This article examines the formation of a cross‐movement coalition between elements of the labor and environmental movements in New Jersey. We explain the successful formation and initial political campaign of the New Jersey Work Environment Council with an expansion of the theoretical perspective of frame analysis. We propose a model of a coalition collective action frame that offers several important insights into the active role coalition actors play in the construction of a common frame uniting union and environmental activists. Using qualitative data gathered from interviews, observations, and document analyses of two major campaigns, we argue that the coalition frame allowed new political opportunities to be created, leading to the establishment of the most sweeping right‐to‐know laws in the United States. We conclude the discussion of coalition framing by examining political constraints on the framing possibilities of coalitions, specifically by exploring how the discursive shift from the right to know to the right to act failed to expand the influence of the cross‐movement coalition as originally expected by its members.  相似文献

This article examines how coalition frames develop and what happens to that frame after the formal coalition ends. To that end, I analyze the frame shift around the 2004 March for Women's Lives (March). The March initially focused on established ideas of reproductive rights around which the four national mainstream co‐sponsors previously organized. However, after a newer reproductive justice organization joined the coalition, material and organizing reflected a shift in framing to reproductive justice. How did this change happen? What are the impacts of this event for the women's movement? Through document analysis and interviews, I trace the negotiations that facilitated this framing shift. I argue that this new coalition frame translated into positive lasting changes in organizing for women's reproductive health even as the coalition dissolved and some of the tensions within the larger women's movement remain.  相似文献

This article examines influence-building tactics used in the political discourses of religious groups born from social movements. It applies Hofrenning's (1995) 3 strategies (symbolic, language, and coalition building) to an organizational publication. The work traces the Christian Coalition stances on issues of separation of church and state between 1992 and 1996 by content analyzing Christian American, the group's official publication. This study concludes that this organization of religious conservatives used varying issue emphases, contexts, and alliances to mobilize followers. It gravitated toward a political rather than religious agenda and moved toward a more secularly delivered message over time. This article also indicates that groups rooted in social movements may be able to take places within the political superstructure relatively quickly and that Hofrenning's list is useful for tracking these transitions.  相似文献

The protest campaign Chernobyl Path is held annually in Belarus to commemorate victims of the 1986 accident at the Chernobyl nuclear power plant, raise public awareness of environmental issues, and call for democratization in the post-communist state. The size of this protest event, however, has declined since the mid-1990s. This Profile argues that protest tactics and state countermoves account for a low level of citizen participation in the protest event. The empirical analysis focuses on the protest campaign held in the capital city of Minsk in spring 2013. The present analysis examines tactics deployed by regime opponents and state authorities during this protest campaign. The study illustrates how civic activists in an authoritarian regime seek to put environmental issues on the public agenda.  相似文献

Issues management developed as a long-term process interested in the continued health and success of organizations. This essay presents a contemporary issues management case that uses inoculation and a priori solutions as issues management tactics. The case study involving Johnson & Johnson’s responsible dosing campaign demonstrates that organizations perceived to have a high standard of corporate social responsibility are not above using deceptive tactics to protect their brand.  相似文献

本文比较了三个健康政策领域的集体性抗争行动的过程和结果,即乙肝携带者的反歧视行动,血友病感染艾滋病患者的维权行动和输血感染艾滋病患者的维权抗争行动,并分别从组织能力、策略应用和政治机会结构等角度来分析影响集体性抗争行动结果的因素。乙肝携带者的反歧视运动通过法律动员策略获得了成功,并走向了制度化的发展方向;血友病感染艾滋病患者群体通过组织策划的抗争行动进入了体制内的讨价还价过程,并成功获得了经济赔偿;输血感染艾滋病患者在政策倡导行动受阻之后走上了上访式的个人行动道路,目前仍未取得成果。本文认为这三个集体行动结果的差别可以从集体行动组织对资源动员和行动话语塑造的能力、使用策略的技巧性、以及不同类型和诉求的集体行动及其所处的政策领域所产生的不同政治机会结构等因素来解释。  相似文献

Years of NGO campaigning resulted in the withdrawal of consent for the Via Baltica road to be routed through Bialystok, north-east Poland. In light of the current revision of the Trans-European Transport Network and ongoing environmental campaigns against infrastructure development in Central and Eastern Europe, this profile piece reflects on the Via Baltica campaign in Poland. It identifies three factors crucial to its success: multi-level collaboration, framing of the campaign and the use of both ‘formal’ and ‘informal’ tactics. It argues that in combining these elements, NGOs were not only able to ensure success in the case of the Via Baltica but also set a precedent for future environmental campaigns in the region.  相似文献

En 2004, une coalition d'organismes de fermiers et de mouvements sociaux réussit à s'opposer à l'introduction du blé génétiquement modifié de Monsanto au Canada. Malgré ce succès, des divisions parmi les participants posèrent des difficultés à encadrer le problème de façpn cohérente pour la coalition. S'inspirant d'une approche néo‐gramscienne des mouvements sociaux, cette étude éclaire le processus d'encadrement de la coalition en analysant le contenu du traitement médiatique de la controverse et d'autres documents. Quoiqu'elle ait réussi à exprimer les plaintes de membres divers, la coalition encadra son opposition au blé géenétiquement modifié de telle façon que la possibilité d'une critique globale du pouvoir dans le système agro‐alimentaire fut limitée. In 2004, a coalition of farmers' and social movement organizations successfully opposed the introduction of Monsanto's genetically modified (GM) wheat in Canada. Despite this success, divisions among participants presented the coalition with challenges in coherently framing the issue. Drawing upon a neo‐Gramscian approach to social movements, this study illuminates processes of coalition framing by analyzing newsprint coverage of the controversy and other documentary sources. While able to express the grievances of diverse constituencies, the coalition framed its opposition to GM wheat in a way that circumscribed the potential for a more comprehensive critique of entrenched power in the agrofood system.  相似文献

Despite the burgeoning literature on coalition work, very little is known about the cooperative potential within social movements. Drawing on archival, interview, and secondary data, we examine cooperation and conflict in the US conservative Christian political movement from 1970 to 1994. We highlight how framing, political elites and intramovement dynamics within the conservative Christian political movement altered the cooperative potential over time. Specifically, we find that the conservative Christian political movement initially had a strong coordinative potential and even engaged in organization building as a way to formalize cross-denominational cooperation. However, as the evangelical wing of the movement sought to build and consolidate its political power, it began to frame issues in ways that reflected a particularized world view regarding the role of the state in fostering a moral society. Other conservative Christian organizations responded by couching their understanding of political issues in their own faith traditions, creating divisions within the movement and ultimately making cooperation impossible. Conceptually, this research broadens how we think about cooperation and points to the importance of specialization and political elites to cooperation within movements.  相似文献

The study of terrorism and political violence has been characterized by a lack of generalizable theory and methodology. This essay proposes that social movement theory can contribute a necessary conceptual framework for understanding terrorism and thus reviews the relevant literature and discusses possible applications. Terrorism is a form of contentious politics, analyzable with the basic social movement approach of mobilizing resources, political opportunity structure, and framing. Cultural perspectives call attention to issues of collective identity that allow for sustained militancy, and movement research recommends alternative conceptions of terrorist networks. Previous research on movement radicalization, repression, and cycles of contention has direct bearing on militancy. Emerging perspectives on transnational collective action and the diffusion of tactics and issues informs an understanding of contemporary international terrorism. Research on movement outcomes suggests broader ways of considering the efficacy of political violence. Finally, methodological debates within the study of social movements are relevant for research on terrorism. In sum, a social movement approach to terrorism has much to contribute, and research on terrorism could have important extensions and implications for social movement theory.  相似文献

Social movement organizations (SMOs) engage in the formation of public policy and social beliefs by framing issues and events for the public. These framing activities may offer an alternative source of knowledge and challenge status quo definitions of important social issues. Analyzing the statements and press releases of four peace movement organizations during the seven months of military escalation and war in the Persian Gulf in 1990 and 1991, this article explores the structure and content of social movement framing of a specific event. Findings suggest that the shape and content of the frames used by these SMOs are rooted in a complex amalgamation of each organization's historical and public identity, intended audiences, and contemporary motivations and organizational goals. The collective identity of an organization influences the shape and content of the organization's framing activities. The organizations studied made use of their specific structural and organizational strengths as part of a credentialing process, wherein they shaped their oppositional voices so they could be heard and accepted by specific audiences. This was in turn a matter of the organization's historical practice, the ways it presented that history, and how it constructed its con temporary collective identity (e.g., as Quakers or as Catholic peacemakers). All of this is done with a view toward claiming a voice in the public debate, a voice that may help the SMO create oppositional bases of knowledge, influence public policy, sustain and embolden members, and establish a historical record of opposition.  相似文献

We investigate the role of public attention in determining the effect that campaign contributions by interest groups have on legislators' policy positions. We exploit the shock in public attention induced by the Internet service blackout of January 2012 that increased the salience of the Stop Online Piracy Act/Protect IP Act (SOPA/PIPA) bills aimed at stronger protection of property rights on the Internet. Using a new dataset of U.S. congressmen's public statements, we find a strong statistical relationship between campaign contributions funded by the affected industries and legislators' positions. However, this relationship evaporates once the two bills become primary policy issues. Our results are consistent with the notion that legislators choose positions on secondary policy issues in order to cater to organized interests, whereas positions on primary policy issues are driven by electoral support. This study examines how ideologically opposed social movement organizations, the National Organization for Women (NOW) and Concerned Women for America (CWA), get media coverage during critical moments of the abortion debate. I analyze how organizational structure and identitate or constrain a social movement organization's ability to get mainstream media coverage. Specifically, I use the social movement framing literature to analyze how the organizations strategically construct media frames and packages in response to opposition, the tactics they use to get media coverage, and the relative success of each organization's efforts in mass media outlets. The analysis suggests that an organization's media strategy matters, but that organizational structure and organizational identity color these strategies.

They can be strong allies. Abstract In this article, I assess how a transnational campaign against the slave trade developed in the eighteenth century, focusing on the seminal role of Quakers. Building on Keck and Sikkink's study of the international campaign against slavery in America in the mid‐nineteenth century, I show how one can identify transnational advocacy on this issue more than half a century earlier. I examine the features of Quakerism ‐ specifically the close links between American and English Quakers ‐and the historical circumstances that gave rise to the campaign. In particular, I assess the role of transatlantic correspondence and travel among individual Quakers and the close organizational links between the society's branches on either side of the Atlantic. I analyse the development of anti‐slave trade activism according to Khagram, Riker and Sikkink's model of network development and find that this model is broadly applicable. I note, however, the change within the campaign from truly transnational (transatlantic) to predominantly domestic (British) as it changed from a coalition to a broader social movement, and as the campaign began to interact with the state, thus suggesting that the development of transnational networks is neither linear nor inevitable.  相似文献

At a time when corporations are addressing increasingly complex, global corporate social responsibility (CSR) issues, this study examines and evaluates the strategies used in Vattenfall's challenging and innovative CSR campaign which aimed at establishing the energy company as a credible climate ambassador. Based on an analysis of the campaign outcomes in terms of the distinct interests and competencies of business, government and civil sector actors, I suggest that the company's credibility was weakened by its portrayal of Vattenfall as being more intent on organizing a public, collective action to fight climate change than on securing company-related business interests. Two ways to ensure greater credibility in similar cases are proposed: communicating explicitly about company motives for conducting CSR campaigns, and carrying out CSR campaigns in collaboration with non-profit organizations.  相似文献

This study refines the study of strategy and issue framing in campaign news. A content analysis of Campaign 2004 articles published in the New York Times (N = 267) from Labor Day to election day was conducted. Strategy and issue frames were observed in a topical architecture that included 8 campaign topics grouped into 3 categories: (a) Policy Issues, (b) Politics and Process, and (c) Personality. Also, strategy and issue frames were observed in stories containing metacoverage-stories that blend behaviors, products, and standards of the news media with 1 or more of the 8 campaign topics. As expected, stories that contained a salient Policy Issues topic tended to be issue framed, whereas stories with a salient Politics and Process topic tended to be strategy framed. Stories with a salient Personality topic tended to be issue framed. Metacoverage, salient in 9% of coverage, was most commonly combined with Personality topics in stories that were mainly issue framed. Implications for the study of framing in political communication are discussed.  相似文献

In the last decade, the European Union (EU) approach to genderequality has broadened to new concepts, such as gender mainstreaming,and new issues, such as "family policies", "domestic violence",and "gender inequality in politics". However, the frame analysisof policy documents in these new areas shows, first, that eachissue has developed its own particular features, and, secondly,that the broadening of the EU-political discourse on genderequality has not led to a deeper framing of the issues in termsof gender equality. This study examined the application of framing theory in issues management. Using case study methodology, the researchers analyzed message frames used by Kraft Foods in its public response to the obesity crisis, how the Kraft frames were reported by the media and whether Kraft's approach might help define effective framing and issues management practices in public relations.
