Conceptions of the social world in industrialized countries use categories worked out in the course of a nation's history. In this respect, the notion of cadre for referring to both a concrete social group and a statistical, cognitive category turns out to be a French invention. From a societal perspective, why are there no cadres in Italy? Why is this sort of catchall category for referring to persons in the middle range of employees missing there? Although the notion crystallized through the French experience does not fit the Italian situation, we can inquire into it by examining the history of two close but distinct socioeconomic categories: quadri and dirigenti. A constructivist approach is taken to examining several aspects of the emergence of these categories in Italian society: the place of the institutions that defend and objectify them as a socioeconomic category; the expectations and aspirations that motivate them; the impact of historical and symbolical events in making these categories; and the role of sociologists who persist in analyzing Italian cadres by using quite different theoretical and ideological presuppositions.  相似文献

Twenty-two states have implemented state Employment Nondiscrimination Acts (ENDAs) making sexual orientation discrimination illegal, and Congress has repeatedly considered a federal ENDA. However, we know very little about the impact of existing ENDAs and the likely impact of future ENDAs. I describe the implementation of ENDAs and highlight their shortcomings relative to federal employment nondiscrimination law. Despite their shortcomings, I show that state ENDAs decrease wage differentials by roughly 20 % for behaviorally gay men. ENDAs appear to reduce this wage differential by reducing the portion of wage differentials typically associated with discrimination. These results inform a contemporary policy debate over the necessity and impact of expanded protection from discrimination for gay men. (JEL J1, J3, J7)  相似文献

As this study of experiments with organizing the fruit and vegetable market from the 1950s till the end of the 1970s shows, there were alternatives to the principle of distribution, for instance: the modernization of traditional wholesale marketplaces (carreau) or the establishment of veilings (marchés au cadran) controlled by producers. After exposing the rationale underlying each of these arrangements, the empirical conditions are examined for actually modernizing markets. Attention is drawn to the factors that weigh on players in the market, in particular the tensions, on the one hand, between homogenization and concentration and, on the other hand, the singularity of products and transactions.  相似文献

Since the 1990s, a new organisational form of the administrative system in France has been steadily redefining relations between central administrations and local state units. Labelled “the steering state” or the “managerial state”, this new paradigm hinges on separating the strategic functions of steering and controlling the state from the operational functions of execution and policy implementation. The making of this new form of state organization involves two parallel processes: political and cognitive. For one thing, the adoption of concrete measures for “government at distance” results from power struggles between three major ministries (Home Office, Budget and Civil Service). For another, a new legitimate “categorization of the state” is being formed in the major committees involved in the reform process of the 1990s; it is borne by top civil servants and inspired by the ideas of New Public Management. — Special issue: New patterns of institutions.  相似文献

In the 1860s and 1870s, Russian chemistry was rocked by a series of charged nationalist polemics, alleging that German chemists had been engaged in jingoism, bias, and poaching the discoveries of Russian chemists. These salvos from leading members of the Russian Chemical Society (established 1868) formed the core of the Russian contribution to some of the earliest and clearest claims that natural knowledge revealed a national character. This paper traces the origins of these disputes to a specific location: Heidelberg in the late 1850s and early 1860s. After the humiliating defeat of Russian forces by a Western European coalition in the Crimean War (1854-1856), the Russian government resolved to “modernize” its major institutions to enable it to compete more effectively against its former opponents. Alexander II and his ministers decided to export Russian postdocs to leading Western universities (mostly in the German states) hoping that these graduates would be able to erect modern scientific institutions within Russia upon their return. This paper focuses on the chemists among them, most of whom ended up at Heidelberg University (including their most famous representative, D. I. Mendeleev, later renowned for his 1869 formulation of the periodic system of chemical elements). While there, they experienced profound alienation from their German peers, and retreated to their own environments — particularly the Russian urban institution of the kruzhok or “circle.” This kruzhok, formed as a reaction to perceived German xenophobia, was the major social institution upon which the Russians — once back in St. Petersburg — could construct a Russian Chemical Society and the basic institutions of Western scholarship. The supposed venture into Western Europe resulted not in a hegemonic submission to the institutions of German academia, but rather to a revitalization of a Russian cultural form that proved both adaptable to the demands of technical professionalization and became a kernel for a Germanophobic nationalism that would permeate the sciences in the ensuing decades. The paper concludes with an analysis of three different styles of scientific nationalism in chemistry: the representative, concerning the preferential employment of Russians over Germans in state institutions; the linguistic, about the proper national language(s) for science; and the internationalist, whereby Russians defended the cosmopolitan in science to attack perceived German jingoism.  相似文献

This analysis of the EU's influence on the future of national welfare states points out three distinct phases in the interactions between the building of Europe and of welfare states. During a phase of expansion (1950s-1970s), European authorities were building a common market while allowing member states that were lagging behind in welfare to catch up. During a second phase of conflict (1980s-1990s), advances in the economic construction of Europe caused tensions to flare up with social policies inherited from the past. During a third phase (starting in the late 1990s), EU authorities have been trying to reconcile economic policies with new social policies. To analyze each phase, we must take into account both the EU initiatives capable of having a direct or indirect impact on national welfare systems and the national welfare institutions and strategies that were adopted.  相似文献

Even though some areas in Latin America were already industrialized in the 1930s, labor sociology did not appear there till after WW II. Although this discipline followed in the tracks of its North American or European predecessors, the region’s history has affected its development. Three historical phases over the past half century draw attention: industrialization by replacing imported merchandise with goods produced by national firms; the authoritarian governments or military dictatorships that put a halt to the developing homeland economy; and the competitive restructuring that is programming the abandonment of public firms and advocating an export-driven economic model. This article deals with the privatization of telecommunications in the three largest Latin American countries, Argentina, Brazil and Mexico. Labor unions have strongly affected the way telecommunications have been privatized in Latin America and its timing, but they have not been able to keep their traditional influence from waning. Comparing Argentina and Mexico brings to light opposite models of labor relations based, for the one, on the denationalization of management and loss of guaranteed jobs for wage-earners and, for the other, on the maintenance of control over telecommunications by local entrepreneurs and the preservation of guaranteed employment. The more recent privatization implemented in Brazil has fueled debate about the consequences on collective action in an era of open-market telecommunications. — Special issue: Latin America.  相似文献

How to test for the existence of a new model of production based on the firm lending an ear to customer demands and valuing the individual and collective intelligence of its work force? The facts for putting this model to the test of reality come from an analysis of two Argentinean automobile-makers, subsidiaries of Toyota and Volkswagen. Various aspects of their organization policy provide evidence of their capacity for making adaptations by “hybridizing” the parent firm’s model with the rationales inherent in the network of local actors (suppliers and labor unions, in particular). Given the central orientation of the European employment strategy — adapt unemployment compensation systems so as to broaden access to jobs — the effects of policies in this field are examined by focusing on three axes: the impact on unemployment; the action on employment standards, and trends in the social regulation underlying these policies. A comparative view reveals how much national systems have been able to interpret EU objectives in their own way. This does not invalidate the pertinence of a European level of regulation,but it does expose the conditions for clarifying standards for public actions and leading actors to become involved in EU institutions, a source of legitimacy still to be constructed. This comparison of six national cases (Belgium, Denmark, Spain, Italy, The Netherlands, The United Kingdom) sheds light on the importance of the social compromises that set the framework for job polices. Abstract During the closing decades of the twentieth century, the federal government has experienced a period of delegitimation and fiscal crisis that has led to decentralization of some federal programs and a fledgling revival of community‐ and place‐based policies. These and other locality‐based policies are not new tools. The renewed interest in this type of policy raises questions about their effectiveness. Historic and recent records of locality‐based policies suggest that they are not panaceas for achieving programmatic goals. Three cases provide an empirical, comparative basis for assessing the liabilities of locality‐based policies: the Third New Deal efforts to institute county land‐use planning; Mexico's experiences with community forestry; and emerging grassroots ecosystem management movements in the western United States. Among other factors, the degree of local democracy and inclusiveness and the quality of local social, economic, and physical infrastructures are identified as important in mediating effective policy implementation.  相似文献

Summary

Although federal statutes and regulations establish the broad parameters within which state Medicaid programs operate, the federal government grants states substantial discretion over Medicaid and Medicaid-funded long-term care. An appreciation of resulting cross-state variation in Medicaid program characteristics, however, has been lacking in the ongoing debate over whether the federal government should further devolve responsibility for caring for the poor and disabled elderly to the states. To better inform this discussion, therefore, this article documents considerable variation, not only in terms of Medicaid program spending and recipients, but also in terms of strategies chosen to reform long-term care services and financing. Since there is little doubt that states take full advantage of current levels of discretion, advocates of devolution may want to reassess their views to consider whether existing variation has resulted in inequities addressable only through more, not less, federal involvement.  相似文献

The creation of health agencies in France has stimulated public interventions in the managing of risks and emergencies. Health agencies are not mere technical organizations set up in response to a particular health crisis. They are political forms stemming from deeper social and political changes in public administration, scientific expertise and medicine. Part of a threefold trend toward opening administrative, scientific and medical doors, they have emerged out of the transformation of the public administration under the impact of theories about: new public management, the transparency of scientific expertise, and the development of public health. These processes are paradoxical however. They tend to favor the growth of new technical bureaucracies, whence questions about the latter's political responsibility. While agencies were supposed to reduce bureaucracy, they have broadened its borders and reinforced its structures. They constitute an intermediary space, where appear tensions between them and their supervisors. The methods for analyzing objective social mobility and subjective mobility as perceived by individuals are reviewed in the case of two surveys: Trois générations by the French Old-Age Fund (CNAV, Caisse Nationale d'Assurance Vieillesse) and Formation qualification professionnelle by the French National Institute of Statistics and Economic Studies (INSEE). These two surveys have formulated subjective mobility in quite different ways, but this observation also holds for objective mobility, which, for the purpose of comparison with respondents' subjective evaluations, is defined using specific procedures. A method is proposed for contrasting these two sorts of mobility based on classical mobility tables. When the latter are designed so as to cross three variables (social origins, destinations and average scores of subjective mobility), the spontaneous sociology that can be collectively detected in the assessments made by respondents turns out to be not very different from the scholarly sociology of social categories produced by sociologists. After showing that subjective and objective mobility vary coherently in relation to each other, an additional hypothesis is advanced to account for some discrepancies.  相似文献

SUMMARY

Much attention has been given to the problem of sexual predators and the struggles of the legal-justice system to contain them. In response to public outcry over high-profile sex crimes, federal and state legislators have responded in the past decade with innovative but controversial public policy initiatives, called “sexually violent predator statutes.” In 1996 President Clinton signed “Megan's Law,” mandating all 50 states to develop requirements for convicted sex offenders to register with local law enforcement agencies and to notify communities when a sex offender lives in close proximity. Less publicized have been the civil commitment statutes introduced by 16 states which allow convicted sex offenders to be evaluated for involuntary and indefinite confinement in a psychiatric hospital following their release from prison. This article will review the literature regarding community notification and civil commitment as interventions designed to combat sexual violence. The history and context of each policy will be discussed, as will a review of available research evaluating the impact of each policy. Implications for future research and social policy will be examined.  相似文献

In Brazil unlike France two very split labour markets co-exist, the formal and the informal. On the formal labor market in Brazil, union rights prevail, and wage-earners are protected unlike in the informal labor market where none of this exists. Raising industry to an international level pushed many wage-earners out of the formal sector during the 1980s. Did they find jobs elsewhere? If so, in which branches of the economy? To provide answers, two files are crossed, their data having been made longitudinal. Dismissed workers’ trajectories from 1989 till 1995 in two branches and two regions are analyzed: the automobile industry in the São Paulo area and the petrochemical industry in the São Salvador (Bahia) area. These career trajectories shed light on how modernization has affected quite different labor markets; it also brings to the foreground the concept of a systemic restructuring of the labor market. — Special issue: Latin America.  相似文献

How does objective social mobility, traditionally measured with tables of mobility drawn up by sociologists, relate to feelings about mobility, i.e., how individuals perceive, explain and appraise their social trajectory? Using a question from a survey (Insee's Formation, qualification professionnelle), subjective mobility was statistically evaluated so as to bring the two approaches to mobility together and measure the (considerable) frequency of deviations. Subjective mobility was then analyzed qualitatively on the basis of interviews conducted with respondents in the same survey. This helps us account for deviations and identify the bundle of parameters that people use to assess their own mobility. Certain limits, both methodological and conceptual, are pointed out that classical statistical surveys encounter in dealing with mobility.  相似文献

The article explores the way in which professionals who are exposed to people's testimonies of suffering manage to integrate compassion into their work. Research has shown how compassion is a problematic emotion for such professionals, and has identified the forms of reflexivity that they employ to handle the tensions that such feelings arouse. By examining legal work — in particular the practices of lawyers in a criminal trial where a large number of victims are present — the article makes a new contribution to the study of compassion in the workplace. It identifies the normative repertoire which lawyers use to construct an appropriate attitude towards victims and analyses how, within the framework of strategic reflexivity, lawyers mobilise this repertoire to suit the particular interests they are representing at the trial.  相似文献

Using Subsidies to Promote the Adoption of Children from Foster Care   总被引:1,自引:0,他引:1  
Since 1978 the federal government has implemented a variety of programs to promote the adoption of children from foster care. A key part of these programs has been the use of subsidies to lower the cost of adopting and parenting children who have been in foster care. Although subsidies are a key part of federal policy, there has been little empirical research on the effect of subsidies on adoption rates. This paper uses data from the Adoption and Foster Care Analysis and Reporting System to estimate the impact of subsidy rates on adoption rates. Subsidies to families have a positive and statistically significant effect on adoption rates.
