In response to contemporary understanding about the association between financial security and women's ability to escape domestic violence and homelessness, this paper reports on a small scale pilot study conducted with workers from generalist homelessness services and domestic violence‐supported accommodation services in South Australia on responding to women's requests for assistance to seek employment. Workers from both accommodation service types advised that approximately one third of women at their services asked for employment‐related assistance at the point of service intake or soon after. Although relatively few women received employment support following their requests, assistance was four times more likely at the generalist homelessness services than the domestic violence services. Agency priorities, philosophies and workers' assessments of women's capacity to engage in employment were cited as reasons for not responding to women's employment requests. Women who secured employment prior to service exit, whether helped to do so or not, were perceived as more confident with the prospect of supporting their families independently following exit and more able to secure suitable housing when compared to other women. Follow‐up and outreach visits indicated that women who worked had a stronger sense of financial security, housing stability and social connectedness, but that maintaining employment following service exit was difficult.  相似文献

A key factor for increasing help-seeking behavior among women experiencing intimate partner violence (IPV) lies in better understanding how social environment affects decisions about when and why individuals take action to end IPV. This article presents original data from 36 in-depth qualitative interviews conducted with women IPV survivors living in rural Australia to address urban-centric and quantitative biases in much IPV research. Derived from first-hand experiences, results reveal rurality's systemic challenges (economic disadvantage, unemployment, lack of informal support, limited availability/access to sociolegal and formal support services due to transportation and parenting responsibilities, quality alternative housing, and timely/relevant crisis counseling) exacerbated personal capacity to end IPV and sociopsychological factors (stigma, isolation, lack of anonymity, abusive partners’ controlling behavior, and normative violence) thwarted IPV disclosure, help seeking, and healing in rural communities. Collectively, women's experiences evidence IPV's complexity as a social problem, misperceived definition, and breadth of influence. In-depth insights highlight location and culture's relevance to IPV knowledge, experience, service provision, and uptake, suggesting benefits may arise if practitioners and policy makers tailor IPV information and services, specifically crisis housing and counseling, in light of how rurality systemically stymies and psychologically affects women's best efforts to escape and heal.  相似文献

Workable and effective policies addressing homelessness need to be based on a clear definition of homelessness. This overview of recent policies in the European Union, the U.S., and Australia shows that, even at the very basic level of being able to define and enumerate the homeless, policy approaches are extremely variable. Research indicates the growing significance of the "new homeless," consisting of families, women, and children. Homelessness also needs to be seen as something dynamic that may involve movement into and out of housing and other supports over time. Older policies that address only limited kinds of homelessness and which do not recognize the dynamics involved are likely to be less effective. "Good practice" policy incorporates these changing understandings of homelessness by addressing the housing, psychological and social needs of the homeless, as well as integrating across programs and increasing independence through capacity building .  相似文献

Compulsory Income Management (CIM) is a form of conditional welfare that involves the mandatory quarantining of a portion of welfare recipients’ social security payments. Quarantined funds are accessible via a government-issued debit card, with restrictions surrounding where and on what funds can be spent. Official justifications of CIM have framed these policies as attempts to combat substance abuse and gambling problems, and to thus secure better outcomes for welfare recipients and their families. Central to this narrative has been the argument that welfare quarantining will ensure more money is spent on ‘essentials’, including accommodation. No existing studies, however, have specifically interrogated the impacts of CIM on housing security. This article responds to this gap in the literature by reviewing existing research concerning CIM's impacts and locating this research within broader debates regarding the causes of homelessness and the efficacy of individualised policy interventions. In doing so, it highlights CIM's potential to exacerbate housing insecurity not only through technical issues such as rental transfer failures, but also by contributing to underlying stressors such as economic disadvantage; relationship difficulties, poor health and addiction; and social stigma. The article concludes that – far from addressing the structural causes of homelessness – CIM has enflamed them.  相似文献

Increasingly vulnerability to homelessness is affecting older African American women because more than any other group these women are susceptible to even minor changes in socioeconomic conditions. This article describes the evolution of an assessment strategy and process found to be useful in planning older African American women's transition from homelessness. The assessment strategy was developed as part of a multimethod, multilevel research and development program the purpose of which is to identify and test tools and interventions useful in helping older African American women leave homelessness. The article offers background on the action research project in which the assessment framework was developed, examines the method for the construction of the framework, describes the assessment process, and considers the integration of specific assessment tools into the advocacy process.  相似文献

Welfare state theory has struggled to come to terms with the role of the third sector. It has often categorized welfare states in terms of the pattern of interplay between state social policies and the structure of the labour market. Moreover, it has frequently offered an exclusive focus on state policy – thereby failing to substantially recognize the role of the formally organized third sector. This study offers a corrective view. Against the backdrop of the international shift to multi‐level governance, it analyses the policy discourse of third sector involvement in welfare governance following devolution in the UK. It reveals the changing and contrasting ways in which post‐devolution territorial politics envisions the sector's role as a welfare provider. The mixed methods analysis compares policy framing and the structural narratives associated with the development of the third sector across the four constituent polities of the UK since 1998. The findings reveal how devolution has introduced a new spatial policy dynamic. Whilst there are elements of continuity between polities – such as the increasing salience of the third sector in welfare provision – policy narratives also provide evidence of the territorialization of third sector policy. From a methodological standpoint, this underlines the distinctive and complementary role discourse‐based analysis can play in understanding contemporary patterns and processes shaping welfare governance.  相似文献

Two alternative models of service provision are associated with decriminalisation of public drunkenness – the medical or sickness model and the social welfare model. In the development of alternative strategies to accompany decriminalisation, Australian jurisdictions have largely followed the latter welfare approach. In Western Australia, decriminalisation of public drunkenness was spurred by the recommendations of the Muirhead Interim Report on Aboriginal Deaths in Custody. A community development approach was used to establish local management structures for sobering-up programs in areas of greatest need. Three sobering-up centres are now operating in the State with a fourth centre due to open in mid 1993. Some preliminary evaluation of the Western Australian program has been carried out but a more comprehensive research and evaluation program is being conducted to assess the impact of decriminalisation and the development of alternative responses.  相似文献

Despite growing concerns with the situation of children exposed to domestic violence, and although women have been seen as central in the welfare of their children, limited attention has been paid to the issue of mothering in this context. This paper examines how concerns regarding abused women's mothering have been articulated in the academic literature on children's exposure to domestic violence, and argues that the dominant discourse in this area has been characterized by a deficit model of mothering. Implications of the pervasiveness of a deficit model for child welfare policies and practices are highlighted. Finally, this paper identifies key elements that should be considered in the development of a feminist perspective on mothering in the context of domestic violence, which could lead to less blaming and more supportive practices.  相似文献

With the emergence of activation policies, researchers are intrigued by the extent to which welfare‐to‐work (WTW) programmes reflect the ideological orientation of policymakers, while leaving the ideological orientation of their operators unexamined. This aspect may be of particular importance when women's non‐governmental organizations operate non‐coercive WTW programmes. Directing attention to the contribution of the operator, we ask how women who operate these programmes distinguish between the feminist goal of increasing women's independent access to material resources, and the activation rhetoric of ‘work first’. Moreover, as not enough is known about how participants benefit from the incongruence between the feminist discourse and the activation one, scholarship contemplating women's resistance to WTW programmes remains focused on specific welfare histories, and this form of feminist work remains neglected. The importance of the specific operators and the policy implications of the benefits of feminist operation of WTW programmes receive attention in the study reported on herein. We used a non‐coercive activation programme operated by a feminist organization in Israel (among other operators) as an opportunity to deepen our understanding of how programme trainers voice their position between feminism and activation discourse, and how their form of speech enables participants to insist on decent employment as a policy issue. Church related agencies are major providers of community services in Australia (Lyons, 2001:34‐35). While the history of church related welfare service provision is not well known in Australia it is asserted that many have a long tradition of outreach and service provision to marginalised groups regardless of the government social policy of the day (ACSWC, 2000; Mendes, 2003). This paper examines the current environment of human services restructuring and the impact of the shift to contractualism on one church related provider: Catholic social welfare provision in Australia. It explores the significance of the church's social teachings and history on concerns that service innovation, diversity and advocacy are currently under threat. Finally it calls for greater appreciation of the distinctive contribution of church related agencies and what they have to offer in service delivery and as contributors to the social policy discourse.  相似文献

Training and education are acknowledged routes into employment, but they also entail risks of contemporaneous financial loss, and economic and social insecurity. This paper explores the specific risk of homelessness among apprentices and trainees, drawing on a survey conducted in South Australia in 2013. Housing has been largely overlooked by studies of the wellbeing of apprentices and trainees, and by explorations of the drivers of attrition rates that continue to plague Australia's training schemes. The data examined here reveal the high proportion of income that trainees spent on their housing; home moves motivated by the desire to reduce rental or mortgage payments; and a small proportion of learners who experienced periods of homelessness. Closer statistical analysis reveals that apprentices and trainees with past experiences of homelessness were disproportionately likely to be pursuing courses in retail and personal services, or in transport. They were also likely to be receiving Youth Allowance or AUSTUDY payments. We recommend better recording of apprentices' and trainees' housing situations and greater use of administrative data to improve our understanding and reduce the incidence of homelessness among this population.  相似文献

Homelessness programs may improve the health, well‐being, financial security, labour market and housing outcomes of clients. This, in turn, may result in decreased utilisation of health and justice services, reduced child residential care costs, lower housing management costs, lower income support payments and higher revenue from increased income tax payments. When costed, such impacts represent whole‐of‐government savings or cost offsets to the provision of homelessness programs. This paper provides indicative estimates of the value of potential savings or cost offsets in two areas, namely, the health and justice fields from homelessness program interventions. Our key finding is that homelessness programs have the potential to save over twice the value of the capital and recurrent funding of homelessness programs on the basis of health and justice cost offsets alone.  相似文献

The purpose of this study was to refine the understanding of the experiences of low-income older women living in congregate housing. Congregate housing refers to small-scale communal living arrangements for low-income older adults intended to reduce their social isolation and financial burden. Interviews with 12 older women and field notes were analysed using thematic analysis. Four themes were identified: (1) these older women chose congregate housing because they had no better option; (2) they gradually grew accustomed to communal living by being alert, mindful, and considerate; (3) their range of activities and interactions with the outside decreased as they aged; and (4) they came to require further care as senility progressed. Based on these findings, the meaning of housing welfare for older adults and the importance of providing additional supportive services are discussed. It is also asserted that housing welfare intervention should include protection of older adults’ housing rights.  相似文献

1949年后在妇女就业知识上存在着三种主流话语。一是计划经济时代,妇女就业知识以“革命话语”来叙述,实现了对妇女参加公共领域劳动的动员;二是从计划经济向市场经济转型的过程,妇女就业知识是以“素质话语”被叙述的,其在力图将妇女推回家庭领域的过程中压低了女性劳动力的价格;三是市场化时代,妇女就业知识以“男性强势话语”被表述,显示了市场经济与父权制的有机结合。与此同时,有关妇女就业知识的女性主体性也在形成,它显示出女性自主意识及其对人权话语的使用。

There have been three types of mainstream discourse relating to public understanding of women's employment since the founding of the People's Republic of China in 1949. The first was the “revolutionary discourse” that dominated the era of the planned economy. During this period, knowledge about women's employment was heavily influenced by revolutionary discourse, and women were mobilized to take up positions in virtually all areas of social life. The second occurred in the transition from a planned to a market economy. During this process, knowledge of women's employment was constructed by a so‐called “quality discourse,” which depressed women's wages in the course of driving them back into the home. The third important mode of discourse took place in the era of marketization, and saw knowledge about women's employment constructed by male‐centered hegemonic discourse in an organic union between the market economy and the patriarchal system. Meanwhile, female subjectivity in regard to knowledge about women's employment is taking shape. At the same time, women's sense of autonomy in relation to understanding of employment has started to grow and exhibits self‐awareness and use of the discourse of human rights.  相似文献

In 2005, Germany implemented major welfare benefit reforms that encourage an adult worker model of the family. In this study, we hypothesised that, despite these reforms, women's assignments to activation programmes would in practice still tend to replicate the degree of labour market attachment to which they had become accustomed relative to their partner in the past. We compared programme entries between women in former male breadwinner, dual earner, no-earner and female breadwinner households and applied event-history analysis to large-scale administrative data. Our findings showed that in western Germany – but not in eastern Germany – women's assignments to activation programmes indeed replicated their prior labour market attachment relative to their partner. Key Practitioner Message: • Among women receiving Unemployment Benefit II in Germany, women with partners participate in activation programmes less often;This tendency applies especially to western German women with less employment experience and lower former earnings than their partners;A framework should be devised to inquire about previously non-employed women's interests in ALMP participation and offer them such opportunities.  相似文献

This review examines the current published and “grey” literature relating to the experiences of homelessness by people seeking asylum within Australia. While many people seeking asylum have experienced homelessness during their flight, inadequate and unaffordable housing are a feature of the settlement experience for a large number of new arrivals to Australia, putting at risk their successful settlement. This study aims to explore the factors influencing access to stable housing. A systematic review of the academic literature and a search of the grey literature identified 11 articles and 20 documents related to homelessness and people seeking asylum in Australia. The academic literature included a variety of methods and approaches to the investigation of the experience of homelessness in Australia. The grey literature was more practice based, including evaluation and research reports, submissions, and newsletters. Findings suggest that experiences of homelessness are multifaceted and have a range of influences, including policy, financial stress, lack of access to education and employment, and a lack of affordable and suitable housing. Any solutions to address homelessness need to be similarly diverse. Discrimination from real estate agents and employers was also identified as a barrier to housing for many people seeking asylum, an issue that will need to be addressed at a systematic level. The lack of research published in the academic literature means that although there may be some programmes or solutions operating in the community, as demonstrated in the grey literature, this information is not being shared beyond organisation websites or subscriber lists, resulting in a lack of coherency or sharing of solutions. This review highlights the need for further attention to the factors influencing homelessness in asylum seekers, the experience of homelessness, and how these can be addressed by government and non-government led strategies and policy development.  相似文献

Objective. During the past 30 years, women have become an increasingly small proportion of coaches of women's sports. We test several explanations for why some institutions have women coaches and others do not. Methods. Taking the 329 NCAA Division I institutions with women's sports programs as the cases in point, we explore possible explanations for the dearth of women coaches: the resources and prestige of an institution or sport; the gender of the athletic director; and institutional traditionalism. Results. Within Division I schools, women coaches are more frequently found in more prestigious, resource‐richer institutions and those that devote more resources to women's sports. Conclusions. Although the analysis is confined to Division I schools, it appears that more institutional and organizational efforts need to be made to increase the number of women in the eligible pools for head coaching jobs.  相似文献

This review of the social science literature examines correlates of homelessness. The review is supplemented by the voices of 12 low-income women who are temporarily housed or living in public housing. Homelessness for women is associated with teen pregnancy and parenting, domestic violence, working at minimum-wage jobs, and waiting lists of several years for subsidized housing. We conclude with a summary of women's experiences accessing government housing programs. Public policy recommendations regarding housing programs are made. This study investigated how working‐poor mothers who withdrew from a US government assistance program were affected by the economy, welfare reform policies, and their own human capital, in terms of their likelihood of returning to welfare and their likelihood of becoming nonpoor through work. The study employed longitudinal data (covering 42 months) extracted from a national data set. The sample for the current study, which relied on event history analysis, consisted of 228 working‐poor former welfare mothers. Results showed that the women's return to welfare was correlated to high unemployment, restrictive welfare policies, enrollment in Medicaid and food‐stamp programs, possession of service‐job skills, and being Hispanic. The women were most likely to attain relative financial independence in the presence of generous government assistance program policies, housing assistance, full‐time employment, operative‐job skills, college education, and marriage. African American ethnicity also made achievement of financial independence more likely.  相似文献

Homelessness is a complex problem, resulting from a combination of housing and social exclusion processes. This paper discusses some theoretical discourses regarding understanding homelessness and the major factors contributing to homelessness (rooflessness) in the post-soviet country of Georgia. “Roofless” people are the most vulnerable group who need special attention while currently there is no national strategy on homelessness in place. Mixed methods were used to study homeless people living in a special shelter in Tbilisi. In total, 70 homeless (mean age?=?48, male – 64%, female – 36%) were interviewed by semi-structural questionnaire. The results showed that a structural factor—unemployment (90%) was the major cause of homelessness. Moreover, almost half of the beneficiaries of emergency shelters need assistance in finding jobs even though they have high academic or professional education. In contrast to European roofless people who have multiple and serious support needs and problems (mental health, drag addiction, chronic homelessness), the majority of interviewed roofless people in Georgia are with less burdened life stories and can be more easily rehabilitated in the case of timely intervention, accommodation, and the proper national strategy on homelessness. Some recommendations for alleviating social segregation of homeless people are highlighted.  相似文献
