This paper draws on debates about the risk society to examine the impact of the "single room rent", a restriction in the housing benefit scheme that applies to single people under 25 living in privately rented housing. Drawing on qualitative interviews in six localities in England, the paper examines young people's ability to gain access to and afford privately rented accommodation while receiving housing benefit. It argues that the single room rent restriction has not only cut their housing benefit entitlement but also created more uncertainty for young people. Consequently, it has enhanced rather than ameliorated the risks faced by young people on low incomes in the private rental housing market.  相似文献

Bolivia is the only Latin American country to feature a universal old-age pension scheme. Though strikingly modest, originating at US$248 per annum, this benefit runs counter to the prevailing targeting paradigm. Ten years after the scheme's controversial start in South America's poorest country, this article is the first to focus on the interesting political economy of the universal benefit. The introduction of the benefit was not motivated by social policy considerations but by the desire to privatise state-owned enterprises and pensions. Conceived by neoliberal structural reformers, the benefit was challenged first by the international financial institutions and then by Bolivia's developmentalist government, before the latter found a way to reconcile its re-nationalisation project with a re-branded universal pension.  相似文献

In the context of the reform of defined benefit pension systems under population ageing, we focus on the introduction of automatic adjustment mechanisms linked to life expectancy. Our goal is to establish a relationship between changes in the key parameters of the pension system and changes in life expectancy, applying the principle of intergenerational actuarial neutrality. For a defined benefit pension scheme, we first obtain the fundamental adjustment equation and then, for particular cases, we derive different designs of automatic adjustment mechanisms depending on the involved parameter. Nonfinancial defined contribution (NDC) pension schemes have been successfully implemented since the mid‐1990s in a number of European countries such as Italy, Latvia, Norway, Poland and Sweden. The NDC approach features the lifelong contribution–benefit link of a financial defined contribution (FDC) personal account scheme, but is based on the pay‐as‐you‐go (PAYG) format. At its start out, the PAYG commitments of the preceding defined benefit (DB) system are converted into individual personal accounts, allowing for a smooth transition from the DB to the DC format, while avoiding the very high transition costs inherent in a move from a traditional PAYG DB scheme to a fully funded FDC scheme. The NDC approach implemented by the rule book is able to manage the economic and demographic risks inherent to a pension scheme and, by design, creates financial sustainability. As in any pension scheme, the linchpin between financial stability and adequacy is the retirement age; in the NDC approach the individual retirement age above the minimum age is by design self‐selected and by incentives should increase the effective retirement age in line with population ageing. As a systemic reform approach NDC has become a strong competitor to piecemeal parametric reforms of traditional nonfinancial DB (NDB) schemes. While frequent, these reforms are far from transparent and usually too timid and too late to create financial sustainability while providing adequate pensions for the average contributor. This article offers a largely non‐technical introduction to NDC schemes, their basic elements and advantages over NDB schemes, the key technical frontiers of the approach, and the experiences of NDC countries.  相似文献

The first half of this article examines the distribution of income among older people in different housing tenures using secondary analysis of the 1988 Family Expenditure Survey (FES). The use of the term “older household” refers to those where the head of household is aged 55 and over. Income has been adjusted in order to take account of the size and composition of elderly households. The second half of the article examines the effects on the distribution of income when the definition of income is widened to include housing benefit. In 1988 the average weekly income of older households who were owner occupiers was twice that of older households who were renters. While the addition of housing benefit to the definition of income has only a marginal effect in reducing income inequality among all older households it had a more significant impact in reducing income inequalities among older renters more of whom, in comparison to older owner occupiers, were located in the lower income groups.  相似文献

The introduction of Australia’s National Disability Insurance Scheme (NDIS) has changed the way housing and support are delivered to Scheme participants. NDIS policy reform focuses on coordinated housing and support responses. These responses are guided by the Specialist Disability Accommodation (SDA) Rule, Framework and pricing and Supported Independent Living payments. To date, the National Disability Insurance Agency (NDIA) has only released limited data to understand SDA demand or inform market development. To understand changing housing and support approaches and the impact of NDIS housing policy on market responses, this research had three aims: (1) to examine the locations and characteristics of housing and support vacancies advertised for people with disability; (2) to investigate funding sources for, and providers of, these supported housing options; and (3) to examine the proportion and source of government, nonprofit and private sector funding for housing and support developments advertised. An audit was undertaken of all advertisements on the two main non‐government organisation Websites that list Australian supported housing vacancies. A total of 562 property adverts were reviewed in March 2019. Audit findings are considered in relation to the current NDIS policy context. Possible housing futures and market gaps for people with significant and permanent disability in Australia are discussed.  相似文献

This paper considers the role of sheltered housing following the introduction of new community care arrangements in 1993 and examines the continuing uncertainty about its exact role as community care continues to develop. It reports on a study conducted in Shropshire, using a postal survey and interviews with older people and service professionals. The study highlights the importance of sheltered housing for older people, particularly in relieving them of concerns about maintenance and repairs, social isolation and security. These factors were crucial for their overall peace of mind and quality of life. While only a small proportion of tenants received help under social services' community care arrangements, the additional support, monitoring and service coordination provided by wardens helped some of them to remain in sheltered housing when residential or nursing home care might otherwise have been necessary. Sheltered housing was overwhelmingly popular with older people — but their satisfaction was closely associated with the availability and quality of the warden service. Although sheltered housing is not currently in vogue in housing policy, the paper argues that it plays a vital role in local provision for older people and needs to be more closely integrated into community care policy, while at the same time preserving the characteristics that make it popular with its residents.  相似文献

This article uses a single male cohort microsimulation model to analyse the intra‐generational and distributional effects of a shift in Estonia from a defined benefit pay‐as‐you‐go (PAYG) pension system to a multi‐pillared system with a PAYG scheme with contribution‐based insurance components and a funded pension scheme. We contribute to the literature on microsimulation by showing how introducing contribution‐based insurance components and compulsory defined contribution (DC) schemes can increase pension inequality. Our results show that in the case of a high level of inequality in labour earnings and high long‐term unemployment rates, such as in Estonia, the introduction of a very strong link between contributions and future benefits leads to considerably higher inequality in pension incomes as measured by the Gini coefficient. Simulation results for Estonia suggest that inequality in old‐age pension incomes more than doubles when the reforms mature. In contrast, the inequality in replacement rates decreases.  相似文献

If a major effect of public housing is to rezone the poor then positive discrimination in favour of the new zones is needed to avoid worsening their situation. The Green Valley estate of the New South Wales Housing Commission is one such public housing scheme which has concentrated relatively poor families into a badly serviced area. Since the most needy moved in first are likely to be the least effective pioneers, the problems of the area are likely to be doubly difficult.  相似文献

住房公积金制度是我国政府为解决职工家庭住房问题,主要借鉴新加坡的成功经验,于1994年开始在我国全面推行的一种政策性融资渠道。但通过十几年的实际运行结果来看,效果并不明显,不仅丧失了其对中低收入阶层的住房保障功能,而且进一步拉大了贫富差距。应采取公积金和养老保险相结合的反按揭模式等相关对策,使公积金制度真正惠及广大中低收入者。  相似文献

International policy trends favour personalised approaches to housing support for people with disabilities. Previous research is inconclusive about whether these approaches are effective compared to group home support in the way they use government resources and benefit clients, partly because it does not usually consider the experiences of people who use the support. In this research we compared six new, innovative case studies of personalised housing support to previous research about group home support. We included qualitative data about client experiences, in particular regarding social networks, decision making, community service use and participation in domestic tasks. We found that client outcomes were positive in all four categories, while the financial costs to clients and government were similar to group home support. The results offer evidence that current, personalised approaches to housing support can be an effective policy option that allows people with disabilities to make choices about how to live and participate in their communities, without increasing the cost to government.  相似文献

We examine the macroeconomic effects of the introduction of a scheme to pay a basic income of approximately $900 per year to each citizen through a land-holding tax. Unlike other studies, we address the issue of whether a sharp increase in the land-holding tax rate intended to raise funds for a basic income scheme causes landowners to sell their land. We also use the relationship between holding assets and reservation wages to determine whether household members supply their labor in accordance with the payment of basic income. Our simulation results obtained using data for Korea show that the introduction of the basic income scheme decreases real gross domestic product, total labor demand, and social welfare by 1.3%, 0.3%, and 0.4%, respectively.  相似文献

Since its introduction in the 1980s, China's housing privatization reform has gradually transformed urban residents into private homeowners, and reinforced disparities in housing allocation and living conditions. Various studies have analyzed the mobilization of private homeowners in newly built, upscale apartment complexes. Using data from field observations and in-depth interviews conducted in five low-income, urban neighborhoods in Beijing in 1999–2000, this article investigates the shifts in the organizational and power structure in older, working-class communities. The article describes the changing status of traditional and newly developed organizations and agencies within these neighborhoods, and analyzes the underlying reasons for the displacements and conflicts they experienced. Drawing on the author's subsequent fieldwork with community organizations in the USA in 2001–2002, the article suggests means of coordinating community organizations in low-income, urban neighborhoods in China, and discusses the opportunities and challenges for the social work profession in its attempts to deliver social services and advocate social justice.  相似文献

One element of recent welfare state reform has been the introduction of market coordination in the implementation of social policy. The authors of this article have conducted a comparative study of social security, health care and housing policy implementation in the Netherlands, focusing on the conditions necessary for an effective mechanism of competition. The most important condition is that clients should be able to switch between providers without difficulty. Evidence shows that the providers in these fields of social policy engage in activities that undermine the potential for future competition. While this is not uncommon in itself, the new markets in social policy appear to be particularly vulnerable to such activities. This can be explained on the basis of two variables: (1) the institutional characteristics of the policy fields as they existed before the introduction of market coordination, and (2) the characteristics of the products that providers distribute. The combination of path dependency and product characteristics strengthens efforts to reduce competition.  相似文献

Although serious and long‐term commitment to homelessness prevention is evident in some countries in the form of primary prevention measures, it is not clear whether a strong shift has already been made from secondary to primary prevention. It is argued here that after almost two decades of literature regarding the ‘prevention turn’ in homelessness policy, one may speak of primary prevention in the prevention stage, and add secondary and tertiary prevention to each of the other three stages of homelessness policy – early, emergency, and long‐term intervention strategies. Yet, there must be an attempt at primary prevention, which is more difficult to maintain, mainly for financial reasons. Political will is one key to success in doing this. Homelessness prevention policies are explained in this article using the case study of Israel's policies in 1948–2010. The findings indicate that Israel dealt with a high risk of homelessness in the 1950s and again in the 1990s through primary homelessness prevention by intervening in the housing market and providing cash assistance. Subsequently, after an overall homelessness policy was first published in Israel in 1996, prevention almost disappeared. However, it seems that, since then, prevention still manifests itself in the form of secondary prevention measures, such as public assistance benefits and housing subsidies. Tertiary prevention also seems to exist, addressing the more entrenched nature of homelessness by means of permanent supportive housing. This article shows that where there is a will there may be a way for prevention.  相似文献

The Western welfare states are under reform. An important part of these reforms is the introduction of market type mechanisms for the deliverance of public services. Over the years, many countries have chosen to contract out employment reintegration services. The underlying notion of contracting out is the belief that the introduction of market elements in the production of public services increases effectiveness and efficiency. In addition to the cost benefit argument for contracting out public services, ideology is often brought forward as an important factor explaining why public services are provided in‐house. In this article, we analyze to what extent cost benefit arguments and ideology affect the make or buy decision of Dutch municipalities. The Dutch employment reintegration market poses an interesting case in point since Dutch municipalities have the option to either provide employment reintegration services themselves or to buy services on the market. Our analysis shows that cost benefit arguments do not play a role in the make or buy decision of Dutch municipalities. Ideology, however, does. Municipalities that adhere to the principles of New Public Management more often opt to buy employment reintegration services on the market. Also the outcomes of municipal elections have been found to be of importance – left‐wing municipalities more often choose in‐house service provision.  相似文献

Based on a conceptualisation of de‐commodification as the right to decent and affordable housing, we assessed to what extent this right is realised for low‐to‐moderate‐income owners and renters across Western European housing regimes in 1995 and 2012. If differences in the social production of housing do matter (regardless of type of welfare state and the country's economic affluence), then distinct configurations of housing outcomes should exist. This was found to be indeed the case: More state intervention results in good housing conditions and low housing cost burdens across tenure‐age groups (but particularly for renters), although more so in social‐democratic than in conservative‐corporatist welfare states. A more important role for the family in housing provision is associated with higher subjective housing cost burdens and poor housing conditions. As housing regimes became more commodified between 1995 and 2012, it seems that configurations of housing outcomes have become less associated with the features of housing regimes, and more with type of welfare state and the country's economic affluence.  相似文献
