Abstract

The rise of ‘new powers’ in international politics has been frequently associated with a re-emergence of traditional notions of sovereignty as a backlash against the weakening of nation-state sovereignty related to globalization. We argue that the coexistence of these trends has led to new forms of ‘soft sovereignty’. Soft sovereignty means that rising powers both gain and lose authority: From above, their freedom from interference within the international state system is strengthened due to their new status and influence. At the same time, rising powers’ governments are losing authority due to the rise of a multiplicity of sub and transnational actors from below. We apply the concept of soft sovereignty to the analysis of foreign policy-making in India as a least-likely case of a weakening of sovereignty from within a sovereignty-oriented rising power. The analysis of India's relations with Bangladesh and Sri Lanka reveals the huge impact that subnational governments have had on India's policies towards its South Asian neighbours over the past years. The dynamics observed in the case of India reflect many of the traits of current globalization processes, from regionalization to identity politics to the multiplication of actors in the conduct of foreign politics.  相似文献

ABSTRACT

The global environmental crisis requires a grasp of how human society interacts with nature, but also, simultaneously, how the world is divided into multiple societies. International Relations has a weak grasp of nature treating it as external to the international – an ‘environment’ to be managed – while environmentalism has a planetary epistemology that occludes the significance of the international. How to break this impasse? While neither Geopolitics nor ‘new materialism’ capture the complex conjuncture of socio-natural and inter-societal dynamics, I argue that Justin Rosenberg’s theorization of the international as ‘the consequences of societal multiplicity’ provides a theoretical opening. If a materialist notion of societal is adopted, ‘societal multiplicity’ allows human-natural and international dynamics to be grasped together. Thus, climate change is not a problem arising exogenously to the international, but something emerging through international dynamics, reciprocally affecting the units, structure and processes of the international system itself.  相似文献

ABSTRACT

Justin Rosenberg’s proposal of ‘multiplicity’ as a new grounding concept for IR aims at liberating the international from the perceived constraints of its dominant framing by Realism. Viewed from within the singular political entity, the international can only appear as absence and negativity, traditionally thematised in IR as ‘anarchy’. Recasting it instead as ‘multiplicity’, through a move from politics to sociology, is intended to change the understanding of the international from negative to positive: from conflict, tragedy and repetition to interaction, combination and development. This move, however, does not succeed in grasping the negativity of the international, and so as a result it remains within the limits that Realism enunciates: multiplicity complements anarchy sociologically rather than transcending it theoretically. A new concept of the international would result not from rejecting the negative in favour of the positive but from recognizing them as dialectically contained within each other.  相似文献

ABSTRACT

Politics was long overlooked in analyses of architecture. International politics still is. Yet one of the sub-fields of International Relations seemingly best equipped to address this oversight, ‘International Political Sociology’ (IPS), is at a crossroads with leading scholars bemoaning the dominance of Sociology over the political and the international. They concur on the need revive the political, but some advocate abandoning the international. Instead, I argue that IPS scholars should embrace the international and suggest a particular way to do so via Rosenberg’s concept of Multiplicity. This transforms the international from the object of analysis into an analytical and heuristic lens through which to examine the constitutive effects on, (e.g.) architecture, of (international) societal co-existence, interaction, combination, difference, and dialectical change. Using examples from the late Habsburg period to the present, I sketch an international politics of ‘Czech’ architecture and show the value of ‘the international’ in and beyond IPS.  相似文献

ABSTRACT

If globalization is conceived as an outcome of negotiations between places and relational processes, how do researchers capture such amorphous complexity? Drawing upon the framework of assemblage theory this paper unpicks the plethora of processes and practices encompassed within the problematic term ‘globalization’. Focusing on the ‘banal’ object of a can of Fanta, we demonstrate how this exists in an assemblage which maintains coherence across space (i.e. is universally recognizable) yet is spatially differentiated in its components. Shedding light on how these processes coalesce in place we argue for the acknowledgement of the ‘ubiquitous’ in making place and the importance of difference in underpinning the ‘global’.  相似文献

This article aims at exploring a long‐term historical perspective on which contemporary globalization can be more meaningfully situated. A central problem with established approaches to globalization is that they are even more presentist than the literature on modernization was. Presentism not only means the ignoring of history, but also the unreflective application to history of concepts taken from the study of the modern world. In contrast, it is argued that contemporary globalization is not a unique development, but rather is a concrete case of a historical type. Taking as its point of departure the spirit, rather than the word, of Max Weber, this article extends the scope of sociological investigation into archaeological evidence. Having a genealogical design and introducing the concept of ‘liminality’, the article approaches the modern process of globalization through reconstructing the internal dynamics of another type of historical change called ‘social flourishing’. Taking up the Weberian approach continued by Eisenstadt in his writings on ‘axial age’, it moves away from situations of crisis as reference point, shifting attention to periods of revival by introducing the term ‘epiphany’. Through the case of early Mesopotamia, it shows how social flourishing can be transmogrified into globalizing growth, gaining a new perspective concerning the kind of ‘animating spirit’ that might have driven the shift from Renaissance to Reformation, the rise of modern colonialism, or contemporary globalization. More generally, it will retrieve the long‐term historical background of the axial age and demonstrate the usefulness and importance of archaeological evidence for sociology.  相似文献

Abstract

This article explores the cross-cutting forces shaping the emergence of consumerism in contemporary China through a detailed study of the craze for the Transformer range of toys among Chinese children in 1989, drawing on original fieldwork and translations from Chinese sources. It argues that rather than viewing the craze as evidence of an accelerating trend towards ‘cultural imperialism’ and Americanization, it should be understood as the product of a complex interplay between three cultural formations: the long-standing and still active legacy of Confucianism; past and present experiences of ‘actually existing’ Communism, and the emerging potentials of the new market oriented economy. The detailed evidence collected for this study suggests that ‘cultural globalization’ is a highly uneven process that must be investigated with proper regard to the specific historical and social dynamics of particular situations.  相似文献

ABSTRACT

The international architecture of peacebuilding and statebuilding, with the United Nations’ efforts central among them, is currently responding to a shift from ‘analogue’ to ‘digital’ approaches in international relations. This is affecting intervention, peacebuilding and development. This article analyses the potential that these new digital forms of international relations offer for the reform of peacebuilding – namely, the enhancement of critical agency across networks and scales, the expansion of claims for rights and the mitigation of obstacles posed by sovereignty, locality and territoriality. The article also addresses the parallel limitations of digital technologies, as well as the risk of co-optation by historical and analogue power structures, existing modi operandi and agendas of the United Nations, and other international actors. We conclude that though aspects of emerging digital approaches to peacebuilding are promising, they cannot yet bypass or resolve older, analogue conflict dynamics revolving around the state, territorialism, and state formation.  相似文献

Abstract

In view of the broad scope of literature on globalization, this paper provides a synoptic reading of some of the globalization literatures, organized as ‘discourses’. The analysis of the discourses on globalization is confined to three overlapping discourses, namely, regional, ideological and economic discourses. Specific references and examples of local uptake of globalization will be drawn from Singapore and the wider Asia pacific region, as Beck (2002) has reminded us that we cannot even think about globalization or discuss it effectively without the reference to specific locations and places. Hence the subtitle of this paper, ‘A View from the East’, is deliberate to signal the often forgotten fact that Singapore, as well as the wider Asia Pacific region, is ‘part of the “global” sphere that the West has dispersed itself into’.  相似文献

Abstract

Feminist studies of political economy have long pointed to the multifaceted ways in which global transformations are constituted by deeply gendered economic practices at the everyday level. Nonetheless, the increased analytical focus on the everyday within the study of international political economy (IPE) frequently fails to connect with feminist theories and gendered approaches. In this introductory essay, we argue that any discussion of a ‘turn’ towards the everyday in IPE must acknowledge the role of feminist contributions that predate, and indeed make possible, this shift in IPE scholarship's analytical gaze towards the everyday. We map out what might be understood as feminist political economies of the everyday—highlighting the points of connection between feminist scholarship on the everyday, as well as the ways in which feminist scholars engage with the notion of an everyday political economy in quite distinct and diverse ways—a diversity that reflects the methodological and theoretical pluralism of feminist political economy scholarship as well as the ever broadening geographical scope of feminist research.  相似文献

ABSTRACT

According to different media and analysts, globalization could be in a phase of ‘slowbalization’, de-globalization or even secular stagnation. After surveying academic proposals for defining, classifying and measuring globalization, by means of the Elcano Global Presence Index, this paper explores to what extent globalization has stagnated and/or whether it has changed its nature. Our results show that globalization has slowed down, but not retrenched. However, economic globalization has lost traction (something that probably explains the general perception on de-globalization) while soft projection has become the main driver of globalization.  相似文献

ABSTRACT

The Saudi state is conventionally characterized as a neo-patrimonial rentier state that emerged out of a combination of traditional domestic social structures and oil wealth. However, the conceptualization of the rentier state as endogenously generated based on ‘traditional’ society is an example of Eurocentric institutionalism. In this article, I draw on literature that has sought to ‘internationalise’ the East Asian developmental state concept to show that Saudi rentier state formation has historically always been ‘international’. Thus, while Crown Prince Muhammad bin Salman claims that his current economic reforms are opening up Saudi Arabia’s rentier economy to globalization, the restructuring of the rentier state is only the latest episode in this process, which was shaped by the colonial era in the Gulf and the transformation of an American-dominated global economy since World War II. The ‘internationalisation’ of the rentier state concept thereby also holds wider lessons for other neo-Weberian statist concepts such as failed or weak states.  相似文献

Abstract

Current global climate change negotiations face some contradictions that are not always addressed as they are considered politically incorrect. These include, first, the decoupling of commitments for planetary environmental policies with the actual national strategies. A relevant example is the Bolivian administration, which presents a strong rhetoric for biospheric Mother Earth Rights, but its national development strategies generate more environmental impacts and weaken enforcement at the local level. Second, the core ideas and beliefs that explain development varieties that generate climate change are deeply rooted, so changes in political ideologies, either from traditional ‘left’ or ‘right’, do not determine policies to effectively overcome climate change. Third, accumulation of scientific information is not enough to promote the necessary changes, because these deep roots conditioned perceived and acceptable alternatives. Fourth, this lead to tensions among the pursuit of economic financial globalization, the sovereignty of the nations-states, democracy, and the basement of global environmental conservation. This is a quadrilemma, because if one or two of these objectives are pursued, at least one other is violated. Nevertheless, international negotiations rest on wishful thinking that this is possible. Uncovering these contradictions is politically incorrect for many realms.  相似文献

Abstract

The origins of ‘alternative comedy’ are difficult to pinpoint, though it coincided with the rise of Thatcher as Prime Minister in 1979 – that year saw the appearance of something called ‘alternative cabaret’, a term usually associated with Tony Allen, who combined activism and comedy. The acts this article will focus on are those which took a critical approach to comedy and/or politics – ‘alternative’ comedy (or altcom), therefore, as seeming to promise change through critical awareness. This paper will discuss parody as a means of critical (dis)engagement and transformation, in relation to context, and to influences such as punk. Altcom demonstrates an apparent eschewal of approaches which rely on irony and ambiguity, in favour of more ‘direct’ political engagement. It will be argued however that such ‘direct’ approach does not cancel out critical distance, but rather seeks alternative routes to establish it – namely comic and parodic overstatement, and the problematisation of ‘trust’. This entails the key questions of whether parody may take up critical distance without irony, as well as of the political implications of an approach which seeks to eliminate ambiguity. This more ‘direct’ approach however still depends on a balance of engagement and disengagement, requiring distancing from pre-established codes.  相似文献

Abstract

This paper discusses the measurement of globalization with a view to advancing the construction of globalization indices. It critically analyzes the types of indices that can contribute to knowledge and policy on globalization. Three issues are particularly highlighted: (a) the focus of measurement (i.e. on activities or policies); (b) the dimensions of measurement (i.e. cultural, ecological, economic, political, and/or social); and (c) the units of measurement (i.e. local, national, regional, and/or global). This paper argues that a workable forward strategy should not seek to identify the single best composite globalization index, but rather should work in an interdisciplinary mode towards a set of complementary globalization indices. These quantitative analyses can then be productively blended with qualitative approaches in a fuller assessment of globalization's extent and impact.  相似文献

Abstract

This paper uses Freirean theory and field studies of counter-globalist campaigns to add greater lucidity and normative deliberateness to our understanding of resistance to neo-liberal globalism. A difficult tension exists between complete submersion in movement struggles, versus a mythical position of objective analytic detachment. We sketch out the basis for a productive dialogue between these two competing pulls of political engagement and analytic objectivity. To do this, we draw from the writings of Paulo Freire, a Brazilian thinker famous for his theories of popular education. Freire's writings have not seriously entered academic studies of globalization, even though activists in the ‘globalization-from-below’ camp frequently draw on his words for inspiration. We seek to remedy this omission, and construct a dialogue between Freire and social movement struggles on four dualisms centred on epistemology, normativity, methodology and strategy. In each dualism, we outline how Freirean concepts can help redefine these binaries as productive tensions to be developed, rather than conflicts to be suppressed. These insights are not intended as a theoretical injunctive delivered from upon high, but are used in dialogue with examples from global justice campaigns in order to clarify what is already taking place on the ground. Identifying Freirean priorities can also encourage openings for more emancipatory approaches to critical globalization scholarship. While academics cannot engineer resistance to neo-liberal globalism from the top down, they can contribute their research energy and resources, becoming more actively engaged in the process of envisaging alternatives.  相似文献

In his essay, ‘It is imperative to reconstruct the Internationale of workers and peoples’, Samir Amin (2018) suggested that in order to ‘deconstruct the extreme centralization of wealth and the power that is associated with the system’, we should seriously study ‘the experience of the worker Internationales […], even if they belong to the past. This should be done, not in order to “choose” a model among them, but to invent the most suitable form for contemporary conditions’. In this paper, I will follow Amin's suggestion and provide a brief examination of the past experiences of first Internationales in the nineteenth century, and conditions that produced them, with an eye to the present moment. By comparing the political climate of the early twenty-first century to analogous comparable periods in world history, I will argue that today we need two distinct forms of global political organizations. First one should serve as a horizontal ‘movement of movements’ that reflects the spontaneous and creative energy of mass movements from below; the second one should serve as a hierarchically organized international party which points out, brings to front and represents the global and long-term interests of the movements against their local/short-term interests.  相似文献

Abstract

In the recent years, R.W. Cox has distanced himself from some genealogical connections made by his followers in regard to what he meant in his famous 1981 article. Was he mischaracterized, framed? This paper focuses on how Cox has been ‘framed’, a concept elaborated and used across social sciences in different contexts. Here, it is used to look at different mechanisms by which ideas, such as those of Cox, can be connected, ‘framed’ to other ideas, not only to advance knowledge but to strengthen individual careers, to strengthen and construct approaches and disciplines. Framing highlights and creates a space but also constrains and obscures. Cox deserves to be seen outside any frames other than the one he creates for himself, one which is changing and developing as does the real world, not captive to any approach, paradigm, discipline, or any other frame.  相似文献

Drawing on the work of Rein and Schon (1993. “Reframing Policy Discourse.” In The Argumentative Turn in Policy Analysis and Planning, edited by F. Fischer, and J. Forester, 145–166. London: UCL Press., 1996. “Frame-Critical Policy Analysis and Frame-Reflective Policy Practice.” Knowledge and Policy: the International Journal of Knowledge Transfer and Utilization 9 (1): 85–104), we explore the ways in which ‘young people’, ‘vulnerability’, ‘risk’, ‘prevention’ and ‘prevention practice’ were defined and framed by practitioners engaged in the design, delivery and commissioning of drug prevention interventions for young people in contact with the criminal justice system. We argue that practitioners describe their work in terms of both a preventative frame – based on a ‘deficit’ model – and a transformative praxis frame, more in line with an increasing shift towards ‘positive youth justice’ where practitioners aspire to actively involve the young person in a process of change. The implications of those, often competing, frames are discussed in relation to the development of prevention approaches and the challenges in designing drugs prevention for this group of young people. The paper is based on interviews and focus groups with thirty-one practitioners in England and is part of the EU funded EPPIC project (Exchanging Prevention Practices on Polydrug Use among Youth in Criminal Justice Systems 2017–2020).  相似文献
