This paper sets the context for the subsequent papers by giving an overview of recent changes in legislation and social policy with respect to child welfare in England and Wales, Scotland and Northern Ireland. In England, services for children have been radically affected by the implementation of the Children Act 1989, which has introduced a unifying service to promote the welfare of children at risk, although it leaves a significant gap in supportive provision by excluding child offenders. By contrast, Scotland incorporates juvenile justice within its social work services and has developed a service unique in Europe. As in England and Wales, Scottish services for children are substantially concerned with child protection and the paper gives an exposition of recent developments and proposals for legislative change in this area. The emphasis in Northern Ireland is contained within the context of the ongoing violence which is a day-to-day occurrence within the province. The Irish experience is differently organised from that in other parts of the UK, giving a unique emphasis on voluntary services and a more pronounced use of residential child care. Moves are afoot to introduce amendments to the law which will emphasise working in partnership with parents and separate the disposal of juvenile offenders from other children. The paper ends with a resume of the following papers, linking them to the recent changes in policy and law.  相似文献

This paper critically reviews some key government papers that together largely provide the foundation for the relevant child welfare reforms in England and Wales. The context of this review was to evaluate whether these papers and documents made sufficient reference to improving policies and practices for minority ethnic children and families involved in child welfare matters, given the research evidence from the early 1990s suggesting that such families may experience particular disadvantages or discriminations within the UK child welfare system. The research evidence cited draws upon studies that have considered the experiences of different minority ethnic groups from the point of referrals through to long term services, including those children who have been looked after in local authority care and those families that have been subject to care proceedings. This paper concludes that more is needed under the Every Child Matters agenda to both acknowledge and address the specific needs of minority ethnic children and their families, as identified in the range of studies published post Children Act 1989. PurposeThis paper reports findings from two research studies that set out to calculate the rate and predictors of post-order adoption disruption in England and Wales.MethodsAll available national level administrative data on adopted children in England and Wales were analysed, supplemented by national surveys adoption managers. Complete national datasets were available 12 years in England and for 11 years in Wales.ResultsOf the 36,749 and 2,317 adoptions considered, 565 in England and 35 in Wales had disrupted over the follow up period. Kaplan-Meier analyses indicate that cumulative post-order adoption disruption rates were 3.2% and 2.6% respectively for England and Wales. Cox regression models indicate that being older than four years adoptive placement, adoptive parents taking longer than a year to legalise the adoption, being a teenager and previous multiple placements in care were risk factors for post-order adoption disruption.ConclusionThe post order adoption disruption rate is low. Implications for policy and practice are discussed.  相似文献

Introducing continental European approaches to UK child welfare practice raises a problem of comparison: to what extent are the problems and issues similar to or different from one country compared to another. Social pedagogues trained in continental Europe and working in English residential care services often encountered the phrase ‘our young people are worse’ from their English colleagues, with the implication that the social pedagogic approach was not suitable for the client group. This paper examines two propositions: (1) that in the context of introducing the continental European approach of social pedagogy into children's residential care services in England, young people are ‘different’ in England compared to other European countries and (2) that the placement options and practices for young people living away from their birth parents in continental European countries differ from those in England. Using data from a five nation study of young people from public care backgrounds, the paper argues that while family backgrounds are remarkably similar there are marked differences in the child welfare systems that might account for the perception that young people in care are ‘worse’ in England.  相似文献

A substantial proportion of children who enter foster care in the US are infants or toddlers and will exit from foster care before they have been in care for long, either returning home or to adoption. These first years of involvement may predict a significant amount about children's longer term development so understanding developmental outcomes after five years is valuable to understanding if child welfare services (CWS) are serving the intention of promoting the well-being of children. A subsample of 353 infants (less than 13 months of age when investigated by CWS) and subsequently placed into foster care were selected from the National Survey of Child and Adolescent Well-Being. After 66 months, these infants had been reunified, adopted, or were still in foster care. Bivariate comparisons were completed. Statistical controls for maltreatment type and severity, demographic traits, and current caregiver education were implemented to help clarify the role of terminal child welfare placement, current caregiver behaviors, and household income, on eight linear regression models of developmental outcomes. Results support the longstanding tenet of child welfare services policy that remaining in foster care is less developmentally advantageous than having a more permanent arrangement of return home or adoption.  相似文献

New legislation in England and Wales requires adoption agencies to specify the contact adopted children will have with their birth families and obliges agencies to offer all parties support to maintain such contact. This study, based on responses from 112 adoption social workers in England and Wales, used a case vignette methodology to explore workers' attitudes towards supporting post-adoption contact. The findings suggest that social workers think primarily about the child's needs and about providing services to or on behalf of the child. In contrast, adults' needs, especially the relationship between birth parents and adoptive parents, were less often considered. Workers were least orientated toward supporting birth parents. Workers from different agencies had very different attitudes towards the case vignette. This study suggests that supporting post-adoption contact is a complex professional task likely to be influenced by workers' own attitudes. Implications for training, support and supervision are discussed.  相似文献

A number of child welfare policies have reinforced the use of kinship care as the most preferred placement for foster children, reflecting the philosophy that maintaining children within their own extended family system contributes to their stability and well-being. Given the growing utilization and legislative emphasis on kinship care along with the push for an immediate implementation of permanency plans for children in foster care, this study examines how the permanency goal under the 1997 Adoption and Safe Families Act (ASFA) is being implemented and achieved. The reunification and permanency placement (adoption or legal guardianship) outcomes of children in relative and non-relative care are analyzed, focusing on the experiences of young children. Based on public child welfare agency data from 2000 to 2003, child, case, and placement variables are explored to identify which set of factors best explains case outcomes. The present study identifies the total length of foster placement (kinship and non-kinship), the length of family maintenance services, and the number of placement changes as the most important variables in determining family reunification and permanent placement (legal guardianship and adoption) outcomes for young children.  相似文献

Relatively little is known about the outcomes of assessment as an information gathering mechanism as well as a therapeutic encounter in which service users explore and share their problems. Assessment in child welfare is now a highly topical issue given the new assessment framework recently introduced to England and which is currently a matter of consultation in Wales. In contributing to a long running debate over ‘what works’ in child protection assessment and intervention, a United Kingdom national voluntary child care agency commissioned the authors to undertake a three year outcomes study of a child and family assessment service provided by their specialist referred family centre in South Wales. The paper sets out selected findings that reveal an assessment regimen which encouraged partnership, enjoyed a comparatively high level of engagement particularly from male parents/carers, and was perceived by adult users as positive. It promoted clear decision making about the placement of children. Also, children involved in these assessments appeared to be exposed to low risk of re‐abuse compared to other relevant studies. The English language term ‘permanence’ is increasingly used in high income countries as a ‘short-hand’ translation for a complex set of aims around providing stability and family membership for children who need child welfare services and out-of-home care. From a scrutiny of legislative provisions, court judgments, government documents and a public opinion survey on child placement options, the paper draws out similarities and differences in understandings of the place of ‘permanence’ within the child welfare discourse in Norway and England. The main differences are that in England the components of permanence are explicitly set out in legislation, statutory guidance and advisory documents whilst in Norway the terms ‘stability’ and ‘continuity’ are used in a more limited number of policy documents in the context of a wide array of services available for children and families. The paper then draws on these sources, and on administrative data on children in care, to tease out possible explanations for the similarities and differences identified. We hypothesise that both long-standing policies and recent changes can be explained by differences in public and political understandings of child welfare and the balance between universal services and those targeted on parents and children identified as vulnerable and in need of specialist services.  相似文献

The results of a study of the relationship between receiving crisis nursery services and the placement outcomes for young children leaving the child welfare system in Illinois are reported in this paper. The placement outcomes for children leaving foster care whose families received crisis nursery support prior to the children's placement in foster care is compared to the placement outcomes for children whose families received only foster care services. The children in two samples were identified by matching crisis nursery children's data from FY 2006 with children's data in the Illinois Child Abuse and Neglect Tracking System and Children Youth and Services Information System databases. After children served by crisis nursery and foster care services were identified, a comparison group of children with like-characteristics whose families received only foster care services was identified using propensity score matching. The children were followed until their out-of-home placement was terminated or until June 30, 2009. The placement outcomes and the length of stay were compared for the two groups. Using logistical regression analysis the results showed that children whose families received crisis nursery services prior to foster care placement were twice as likely to be reunited with their biological families (birth or extended family members) when compared to children whose families received only foster care services. The difference in the length-of-stay in foster care was not statistically significant when the two groups were compared. This preliminary study using administrative data shows that receiving crisis nursery services may have positive effects on the children's ultimate placement outcome after foster care. Additional research is needed to further explore the relationship between placement outcome and crisis nursery services.  相似文献

This paper adds to the growing body of research examining the experiences of youth aging out of the child welfare system. Through a comparison of youth aging out with two other groups of child welfare-involved youth—those whose families received child welfare services but were never placed out of home and those who were in out-of-home placement but did not age out—it presents a profile of their care careers and other system involvement (e.g., mental health, justice system). Analyses indicate that young people aging out of care have experienced significant amounts of time in out-of-home placement, a great deal of placement instability, and high levels of other system involvement. In general, their involvement is more extensive than that of the two comparison groups. However, the justice system involvement of youth who experienced out-of-home placement but did not age out is just as high as that of youth who have aged out. This finding highlights the importance of devoting resources not only to youth aging out of care but also to similarly-aged young people with prior child welfare involvement.  相似文献

The different agencies and professions that contribute towards child protection services have all recently had to begin to take account of the impact of market forces on their activities, yet detailed consideration of the consequences of this are slow to emerge. This article begins to consider these changes for child protection services. Having briefly described the child protection systems in England and Wales, it looks at the theoretical underpinning to the market forces approach which has become a significant ideological position in respect of public services in the UK and increasingly throughout the world. The article then considers the impact of a market forces approach on the organization of child protection services in relation to coordination versus fragmentation, profit versus professionalism, planning versus short-termism, and cooperation versus competition. It concludes that the argument that a market forces approach to child protection will lead to greater efficiency in relation to protecting children is a chimera. The article is thus of relevance for the different professions who contribute to child protection services in all countries where a market approach to public welfare is being suggested or implemented.  相似文献

This paper undertakes an international comparison of parent engagement in the USA and England. Research from both countries is reviewed to establish the extent to which parent engagement is achieving the benefit of an improved fit between need and services and what, if any, differences exist between the experiences of parents in the USA and England. Despite some unique differences, research from both countries identifies similar experiences among parents. Those studies indicate that parent engagement is not yet contributing to the provision of services that are more timely, appropriate, or adequate in meeting parent need. The barriers to achieving a better fit between needs and services are explored and system-wide issues that limit the effectiveness of engagement with parents are discussed. The paper presents the Munro Review of Child Protection in England as a catalyst for change in improving the child welfare system's approach to parent engagement and establishing a better fit between needs and services. Consideration of the applicability of the Munro Review findings to the USA child welfare system or replication of such a review is proposed.  相似文献

ABSTRACT

Adoption is one of the several goals for child welfare services when children cannot remain at home. Adoption does not, however, become a goal of child welfare services unless family reunification cannot occur. Further, adoption is also not always the appropriate goal when children are living with relatives available to reunify. Yet, President Clinton's Adoption 2002 initiative offers incentives for adoptions that only depend on the number of adoptions, not on their relationship to reunifications. California's adoption initiative takes a different but also oversimplified approach to setting adoption standards by basing them on the number of adoptions per adoption worker. Under these approaches, agencies that increase their reunifications and keep their adoptions constant are not rewarded and agencies that decrease their reunifications and increase their adoptions are rewarded. This can create a misunderstanding of the program as antifamily and resentment toward adoptions. Agencies' adoption rates should be rewarded only after estimating the pool of adoptable children and taking the likelihood of reunification into account. A model for estimating these factors is presented.  相似文献

Recent federal legislation strengthens children's and families' rights to family-centered practice by increasing the responsibility of child welfare agencies to identify and engage extended family members in providing care and support to children placed out of the home. Preliminary results from an experimental study of a federally funded family finding project found greater involvement of family, kin, and informal supports and a higher likelihood of reunification or relative placement compared with standard child welfare services.  相似文献

The community is conceptualized as a “risk climate” in which the traditional child welfare services such as own-home services, foster placement, adoption and institutionalization are delivered. The community generates incidence of child welfare cases through the pressure of conditions, and affects prevalence by the extent of its response. Any method of allocating scarce resources should take variations in the risk climate into account in order to put resources where the problem is. This report presents an effort to achieve such a procedure through (1) a literature review to isolate variables related to child welfare service delivery; (2) a report of zero order relationships between these variables and outcome measures; and (3) the use of a multiple regression analysis to develop predictive procedures. The process developed is put forward as an equitable way of distributing scarce resources.  相似文献

The Framework for the Assessment of Children in Need was introduced by the Department of Health (England and Wales) in 2000. Offering guidance to social workers in child and family settings, it came as a watershed in three main ways. First, it emphasized the connection between child poverty and developmental delay. Second, it advocated a systemic approach to child welfare by drawing on a number of related theories, including Bronfenbrenner's (1979) model of human development. Third, it overturned a restricted preoccupation with child abuse that had dominated much of child and family social work in the past. These developments aside, the systemic basis of the framework is problematic because it fails to explain how power operates within society. Without this understanding, social workers will not be in a position to tackle the inequalities which the framework rightly targets. This paper seeks to remedy these deficits by drawing on the critical systems theory of Jürgen Habermas.  相似文献

Children awaiting adoption through the child welfare system often have “special needs,” or characteristics that make securing an adoptive home for them challenging. A subset of these youth experiences significant psychiatric symptomatology, which may pose a problem for the stability of the adoptive placement. Clinicians and policymakers require information about precursors to mental health difficulties in order to plan effectively for the placement of these children.This study examines potential child and biological family risk factors for the presence of a DSM-IV mental health diagnosis among 368 children placed for adoption by a special needs adoption program between February 1997 and April 2005 using logistic regression within the Generalized Estimating Equations (GEE) framework. A significant proportion of the children and biological parents in our study experienced serious adversity prior to adoptive placement. Older age at adoptive placement, white race, male gender, having more than one placement, and a history of sexual abuse are significant predictors of the presence of a mental health diagnosis in the logistic regression model. Biological parent incarceration is significantly associated with the absence of a mental health diagnosis.Adoptive placement is a key transition for youth who have often experienced significant loss and trauma prior to placement. Support of the adoptive family and youth can be critical to ensuring placement stability and may be especially salient for youth with documented mental health diagnoses and corresponding behavioral problems, which put children at increased risk for placement disruption. More work is needed to understand the interplay of risk and protective factors for mental health difficulties among youth adopted from the child welfare system, including how these are affected by child welfare policies, informal procedures, and resources to produce varying outcomes for children in peril.  相似文献

Child welfare workers must process complex information in deciding to refer clients to appropriate mental health services. Decision support systems have been demonstrated in other fields to be an important tool, yet little research has been done in child welfare. This study focused on the adoption of a specific decision support system into child welfare practice. Quantitative analysis was used to demonstrate the diffusion of innovation process among a sample of state child welfare workers, while qualitative analysis was used to explain the facilitators and barriers to decision support systems adoption. Results indicate that for decision support systems to be widely adopted in child welfare practice, they should be integrated into the referral system and include workers' knowledge and experiences with referral resources. For successful adoption, decision support systems need to respect the natural logic and flow of worker interaction as well as organizational constraints.  相似文献

Despite a growing body of research on post-permanency adjustment for children adopted from public child welfare agencies, many studies lack a systematic review using a theoretical framework. To develop promising post-permanency services for adopted children with special needs and their families, the first step is to examine risk and protective factors affecting adoption or guardianship adjustment. This study systematically reviews and synthesizes current empirical studies investigating post-permanency outcomes using an ecological systems analysis, with an integration of family theories. A search of five electronic databases and relevant child welfare books identified 36 empirical studies on post-permanency adjustment. Risk factors include some individual factors such as caring for a child with special needs, raising children with a multiple placement or maltreatment history and involving parents with no parenting experience. Living in a family experiencing boundary ambiguity and lacking social support are also risk factors. Protective factors include having adoption preparation and having a child living with married parents, as well as a high level of adoption openness and the availability of formal and informal social support. Implications for child welfare practice and policy also are discussed.  相似文献
