Abstract

The United Nations Millennium Development Goals (MDGs), eight time-bound targets aiming, amongst other issues, to reduce extreme poverty, address school enrollment and the prevalence of HIV/AIDS, expire in September 2015. World leaders, civil society organisations, philanthropists, and the private sector are all frantically negotiating and consulting over what will follow them. This special forum in Globalizations is dedicated to questions which explore the politics of the MDGs, and the subsequent discussions which are framing their successor development framework, the Sustainable Development Goals. Most research into the MDGs tends to be technocratic, addressing issues of how we might achieve the goals better, faster, and more efficiently. Questions of what kinds of societies might be created by the achievement of the goals, and what alternative societies people living in poverty might wish to build for themselves tend to get left aside, as do questions which address the fundamentally capitalocentric logics which underpin the MDGs. This special forum introduction briefly explores some of these issues before introducing the contributors, who include leading scholars on the critical politics and international political economy of international development, such as Suzan Ilcan, Philip McMichael, Kathleen Sexsmith, Carl Death, Japhy Wilson, Anita Lacey, Maia Green, and Heloise Weber.  相似文献

The current global financial and economic crisis has severely impaired social and economic progress throughout the world. Does this mean the end of the Millennium Development Goals (MDGs)? This article addresses this question, considering selected theoretical and strategic issues, including new and incremental approaches, the role of governmental leadership and operational integrity and the underlying question of appropriate development paradigms. It concludes that scaling‐up of current MDG efforts is imperative, as is the adoption of new and incremental approaches.  相似文献

Abstract

This article is a critical inquiry into particular methodological means underlying analyses of development, inequalities, and poverty in the context of the Millennium Development Goals (MDGs) discourse. A populist approach to poverty reduction, the MDG initiative has gained much exposure at the expense of a closer scrutiny of the specific methodological premises (and their implications) underlining the development frameworks through which the goals were to be realized. A critical examination of premises of this kind demonstrates the way in which the application of specific methods in analyses of development and poverty is carefully crafted to serve discernible ideological ends. In order to explicate this by way of an example, I draw on MDG1 (and target 2 with reference to hunger), which I discuss in relation to its integration with the overarching development objective of realizing economic growth. My aim is to demonstrate how dominant explanations and understandings of poverty and hunger, social struggles for fundamental entitlements, and ultimately ‘development’, are construed in ways that are premised on abstractions from actual social and political relations; they are framed as ‘independent variables’ external to the very policies and strategies of international development. The critical engagement offered in my analysis is timely, given the extent to which the MDG initiative and the post-2015 Sustainable Development Goals agenda have been presented without any attempt to answer to decades (and more) of critical arguments that offer more rigorous and sustained understandings of inequalities, including deprivations of basic life sustaining needs and fundamental entitlements.  相似文献

This article explores a series of events in the global discourse on development and governance: the emergence of ‘the poor’ as a class of identifiable individuals rather than an abstract category; the preference for targeted development interventions; the organisation of beneficiaries into groups which are then used as sites for application of ‘governmentality’; and the Millennium Development Goals, which have necessitated national and local poverty lines corresponding to the global poverty line. One implication is that those below the poverty line may constitute a particular type of citizens: more subject to attempts to reform their rationality and conduct, and less the autonomous individuals that are presupposed by liberal democracy.  相似文献

This article presents a proposal for assessing the progress of least developed countries towards the achievement of the Millennium Development Goals over the period 2000–2015. Composite indices are built to perform spatial and temporal benchmarking relying on the P2 Distance method. The results are contrasted with other indices developed under a multi-criterion approach with a double reference point. The main findings are that all the countries have improved their situation and country disparities have been reduced. Cambodia and Ethiopia have registered the best trends and South Sudan and Timor-Leste show the worse performance. Considering the position in the 2015 ranking, Rwanda and Bhutan performed the best, while Somalia and Chad rank in the last position. Having now reached the end of the Millennium Development Goals period, the gap with respect to the world average indicates that much work remains to be done in the 2030 Agenda for Sustainable Development.  相似文献

ABSTRACT

In September 2000, participants in the United Nations Millennium Summit made a commitment to alleviating global poverty and inequality through the Millennium Development goals. This historical pledge has raised public and academic awareness of the issue of global poverty. In light of this interest, this literature review seeks to clarify the issues surrounding global poverty by focusing on the developed world and the developing world. Given the substantial amount of interdisciplinary research on global poverty, it can be organized into at least four areas: poverty definitions, units of measurement, theories concerning resources, and findings on effective interventions. It is clear that context influences these four areas and the resulting theories relate to: (1) inclusion, exclusion, and access; (2) individual rights and responsibilities versus community focus; (3) human capital theories, structural poverty, and resource inequality; and (4) theories of welfare versus theories of development. This analysis of these four theoretical domains concludes with a conceptual framework for understanding of global poverty and the influence of the social environment on human behavior.  相似文献

Owing to concerns among low‐income countries that the new debt sustainability framework of the Bretton Woods institutions may lock them into a so‐called ‘low debt‐low growth’ scenario, the United Nations has called for a more MDG‐consistent debt‐sustainability concept. This article shows that there is a robust relationship between achieving the Millennium Development Goals and having a higher capacity to carry debt. It then discusses options for modifying the current debt‐sustainability framework, and suggests that including progress made in achieving the MDGs in determining borrowing limits would be a first step towards adopting such a concept.  相似文献

During the year 2005 many organizations took part in Poverty Zero, a campaign that aims to reach the United Nation’s Millennium Development Goals for 2015. Based on participant observation and open ended interviews, this paper describes the origins, development, and evaluation of Poverty Zero in Andalusia (Spain). It examines, by means of ethnography, how DNGOs (Development Nongovernmental Organizations) create social movement networks, and explores the limits and possibilities of their advocacy activities. The paper concludes that DNGOs tend to generate centralized social movements with reduced questioning of the global system. Nevertheless, as shown in the case of the Andalusian Alliance against Poverty, the more decentralized a movement, the deeper its transformational potential.

The United Nations expressed an interest in reducing subnational (i.e., province and state level) inequality. We propose using a spatial decomposition of the Gini coefficient (SDGC) to track changes in subnational inequality. Typically, agencies do not track summary measures of subnational clustering of development indicators. Tracking changes in the SDGC can help measure and reduce regional inequality. To illustrate the use of the SDGC, we first present data for 93 nations to obtain cross‐sectional variation. Next, to illustrate how the SDGC trends over time, changes in the Human Development Index in Mongolia are compared to Russia and China. The SDGC can show improvement, decline and persistent clustering of subnational level inequality. The SDGC is a useful measure for the United Nations' Sustainable Development Goals.  相似文献

Even though the millennium development goals (MDGs) tackle the main economic and social problems in developing countries, nutrition is not addressed adequately despite its important role in achieving the MDGs. It is therefore crucial to mainstream nutrition by strengthening public-private partnerships, increased political and technical capacity and by achieving food security. The paper aims to discuss how strong partnerships bringing public and private efforts together are important to the success of increasing nutritional programs by providing a redesign and marketing of products and services, other services, and funding. The report explores the need to assess the setting of pertinent nutritional policies and to increase technical capacity. The study found that the relation between agriculture and nutrition is a key component for achieving food safety in order to mainstream nutrition into the MDGs. The three main topics considered in this analysis are biotechnology, food trade policies, and bioenergy products as they have a strong impact on prices. The accountability movement in public policy hails a new programme for US foreign assistance – the Millennium Challenge Account established in 2004 with the aim of ‘picking winners’ for grants among developing countries based on their demonstrated quality of governance. This article uses the MCA's own rating system to dispute its claim to know in advance which countries are best positioned to meet major development goals. High governance scores alone bear little or no relationship to growth in national income or decline in poverty. Attempting to measure public‐policy performance limits the range of choice available to policy‐makers, and may inadvertently limit true performance.  相似文献

The Sustainable Development Goals (SDGs) herald a new phase for international development. This article presents the results of a consultative exercise to collaboratively identify 100 research questions of critical importance for the post‐2015 international development agenda. The final shortlist is grouped into nine thematic areas and was selected by 21 representatives of international and non‐governmental organisations and consultancies, and 14 academics with diverse disciplinary expertise from an initial pool of 704 questions submitted by 110 organisations based in 34 countries. The shortlist includes questions addressing long‐standing problems, new challenges and broader issues related to development policies, practices and institutions. Collectively, these questions are relevant for future development‐related research priorities of governmental and non‐governmental organisations worldwide and could act as focal points for transdisciplinary research collaborations.  相似文献

ABSTRACT

This special issue of the International Journal of Sexual Health is devoted to the issues of the United Nations Millennium Development Goals and the effort by the World Association for Sexual Health to argue that the promotion of sexual health is an essential strategy for attaining those goals. Recently, the World Association for Sexual Health has published Sexual Health for the Millennium: A Declaration and Technical Document (2008). This special issue of the IJSH contains the background papers which served as a foundation for the development of the declaration and technical document. These articles argue that sexuality is a fundamental aspect of being human, that human development must be premised on the promotion of sexual health and is a basic human right for all citizens. Public policies designed to promote human development must make the promotion of sexual health an essential strategy. This special issue is designed to stimulate more interest in the Sexual Health for the Millennium: A Declaration and Technical Document, encourage further analysis and research which will support the statements in the declaration, provoke more advocacy for sexual health, and, most importantly, to stimulate sound and effective public policies to create a sexually healthier world.  相似文献

Critical discourse analysis (CDA) is employed to analyze discourses of knowledge and the knowledge society in the Sustainable Development Goals (SDGs). Discourse analysis is a collective name for a number of scientific methodologies for analyzing semiosis, namely how meaning is created and communicated though written, vocal or sign language. Employing a genealogical approach which locates discourses in the field of prior discourses, two prior discourses of the knowledge society are identified in the key document of the SDGs. The concepts knowledge and knowledge society are found to have a marginal position within the main policy document “Transforming our world,” adopted by the United Nations in September 2015. The techno‐scientific‐economic discourse is found to be dominant at the level of implementation and of goals, while there is some evidence of the pluralist‐participatory discourse at the level of vision and strategy. Analysis of some of the policy advice provided by international organizations and civil society indicates that more pluralist‐participatory discourses on knowledge were represented when the SDGs were being formulated. Developed countries and the corporate sector were very influential in determining the final text and were probably instrumental in excluding more transformational discourses and maintaining the status quo.  相似文献

This study reviews the post‐2005 national development strategies of 50 countries from diverse income groups, geographical locations, human development tiers and official development assistance (ODA) levels to assess Millennium Development Goal (MDG) absorption into development planning. Reviewing Poverty Reduction Strategy Papers (PRSPs) and non‐PRSP national strategies, the majority of the development plans have either adopted the MDGs as planning tools or ‘localized’ them in a meaningful way, using diverse adaptation strategies. A high correlation is detected between the income group, PRSP status and ODA reliance of countries, and their propensity to incorporate MDGs in their planning instruments. However, MDG alignment is not coterminous with greater pro‐poor or MDG‐oriented policies. Countries that have not integrated MDGs into their national plans were as likely to allocate government funds to social sectors as MDG aligners.  相似文献

This paper undertakes a comparative analysis of the land policies of Cameroon and Sierra Leone and arrives at the following conclusions: 1] the land policies of the two countries embody the politico-administrative philosophies of their erstwhile colonial master nations; 2] despite their marked differences, the policies share some features in common; and 3] land policies are critical in efforts to achieve the millennium development goals (MDGs). The analysis further shows that: 1] the land policy of Sierra appears better positioned than Cameroon’s to guarantee access to land for all as well as ensure environmental sustainability; and 2] Cameroon’s land policy appears to outperform Sierra Leone’s with respect to fulfilling the preconditions for eradicating extreme poverty and hunger by ensuring land tenure security, maintaining uniform land laws, and facilitating land markets.  相似文献

The article focuses on the contribution of the European Union (EU) in promoting sustainable development through the involvement of civil society in partner countries. More specifically, it analyses the main features and outcomes of the projects implemented by civil society organizations (CSOs) in Kyrgyzstan under the EU thematic programme Non‐State Actors and Local Authorities in Development (NSA/LA). Despite its importance—this is the only EU programme providing direct support to non‐state actors and local authorities engaged in poverty reduction—to date, there has been very little research on the functioning of this instrument on the ground. This article seeks to fill this gap in the literature by examining the EU’s contribution to sustainable development through a case study on Kyrgyzstan. The study is based on primary data: 10 semi‐structured interviews conducted with the EU‐funded organizations implementing the NSA/LA programme. The NSA/LA projects were analysed by considering two major fields of engagement of non‐state actors in the development process: as service providers and as advocates (Banks & Hulme, 2012). Overall, the organizations awarded EU support were not only focused on fulfilling short‐term needs but also sought to introduce new ways of dealing with poverty and inequality, positioning themselves between the “Big‐D” and the “little‐d” approaches to development (Bebbington, Hickey, & Mitlin, 2008). Nonetheless, the EU‐funded projects were too limited and fragmented to be able to sustain long‐term structural change. Therefore, the EU should place new emphasis on creating synergies between new and old structures at the grassroots level and establishing mechanisms and bodies that could merge and co‐ordinate their efforts. In addition, the calls for proposals could highlight the need to share the lessons learnt by “obliging” the beneficiaries to act as multipliers and to pass on their positive experience to neighbouring communities. Finally, the EU could stimulate the funded organizations to experiment with innovative mechanisms of involvement in the policy‐making process, by making this aspect a mandatory requirement of the projects implemented with its support.  相似文献

Growing interest in incorporating spirituality into curriculum content exists. Little consideration, however, has occurred regarding the purpose or goals of this content. Building upon the profession's ethical mandates, this paper develops two intertwined objectives that should inform content: understanding spiritual diversity and the discrimination subordinate faiths encounter in the dominant mainstream culture. Theories are reviewed and empirical data are cited that provide a context for understanding, and illustrate the need to address, the issues of spiritual diversity and discrimination. In effect, this material is based upon the same widely used template that informs social work content in other areas of diversity—namely that a difference in worldviews in conjunction with a power differential fosters bias toward subordinate worldviews. It is suggested that the profession's ethics require the adoption of the same basic template in the area of spiritual diversity as is used in other areas of diversity.  相似文献
