会通过的"十四五"规划《建议》提出,要加快构建以国内大循环为主体、     

粤港澳大湾区经济开放度研究——基于四大湾区比较分析

粤港澳大湾区建设对于对外开放新格局下的中国对外开放战略调整具有重要意义。开放性是湾区经济的重要特征,本文构建了湾区经济开放度比较的基本体系,并据此对包括粤港澳湾区在内的四大湾区进行了比较研究。结论认为,粤港澳地区已经形成发展为世界顶级湾区的开放型经济雏形与良好的基础设施支撑,但仍然存在巨大的发展空间。粤港澳大湾区的开放发展应更加强调经济效率、开放均衡性、内部协调发展等问题。     

公众视角的湾区形象感知特征与传播策略:以粤港澳大湾区为例

湾区形象既是湾区竞争力和软实力的体现,也是促进湾区发展重要的助推力.应用原创开发的湾区形象评估模型,从经济引擎、政府治理、协同发展三个维度对粤港澳大湾区的公众感知形象特征进行内涵解析,对性别、教育程度与居住地等基于人口统计学变量的湾区形象进行群际差异分析.通过建立粤港澳大湾区形象评价与监测的长效机制,针对不同群体制定适宜的湾区形象塑造与传播策略,深化湾区协同发展形象的内涵与体制机制创新,挖掘和利用好湾区形象塑造与传播的文化纽带,重塑公众的粤港澳大湾区身份认同与区域标签,能够更好地适应和服务于粤港澳大湾区建设各方面工作的需要.本研究的贡献在于应用原创量表,对公众视角的粤港澳大湾区形象进行了具象解读,为湾区形象塑造与传播提出了针对性的策略建议.     

基于“外部对标——内部聚合”框架的粤港澳大湾区发展评价探索性研究

粤港澳大湾区城市群发展已经纳为国家发展战略,其所担负的战略使命是对标纽约、旧金山、东京三大湾区,发展成为"一带一路"重要建设枢纽,对世界经济具有主导作用的大湾区。以世界三大湾区和粤港澳大湾区2016年数据为样本,选取湾区经济、人口、土地、资金和人力等指标,采用多变量综合评价方法方式探究湾区整体水平竞争力,进一步运用耦合协调度模型考察粤港澳大湾区内部11个城市之间相关要素的协调发展基础,以探讨大湾区的内部聚合状况,寻求实现兼顾大湾区发展的整体水平以及内部聚合的系统性评价。     

粤港澳大湾区绿色发展设想

当前粤港澳大湾区协同环境治理取得了一些成绩,但仍存在问题。美国湾区、东京湾区等是发展较为成功的先进国际湾区,东京湾区经历了先污染后治理的过程,生态环境保护历程长期而艰巨。本文通过对先进经验进行借鉴,对大湾区绿色发展提出一些意见和建议。     

香港青年在粤港澳大湾区内地城市创业的影响因素及对策

本研究基于大湾区内地城市的香港创业青年及其所在创业孵化基地管理人员进行访谈获取质性数据,通过对质性数据展开扎根分析,提炼出香港青年在大湾区内地城市创业的影响因素模型。研究发现：创业动机（营利动机、自我实现动机）直接影响香港青年到大湾区内地城市创业;个体内在因素（创业者个体特征）和大湾区情境（创业环境、创业资源）是动机转化为行为的重要边界条件。建议推进粤港融合发展,以新技术提高创业服务质量,改善大湾区普惠性报道,同时以数字经济驱动大湾区高质量发展,将大湾区打造成为吸引香港青年创新创业的生态系统。     

借鉴与合作:粤港澳大湾区与世界知名湾区的互动新态势分析

粤港澳大湾区所囊括的城市具备强大竞争力,并不意味着它的建设将会畅通无阻。积极学习借鉴世界其他知名湾区成功经验,如纽约湾区效力深远的城市战略规划体系、旧金山湾区卓越的对外科技创新吸引力、东京湾地区成功突破资源贫瘠和土地狭小等掣肘的产业错位布局能力等,可为粤港澳大湾区建设提供理论与实践支持;同时,凸显先锋特色城市的"火车头"角色和改善湾区的政策与营商环境,则是加强与国际湾区合作的两个全新着力点。粤港澳大湾区与国际知名湾区的"借鉴与合作"复合互动模式,也将成为引领"全球城市时代"发展轨迹的活跃因素。

差距与对接:粤港澳大湾区国际化营商环境的建设路径

透明、便利、法治的营商环境是湾区经济取得成功的重要前提,国际化营商环境建设的成效决定着粤港澳大湾区能否实现从区域性湾区向国际大湾区跨越和升级。本文基于粤港澳大湾区城市群发展规划这一政策背景,系统识别粤港澳大湾区与国际一流湾区在营商环境上所存在的外部差距,以及粤港澳大湾区城市之间在营商环境上的内部差距,并综合归纳营商环境建设的国际先进经验,最后从市场环境、政务环境、法治环境和社会环境四个方面提出粤港澳大湾区国际化营商环境的建设路径。     

Drivers of Exploitation and Inequity in Non‐Timber Forest Products (NTFP) Value Chains: The Case of Indian Bay Leaf in Nepal and India

This article presents the findings of a study that analysed the Indian Bay Leaf (Cinnamomum tamala) Nees and Eberm value chain (VC) in Uttarakhand, India and Udayapur, Nepal. The results show that bay‐leaf VCs are loosely integrated and consist of stakeholders with asymmetrical power relations and different priorities. Traders in India dominate the chains and inappropriate standards lead to the exploitation of small producers and inequity in the chain. Policy measures are suggested for improving co‐ordination and competitiveness in the bay‐leaf VC which could be applied to the NTFP sector as a whole.     

广西北部湾经济区港口群、城市群、产业群关联协调发展机制研究

作为以重要国际区域经济合作区为发展定位的我国西部唯一沿海经济区,港口群、城市群、产业群对于广西北部湾经济区的发展起到了根本性的支撑作用。本文就如何实现广西北部湾经济区港口群、城市群和产业群关联协调发展的机制创新进行探索性研究,并具体提出：（1）实现错位发展战略;（2）突破行政体制壁垒,建立信息共享平台;（3）建立“高效政府”,加强决策管理一体化;（4）推进交通物流一体化网络建设。     

锦州葫芦岛同城化建设研究

辽西锦州湾经济区是辽宁省“五点一线”中重要的一点，借助锦州湾经济区推进锦州湾的整体开发是辽宁省沿海开发的重要战略，也是《辽宁沿海经济带发展规划》的重要内容。2009年7月规划获国务院批准，锦州湾开发提速。以锦州湾开发为契机，推进锦州葫芦岛同城化建设，进而推进锦葫都市区的建设，这对于辽西地区、辽宁省乃至东北地区都是有益的举措。文章首先分析锦葫在区域发展中的矛盾，其次分析了锦葫同城化基础，最后提出同城化建设战略。     

Voicing Gay Women's Liberation: Judy Grahn and the Shaping of Lesbian Feminism

A closer look at the rich world of California feminisms demonstrates how Judy Grahn served as a central figure in bay area feminism, working to establish and support lesbian activist organizations, feminist publications, women's cultural events, and more. Two of Grahn's early political writings consider how lesbians sat at the nexus of homophobia and sexism. These writings demonstrate the formative role played by San Francisco lesbians in reframing ideas about “women-loving women” and the intersections of gender and sexuality in creating the oppressions faced by all women.     

Dangerous liaisons

More often than not, cancer appears hand in hand with old age. Cancer is wedded to the progression of time through its need to accumulate multiple mutations. But some studies suggest a potentially deeper relation in which aging supplies cancer with a unique terrain where it can thrive. Although unresolved questions abound about the relation between cancer and aging, basic scientific insights are emerging, as are new ideas for keeping the lethal disease at bay.     

Socialising disease: medical categories and inclusion of the aged1

When older peoples’ troubles are categorised as social rather than medical, hospital care can be denied them. Drawing on an ethnography of older people admitted as emergencies to an acute medical unit, the article demonstrates how medical categories can provide shelter for older people. By holding their clinical identity on medical rather than social grounds, physicians who specialise in gerontology in the acute medical domain can help prevent the over‐socialising of an older person's health troubles. As well as helping the older person to draw certain resources to themselves, such as treatment and care, this inclusion in positive medical categories can provide shelter for the older person, to keep at bay their effacement as 'social problems’. These findings suggest that contemporary sociological critique of biomedicine may underestimate how medical categorising, as the obligatory passage through which to access important resources and life chances, can constitute a process of social inclusion.

Life As Gift: Spiritual Narratives of Elderly African-American Women Living in Poverty

Fifty elderly African-American women living in poverty were interviewed for a research project entitled, “Chronic Poverty and the Self in Later Life.” Using four representative case studies from the 50 respondents, this article explores how their spirituality informs their ability to cope with poverty. A key theme emerging from the women's narratives is that their relationship with God, perceived as personal, reciprocal, and empowering, allows them to take an active and positive stance in viewing and interpreting the circumstances of their life. Their spirituality imbues their hardship with meaning, engenders self-esteem, keeps despair at bay, and grants hope for rewards both in this life and the next.     

Working with Military Families Through Deployment and Beyond

Military families experience considerable stress, periods of long separation, and changes to the family system due to family members planning to enter a war zone, actively living in a war zone, and reuniting after being in a war zone. Anticipation and understanding of the stages of deployment improves family, couple and individual functioning. The issues that the family and the couple are confronting at each stage of deployment: pre-deployment, deployment, and post-deployment are presented. Clinical interventions for the family and the couple are presented at each stage of deployment. Additionally, the impact of the service member’s war time experience on the family, couple, and her/himself is discussed.     

Trials of the postmodern

Abstract

The criminal courtroom is an important institutional site where a modernist epistemology works hard to keep the postmodern disturbance of such concepts as ‘truth’ and ‘reality’ at bay. Nevertheless, some popular television programs exploit the imagistic conditions of postmodernity in order to volatilize the truths certified as final ones by criminal courts. Similarly, in the first trial of the LAPD officers who beat Rodney King, the prosecution team exploited the instability of truth in a mediatized society in order to resignify events whose meanings had previously been configured quite differently. This essay examines these events as manifestations of cultural and political contestation in an image-saturated society where the modernist ‘reality principle’ has dissolved and been replaced by a mediatizing process of resimulation and resignification.
