An established body of literature shows that people engage in protest events for a number of reasons, including grievances, collective identity, increased efficacy, and emotions. However, it is unclear what happens to individuals’ motivation toward protest participation as they experience the reality of repressive policing. This study contributes to the theoretical body of knowledge of protest policing and social movements by investigating the microlevel processes that affect protest participation. Specifically, we build from the insights of previous research by examining how 102 Ferguson and Baltimore protesters with varying levels of commitment—revolutionary, intermittent, tourist—experienced repressive policing and how such tactics affected their subsequent decision to engage in future activism. Our findings suggest that those with the strongest commitment toward protest goals experienced the most repressive tactics, and yet did not seem to be deterred in their motivation to be engaged in future protests. In contrast, while repressive tactics appeared to deter the less committed individuals from street protests, they remained motivated to engage in other forms of civic engagement.  相似文献

According to the political opportunity structure (POS) framework, mobilization tends to intensify when channels of access to the authorities open, leading the protest actors to hope for success. This happened during the protest campaign aimed at the reopening of the occupied Social Centre ‘Experia’ in Catania (Italy), after the eviction by police, because unexpectedly moderate centre-left political actors supported mobilization and the centre-right local government accepted to put the issue on the institutional agenda; nevertheless the social centre was not reopened. In order to explain why the mobilization was unsuccessful, we analysed the protest campaign combining the POS framework with the approach to strategic dilemmas by James Jasper; if opportunities and restraints of the political system influence the choices and behaviours of unconventional actors, in their turn the actions and decisions made by movement activists affect the POS. In this case, the social centre activists filtered the constraints and opportunities of the local political system through their cognitive lenses and faced some dilemmas (Naughty or Nice?, Extension, Shifting goals), whose strategic choices extended or reduced these constraints and opportunities, thus affecting the opening and closure of the POS. The failure of the solution attempted by the social centre activists to keep both options of the various dilemmas, i.e. the strategy of ‘double track’, demonstrates how it is very difficult to be successful by maintaining dilemmas rather than making the strategic choices they demand, when the local institutional POS is substantially closed.  相似文献

This article examines women’s lived experiences as new activists in social movements. Taiwanese women – many of them housewives – joined the Sunflower Movement, a large-scale protest against a trade pact with China, and a related anti-nuclear movement in 2014. This study demonstrates how new women activists’ everyday political practices mutually construct the public and private spheres in the Taiwanese context. By ‘making private public’, these new activists use discourses of citizenship and maternalism to connect politics to social issues and daily life. Public participation makes these women feel empowered, and their daily actions transform politics from a set of formal, institutionalized practices to a practical fact of everyday life. This research also challenges the reproduction of a rigid private/public division in previous feminist scholarship that regards family and childcare as a separate realm that hinders women’s public participation. In a marked break from past accounts, these women don’t separate their caring responsibilities from their political actions. By focusing on new activists’ political action in and through their family and childcare, this research calls into question scholarly discussions that view maternalism primarily as a public discourse for mobilizing women or a visual strategy for collective protest. By considering the disruptive potential of all acts of mothering, this study paints a more complex and nuanced picture of women and mothers as protesters and reveals how activist women’s actions in the family and private social networks can be a central part of maternalist strategies’ radical potential.  相似文献

The use of the corporeal female body in social protest has a long and complex history, particularly in anti-gender based violence movements. From early 20th Century suffragists in international coalitions circulating images of women protesters withered by hunger strikes to the more contemporary staging of nude protest by groups like FEMEN, women’s bodies have certainly functioned as powerful symbols. But such repertoires have also been controversial within the movement, as conceptualizations, norms and security surrounding female bodies can vary so much depending on culture and socioeconomic status. This paper uses the 2011–2014 SlutWalk movement to explore the use of female bodies in mobilizations staged by actors across those differences. It investigates the varying degrees of privilege associated with the choice – or choicelessness – protestors encounter when collectively considering effective repertoires. As the discourse unfolded around Slutwalk and who had the ‘right’ or ‘privilege’ to practice nudity as a protest repertoire, it illuminated deep divisions within anti-sexual violence and feminist activism. I argue this created important opportunities for the movement to integrate analysis of structural inequalities beyond gender, particularly in attempts to improve processes of deliberation.  相似文献

The frame alignment perspective emphasizes the importance of congruence in beliefs between protest participants and protest organizers. Although frame alignment is widely used in social movement research and matters for important movement processes, it has remained largely unclear how we can explain different degrees of frame alignment among protesters. We use empirical evidence regarding organizers’ and participants’ frames, surveying 4000 protesters in twenty-nine demonstrations between 2009 and 2012 in Belgium, the Netherlands and the United Kingdom. The results show that frame alignment depends on variables that tap into protesters’ exposure to organizational and alternative messages. Participants who are recruited by staging organizations, and events organized by strong and more professionalized organizations, display higher levels of frame alignment, whereas salience of the protest issue in the political arena severely constrains frame alignment.  相似文献

Focusing on the British animal rights campaign against Huntingdon Life Sciences, this article investigates how changing judicial opportunities effectively cause the demobilization of a social movement campaign, explaining the central role of law and criminal justice in movement repression. The study identifies four forms of legal repression arising in response to the UK organization Stop Huntingdon Animal Cruelty: elite-initiated protest control, targeted criminalization, leadership decapitation and extended incapacitation. The analysis demonstrates the need to widen repression research beyond the policing of protest events, to cover how social movement activists are controlled after arrest. It concludes by arguing for the inclusion of a stage-dimension in repression research to better grasp the crucial role of private elites in the initiation of repression. The study builds on qualitative data from Britain, obtained by participant observation, trial observation and interviews, covering both protestors and their adversaries.  相似文献

This paper analyses the legitimation dynamics of the student protests in Chile 2011, explaining how the support of ‘strangers’ strengthened its position and endurance. By analysing interviews with both activists and uninvolved citizens, I describe a steady pattern whereby they express the strength and legitimacy of the movement by assessing the ‘abstraction’ of the link between protesters and their supporters. The more abstract these relations – the stranger supporters are – the most relevant and meaningful is their support. Beyond establishing the worthiness of protesters’ claims, strangers provide protesters with a mandate, fostering the movement’s cohesion and thus affecting its ability to endure through the conflict. While the literature has mostly looked at adherents as only potential (or failed) constituents, I argue that support that remains external plays a crucial role in social movements’ chances of success. This support needs, however, to avoid being framed as insufficient engagement. Further analysis shows that the distinction between protesters and strangers often requires active boundary work, allowing the movement to maximize the benefits of strangers’ support while managing its risks. The relation between these boundaries, the efficiency of different contention tactics and their adaptation is analysed here. The study argues that strangeness can involve very different, even opposed phenomena, which are often confounded, namely ‘otherness’ and ‘abstraction’. Critically drawing upon Simmel, I explain how it is ‘abstraction’ in particular that helps our understanding of the role of strangers in social movements and consider how this distinction could enrich research on the symbolic aspects of contentious politics.  相似文献

Within the social movement literature, it is mostly assumed that the reasons why people join a protest demonstration are in line with the collective action frames of the organizations staging the protest. Some recent studies suggest, however, that protesters’ motives are only partly aligned with the messages that are broadcasted by social movements. This study argues that activists’ motives are for an important part shaped by mass media coverage on the protest issue. It investigates the link between people's reasons to protest, the campaign messages of the protest organizers, and newspaper coverage prior to the demonstration. Data cover 14 anti‐austerity demonstrations in Belgium, the Netherlands, and the United Kingdom. Results show that social movements depend a lot on other political actors to gain media visibility for their messages. Furthermore, the relationship between social movement frames and protest participant motives is mediated by newspaper coverage. Protest organizers’ are able to reach demonstrators via their own communication channels to some extent, but for many of their messages, they also rely on journalists’ reporting about the protest issue.  相似文献

Public protest events are now both social media and news media events. They are deeply entangled, with news media actors – such as journalists or news organisations – directly participating in the protest by tweeting about the event using the protest hashtag; and social media actors sharing news items published online by professional news agencies. Protesters have always deployed tactics to engage the media and use news media agencies’ resources to amplify their reach, with the dual aim of mobilising new supporters and adding their voice to public, mediatised debate. When protest moves between a physical space and a virtual space, the interactions between protesters and media stop being asynchronous or post hoc and turn instantaneous. In this new media-protest ecosystem, traditional media are still relevant sources of information and legitimacy, yet this dynamic is increasingly underpinned by a hybrid interdependency between traditional news and social media sources. In this paper we focus on an anti-austerity government movement that arose in Australia in early 2014 and was mobilised as a series of social media driven, connective action protest events. We show that there is a complex symbiotic interdependency between the movement and the traditional media for recognition and amplification of initial protest events, but that over time as media interest wanes, the movements’ network becomes disconnected and momentum is lost. This suggests that the active role traditional media play in protest events is being underestimated in the current research agenda on connective action.  相似文献

The relations between everyday life and political participation are of interest for much contemporary social science. Yet studies of social movement protest still pay disproportionate attention to moments of mobilization, and to movements with clear organizational boundaries, tactics and goals. Exceptions have explored collective identity, ‘free spaces’ and prefigurative politics, but such processes are framed as important only in accounting for movements in abeyance, or in explaining movement persistence. This article focuses on the social practices taking place in and around social movement spaces, showing that political meanings, knowledge and alternative forms of social organization are continually being developed and cultivated. Social centres in Barcelona, Spain, autonomous political spaces hosting cultural and educational events, protest campaigns and alternative living arrangements, are used as empirical case studies. Daily practices of food provisioning, distributing space and dividing labour are politicized and politicizing as they unfold and develop over time and through diverse networks around social centres. Following Melucci, such latent processes set the conditions for social movements and mobilization to occur. However, they not only underpin mobilization, but are themselves politically expressive and prefigurative, with multiple layers of latency and visibility identifiable in performances of practices. The variety of political forms – adversarial, expressive, theoretical, and routinized everyday practices, allow diverse identities, materialities and meanings to overlap in movement spaces, and help explain networks of mutual support between loosely knit networks of activists and non‐activists. An approach which focuses on practices and networks rather than mobilization and collective actors, it is argued, helps show how everyday life and political protest are mutually constitutive.  相似文献

Counterframing scholars typically identify counterframes that interpretively distinguish arguments among opponents. This approach assumes that counterframing strategy centers on directly countering the claims of protesters. In my in‐depth examination of the ongoing debate between protesters and officials of the former School of the Americas, I identify a form of counterframing that agrees with and embraces the moral alternatives implicit in accusers’ claims. I bring boundary construction theory into conversation with counterframing analysis to expand understanding of how framing and counterframing strategies revolve around the competition for common, moral resources. I explain that in the movement to close the School of the Americas, protesters’ claims have served as moral boundaries against which the targeted institution has redefined its objectives and programs. I introduce the concept of “boundary negotiation” to argue that counterframing strategy and success lie in the negotiation of moral boundaries called into question by social movements. I outline defensive and offensive modes of boundary negotiation and identify boundary negotiation as a mechanism driving the link between counterframing and demobilization.  相似文献

This article examines the complex relationship between political agency, responsibility, and collective violence in connection with political protest. Contemporary Danish and Swedish left-wing activist narratives of police provocations at political protest events are analysed to clarify how provocation and its relation to the outbreak of violence are retrospectively constructed in radical milieus. Three ‘provocation plots’ are identified that, respectively, present (1) the interaction as purely a matter of attack and defence, (2) provocation as a cause of anger leading to retaliation, and (3) provocation as a trigger bringing about a redefinition of the situation that then offers an opportunity for violence. Subsequent negotiations among political activists regarding the position of moral high ground revolved around the issue of whether responding to the provocation in each of these cases meant taking or losing control of the situation. Internet discussion forums are highlighted as important arenas for debates among members of protest coalitions and in broader social movement milieus in which the interpretation of protest events and their implications for future protest tactics is negotiated. In the cases considered, storytelling after violent events was used to make sense of, and evaluate, often quite chaotic and ambiguous processes of violent confrontation, suggesting itself as a key to understanding the micro-dynamics of how social movement repertoires of action are maintained and developed.  相似文献

This article examines the use of Twitter at protests surrounding the G20 meetings held in Pittsburgh, PA in September 2009. Based on work on information communication technologies and protest, and on more recent work on Twitter usage at protests, we develop several hypotheses about the content of tweets during protests. Most significantly, we argue that Twitter is a widely available mobile social networking tool that can be used to reduce information asymmetries between protesters and police. Examining the content of 30,296 tweets over a nine-day period, we find that protesters frequently used Twitter to share information, including information about protest locations, as well as the location and actions of police, which is information that was formerly monopolized by the police. Twitter use may be creating a new dynamic in protester and police interaction toward information symmetries. We conclude by identifying implications for policing practices and for protesters.  相似文献

ABSTRACT

Social accountability is a concept that has been used much in development studies and democratic theory to study informal ways for civil society to achieve social change and hold governments accountable. Surprisingly, it has been far less used in social movement scholarship and we argue that social accountability, understood as a combination of answerability, legal claim attainment, and sanction, is a useful way to examine social movement outcomes in China. Social accountability directs the focus of research towards the target of protest and not only whether the protest resulted in policy changes or not. Based on field work in 2013–2015, this article examines four cases of social protests in the Chinese city of Hangzhou. In line with previous research we find that when citizen claims accord with government policies and protesters are well-organized, local authorities tend to accommodate the protesters’ claims. However, answerability and sanction do not always follow the same pattern. Answerability can be relatively high also when legal claims are unsuccessful. This means that cases that are commonly seen as unsuccessful protests because the legal demands were not accommodated may still result in partial social accountability. In addition to the presentation of original empirical findings, the study makes a theoretical contribution by linking the two research fields of social movement and social accountability, which will be of interest to a wider scholarly audience.  相似文献

The literature on political participation asserts that protest has increased over the last four decades, all over the world. This trend is derived from surveys asking questions about participation in various forms of protest, including demonstrations, boycotts, and unofficial strikes. The latter question made sense in the context in which it was formulated, Britain in the early 1970s, and with regard to the original methodological aim, measuring ‘protest potential’. The absence of a generic question on strikes, however, distorts our understanding of protest. Two sources of data on Britain in the 1980s and 1990s – a population survey and an event catalogue – comprehensively measure strikes. They show that strikes greatly outnumbered demonstrations and other forms of protest. Another claim in the literature, that protesters are highly educated, no longer holds once strikes are properly counted. Strikes in Britain, as in many countries, have dramatically declined since the 1980s. This decline more than offsets any increase in demonstrations and boycotts, meaning that the total volume of protest has decreased. The episode illustrates how survey questions, when replicated without scrutiny, can misconstrue social trends.  相似文献

This ‘Authors Meet Critics’ symposium focuses on two books edited by Jan Willem Duyvendak and James M. Jasper, Players and Arenas: The Interactive Dynamics of Protest and Breaking Down the State: Protestors Engaged. Both books make bold attempts to develop and apply a strategic interactionist perspective in social movement studies by focusing on the interplay of micro and macro processes and decision-making in a range of protest movements. Critical interventions from Aidan McGarry, Robert J. Davidson and Guya Accornero raise a number of questions relating to the core arguments of the books, the key findings and the conceptual advances. Duyvendak and Jasper then address these challenges by drawing attention more acutely to the role of agency in social movements and highlighting significant critiques of the current state of the art in social movement scholarship.  相似文献

Abstract

In this study we test eight hypotheses about the relative control of protesters, third parties, and elements of the situation (movement context and confrontation) over two types of protest group success: goal achievement and recognition. A path analysis indicates that two sets of protester-controlled factors decisively affect protest group success: organization and beliefs and goals. Of the two, beliefs and goals is the more significant, although bureaucracy is very important for recognition. For the most part, the impact of protester-controlled factors is not due to the reaction of third parties; however, revolutionary activism, one factor in the realm of beliefs and goals, is a notable exception. Revolutionary activism's negative association with success is largely due to suppression by third parties.  相似文献

Social media have become a relevant arena for different forms of civic engagement and activism. This article focuses on the affordances and constraints of different social media platforms as they are perceived by Italian activists. Instead of focusing on single protest movements, or on single platforms, we adopt a media ecological approach and consider a variety of environments where people can choose to express protest‐related content. Our main goal is to explore whether, and how, the affordances and constraints of different social media platforms are perceived by users, and how such perceived differences are integrated in everyday social media activities. To this end, we combined in‐depth interviews with an adapted version of the cognitive walkthrough and thinking aloud techniques. Respondents reported that they act on social media platforms according to specific representations of what each platform ‘is’, and how it works. Such perceptions affect users’ protest‐related social media practices. Although they perceive major social media platforms filtering strategies and are aware, to different extents, of their commodified nature, they report continuing to use them for activism‐related communication, often adopting an instrumental approach.  相似文献

We present a comparison of two cases of ‘parading protest’ that share roots in a long Anglo-European tradition but unfolded in very different political and social contexts. Both Orangemen in Northern Ireland and Washingtonian temperance activists in the United States made strategic and contentious use of the power of socially-approved meanings attached to parading. These different cases of parading turned to protest as elements of the ceremonial parade were appropriated by working-class groups to challenge authorities and rally others to the cause. We argue that the centrality of symbols and ritual in social movement, their polysemous character, the authority associated with them, and the social psychological processes through which they operate help explain how parades may be appropriated for both orthodox and insurgent purposes.  相似文献

It is increasingly becoming common knowledge that one of the major effects of the Single European Act 1986 will be to increase freedom of movement for some within the internal borders of the 12 European Community member States from 1993, while correspondingly restricting the influx of ‘outsiders’. What is still lacking, however, is informed research on the extent of this ‘exclusion’ and the likely impact of such exclusionist policy on the policing and movement of ‘refugees’ and migrants from South to North and East to West. It is the intention of this paper to address some of these issues. The main rationale behind these restrictionist and exclusionist policies is, on the one hand, a fear concerning floods of refugees invading the West from both the South and the East, due to either internal strife or poverty or simply economic disparity. On the other hand, a ‘tightening‐up’ of the asylum regulations and procedures is felt necessary on the official ground of ‘too many bogus applications’ being made to circumvent visa restrictions. This raises two problems in particular. Firstly, if the EC member States are becoming increasingly exclusionary, what happens to the refugee ‘flood'? Secondly, when is an ‘economic migrant’ not a refugee, or a refugee not a migrant, or even a ‘refugee’ not a suitable case for asylum? Moreover, even though it is realized at the political level that a long‐term strategy for ‘social and economic progress in the home countries represents the most important precondition to give the people in those countries a new professional and social perspective, which will encourage them to stay in their home countries’ it is nevertheless the case, unfortunately, that through Schengen and other EC inter‐governmental structures, the emphasis on control policy would seem to be dominant. Now that Hungary has joined the Council of Europe, has been a party to the 1951 (UN) Geneva Convention and the 1967 New York Protocol since March 1989, and together with Czechoslovakia and Poland has applied to join the EC, one has to wonder whether the ‘Cold War’ border between East and West is being shifted further East to become a ‘Closed ‘ border.  相似文献
