This study examines barriers to economic self-sufficiency among a panel of 219 former Supplemental Security Income (SSI) drug addiction and alcoholism (DA&A) recipients following elimination of DA&A as an eligibility category for SSI disability benefits. Study participants were comprehensively surveyed at six measurement points following the policy change. Generalized estimating equations were used to examine full-sample and gender-specific barriers to economic self-sufficiency. Results indicate that access to transportation, age, and time are the strongest predictors of achieving self-sufficiency for both men and women leaving the welfare system. Gender-specific barriers are also identified. Future research needs to assess the generalizability of these results to other public assistance recipients.  相似文献

Guided by Belsky's and Eisenberg, Cumberland, and Spinrad's heuristic models, we tested a process model with hypothesized paths from parents' effortful control (EC) and family chaos to indices of parenting to children's EC, and finally children's externalizing problem behavior. Parents reported on all constructs and children ( N = 188; M age = 9.55 years) reported on their EC and externalizing problem behaviors. Consistent with expectations, parents' EC promoted their positive (and inhibited negative) reactions to children's negative emotions. In addition, high levels of family chaos predicted low levels of parental positive reactions to children's emotion. Children's EC was predicted by high levels of positive reactions and low levels of negative reactions. As expected, children's externalizing problem behaviors were negatively related to their EC. Results clarify possible family processes by which children's EC is enhanced and problem behaviors are reduced.  相似文献

New Labour is constructing an “employment‐first” welfare state. It plans through Jobcentre Plus to transform the passive culture of the benefit system by creating more explicit links between individual behaviour and engagement with labour market programmes. The New Deal for Young People (NDYP) has been at the forefront of these changes. This paper reports on the findings from four case studies that explored how the NDYP has changed young people's experience of the welfare state. It establishes that NDYP offers a mixture of employment assistance and “pressure” and has made progress in developing front‐line services and helping young long‐term unemployed people into work. NDYP does not, however, work for all. In areas of high unemployment and for some disadvantaged groups intermediate labour markets could enhance the New Deal and make real the offer of “employment opportunities for all”.  相似文献

There is a long‐standing interest in finding ways to develop systematic and consistent means for conducting assessments. Behind this lies a concern with issues such as adequate responses to need, prevention, early intervention and evidence‐based practice. The Common Assessment Framework (CAF) has been developed for wide use for families with additional needs, for various contexts, including children's centres. This, however, has been subject to some criticism. Two instruments with considerable potential relevance to areas consistently important in child and family assessment, focusing on parents (and hence likely to be of generic use with CAF), are the Parent Concerns Questionnaire (PCQ), developed specifically in relation to children's social care populations, and Parenting Stress Index (PSI). The way forward is to investigate empirically what they offer to practice. This paper examines their potential for practice in children's centres through a comparative methodology, an approach particularly suitable to identifying the distinctive qualities and contribution of each. The findings demonstrate both have considerable potential relevance for practice, outlines what each offers, with the detailed individual assessments and its ecological framework characteristic of the PCQ providing benefits additional to the PSI.  相似文献

Abstract

Parenting education programs aim to enhance the quality of parenting. Preferences vary between African American and Latino parents, but the context is not well known, and the ethnic/racial differences may have implications for parenting education programs. Focus groups were conducted with seven African American and eight Latino parents, and semi-structured interviews with eight key informants. This qualitative assessment provided information to identify barriers and enablers to participation in parenting education programs. Enablers included parental interest in learning about the developmental stages of their children, the convenience of locations and times, and incentives. Minority parents desired to obtain adequate parenting education. The scarcity of culturally sensitive programs, transportation, affordability, and childcare were significant barriers. There were both significant similarities and differences between the two parent groups. From the perspectives of African American, Latino parents and key informants, a range of resources are necessary to enable the participation and the delivery of high-quality parenting education. The findings from our research will help address the unmet parenting education needs of African American and Latino parents. Future research should work to develop a tailored and culturally sensitive parenting education programs to reduce the divergence between parents and service providers.  相似文献

Objectives. This study compares two explanations for the effects of an employment‐based anti‐poverty intervention, the New Hope project, on parenting and child behavior. (1) Did the New Hope intervention directly affect child behavior and, if it did, is this the result of New Hope effects on earlier parenting practices? (2) Did the New Hope intervention directly affect parenting practices and, if it did, is this the result of New Hope effects on earlier child behavior? Methods. Assessments were collected two and five years after parents were randomly assigned to participate in New Hope or in a control group. The two models were tested using Baron and Kenny's (1986) recommendations for regression to test mediation. Results. The results support the second research question, but only for boys; neither model was supported for girls. New Hope led to increased positive behavior and reduced behavior problems for boys after two years; children's behavior accounted for experimental effects on parents' reports of their parenting behaviors after five years. Conclusions. Employment‐based interventions designed for low‐income parents can affect children directly; expanding such programs may help improve children's life chances.  相似文献

The paper provides an overview of the poverty situation in the Philippines, followed by a brief profile and assessment of two anti‐poverty programs: the Kapit‐Bisig Laban sa Kahirapan‐Comprehensive and Integrated Delivery of Social Services (KALAHI‐CIDSS) program and the Pantawid Pamilyang Pilipino Program (4Ps). Official statistics disclose that the global economic crisis in 2008 adversely affected Filipino households, leading to higher levels of poverty especially in rural areas. In response, government introduced an Economic Resiliency Program with social protection as one component. Sixty‐six social protection programs were launched, including the two under review. KALAHI‐CIDSS and the 4Ps apply poverty reduction strategies that focus on the development of human and social capital, rather than economic capital. They involve processes and relationships that aim to improve the other dimensions of poverty, such as lack of access to opportunities or deprivation of basic human necessities. Qualitative and quantitative reports describe generally favorable outcomes from both programs. However, these gains at the household level need to be supported by relevant policy, enhanced public services and badly‐needed infrastructure programs from government, in order to sustain achievements culled from social protection programs and attain broader developmental impacts.  相似文献

Summary During the 1970s, 1980s and 1990s, sensationalist coverage ofa series of celebrated child abuse scandals in England and Walesresulted in the repeated vilification in the mass media of thosechild welfare agencies deemed culpable for the deaths of thechildren involved. This paper explores the contribution of themedia to the creation of the climate of fear, blame and mistrustwhich seems to have become endemic within the field of childprotection. It suggests that damaging distortions have beenintroduced into the child protection system as a result of thedefensive responses of the relevant authorities at both nationaland local level to the media onslaught. A more strategic approachto understanding and managing media coverage of this difficultfield is outlined.  相似文献

From the research available in America and Britain it would appear that the men who father children by teenage mothers tend to be a few years older than their teenage partners, although a minority may be significantly older. With regard to the factors associated with fatherhood there are striking similarities to the literature on teenage mothers. Like teenage mothers young fathers tend to be from low socio‐economic backgrounds, experience lower educational attainment and fewer employment opportunities than their childless peers. Similarly they tend to experience greater psychological and emotional difficulties and may have a history of delinquent behaviour. These young fathers are involved in a variety of relationships with teenage mothers, few of which result in marriage and many of which result in the breakdown of cohabitation or the termination of the relationship. This pattern of increasing relationship breakdown over time is related to decreasing paternal contact with children in both America and Britain. Often conflictual relationships with teenage mothers or maternal grandparents and a lack of financial resources are cited by young fathers as barriers to their continued involvement and contact with their children. However, the mothers are much more likely to cite paternal disinterest as the reason for a lack of paternal involvement and there is some indication that mothers and fathers have different views on the level of practical involvement expected from fathers. While most of quantitative data on the subject provides a rather negative picture of paternal involvement, qualitative research highlights how many young fathers genuinely want to be involved with their children and would have more contact and input if they could. While much less is known about the support provided to young fathers in comparison with their female counterparts, there is some suggestion that the support and role expectations provided by the paternal grandmother may influence how involved young fathers are. There is also some indication that a sizeable minority of young men may receive no such support from their family and may also be treated with hostility or ignored by the maternal grandparents. Young fathers also report limited or no contact with midwives, health visitors and social workers.  相似文献

This paper aims to provide a critical analysis of the role of support in teenage motherhood. Family, partner and peer support are considered and literature emanating from both the USA and UK is reviewed. In summary the research literature indicates that family support is particularly important to teenage mothers and has been found to have a positive influence on parenting behaviours and practices. However, the mother–daughter relationship is not always a straightforward one and conflict between the two can diminish some of the positive impact. The research on partner support highlights how support from fathers and/or other male partners has been linked with improved financial and psychological outcomes for teenage mothers as well as having a positive influence on parenting behaviours. There is also evidence to suggest that support from partners may become increasingly important to teenage mothers over time and can be a valuable source of socializing participation and positive feedback. While the research available on peer support is much more limited it suggests that the emotional support of peers is perceived as being important by teenage mothers. Current research findings suggest that families, partners and peers tend to provide different, but complementary, forms of support for teenage mothers which, on the whole, appear to contribute to more positive outcomes for this group.  相似文献

When communicating scientific information, experts often face difficult choices about how to promote public understanding while also maintaining an appropriate level of objectivity. We argue that one way for scientists and others involved in communicating scientific information to alleviate these tensions is to pay closer attention to the major frames employed in the contexts in which they work. By doing so, they can ideally employ useful frames while also enabling the recipients of information to “backtrack” to relatively uncontroversial facts and recognize how these frames relate to their own values and perspectives. Important strategies for promoting this sort of backtracking include identifying the weaknesses of particular frames, preventing misunderstanding of them, differentiating well-supported findings from more speculative claims, and acknowledging major alternative frames.  相似文献

The shift towards governance and greater reliance on third parties in the design, implementation and evaluation of policy has created new pressures to ensure that policies are designed and delivered in a consistent and effective manner. In the interest of improving transparency, accountability, effectiveness and efficiency, governments in Canada and in the UK, as in many industrialized countries, have begun to emphasize the need for evidence‐based policy‐making. As a result, knowledge and research have become key assets in the production of policy. Yet, with their current capacity and knowledge base wanting, governments have increasingly relied on the knowledge and information of external actors and have afforded greater authority to them on this basis. This has created a situation in which evidence‐based inputs are given greater weight. This shift has particular implications for voluntary sector organizations whose basis for intervention has lain historically with the interests that they represent. Already, in the Canadian case many national organizations have seen their focus shift to research activities under the impetus of new funding initiatives explicitly encouraging activities grounded in knowledge and policy analysis. Moreover, policy guidelines have been elaborated in order to enhance the sector's capacity to contribute to the development of policy in a depoliticized manner. Using a series of interviews conducted with representatives from national voluntary organizations in Canada, this article explores the implications of such a shift for the voluntary sector in Canada, and asks whether the Canadian case holds some lessons for voluntary sector–state relations in other jurisdictions.  相似文献

This paper examines the relationship between parenting stress and anger. A study was done on parenting stress and anger and its form of expression among Hong Kong Chinese parents. Three measures were used in the study: Abidin's Parental Stress Index/Short Form (PSI/SF; 1990), the Maternal Social Support Index (Pascoe et al. 1981) and Spielberger's State Trait Anger Expression Inventory (STAXI; 1991). A total of 475 parents of children in a primary school participated in the study. The Chinese PSI/SF and the STAXI showed good inter-item reliability. The study helped to provide a profile of the parenting stress and the style of anger expression of Hong Kong Chinese parents. Stress was not found to be related to the year of the children in school or the general socio-economic conditions of the family. But stress correlated positively with anger expression. Multiple regression showed that anger expression was most strongly related to Trait Anger, the Difficult Child scores and the social support available to respondents. Rather than blaming the parent or the child, it is suggested more services should be provided to enhance the anger management, problem-solving skills and social support of the parents.  相似文献

Abstract

Since the early 2000s, property values have escalated in many coastal areas in New Zealand. While the mainstream media see the increasing property values as a positive economic development, Australian research suggests that migration to coastal settlements and increasing property values in those settlements is a more complex phenomenon and warrants close attention. The Australian research reveals significant social and cultural shifts occurring as well as the more widely discussed ecological impacts. In order to find out more about the social impacts of recent rapid property price increases on previously slow growing and comparatively inexpensive settlements, exploratory research involving interviews with key informants in six small coastal settlements was carried out in 2004. The study demonstrates the importance of micro‐level research to complement macro‐level analysis of development patterns and contributes to the emergent international literature on nonmetropolitan development trends since the 1990s. It highlights the need for more co‐ordinated and integrated development of the small settlements based on a comprehensive assessment of current and future social, economic, and environmental impacts of development.  相似文献

This paper uses the findings of the evaluation of Stratford City Challenge (SCC) to critically examine the effectiveness of the City Challenge policy and to question the extent to which it was an innovation in urban policy, with lessons which have been incorporated into subsequent policies. It examines the particular characteristics of the policy which contributed to its innovative status, many of which have been incorporated into policies such as New Deal and the Single Regeneration Budget (SRB). What local evaluations such as the one which has been carried out in Stratford suggest is that many of these distinctive characteristics actually constrained the capacity of local programmes to be effective and achieve their aims, as to some extent they dictated the types of projects most likely to succeed. The author suggests that there are lessons which could be drawn from the City Challenge experience, but that many of these were overlooked or not fully considered by policy makers when they introduced subsequent policies such as the SRB and New Deal. Thus these policies may encounter similar problems in achieving their aims, and an opportunity to learn from these evaluations and build on past experiences has not been fully maximized. This paper uses SCC as a case study to draw out some of the wider implications of the experience for national policy.  相似文献

The author points out that West Germany has had low inflation, high industrial efficiency, and good vocational training, but has not escaped rising levels of unemployment. After an analysis of employment trends in Germany since 1945 there is a review of varying government policies in public expenditure and in dealing with unemployment. The author relates demographic trends to employment patterns, and refers to such phenomena as the "dormant labour force", concluding that unemployment will remain high. He reviews the effects of social security benefits and of job creation schemes. He concludes that none of the well-known remedies for unemployment have proved effective in themselves but that short-term job creation schemes are very much a "second-best". He concludes that industrial efficiency — though essential — is not enough in itself and that conquering inflation or providing youth training are shown by the German example to be only a partial help and not a solution to improving employment prospects.  相似文献

The objective of this paper is to explore the ways in which diversity is taken into account in the conceptualization, definition and role of the voluntary sector as well as policy debates around the recasting of relations between the state and the voluntary sectors. The paper is based on a study of voluntary sector organizing among lesbian, gay, bisexual and transgender (LGBT) citizens in the city of Toronto. It presents an overview of LGBT voluntary sector organizing in the city, demonstrating the rich network of non‐profit organizations that serve the LGBT community in the city of Toronto, Canada's largest city. The paper argues that the dominant cross‐national and cross‐time definitions of the voluntary sector do not account for some of the specific features of LGBT organizing and result in the marginalization of such organizing from the very concept of the voluntary sector. The paper discusses the implications of this mapping for policy discussions of the state–voluntary sector relationship. Drawing on the Canadian experience of government consultation with voluntary sector organizations, the paper demonstrates that such initiatives define certain forms of diversity in voluntary sector organizing out of the policy‐making process. Traditional policy‐making around voluntary sector issues is organized in ways that exclude urban and local identity‐based organizing.  相似文献
