This article uses the history of debates over the US Head Start programme (1965), Early Head Start (1994) and the UK Sure Start initiative (1998), as a window on to policy transfer. In all the three, the aim was that early intervention could offer a means of boosting children’s educational attainment and of countering the wider effects of poverty on development. Nevertheless, there were also important differences between them. The first part of the article looks at UK responses to Head Start, the second at Early Head Start and the creation and subsequent direction taken by Sure Start. In the Conclusion, we sum up the arguments relating to Head Start and Sure Start and offer some broader reflections on policy transfer.  相似文献

This article discusses the issue of engagement in antenatal parent education for women living in deprived areas. The article focuses on the findings of a local evaluation of a Sure Start parent education programme designed to improve parental engagement with antenatal services. The article discusses the re‐orientation of this service, the impact on service users and the implications for professionals. Evidence suggests that this service has been beneficial for those involved and resulted in improved levels of engagement, with 9 per cent of eligible women attending prenatal sessions prior to the introduction of the Sure Start local programme's parent education service and 34 per cent of eligible women attending after its introduction. Despite this, the service only reaches a small proportion of the eligible population. The article also discusses the issue of professional resistance from mainstream services as an unintended consequence of the introduction of the Sure Start local programme and considers the implications of this for effective delivery. Sure Start Children's Centres were central to the last UK Labour government in improving outcomes for children and families. Yet, participation by those who ‘ought’ to attend was and remains a focus of concern. Using the work of Foucault, this paper explores parental participation in two Centres to examine how ‘government operates at a distance’, through the everyday interactions of those who inhabit these spaces. In exploring micro‐practices, the humble cup of tea can be seen, not only as a small act of caring but a site of power and struggle over what these spaces meant to parents and practitioners.  相似文献

This article describes the development of the Sure Start programme in the United Kingdom, which marks an important new departure in the provision of services for the ‘early years'. Announced in July 1998 as part of the Labour Government's Comprehensive Spending Review, it is important not only in terms of its substance—£540 m to be spent in the United Kingdom over the Spending Review years 1999/2000 to 2001/2, 250 local programmes by the end of the Parliament covering up to 150 000 children—but in terms of the way the policy was developed and the way it is to be implemented. In many ways it is a prime example of ‘joined‐up government' and evidence‐based policy making. Every Child Matters, the English government's plans for integrated children's services, proposed that preventative approaches such as those developed through Sure Start should be able to reduce the numbers of children requiring more intensive support from children's social services and, by implication, the numbers of children on the child protection register. This study examined the impact of Sure Start local programmes (SSLPs) on four local authorities with social services responsibilities in the northeast of England. The researchers analysed routinely collected statistical data concerning over 10,000 referrals of children under four years and over 1,600 child protection registrations (CPRs) in an eight‐year period before and after the introduction of 19 SSLPs. They also analysed interviews with 36 key informants in eight case study SSLP areas. Contrary to expectations, the quantitative data revealed no discernable short‐term effect on the numbers of referrals, or on CPRs. Interview data showed broad agreement on the potential impact of preventative work undertaken by SSLPs and many respondents believed that it was too early to draw conclusions. Alternatively, the universal approach to prevention within the Sure Start areas and the attempts to provide non‐stigmatising and non‐intrusive community‐based services may be ineffective in reducing the need for intensive support for ‘at risk’ families. This paper presents findings of an evaluation of a one‐off, small scale, pilot project. Picking up where Sure Start, the government programme for families of newborns to threes, leaves off, ‘Families in Focus’ works with children aged four to 16 on a disadvantaged council estate in London. Through this route, the programme also reaches out to the families, providing a high level of on the spot local support. Feeding into the government's social exclusion agenda, the impact of the project has been significant, not least in restoring a strong sense of community to a previously alienated problem estate.  相似文献

We examine the effects of Head Start participation on parenting and child maltreatment in a large and diverse sample of low-income families in large U.S. cities (N = 2807), using rich data from the Fragile Families and Child Wellbeing Study (FFCWS). To address the issue of selection bias, we employ several analytic approaches, including logistic regressions with a rich set of pretreatment controls as well as propensity score matching models, comparing the effects of Head Start to any other arrangements as well as specific types of other arrangements. We find that compared to children who did not attend Head Start, children who did attend Head Start are less likely to have low access to learning materials and less likely to experience spanking by their parents at age five. Moreover, we find that the effects of Head Start vary depending on the specific types of other child care arrangements to which they are compared, with the most consistently beneficial protective effects seen when Head Start is compared to being home in exclusively parental care.  相似文献

This paper argues that the 1989 Children Act has provided a poor context for discussing ‘prevention’. The Act has not helped the development of either a proper understanding of childhood disadvantages or policies to deal with it. This paper presents a fresh perspective on ‘prevention’ in the context of Government initiatives such as Sure Start, and argues for analysis of neighbourhood disadvantages and neighbourhood-based policies. The ‘geography of disadvantage’ has to be understood as well as the facts of disadvantage, that is, the concentrations and persistence of variations in income, health, and educational outcomes as they affect children. The UK government has made integration of services for children a priority with the target being a better and more integrated provision of preventative services under the various schemes such as the Children's Fund and Sure Start. This article gathers evidence from the National Evaluation of the Children Fund with the aim of analysing the characteristics of users and non‐users of services in order to see whether the target groups have been reached. The article provides evidence that the services have reached their target groups, although different services are used by different kinds of families, and is set within a wider context of the analysis of service provision and use.  相似文献

This study examined the association of the children's entry age and enrollment duration of Head Start on children's mental health, using secondary data analysis. Children were of three groups: one group of children entered Head Start at age 3 and maintained enrollment for 1 year (Group 1), the second group of children entered Head Start at age 4 and stayed for 1 year (Group 2) and the third group of children entered at age 3 and stayed in Head Start for 2 years (Group 3). Research questions are (1) Do child and family characteristics have any association with mental health scores? (2) Do children's mental health scores differ among the three groups? Compared with children who entered at age 4 and stayed for 1 year, children who entered Head Start at age 3 and stayed in Head Start both for 1 year and for 2 years had higher mental health scores. Controlling for other factors, boys and children with special needs had higher mental health scores. Black and dual bilingual children had lower mental health scores.  相似文献

As part of the broader prevention and social inclusion agenda, concepts of risk, resilience, and protective factors inform a range of U.K. Government initiatives targeted towards children and young people in England, including Sure Start, the Children's Fund, On Track, and Connexions. This paper is based on findings from a large qualitative dataset of interviews conducted with children and their parents or caregiver who accessed Children's Fund services as part of National Evaluation of the Children's Fund research.1 Drawing on the notion of young people's trajectories, the paper discusses how Children's Fund services support children's and young people's pathways towards greater social inclusion. While many services help to build resilience and protective factors for individual children, the paper considers the extent to which services also promote resilience within the domains of the family, school, and wider community and, hence, attempt to tackle the complex, multi-dimensional aspects of social exclusion affecting children, young people, and their families.  相似文献

The current study compared patterns of service utilization reported by Early Head Start (EHS) families of children with and without disabilities by secondary analysis of data from the longitudinal investigation of the effectiveness of EHS. Findings reveal comparable positive trends for both groups of families for receipt of services corresponding to EHS performance standards promoting child and family development, family support, and health care. Service challenges remain in the low use of dental services overall and the higher use of acute health care services for children with disabilities. Future research should examine causes and outcomes of service use.  相似文献

This study examines the influence of intergenerational Head Start participation on success outcomes among adolescent children of mother-adolescent pairs (N = 1,251). Data come from the National Longitudinal Survey of Youth (NLSY79) and the National Longitudinal Survey's Child-Mother (NLSCM) files. Of 290 adolescents who participated in Head Start as children, one-third (n = 97) had mothers who had also participated in Head Start when they were children. Graduates of Head Start appear roughly comparable to other adolescents in regard to highest grade completed, a sense of mastery, perceived health, and level of depressive symptoms. They do not attain the levels of achievements as other adolescents in regard to reading comprehension and years living above the poverty level.  相似文献

This paper describes the processes involved in evaluating a Sure Start programme in one inner city area. The evaluation was set up in the spirit of participatory action research in which the researchers aimed to work in partnership with key stakeholders to both enable and sustain supportive evaluative processes. The evaluation supported the aspirations espoused by the national Sure Start agenda to improve the lives of children under four, their parents and communities through an expressed commitment to partnership working. The paper draws on ethnographic reflections to describe and analyse the processes involved in setting up the evaluation over two years. Issues of trust, ambiguity and conflict associated with partnership working are explored. In particular the emotional components of relationships required to work in partnership are described as a means of managing ambiguity and conflict and promoting trust. Emotional labour is taken as a conceptual starting point to analyse the relationships and the organisational conditions required to sustain partnerships. Further psychoanalytic and sociological studies are drawn upon to aid the analysis and in particular to understand the emotional components of partnerships in the relatively uncharted waters of inner city regeneration work.  相似文献

This study examined Head Start’s impact on fathers’ school-based involvement and associations with Black children's cognitive, behavioral, and social-emotional skills. With a sample of 1,354 Black children, fathers’ involvement was measured as attendance at school meetings, teacher conferences, school events, and/or volunteering at school events. Children’s cognitive skills were literacy, language, and mathematics scores. Parents reported on the parent–child relationship, children’s social skills, and behavioral concerns. Non-resident fathers in Head Start were more involved in Black children’s schooling than not enrolled in Head Start. Unexpectedly, fathers’ school-based involvement and Head Start enrollment were not related to children’s developmental outcomes at kindergarten age. Head Start serving impoverished Black families should consider implementing targeted school-based father involvement initiatives that directly influence children.  相似文献

A variety of universal school-based social and emotional learning (SEL) programs have been designed in the past decades to help children improve social–emotional and academic skills. Evidence on the effectiveness of SEL programs has been mixed in the literature. Using data from a longitudinal follow-up study of children (n = 414) originally enrolled in a clustered randomized controlled trial (RCT) when they were in Head Start, we examined whether universal SEL services in third grade were associated with the development of children from disadvantaged families. We took advantage of pairwise matching in the RCT design to compare children who had similar family background and preschool experiences but received different doses of SEL services in third grade. The results showed that the frequent (i.e., weekly to daily) exposure to SEL opportunities was associated with favorable social–emotional and academic development in third grade, including increased social skills, student–teacher relationship, and academic skills, as well as reduced impulsiveness.  相似文献

The authors examined the extent to which parent involvement in Head Start programs predicted changes in both parent and child outcomes over time, using a nationally representative sample of 1,020 three‐year‐old children over 3 waves of the Family and Child Experiences Survey. Center policies that promote involvement predicted greater parent involvement, and parents who were more involved in Head Start centers demonstrated increased cognitive stimulation and decreased spanking and controlling behaviors. In turn, these changes in parenting behaviors were associated with gains in children's academic and behavioral skills. These findings suggest that Head Start programs should do even more to facilitate parent involvement because it can serve as an important means for promoting both parent and child outcomes.  相似文献

This paper describes the evaluation of interagency collaboration in a network of child-serving providers as part of the evaluation of the Bridgeport Safe Start Initiative (BSSI). In line with the system of care approach, the objectives of BSSI included reducing fragmentation of efforts and delivering integrated services to families of young children exposed to or at risk of exposure to family violence. Interagency collaboration was examined via social network and focus group data collected at three time points starting at baseline. Network analysis findings suggest that over time the network structure became consistent with BSSI's vision of an ideal collaborative network structure. Focus group findings, however, present a more complex picture of the status of collaboration. This paper sheds light on approaches and challenges to measuring interagency collaboration in a service delivery system and communicating social network analysis findings to stakeholders in a way that is accessible and useful.  相似文献

Play therapy and filial therapy show promise as effective ways to provide direct services to Head Start, addressing the needs of the children, the families, and the Head Start teachers and staff. This paper examines the utility of play and filial therapies for the Head Start population, presents a systemic explanation for the benefit of filial therapy, and provides a case example for illustration.  相似文献
