This study used the conceptual framework of organizational–public relationship cultivation strategies to quantitatively evaluate how the Chinese government's international media relationship cultivation strategies at news conferences changed from 2001 to 2009. It found that the Chinese government has begun to enhance its international media relations efforts but that there is room for further improvement.  相似文献

This paper contends that the official poverty estimates of the federal government reflect a conservative bias. The argument is supported mainly by a review of the evidence on the shortcomings of the government's procedures in measuring and estimating poverty. Five limitations of the procedures are highlighted and discussed, and the general conclusion is that the government's approach leads to a substantial under‐estimation of poverty. Given the historical and contemporary government policies toward the poor, there is little reason to be optimistic about any significant change in the government's procedures, unless they are changes that have the effect of further increasing the under‐estimation.  相似文献

The government's ability to gain and hold a high proportion of citizens' trust is essential to the functioning of an efficient and successful administration at all levels. This study aims to examine the relationship between an individual's demographic and psychosocial characteristics and their associated levels of trust in the local government. Results show that, while authoritarian attitudinal clusters are a significant predictor of government trust, they are not significant predictors of trust controlling for all related demographic controls. This finding can be explained using a Social Identity theoretical framework concerned with an individual's perceived place within their given community.  相似文献

This paper is concerned with exploring the research and policy base that underpinned the development of the Children's Fund Prevention Programme. It discusses how the initiative developed, how it is being evaluated and how it is now contributing to the new policy agenda around prevention services. Early findings are discussed highlighting some of the challenges local projects have to manage around partnership working, participation of children and young people in the programme, and the embedding of prevention strategies in local practice. Finally the conclusion sets the Children's Fund in forthcoming central government policy activity and examines how the evaluation can best inform the development of collaborative preventative services to children and their families.  相似文献

Abstract

Universities are taking a more active approach in understanding and monitoring employees’ modifiable health risk factors and chronic care conditions by developing strategies to encourage employees to start and sustain healthy behaviors. WellBama, the University of Alabama's signature health and wellness program, utilizes a collaborative model in partnership with select colleges and departments to implement strategies to improve employees’ health status. The program provides onsite health screenings and assessments, timely health advising sessions, assistance in setting and monitoring individual health goals to promote improved health, and preventive examination referrals.  相似文献

This article focuses on women's rights organisations and their role in challenging inequality within the development process. Women in poverty are excluded as a result of their unequal societal position, geographic location, and the predominance of ‘top-down’ and piecemeal policymaking processes carried out by donor governments. We argue that in-country women's rights organisations provide the ‘missing link’ to bridge the disconnect between grassroots, marginalised women and donor decision-makers. This article focuses on the UK government's approach to developing policy and practice aimed at furthering international women's rights, focusing on the Women, Peace and Security agenda. Engaging with women's rights organisations not only ensures that donor policy and practice responds fully to the interests and needs of the poorest and most marginalised women in the global South, but renders the decision-making process itself empowering to the women involved.  相似文献

Summary

Singapore is grappling with provision of services for the current generation of older people at the same time as building the foundation for the coming generations of elderly. In this article, I analyze four sets of factors that are shaping long-term care policy and financing in ways that are almost unique to Singapore. First, current developments can only be understood in the context of the Central Provident Fund (CPF) that was established by the Government of Singapore in the 1950s to ensure that the working population saved for retirement; the Medisave and related schemes for financing health care were subsequently developed alongside the CPF. Most recently, the existing funding arrangements have been extended to some long-term care services, and options for further extensions are under consideration. Second, the government's philosophy of maintaining the primacy of family support for the elderly has been expressed through a number of initiatives that provide financial and other incentives to families, combined with an emphasis on community care. The third factor is the relationship between government and the voluntary welfare organizations that are the major providers of institutional and community services. Finally, a series of government-sponsored reviews and advisory councils have provided for widespread consultation on policy options. These developments are directed to achieving a multi-pillar approach in which intergenerational transfers through taxation will be limited, and the role of individual savings and insurance will be increased.  相似文献

The purpose of this paper is to examine the influence product-harm crisis situations have on, a firm's spokesperson strategies in China's emerging market economy. Through the content analysis of, 127 product-harm crises, crisis type is found to be a predictor of spokesperson strategies. Compared, with Chinese brands, foreign brands are less likely to employ top-executive spokesperson strategies, during product-harm crises. Crisis severity was found to have no impact on the adoption of, spokesperson strategies.  相似文献

Peter Rober's work (2005a) on the therapist’s inner conversation (TIC) has been a significant contribution to understanding the therapist's 'here and now' experience that focuses on the emergence of different voices responding to what is said in the therapy session. Frediani and Rober (2016) conducted an investigation into the experience and TIC of novice therapists concerning emotions aroused and how they deal with them during family therapy. Their research prompted us to ask how this methodology could work with recent graduates and those in the last year of their undergraduate training. This was addressed in the adolescent psychotherapy team that is part of the Equipo de Trabajo y Asesoría Sistémica (Systemic Counselling and Teamwork) (eQtasis) of the Psychology Department of the University of Chile. An important characteristic has been developing an ethics for clinical practice and generating a collaborative reflexive approach as a central aspect of the clinical training. The paper aims to promote the legitimacy of the experience of novice therapists who despite limited professional experience have many stories that connect with what is said in therapy.  相似文献

Much of the literature on home-care services reform—an issue in the spotlight of policy debate across many ‘aging’ industrialized countries—has focused on the organizational, financial and clinical aspects of service provision. Less attention, however, has been paid to how particular issues and reform alternatives gain momentum in a given context; in particular to how a selective range of policy initiatives reach government's agenda and get incorporated into mainstream policy-making. This article seeks to advance our understanding of home-care policy by considering the influence of ideational factors on reform undertakings. More specifically, while concentrating on home-care policies in the province of Quebec, Canada, it examines how the organized perspectives and differing concerns of various stakeholders—i.e. their policy frames—appear to have shaped the form and content of policy. It is argued that framing provides a cogent and insightful means of understanding policy change and stasis in this area, most notably why managed competition or an all-out privatization of service delivery, as seen in other jurisdictions, has not been advocated by government in Québec.  相似文献

Throughout the 1990s, Europe's rural areas increasingly embraced local action and local development solutions to face the challenge of the continued re-structuring of the agricultural industry. In parallel, in both the EU and the UK, a policy discourse has emerged which envisages a fundamental shift in support policies for rural areas from a sectoral approach (essentially agriculture) to one that is territorial. At the vanguard of these developments has been the EC's LEADER Programme. From a low base of entrepreneurial activity in rural Northern Ireland, LEADER area-based local action groups have acted as beacons for developing new approaches to diversifying the rural economy—in particular stimulating a significant reappraisal of the rural resource base. This paper charts the operational terrain of LEADER local action groups in the Province, suggesting that their strengths have been in developing the institutional capacity of rural communities and brokering connections in the local economy. Examples will be considered which illustrate enhanced coordination and collaboration of local economic actors and sectoral interests, and a strong facilitator role for LEADER groups in the local arena, with an explicit rural focus. The paper argues that this multi-level collaborative activity is rooted in partnership governance, enabling a communicative process among local stakeholders.  相似文献

This article uses content and thematic analyses to examine how UK public service broadcasting (PSB) reported on the Covid-19 pandemic prior to the first lockdown on March 23, 2020. This was a period when the British government's response to the pandemic was being heavily criticised by the World Health Organisation and other parts of the scientific community. This paper finds that in PSB these criticisms were muted and partially given. Instead, broadcasting explained in detail—and directly endorsed—government policy, including the ‘herd immunity’ approach. Most coverage of international responses focused on the United States and Europe with little attention paid to states that had successfully suppressed the virus. When such states were featured their public health measures were not explained nor compared to the UK's strategy with the consequence that PSB was unable to alert the public to measures that could have contained the virus and saved lives. These patterns in PSB coverage can be explained by the close links between key lobby journalists and the government's communication machine as well as the broader political and social contexts surrounding broadcasting at the onset of the pandemic.  相似文献

Abstract

It is universally expected that universities will strive for quality in teaching and learning. Over the past 25 years, massive changes to higher education have impacted on these institutions. We now have a mass higher education system, a knowledge-based economy, increased technology, and the internationalization of education accompanied by increased student enrolments and political expectations of enhanced graduate outcome measures. These changes pose challenges to developing, updating, and improving the quality of teaching and learning. This new policy environment confronts social work educators as they determine how best to deliver quality professional education. The present paper discusses the concepts underpinning the Australian government's paper Our Universities: Backing Australia's Future as a background to exploring the tensions arising in current professional expectations and criteria for social work programs as they make the transition from old to new paradigms in classroom teaching and field education.  相似文献

Strategic partnerships have a key role to play in delivering the government's ‘Every Child Matters’ agenda. There is a developing body of research and other evidence and practice‐informed literature about what works in relation to partnership working. Drawing on a research review commissioned by Barnardos on strategic partnership working for children, this study summarises research findings from a number of sectors relating to the development, delivery and review of effective partnerships. Although there is widespread consensus within the research on the factors contributing to effective partnership processes, there is, currently, relatively little evidence that partnerships lead to positive outcomes for children and young people. © 2006 The Author(s). We examine the impact of the existence on an explicit deposit insurance (DI) scheme and its design features on bilateral cross-border deposits (CBD) in a gravity model setting. We find that both the absolute quality of a country's DI and its relative quality vis-à-vis other countries' DI generally affect depositor behavior. However, during systemic banking crises, cross-border depositors primarily seek countries with the best DI schemes. Similarly, during the 2008–2009 great financial crisis, the emergency actions taken by the governments, which supply and maintain these safe havens, have led to substantial relocations of CBD. Feminism seems to be experiencing a resurgence. This research examines an Australian case where this resurgence produces some bizarre outcomes and an uncomfortable mix of moderate and neoliberal feminisms, as conservative women distance themselves from the term feminist and conservative men embrace it. We rhetorically analyse the discourse of four conservative leaders using an ideographic analysis to reveal how political actors evoke ideologically laden terminology to support specific courses of action. For the conservative women, the ideograph feminist was too heavily laden with history. A more feminine‐liberal political discourse allowed them to explain their own success in individual terms and, by substituting support for feminism with a broader gender equality agenda, they could explain the government's policy approach of individualized rather than collective or state support to advance the needs of women. They are articulating a postfeminism sensibility themselves and neoliberal feminist other. For the conservative men, the ideograph feminist did not reflect on their own personal success or careers; they were happy to embrace it for purely political purposes to advance their standing with the voting public and saw no significance in terms of the government's policy approach of neoliberal feminism.  相似文献

The independent living agenda has become dominated by a rights focus that has helped drive national-level shifts in setting norms and changing mind-sets. This paper is concerned with examining how rights are utilised by service providers in the process of facilitating independent living. Drawing on an empirical study of providers in Ireland, the paper identifies the strategies being used to put rights into practice. The findings show that in the process of creating a well-managed support arrangement for each individual, providers often take a delicate approach to using rights, and sometimes dilute their guiding principles when engaging in ongoing complex negotiations between individuals, families, staff and volunteers. The disabled people's movement can contribute to the shared learning required in enabling managers handle this process better, rather than solely rely on an abstract call for rights.  相似文献

Based on the influence of the contingency factors of inner organizational and external situational factors, contingency theory of accommodation provides a good explanation for the real public relations practices. A recent series of experimental studies supports the idea that the theory is also applicable in the public's estimation pattern regarding an organization's public relations practices. This survey study is theoretically important when examining and sorting out significant factors in the real population of a notable public diplomacy domain. That is, this research examines how the South Korean people perceive the contingency factors and how people estimate the South Korean government's stance toward its opposing public, North Korea. The regression model of perceived contingency factors and stance estimation was generalizable in the population of this study (R 2 = .279). The most influential perceptual predictors in the model include: the North Korean leader's preference for the South Korean president, the relative power of South Korea, the level of commitment of North Korea, the South Korean president's preference for the North Korean leader, the US government's support for the South Korean policy toward North Korea, the South Korean government's certainty to deal with the North Korean military threat, situational difficulties, the South Korean government's knowledge and skill to deal with the threat, the situational duration of threat, and the South Korean president's relation-oriented leadership. Finally, this study discussed practical implications for the government practitioners.  相似文献

The complex division of labour in health care has encouraged the analysis of occupational boundary disputes between separate professions. Less attention has been directed at the divisions in individual occupational groups but in a context of intensive health sector workforce reform there has been a growth in lower status occupations. This article extends debate about lower status occupations by exploring the manner in which nurses and healthcare assistants engage in boundary work to advance their occupational interests. The UK government's modernization agenda has encouraged a more prominent role for healthcare assistants and the findings confirm that this agenda has reinforced occupational boundary disputes between nurses and healthcare assistants. Tensions between nurses and healthcare assistants took particular forms influenced by gendered notions of caring work. The consequences of these boundary management strategies in terms of work undertaken, pay and status are also explored.  相似文献
