This article considers the cases for and against ‘open access’ regulation of rail and port logistics infrastructure used by ‘bulk’ mining operations, arguing that host governments should proactively impose and then enforce such regulation in almost all cases. The logistics infrastructure needed for this type of mining activity is of critical importance. The costs and potential inefficiencies involved in duplicating such infrastructure confer a significant competitive advantage on its owner in the absence of effective access regulation. In particular, where a first mover develops an ‘integrated’ project incorporating a mine and associated infrastructure, a failure to impose access regulation discourages third‐party investment in mineral exploration and development in the region serviced by the infrastructure, due to the risk of hold‐up by the first mover. An unregulated first mover can also use its infrastructure advantage to capture the state's share of resource rents from the mineral endowment of the region. Open access regulation further benefits host countries by enabling broad‐based economic development through the shared‐use of mining infrastructure with other sectors (e.g., agribusiness). The article highlights contrasting experience with access regulation in Australia: the Pilbara iron ore region has seen protracted disputes involving mining firms and policy‐makers and very few examples of third‐party access, while in the coal region of central Queensland an extensive multi‐user, multi‐purpose railway network operates independently of mining firms. The authors urge governments in sub‐Saharan Africa (in particular) not to underestimate the internal capacity and other challenges associated with developing and enforcing open access regulation of mining infrastructure in a manner that protects their national interests.  相似文献

This study uses data from a survey of female labor migrants from three Central Asian countries – Kyrgyzstan, Tajikistan, and Uzbekistan – in Moscow, Russia, to examine factors that influence these women's plans to return to their home countries. The conceptual framework considers three types of factors of migrants' attachment to the host society – economic incorporation, civil inclusion, and social connectedness – while also accounting for migrants' ties to their homelands. The results of multivariate analyses point to the importance of sector and type of employment, income, legal status, experience of ethnically motivated harassment, and social ties to adults relatives and friends in the host society in shaping return plans. In contrast, connections in the home country do not appear to influence the likelihood of having plans to return. These findings are contextualized within the political, socioeconomic, and ethnocultural reality of the post‐Soviet world and related to the cross‐national scholarship on return migration.  相似文献

Policy‐related discussion on assisting countries to make use of trade preferences tends to focus on the provision of hard infrastructure to facilitate external economies from modern‐sector exports. This is as opposed to harnessing potential knowledge spillovers. This omission is emblematic of tensions within new trade/new growth theory. Using two country case studies in Asia – Bangladesh and Cambodia – this article shows how different approaches towards making use of trade preferences have resulted in divergent industrial structures and firm‐level technological capability indicators. Less stringent rules of origin requirements may offer new opportunities for late industrialisers in sub‐Saharan Africa to tap into the modern export sector, but a more interventionist approach towards harnessing knowledge spillovers may also be necessary.  相似文献

The past two decades have seen the steady emergence of various bilateral and multilateral migration agreements between Europe and migrant‐sending countries in the global South. This article provides a critical assessment of the way the EU – and individual countries such as Spain, France and Italy – have played active roles in reshaping old and developing new strategies for keeping migration under control while opening up new opportunities for “regular” migration. It also discusses the extent to which migration agreements help migrant‐sending countries in Africa, Asia and Latin America to optimize the link between migration and development. Based on an analysis of the contents of the migration agreements and their implementation, it has become obvious that there is still a long way to go to achieve “fair multilateralism” and create “win‐win” situations between the EU and the poorer migrant‐sending countries in Africa, Asia and Latin America.  相似文献

The migration pathways in which nurses engage are increasingly heterogeneous. In this article, I contrast three types of nurse migration pathway from three country pairs – Vietnam to Germany ‘triple win’ bi‐lateral migration (direct migration); India to Canada two‐step study‐work (multistage) pathway; and ‘bus stop’ multinational migration from the Philippines to Singapore and onwards to other sites. Each pathway is not exclusive to the country pair selected; rather, this occupational and pathway specific analysis permits a comparison of the structures and processes involved – the different kinds of hierarchies that underpin mobility; the migration and border‐control infrastructure that channels mobility; and the differential incorporation of multi‐nationally mobile lives and their gendered/racialized implications. The migration trajectories analysed in this article reveal how multinational and multistage migrations are produced (through state and non‐state intermediaries and policy structures), and how they are productive of new subjectivities and imaginaries (shaped by what is possible and desirable).  相似文献

The growing diaspora in migration has prompted Western countries in recent years to examine the factors contributing to the economic integration of newcomers. If their integration is unsuccessful, it could create economic inequalities and be burdensome to the host society. The inequalities experienced by working immigrants have often been examined through cross‐sectional data describing the situation at a specific moment in time, with limited consideration of the complexity of the immigrant's settlement experience. This paper examines the economic integration of new immigrants through prospective analysis and considers multiple factors concurrently in an effort to address some of this complexity. The current study focuses on employment disparities across source regions. The analyses are taken from a ten‐year longitudinal survey describing the socio‐economic experience of 429 new immigrants settled in the Montreal metropolitan area. Over time, wage and occupational mobility increase, although it appears stagnant for different groups of respondents from specific regions such as East Asia, North Africa and the Middle East. Also, like respondents from sub‐Saharan Africa, these respondents face difficulties sustaining a position in the labour market.  相似文献

Using worldwide data from the World Values Survey (WVS) gathered in 2010–2014, we examine two distinct ways in which Islam may be associated with women's employment. We show that, within their countries, Muslim women are less likely to be employed than women of other religions. We also examine between‐country differences and find that, net of education and family statuses, the employment levels of women living in countries that are 90–100 per cent Muslim are not significantly different than those living in countries that are only 0–20 per cent Muslim. Then we test a prevailing view: that Islam discourages gender egalitarian values, and that these values – held by women themselves or people around them – explain why Muslim women are less likely to be employed than women of other religions within their own countries. Despite the rich measures of values in the WVS and a large sample, we find no evidence that values explain any of the lower employment of Muslim women, mainly because values have little or no effect on women's employment. Thus, we conclude that most of the world's gap in employment between Muslim women and other women is within‐country and is not explained by gender ideology. Future research should examine alternative hypotheses, including ethno‐religious discrimination.  相似文献

This article contributes to the understanding of the westward migration of Eastern European women, by comparing Moldovan and Ukrainian women in Italy – the most popular destination for both groups – where they are mainly employed as domestic workers and home carers. Focusing on the differences in their trajectories in this labour sector, we discuss the significance of their age at emigration and their role within their families of origin. These have an impact not only on their mobility patterns, but also on their choices of employment and general socio‐cultural integration in the host country.  相似文献

Some have argued that U.S. firms should disinvest from South Africa as a means of putting pressure on the South African government to end apartheid. This argument, however, may ignore a dynamic of change in South Africa in which U.S. firms have played and are playing a large role: South African industrial relations have undergone significant evolution since 1979, the year in which major changes were introduced in that country’s labor legislation. Partly a result of these changes, black trade union membership has increased by 800 percent since 1979. By virtue of its unique exposure to varied constituencies, the multinational subsidiary in both home and host countries can be viewed as an agent of sociopolitical change in South Africa. The return migration of skilled professionals has been suggested as a policy instrument suitable for reversing the large‐scale emigration of skilled professionals from African countries. However, there are no empirical studies showing how migrant professionals from Africa are reintegrated into the labor market after they return. This study examines the relationship between educational attainment and the likelihood of employment among native‐born African migrants returning home from abroad. The study focuses on the evidence from Uganda since this country has one of the longest histories of skilled migration in Africa. The results show that returning migrants with university degrees and vocational credentials are more likely to be employed than their nonmigrant and immigrant counterparts. However, this employment advantage was not observed among returning migrants with secondary schooling or below. Furthermore, the results show that returning migrants are generally more likely to be employed as district employment rates increase.  相似文献

It has been widely documented that unauthorized immigrants experience adverse economic incorporation in destination countries, particularly in the global North. Faced with restricted employment opportunities, many are drawn into informalizing segments of the labour market where earnings are low and unstable. Much less is known about how immigrant workers fare in the informal economy of cities of the South. Using surveys conducted in 2004, 2007 and 2015, we examine the economic outcomes of immigrant and native‐born workers who participate in the day labour markets of Tshwane, South Africa. In 2004 there were signs that foreign‐born workers enjoyed modestly better outcomes than South Africa‐born workers. In the latter periods, however, these advantages have disappeared and there are indications of a downward convergence of employment outcomes. The article concludes with a call for creating worker centres to regulate informal job markets for the benefit of workers, regardless of immigration status.  相似文献

Large investments in road infrastructure continue to be high on the agenda of many African countries, only a few of which have actually amended their investment strategy. In many cases, there seems to be a preference for a status quo that can easily be explained by political‐economy factors driving policies in the sector. After presenting data on the state of roads in sub‐Saharan Africa (length, density, condition), this article demonstrates how most countries’ transport strategies are based on certain misperceptions and recommends better prioritisation of investments, better procurement and contract management, better projects implementation and better monitoring to improve the developmental impact of recent road investments.  相似文献

A growing body of migration scholarship has highlighted the inadequacies of a single‐origin‐single‐destination model for thinking about international migration in our globalizing world. Several terms – onward, stepwise, serial, secondary, triangular, multiple, and transit migration – have been coined to describe these multiple moves within a single migratory lifetime, but the lack of consensus on the terminology to describe these migrations is indicative of the lack of theoretical clarity on this emergent phenomenon. We therefore propose to introduce a new umbrella term, ‘multinational migrations', to capture the varied movements of international migrants across more than one overseas destination with significant time spent in each country. The articles presented here bring together researchers investigating multinational migrations across a range of migrant categories and between various migration hubs. They highlight how individual imaginations, aspirations, capabilities and subjectifications interact with multinational migration infrastructures (in the domains of education, tourism, labour, and citizenship) to lead to the adoption of complex multinational migration trajectories.  相似文献

Two of the most notable trends in labour markets in Europe are the rise in the number of atypical job contracts (e.g. fixed‐term contracts and temporary work) and the increase in job turnover. The concept of “employment vulnerability” can be used to describe these trends, which weaken the employer–employee relationship. In this article, the authors measure this employment vulnerability, for individual European countries, by creating two indices – an “employer‐related vulnerability index” and a “job‐related vulnerability index” – which are then aggregated to form an overall employment vulnerability index.  相似文献

Overseas employment provides multiple socioeconomic benefits for families and communities in sending countries. But communal violence can potentially disrupt these flows, causing lasting damage to local and national economic development. Under what conditions does political violence – and particularly low‐intensity sectarian conflict – increase or decrease economic migration? This article argues that the level of militant control over local political and social institutions conditions whether individuals emigrate for work. Using statistical analysis of Pakistani data on overseas employment and political violence, it finds that attacks by transnational/Islamist militants on local political institutions substantially reduce economic migration. Attacks against non‐political targets have no significant effect, further emphasizing the importance of these bodies.  相似文献

The impact of disability on the living conditions of people living in specifically resource‐poor areas in South Africa has not previously been addressed. This paper presents a comparison of people with a disability and their non‐disabled peers with respect to some key poverty indicators among a sample of Xhosa speaking individuals in resource‐poor areas of Eastern and Western Cape Provinces. A questionnaire on the level of living conditions (household composition and socio‐economic characteristics) and a detailed disability questionnaire that captured more specific details of the disability experience of the individual with a disability were adapted to the South African context and utilised. Despite the improved situation of households with a disabled family member in terms of financial resources (due primarily to the allocation of disability grants), other measures of poverty (education and employment) remain divisive for those with disabilities.  相似文献

The impact of migration on the labor markets of host countries has fueled research and policy debates. While the impact of migration on the employment opportunities and wages of natives has come under extensive focus, another dimension of labor market impact of migration apparent in the case of Greece, the relations under which work is performed, has attracted less attention. The prevalence of family‐based forms of production and the relatively limited extent of waged employment have log made Greece an outlier with respect to European employment structures. However, much of the work previously carried out within the framework of the family is now undertaken by migrants for wages. This substitution of unpaid family labor by migrant wage‐labor is contributing to the convergence of Greek employment structures with those of other countries of the European Union.  相似文献

A major international effort—the Organisation for Economic Co‐operation and Development Base Erosion and Profit Shifting initiative—aims to reduce the extent of misalignment between the profits of multinational groups, and the location of their real economic activity. This article uses survey data on the international operations of US‐headquartered multinational groups to show major misalignments of profit. A small number of “profit‐haven” jurisdictions are seen to have captured a disproportionate share of total profits, resulting in serious disadvantages for most countries, regardless of income level.  相似文献

This article explores the roles of population, average earnings and employment rates in the sending and host countries on international migration. Using a model designed by Schultz (1982) for rural‐urban migration, it also tests the validity of two hypotheses, namely, 1) the Harris‐Todaro expected earnings hypothesis and 2) the symmetry hypothesis of effects of sending and host area variables on migration. The empirical analysis examines international migration from the Philippines to 26 non‐Middle Eastern countries in the period 1981–1995. It uses fixed effects panel data regression method to determine the impact of the economic variables in the sending and host countries. Finally, it looks into the influence of economic transformations in the Philippines and the host countries, as well as the relaxation of migration policies by the host countries on the actual migration of Filipinos in the period 1987–1995.  相似文献
