Social capital is an important factor in interregional mobility. Although most prior research has focused on its role in the job-finding process, this study investigates the function of social networks and the social capital embedded therein after an interregional job offer has been received. This subject is particularly important for the unemployed, who should be able to exploit a mobility strategy to re-enter the labour market. Unemployed persons rely on their social networks to cope with joblessness, but there is evidence that social contexts can also act as mobility traps for this group (Windzio, 2004). We examine whether the unemployed weight social capital in a unique manner when making decisions regarding mobility.To investigate these issues, we combine a factorial survey module (FSM) with data from the German “Labour market and social security” (PASS) panel study to generate representative samples of both unemployed and employed persons with a randomised mobility stimulus in the form of hypothetical interregional job offers. Our results reveal the mobilising effects of exposure to conflict-laden relationships with the social network and the household. These are particularly pronounced for unemployed persons, highlighting the importance of factors that influence decision making about mobility beyond simple economic considerations.  相似文献

This paper addresses the question “To what extent can job satisfaction be explained as the revenue of social capital?” By conceiving someone’s social network as social capital we specify conditions under which social ties do lead to job satisfaction. We inquire into the idea of goal specificity of social capital, which implies that a network with a given structure and content will have different impacts on various aspects of job satisfaction. If the content of the ties and the structure of the network at the job engender material well-being or produce social approval, satisfaction with the corresponding job aspects increases. Data were collected in 1993 using written questionnaires in two Dutch governmental agencies, one with 32 and the other with 44 employees. These workers’ networks were charted using nine name-generating questions.Social capital, it turns out, is not an all-purpose good but one that is goal specific, even within a single domain of life such as work. Three effects stand out: First, the structure of the network and the content of the ties do matter. Networks of strategic, work-related ties promote an employee’s satisfaction with instrumental aspects of the job, like income, security, and career opportunities. Second, closed networks of identity-based solidarity ties improve an employee’s satisfaction with social aspects of the job, like the general social climate at work and cooperation with management and colleagues. Third, a network with a bow–tie structure (i.e., where a focal actor is the link between two or more mutually exclusive cliques) generally has strong negative effects on satisfaction with the social side of the job; although a bow–tie type network of trusting ties does increase satisfaction with the social side. This implies that Krackhardt’s hypothesis on the unpleasant feelings produced by bow–tie type networks has to be specified for the content of the ties that constitute such a network. The most important conclusion of our analysis is that goal specificity of social capital has implications for both structure and content of social networks. Achievement of a particular goal, such as satisfaction at work, requires not only networks of a certain structure or ties with a particular content, but specifically structured networks of ties with a particular content.  相似文献

Financial incentives to work (in-work benefits) are an instrument of labour market policy to motivate the unemployed to re-enter employment. Following neoclassical economic reasoning, such financial incentives should be effective, since the unemployed are expected to maximize financial utility. However, one common empirical finding is that such wage-subsidized employment is rather unstable. Applying Boudons cognitivist model to the ending of wage-subsidized employment the hypotheses are derived that firstly the in-work benefit is interpreted by the employee as a signal for the firm’s violation of the norm of reciprocity and secondly that the employee’s resulting sanctioning behaviour can raise the probability for job terminations. Survey data on in-work benefit recipients is used to test the hypotheses, performing ordered logit and event history analysis in combination with propensity score matching. Results from the empirical analysis support the hypotheses. It is concluded that labour market policy should be based not only on the assumption of economically rational behaviour, if labour market programmes are to be effective.  相似文献

A popular and long‐standing view is that social security is a means for young, unemployed people to “purchase” jobs from older workers. Can social security, by encouraging retirement and hence creating job vacancies for the young, improve the allocation of workers to jobs? Maybe, according to a standard model of labor market search, but public retirement programs currently pay the elderly substantially more than their jobs are worth. An important effect is that retirement reduces the value of other vacant jobs. Our results imply that recent reforms aimed at reducing retirement incentives are likely to improve labor market efficiency.  相似文献

This study investigates socio-economic and ethnic inequalities in social capital and their effects on the process of the labour market entry. We use longitudinal data about the transition from school to work of lower- and middle educated young people in Belgium. Social capital is measured with three robust position generator measures. In line with previous studies, there are substantial socioeconomic and ethnic inequalities in the access to social capital. Ethnic differences in social capital are, however, due to the socio-economic deprivation of ethnic minority groups in Belgium. Among the specific population of lower- and middle educated youth, knowing more people from the working class leads to a higher likelihood of entering the labour market versus continuing in education, whereas knowing more people from the higher service class results in a lower likelihood of entering the labour market. Especially the resources of strong ties such as relatives and friends are important for these decisions. In addition, once entered the labour market, social capital has an impact on the likelihood of getting a job. Lower- and middle educated labour market entrants who know more people from the working class are more likely to find work, whereas knowing people from the lower service class decreases the job chances. However, there is no evidence for social capital effects on the occupational status of the job among our population.  相似文献

Abstract

At a time of significant restructuring in the community services labour market, it is particularly pertinent to analyse the current labour market opportunities available to new social work graduates. In 1995, using a small RMIT-funded (Royal Melbourne Institute of Technology) research grant, five schools of social work in Victoria collaborated to pilot a survey of the employment paths of the previous year's social work graduates. The survey was repeated in 1996. A complementary project which analysed the job advertisements for social work and social work-related positions during six months in both 1995 and 1996 provided further insight into the employment opportunities being advertised. Survey results showed a high rate of employment among new graduates with a decreasing number of graduates being employed in designated “social work” positions. This trend was reflected in the requirements for the positions advertised. The implications of this diversity of jobs and the decrease in designated “social work” positions are discussed, particularly in terms of broader changes in the world of work.  相似文献

Based on ethnographic research conducted in north‐west Cambodia in 2000–2001, this paper examines why disabled people experience systematic marginalisation in the labour market. Although there are no official data on the relationship between disability and employment status in Cambodia, this research suggests that disabled people are more likely than their able‐bodied counterparts to be unemployed, in low status occupations, earn less or be out of the labour market altogether. Consequently, disabled people are more likely to live in poverty, experience social isolation and poor mental health. I argue that disabled people’s social status effectively shapes their work patterns through (mis)conceptions that associate ‘disability’ with ‘inability’ to work and to be employable. This paper illustrates how geographical processes fix disabled people in their socio‐spatial place, which together with ideological and structural inequalities distinguish and entrench their poverty from that of other social groups.  相似文献

Direct agricultural markets, predicated on face-to-face ties between producers and consumers, are often seen as central components of local food systems. Activists and academic analysts often assume that trust and social connection characterize direct agricultural markets, distinguishing local food systems from the “global food system”. This article examines that premise about direct agricultural markets, using the concept of social embeddedness from economic sociology to analyze the interplay of the economic and the social. Specifically, it draws on Block's (1990) elaboration of the concepts of marketness and instrumentalism to qualify the concept of social embeddedness. Taken together, and augmented by consideration of how they relate to power and privilege, these concepts provide an analytical framework that more accurately describes the social relations of two types of direct agricultural markets — the farmers’ market and community supported agriculture. In providing an alternative market, farmers’ markets create a context for closer social ties between farmers and consumers, but remain fundamentally rooted in commodity relations. In attempting to construct an alternative to the market, as reflected in an explicit emphasis on community and in the distinctive “share” relationship, community supported agriculture moves closer towards the decommodification of food. Nonetheless, in both types of direct markets, tensions between embeddedness, on the one hand, and marketness and instrumentalism, on the other, suggest how power and privilege may sometimes rest more with educated, middle-class consumers than with farmers or less-advantaged consumers. Recognizing how marketness and instrumentalism complicate social embeddedness is critical for understanding the viability, development and prospects of local food systems.  相似文献

We move beyond the performance returns of individuals’ direct network connections to study the effects of “secondhand” social capital, i.e., from the networks of one’s contacts. We propose that certain colleagues may be more valuable to one’s job performance than others when their spillovers of novel information combine with spillovers of the cooperation needed to obtain that novelty. In a study of 1273 research and development employees across 16 business units, we find that the most benefit to one’s own performance comes from having ties that span business units and that also include secondhand closure (i.e., where one’s contacts are each embedded in a constrained, dense network). Bridging the organizational boundary provides the novelty; and secondhand closure provides the cooperation. Further, by examining who in the network is constraining these contacts, we are able to trace their cooperative motivation both to reputational and organizational identity concerns, which each create a spillover of cooperation toward the focal individual, who reaps the returns.  相似文献

An international comparison of unemployment rates suggests a poor performance of the German labour market. Based on comparative analyses for Germany, the Netherlands, France, Denmark, the UK and the United States the paper tries to show that a more sophisticated picture can be drawn by taking additional forms of non-employment (e.g. disability, retirement or out of labour force) into account. For this purpose data from the “European Social Survey” (ESS) and the survey “Citizenship, Involvement and Democracy” collected in 2004 and 2005 is analysed. While “unemployment” plays a dominant role in Germany, people with comparable demographic characteristics and similar health status are increasingly classified as “permanently disabled” in the other countries. The results stress that an international comparison of labour market performance and especially a comparison of the effectiveness of labour market and social policy reforms should not only rely on employment and unemployment rates. Taking alternative forms of non-employment into account can increase our knowledge and understanding of functional differences of labour markets in Europe and the United States.  相似文献

Scientific literature and facts have highlighted the perpetuation of gender inequality in the labour market in spite of the ongoing endeavours of political bodies and legal norms to eliminate the vertical and horizontal segregation of women. Portuguese Social Economy Act stresses “the respect for the values […] of equality and non-discrimination […], justice and equity […]”. In this paper, we offer a reflection on indicators that uncover vertical and horizontal segregation in the labour market. Based on a mixed methodological approach, we found very high rates of employment feminization in social economy organizations. Women are mainly allocated to technical and operational activities, being ultimately underrepresented in statutory boards and as such excluded from deliberation and strategic decision. The sector is moving away from the ideals of justice and social equity and may preserve women’s “non-place” in the definition of the public and strategic direction and in the most invisible/private organizational “places”.  相似文献

At first at the level of the European Commission, and increasingly also in the European Union’s member states, it is being recognized that past labour migration management tools have more or less serious drawbacks in that they produce undesired outcomes and do not sufficiently attain the objectives for which they were designed. The welfare states of north‐western Europe are discovering that their desire of the past three decades to restrict labour immigration as much as possible is no longer “in sync” with changing labour market demands, which are growing both for the highly skilled and the unskilled. In order to satisfy the demand for unskilled labour, schemes are being proposed that would allow for circular migration. The European Commission is a forceful promoter of these schemes. Member states such as the Netherlands, which we take as a case in point, are also considering modes by which to allow temporary unskilled labour migration, but seem intent on employing regulatory tools that are not very different from those used in the “guest worker” era, which brought about large‐scale settlement. Up to the present time, the resulting ethnic minority groups are the subject of large integration efforts on the part of the receiving states. This begs the question of the extent to which “circular migration” would be different from “guest worker” schemes, in its management and its outcomes.  相似文献

The article examines the influence of volunteering on re-employment chances of the unemployed in Germany and Great Britain. On the basis of the German Socio-Economic Panel (GSOEP) and the British Household Panel Study (BHPS), random effect logit models are used to show a positive influence of volunteering on the labour market chances mainly for young unemployed British males. The article develops a theoretical explanation for these findings based on human and social capital theories as well as on the Varieties of Capitalism approach. This enables the relevance of volunteering in the labour market to be evaluated, not only with respect to the volunteer’s sex and age but also with respect to the institutional context factors.  相似文献

The elements that we usually include under the concept of “labour market institutions” exert a clear influence on the workings of the labour market. However, the assessment of labour market policies and institutions remains mostly focused on their impact on the quantity of jobs, while people’s well-being depends crucially on how good their jobs are. This paper is a modest attempt to contribute some evidence and insight to the debate on the effects that particular institutional configurations have on the generation of high-quality employment.  相似文献

This paper compares paths to employment (job‐finding) in prosperous cities and economically‐stressed rural communities in Canada. Since the pioneering work of Mark Granovetter (1973; 1974 ), sociologists have investigated the role of social capital in job‐finding (specifically, the use of strong and weak social ties to find out about employment opportunities). To date, however, there have been few direct comparisons of job‐finding in urban and rural settings (see Lindsay et al., 2005 ; Wahba and Zenou, 2005 ). Using data from two major surveys and a qualitative interview project, we uncover several important differences in urban and rural paths to employment. First, we find that both strong and weak ties are used more frequently by rural residents to find a job, while city‐dwellers rely more often on formal or impersonal means. Second, we find much stronger evidence of differentiation within rural regions. Long‐time rural residents are much more likely to use strong and weak ties to find employment than are newcomers. However, rural residents who used weak ties as paths to employment have significantly lower incomes. None of these patterns are evident in the cities. Together, these findings lead us to conclude that job‐finding in rural settings is strongly affected by constraints – in the labour market and in social capital resources – that are not present in cities.  相似文献

Research shows that the labour market integration of refugees is often problematic. Little is known about what kind of measures are effective to help them integrate into the labour market. In the Netherlands, a positive psychology intervention “Mosaic” for Syrian refugees was developed to support their economic participation. This study aims to assess the effect of “Mosaic” on the economic participation and work-related attitudes of Syrian refugees. “Mosaic” was implemented in six municipalities by conducting an RCT with a waiting list control group. The results show that in the short term, the intervention group realizes a significantly larger increase in hours spent on an internship as well as substantially larger gains in confidence to find work in the future. In the long term, the intervention group experiences larger confidence gains related to finding a job that fits their education and experience.  相似文献

This paper aims to test empirically if certain frequently used measures of well-being, which are regarded as valuable properties of human life, are actually desired by people. In other words, it investigates whether the “expert judgments” in social science overlap with social consensus on what the “good life” is. The starting hypothesis is that there is an overlap between these two in the case of basic needs. For the analysis, individuals’ self-reported life satisfaction is used as a proxy for “utility”, based on survey data, which includes about 30,000 individuals from 21 different European countries. The results indicate that the commonly used measures of well-being – labour market situation, health, housing conditions and social relations – significantly influence people's satisfaction, ceteris paribus. Next, the stability of preferences is tested using Hungarian data from the 1990s. The results indicate that there was only very limited change in the relationship between life satisfaction and basic measures of well-being despite the landslide of societal and economic transformation.  相似文献

Recent research points to a growing gap between immigrant and native‐born outcomes in the Canadian labour market at the same time as selection processes emphasize recruiting highly educated newcomers. Drawing on interviews with well‐educated men and women who migrated from countries in sub‐Saharan Africa, this paper explores the gendered processes that produce weak economic integration in Canada. Three‐quarters of research participants experienced downward occupational mobility, with the majority employed in low‐skilled, low‐wage, insecure forms of “survival employment”. In a gendered labour market, where common demands for “Canadian experience”, “Canadian credentials” and “Canadian accents” were uneven across different sectors of the labour market, women faced particular difficulties finding “survival employment”; in the long run, however, women’s greater investment in additional post‐secondary education within Canada placed them in a somewhat better position than men. The policy implications of this study are fourfold: first, we raise questions about the efficacy of Canadian immigration policies that prioritize the recruitment of well‐educated immigrants without addressing the multiple barriers that result in deskillling; second, we question government policies and settlement practices that undermine more equitable economic integration of immigrants; third, we address the importance of tackling the “everyday racism” that immigrants experience in the Canadian labour market; and finally, we suggest the need to re‐think narrowly defined notions of economic integration in light of the gendered nature of contemporary labour markets, and immigrants’ own definitions of what constitutes meaningful integration.  相似文献

This article analyses the labour trajectory of migrant women in domestic service. The research considers women's working conditions upon arrival, or their “migrant capital” (i.e. their human, social and economic capital) as the defining factors in their labour trajectories. The study, conducted on a sample of migrant women in domestic service, reveals the different value each type of capital has at each stage of a labour trajectory. The social network is the core capital in their first job. Nevertheless, the key factors in labour mobility are human capital and a household's financial needs. The processes of administrative regularization and family reunification prompt far‐reaching changes in these women's labour trajectories. Finally, labour trajectories during the economic crisis have been shaped by financial needs, leading to a decapitalization of the human capital acquired, with even legal status surrendering its value.  相似文献

In little more than a decade, Italy has become a country characterized by immigration from abroad. This pattern is far removed from what central-northern European countries experienced during the 1950s and the 1960s.
Immigration has not been explicitly demanded by employers, nor has it been ruled by agreements with the immigrants' countries of origin, nor perceived as necessary for the economic system. For all these reasons, immigration has been chaotic and managed in an emergency and approximate way, even though it is deemed useful and is requested by the "informal" as well as the "official" economy.
Following presentations of statistics on trends in the phenomenon, three issues are analysed:
- how immigrants are integrated into a labour market that has not called them and into circumstances characterized by the absence of public policies to help them in their job search.
- whether it is possible to separate regular immigration involved in the "official" market from irregular immigration in the hidden economy, considering advantages of the first and harmful effects of the second for the Italian socio-economic system.
- whether it is appropriate to address complementarity between immigrant labour and the national labour force in a country with 2,500,000 unemployed workers and heavy territorial unbalances.  相似文献
