A new view of early experience is emerging in the literature. The implications of this new view on public policy for early childhood services and the possible consequence of misinterpreting this new view of early experience are discussed. The paper reviews the present justifications for providing early child care services to families, the origins of these justifications and the limits they impose for providing quality early child care. The author offers a proposal for more appropriate foundation to ensure the maintenance of quality early child care programs for families.  相似文献

Sponsored day care is the term generally used to describe the purchase of places by local authorities in independent day care services (such as childminders, nurseries and playgroups) for children in need. This paper considers the development and operation of sponsored day care services in 12 English local authorities, in the context of current policy developments within early childhood services. It suggests that provision for children in need is in danger of being marginalised by the current focus on early education and child care for working parents, and highlights the importance of developing services for children in need within an overall strategy for children's services. This study examines facilitators and barriers that influence family engagement and retention of children in mental healthcare from the parent and caregiver perspective. Researchers recruited and interviewed parents and caregivers (n=18) from urban community health and early childcare centers. The study team analyzed the data and identified barriers to retention in care, including stigma, lack of integrated health care services,and a shortage of providers with the expertise in early childhood mental health care. Social workers, case managers, parent peers, and community support groups helped facilitate parent and caregiver engagement and retention of children in care. Education,community support programs, and integrated healthcare systems would improve access to quality early childhood mental health care.  相似文献

Few men care for, or teach, young children. The 1991 UK census found that less than 1% of nursery nurses were male, while 14% of nursery/primary teachers were male. A similarly gendered picture can be found across European, North American and Australian studies of early childhood services, such as childcare centres and early education. The practice and prospect of men early childhood workers are both encouraged and resisted. The aim of this article is to review the international literature relevant to men working in early childhood services with pre‐school‐aged children. The case for male early childhood workers is reviewed: two pertinent themes from the related field of men working in non‐traditional occupations are highlighted. The review considers how these are applied to the specific context of men and early childhood services. Four aspects of the debate about men and early childhood work are examined: gender stereotypes; senior positions; gendered motives; and risks, allegations and protection. The literature suggests that men's careers have much to gain from working in early childhood services, but that, certainly in the Anglo‐American literature, a recurring theme is the representation of men early childhood workers as a source of suspicion.  相似文献

Public–private partnerships (PPPs) are perhaps the key emergent theme in the delivery of what the socio-economic literature terms global public goods. In light of the problems relating to the distribution of health services and products in developing countries, partnerships between public and private institutions are often proposed as an innovative mechanism to reconnect and reorient supply and demand. In this area, the International Aids Vaccine Initiative (IAVI), which is driving the development of candidate HIV/AIDS vaccines through injections of capital into the research process, represents a significant case study. IAVI seeks to form partnerships between key public and private interests committing them to sharing the risks, costs and benefits of research into an effective and affordable vaccine against HIV. Our empirical work covers partnerships based in several countries including Kenya, Uganda, Rwanda and India. Our early findings highlight IAVI's ability as a learning institution as it adapts its institutional arrangements to various local contexts. An offshoot of this appears to be the building of real local capacity.  相似文献

This paper examines choice of kindergarten by mothers of different socio-economic status (SES) for children aged 3 while using vouchers in Hong Kong. It identifies potential market failure to meet needs and preferences and ensure access to preferred options for all, and thus challenges the global prevalence of the market approach to early childhood services. It questions gendered responsibility and policy that prevents mothers from fulfilling care responsibilities for young children. This paper presents data from a mixed-method study including an analysis of mothers' options in terms of convenience and their views on the impact of the Pre-primary Education Voucher Scheme (thereafter voucher scheme) and local provision. Data were collected from two questionnaires, seven focus groups, and government documents. The quantitative data covered two-parent households using vouchers, with 1572 and 1360 mothers responding to the initial and follow-up questionnaires, respectively. The qualitative data from 33 mothers were coded and analyzed to capture recurring themes and nuances. Official figures were tabulated to investigate market adjustments relating to changes in demand and supply. The results reveal mothers' strong emphasis on convenience when making choices of kindergarten, the significance of SES in their choice and views, and issues of access linked to market situations and failure. They are discussed in terms of the nature, allocation, and fulfillment of care responsibilities in markets. The results lend support to the international call for active government involvement to achieve the dual goals of early childhood services (meeting children's educational needs and parents' employment needs) and show how markets may neglect the specific nature of care responsibilities, which in turn can exacerbate historical injustices in society.  相似文献

SUMMARY. This article is based on a keynote talk given at a dg seminar on Under Fives: Special Needs, Special Services?held at the National Children's Bureau in June 1987. The purpose of the seminar is sketched as an introduction. Historical evolution of traditions and practice in early childhood education and in special education are traced and common Principles are identified as a basis for reconciling these traditions to form collective responses to young children's special needs. A number of recent and current initiatives are described which attest to the potential for developing policies on under fives and special needs which epitomise working partnerships between statutory and voluntary services and families.  相似文献

This article focuses on policy advocacy programmes in Nepal and Nigeria, instigated by ActionAid International with local women's rights organisations and non-government organisations, and supported by the Institute of Development Studies, UK. These programmes aimed to challenge women's unequal responsibility for care work and to influence policymakers to understand the importance of providing services to support them. One of the main components of these programmes was child care, a responsibility which most women experience 24/7 for at least two decades of their lives, and which profoundly shapes their lives and opportunities. We examine the processes through which each of the country teams have engaged with public policies on this issue, focusing on the similarities and differences in each context. Although the programme of activities has been implemented in much the same way in both countries, and each chose to focus on early child-care provision as the main policy demand, the partnerships and policy processes chosen differ greatly. Specifically, we distinguish between ‘critical engagement’ (in the case of Nepal), as compared to ‘constructive engagement’ (in the case of Nigeria). The article ends with some reflections on the challenges facing the teams during their work, and the implications and lessons that can be drawn from these two case studies.  相似文献

This paper considers what progress has been made towards the development of a coherent national policy on services for young children under eight and their families. Since the election of a ‘new’ Labour government in 1997, services for children and families have been higher on the public agenda than at any time in living memory. Much has been achieved, through additional funding, expansion of services, and a more coordinated approach to service provision. But there is still a severe shortage of day care places for children under three, too few appropriately trained staff, a heavy reliance on short term funding, and no agreement on the overall policy on and purpose of early childhood services. Early childhood education and care affects millions of young people, their parents, and ultimately society at large. Social workers are employed directly in early childhood education and care programs and also witness the results of inadequate early interventions in various practice settings. Yet social workers do little of the research related to this topic. Numerous issues relate to both social work and to thoughtful discussions of early childhood education and care, including the unequal use of high quality early education programs, which is ultimately a social justice issue. This article elucidates how social workers can and why they should contribute to practice, policy, and research related to early childhood education and care.  相似文献

In this article we argue, through a case study in a large, urban local authority in England, that local stakeholders in early years provision express a variety of perspectives on quality but are constrained by a national framework which promotes an ‘official’ definition of quality. We offer a quality‐defining model that captures the role of both ‘official’ definitions and more pluralistic approaches to quality. Finally, we highlight mechanisms already in place in the structure of early years services that could offer social spaces for the quality‐defining process to take place.  相似文献

The paper studies the forms that are used in planning for a child’s early childhood education and care in Finnish day care from the perspectives of social constructionism and discourse analysis. It asks how childhood is conceptualised in these forms and what are the social functions of early childhood education and care as implied in the conceptualisations. The paper shows that the conceptions of childhood and the understanding of the functions of early childhood education and care are mostly in unison and are rooted in traditional discourses, approaches and practices of Finnish day care. Consequently, the child’s view and the child as an agent in her/his world are not present in the forms.  相似文献

There is little literature on childhood sexual abuse in women seen by forensic services. A cohort of 225 cases of women seen by forensic services in a medium secure unit in the UK were examined, and childhood sexual abuse and non–childhood sexual abuse cases were compared. Over half the sample had a history of childhood sexual abuse, and 5.6% of this group were victims of a subsequent sexual assault in adulthood. The perpetrators were all male. The majority of intrafamilial cases resulted in victims being raised in environments outside the family home. Childhood sexual abuse was associated with later relationship, educational, and occupational difficulties. Significant associations were also seen with personality disorder, self-harm, and substance misuse. Treating services need to recognize the potential importance of childhood sexual abuse in their models of care given the complexity of the association between childhood sexual abuse and psychosocial needs and its impact on successful rehabilitation.  相似文献

Since the early 1990s the Chinese government has allowed foreign humanitarian non-governmental organizations to aid children residing in official state-run orphanages. As one aspect of a larger research project on child abandonment and forms of orphanage care in contemporary China, this article examines an innovative state-civil society partnership of a Western infant special care unit housed within a large official state-run institution. The “Tomorrow’s Children” special care unit, funded and managed by middle-class Western volunteers, uses First World medical practices and universalistic ideologies of children and childhood to care for the institution’s most severely ill and disabled children. This article utilizes ethnographic methods to discuss conflicts over children’s best interests that arise between Western volunteer employers and the local working-class and poor Chinese caregivers who are expected to implement the imported practices. I contend that disagreements over appropriate childcare hinge on cultural and class-based understandings of childhood and differential access to social and financial resources. This research grounds discussions of globalization in a detailed case study by exposing the tensions and negotiations that occur at the local level in processes of transnational exchange.  相似文献

Integrating family and child data from the Early Childhood Longitudinal Study–Birth Cohort with contextual data from the census, this study examined associations among maternal employment, aspects of communities related to child‐care supply and demand, and the early care and education arrangements of 4 year olds in Mexican‐origin, Black, and White families. Children with employed mothers were more likely to be in informal care arrangements than in early childhood education, regardless of racial/ethnic background. For children in Mexican‐origin families, selection into informal care over early childhood education was more likely in zip codes with greater demand for care as measured by higher female employment. Utilization of parent care versus early childhood education was also more likely for children in Mexican‐origin and Black families in zip codes with higher female employment. Constraints associated with maternal employment thus hindered children from enrolling in early childhood education, and community contexts posed challenges for some groups.  相似文献

Service restructuring trends since the 1980s have resulted in the downsizing or closure of many services in rural and small town Canada. In response, voluntary groups have been filling some of the emerging service gaps. Services, however, often are directed at complex problems that demand information, support, or assistance from a range of sources and institutions. For voluntary groups, this underscores a need to partner with other groups, organizations, or service providers. At the same time, voluntary organizations are increasingly encouraged to develop partnerships with public or private partners in order to qualify for government funding. This study tracks 29 voluntary organizations in four rural and small town places across Canada to explore the development and maintenance of partnerships (both local and non-local), as well as the types of networks, resources, and expertise for which partnerships were used. The findings indicate that while voluntary organizations feel that local partnerships are more important, partnerships with groups outside of these places are equally developed. Partnerships were used to expand networks, obtain expertise, and access a range of resources to assist in daily operations and delivery of services. The increase in partnerships with groups outside of these communities, particularly with non-local service providers, will have important implications for voluntary organizations and policy makers.

The out-of-school-care sector, a reasonably unregulated industry, has grown quickly despite minimal government investment in comparison to early childhood care. In 2006, the New Zealand government released a draft five-year strategic plan committing an extra $17.4 million per year to this area. SUMMARY. This article is based on the results of the first stage of a study of the Children Act (day care and preschool education), and looks at how the Children Act 1989 has been put into practice with respect to services for children under eight, in rural local authorities in England and Wales. It considers the duties given by the Act to local authorities from a rural perspective, including providing a range of services for children in need, reviewing the services that are available for all young children, and setting standards for day care services provided by the voluntary and private sectors. It concludes that although the Act has helped to focus attention on the needs of children in rural areas, there is a danger that nothing will be done to meet them because of the principle of targeting resources on children who are most in need. Rural isolation was rarely specified as an indicator of need, and other criteria often had an urban bias which may work against the development of services in rural areas. The article also argues that there is a particular need to develop new models of service delivery and ways of providing training and support to early years workers which are appropriate for rural areas.  相似文献

Australian policy encourages multiagency partnerships between hospitals and Aboriginal Community Controlled Health Organisations to improve the health of Aboriginal and Torres Strait Islander people. Service planners remain unsure about how to implement such partnerships in maternity care, and there is a lack of appropriate tools designed to gauge the state of such partnerships for the Australian Indigenous context. In 2013, two Aboriginal health services and a major tertiary hospital partnered to deliver best practice maternity care to Indigenous families in Brisbane, Australia. A participatory action research approach underpinned this study. Semi-structured qualitative interviews and focus groups were conducted with 21 of the partnership staff. All interviewees emphasized the partnership’s commitment to improving long-term health and wellbeing for Indigenous families. Strategic planners were more likely to report a positive partnership than staff involved in service delivery who had diverse views. This highlights the challenges of change management when conducting such a significant service redesign in this cross-cultural context. We detail changes made within the partnership in response to the findings and provide suggestions for future development of an evaluation tool to review the state of Aboriginal-Mainstream Partnerships.  相似文献
