This article discusses the role of migration in relieving population pressures, thus making continuing development possible, using small nations in the Caribbean and the South Pacific as examples. The Caribbean islands and many Pacific islands have used out-migration to ease population pressures in this century. Surplus labor has been emerging in various Caribbean nations, independent of the international marketing problems of plantation agriculture. Rural populations alienated from plantations have had to make do on questionable and/or remote land. Population surpluses appear to originate in rural areas, but little evidence exists to suggest that those surpluses are the basis for the emigration patterns of the Caribbean islands. Emigration does not solve population problems because when ambitious, skilled workers leave their country, their actions have little to do with the existence of domestic surplus labor and their leaving may do little to facilitate domestic labor absorption. Thus, if mini-states wish to sustain their hopes of economic expansion, they must find the means to employ their surplus labor. Since mainly skilled migrants leave, their going may actually slow development and retard opportunities for labor absorption. Population movements internal to the Caribbean region may further complicate surplus labor and/or population problems. If protective entry requirements impede normal inter-island relations, they may interfere with developmental processes. In general, migration is not a feasible strategy for population control for small island nations. While temporary migration has a more positive impact than other forms of migration, problems do exist. For example, temporary migration 1) can impose significant economic costs on the source-country, and 2) may result in the source country being unable to capitalize on its initial investment in training and education of temporary migrants. In conclusion, import substitution through cooperation between small island nations, production for export where feasible, and more attention to more sophisticated international service linkages hold a better prospect for material progress than relying on the export of surplus populations.  相似文献

Recent studies in the anthropology of mobility tend to privilege the cultural imaginaries in which human movements are embedded rather than the actual, physical movements of people through space. This article offers an ethnographic case study in which ‘imagined mobility’ is limited to people who are not mobile, who are immobile or sedentary and thus reflects a ‘sedentarist metaphysics’. The case comes from the island of Siberut, the largest of the Mentawai Islands off the west coast of Sumatra, Indonesia, where government modernisation programs in the second half of the twentieth century focused on relocating clans from their ancestral lands to model, multi-clan villages and on converting people from the indigenous religion to Christianity. Recent changes in the national, regional and local political contexts have led many of the Christians in the villages to reclaim the indigenous religion by invoking the figure of the shaman, whose special skill is the mobility that village dwellers do not have—a mobility that produces and reproduces a spatial, social and cosmological continuity between home and forest. Many people who live on their ancestral land and practice only the indigenous religion argue that the Christians’ hybrid religious practice is not culturally ‘authentic’ because the indigenous religion requires a mobility that is not possible in the government villages. In this view, the shaman is a surrogate, and his ‘substitute mobility’ arises from a sedentarist metaphysics.  相似文献

‘Should I stay or should I leave my home region?’ is one of the key life course questions that many young people must address as they grow to maturity. Social mobility increasingly presupposes geographical mobility, especially in rural areas. The consequences of the selective out-migration of socially mobile young people (‘brain drain’) are seen as a threat to the economic development and reputation of rural areas. The out-migration of young rural people is often related to participation in higher education and entrance into the labour market. This paper focuses on the migration intentions of pupils in secondary education in two peripheral rural areas: The Westhoek in Flanders, Belgium and the Veenkoloniën in the Netherlands. It analyses, by means of logistic regression analysis, the migration intentions of 611 pupils in the Westhoek and 294 pupils in the Veenkoloniën in relation to their social background, migration history, perceptions of employment opportunities and the way they identify with their home region. In both regions, perceived employment opportunities and local attachment appear to be the most important factors explaining migration intentions. In the Veenkoloniën, in contrast with the Westhoek, migration history, educational level and representations of the region are also important factors determining the migration intentions of young people. These results can be explained by differences in the structure, culture and landscape of the two regions.  相似文献

Are there best practices to foster economic development, reduce population growth, and protect the environment in source countries of unauthorized migration, in a manner that reduces emigration pressures and redirects migration towards legal channels? This paper outlines cooperative actions that can be undertaken by both source and receiving countries to better manage the movements of people over national borders. There are two broad approaches to foster wanted migration and to reduce unwanted migration. First, maximize migration’s payoffs by ensuring that the 3 Rs of recruitment, remittances, and returns foster economic and job growth in emigration areas. Second, make emigration unnecessary by adapting trade, investment and aid policies, and programmes that accelerate economic development and thus make it unnecessary for people to emigrate for jobs and wages. Most of the changes needed for stay–at–home development must occur in emigration areas, but immigration areas can cooperate in the management of immigration, guest workers, and students, as well as in promoting freer trade and investment, and in targeting aid funds. In a globalizing world, selective immigration policies may have important development impacts, as with immigration country policies toward students, and workers in particular occupations, such as nurses and computer programmers, as well as with mutual recognition of occupational licenses and professional credentials. Trade policies affecting migration are also important, such as trade in services and laws regulating contracts between firms in different countries that allow the entry of lower wage workers as part of the contract. opening channels for legal migration can deter irregular migration.  相似文献

This paper analyses the causes, consequences, and policy implications of Lithuanian emigration following the country’s European Union (EU) accession in May 2004. After placing Lithuanian emigration in its historical context, the study assesses the recent dynamics, including the driving forces and characteristics of Lithuanian emigration at both the international and domestic level. The study finds that the primary determinants of this movement are both demand‐ and supply‐side factors. On the demand side, the labour shortages, decline in the working age population, and desire for cheaper labour in Western European countries function to attract Lithuanian labour. Concurrently, lower wages, higher unemployment, and the generally less developed economic conditions in Lithuania are encouraging Lithuanians to take advantage of the greater mobility that came with EU accession. The expanding networks linking migrants and potential migrants are facilitating this out‐migration, as well as the social mind‐set by which emigration is a perceived solution to socio‐economic difficulties. This study concludes that the consequences of this new emigration reality are mixed. The free movement of workers has helped to relieve pressure on the domestic labour market, drive down unemployment, place upward pressure on wages, and increase the remittances rate to Lithuania. However, concern is not ill‐founded; recent emigration has introduced labour market shortages, placed greater demographic pressure on the country, and increased the likelihood of brain drain. This study argues, therefore, that while Lithuanian emigration cannot and should not be stopped, Lithuania does have policy alternatives as a sending‐country that will help to mitigate the costs of emigration and maximize the benefits for the country’s long‐term development.  相似文献

The dominant mode of international migration in Asia and the Pacific is temporary contract migration of low‐skilled workers. The potential for such migration to deliver significant development dividends to origin communities is substantial because of its large scale and the fact that most migrant workers return to their home community. However, there are a number of barriers that are intervening to dampen these potential positive effects, such as high transaction costs, high costs of sending remittances, and the fact that some areas of origin lack the infrastructure and potential for productive investment. Moreover, destination countries have been very welcoming of high skill temporary migrants but highly restrictive in their attitudes toward their low skill counterparts. This paper discusses the lessons of best practice in temporary labour migration programmes in the region, which can help to overcome these obstacles reducing the positive development impacts of migration. It assesses, in turn, best practice separately for each stage of the labour migration process ‐‐ recruitment and selection, and pre‐departure preparation ‐‐ at the destination and on return. In conclusion, a number of the barriers which impinge on Asian Pacific countries’ ability to introduce and sustain best practice are discussed. These include the need for capacity building, lack of cooperation between origin and destination countries, lack of data, poor governance of labour migration a failure among governments to recognise the significance of migration and the need for more “development friendly” migration policies in destinations.  相似文献

This paper examines the dynamics of Cook Islands popular music, most commonly referred to as ‘island music’. Among Cook Islands communities at home and abroad, island music is performed at informal gatherings, at nightclubs and bars. It is also a central component of large functions such as weddings and island fundraising events. String bands—who perform island music—undertake performance tours through New Zealand, the Cook Islands and French Polynesia. These bands also record audiotapes and CDs of their music, which are extremely popular among Cook Islander communities across the region. Despite island music's centrality in many social contexts it is also the subject of much critical debate. It is viewed by some both as a ‘bastardisation’ of ‘traditional’ expressive forms and as an indicator of ‘global’ corruption; local music is seen as ‘swamped’ by Western popular music. I argue that these debates are symptomatic of anxiety about globalisation and related notions of authenticity, cultural ownership and loss. They are also ultimately concerned with negotiating locality and identity across the Cook Islands diaspora.  相似文献

The main causes of population mobility in Latin America have been 1) dissolution of the traditional rural societies, 2) expansion of the agro-industrial economy, and 3) consolidation of an urban economic and cultural model. Disparities in wages and exchange rates and inequality in development between different countries have led to emigration to countries at higher levels of economic development and to the industrialized Western countries. More recently, political instability and institutionalized violence in Central America have induced population movements to other countries in the region. 6 basic types of migration in Latin America are 1) seasonal migration of small farmers to urban areas or the rural areas in other countries, 2) migration by young rural people to cities or urban areas of other countries, 3) rural-urban and international migration by the whole family group, 4) international urban-urban migration by individuals or by the whole family group, 5) migration for family reunification, and 6) return migration. The predominant type of mobility has been from the countryside to the cities. Both men and women migrate, although the proportion of migrant women is increasing and women occasionally outnumber males. Migrant women generally find less skilled jobs which are less well paid. Migrant workers frequently have access only to less skilled and poorly paid jobs or enter the informal sector of the urban economy. The impact of migration on the structure and functioning of the family unit in the sending society is determined by the number, sex, and role of the family members who migrate. Other economic and social factors such as assistance received by the migrant, the work found, the level of income, and the specific characteristics of the receiving society determine the success of the venture, the capacity to some or all of the remaining family members. Family members who stay in the sending society must adjust their behavior in ways determined by the number, sex, and age of the family members concerned and the type of economic activities by the family. For the migrating family, settlement in the receiving society requires the development of new functions and specialized domestic activities by each of its members. Survival possibilities will be largely determined by assistance networks, the reorganization of the structure and functioning of the family group, and the adoption of new organizational patterns.  相似文献

The global agro-food complex is penetrating the most ‘isolated’ and ‘peripheral’ localities of the world. In the Pacific Islands, a second wave of globalisation is pulling a number of small island nations into the increasingly globalised neoliberal agricultural sector. Conscious of the under-analysis of globalisation in Southern agriculture in general, this article has three broad aims. Firstly, it contextualises and traces the evolution of the second wave of globalisation, compares it to the first, and discusses its impacts on the agricultural sector of the Pacific Islands. Secondly, it explores the local socio-economic and environmental impacts of the second wave through two primary research-based case studies in Tonga and Niue. Finally, it calls for a concerted critical research effort designed to uncover the workings of neoliberal agricultural globalisation in the region and suggests means of resisting its worst implications.  相似文献

Along with its rapid economic growth, economic inequality rises and intergenerational mobility declines in China. Meanwhile, significant growth in HEIs’ enrolment has contributed to major migration flows across the country. This research investigates the impact of family background on the migration location choice of educated young people from peripheral China, based on data from a life-course survey of recent graduates of tertiary education institutions originating from Chaohu, China. Logistic models are employed to analyse young people’s migration to receive higher education, whether inside or outside the home province, and the location trajectories afterwards. While the findings confirm the association between university and post-university location choice, substantial interaction effects are found between location choice and family background. Young people from different family backgrounds adopt different strategies of geographical mobility in their transition to adulthood. In particular, young people from privileged families are more likely to leave the home province for higher education and return after graduation, whereas those from underprivileged families are more likely to study within the home province and then move away.  相似文献

This examination of emigration dynamics focuses on 13 countries extending from Eritrea to Zimbabwe and Mozambique on the eastern African mainland and on 5 Indian Ocean island nations. The first part of the study looks at the temporal, spatial, and structural perspectives of emigration dynamics. Part 2 considers international migration in the region according to Appleyard's typology (permanent settlers, labor migration, refugees, and illegal migrants) with the additional category of return migration. Measurement issues in emigration dynamics are discussed in part 3, and the demographic/economic setting is the topic of part 4. The demographic factors emphasized include spatial distribution, population density, population structure, population dynamics, demographic transition, and the relationship between internal and international migration. Other major topics of this section of the study are the economic base, the human resource base, population and natural resources, the sociocultural context (emigration, chain migration, return migration, and migration linkages and networks), political factors (including human rights, minority rights and security, regional integration and economic cooperation, and the impact of structural adjustment programs), and a prediction of future emigration dynamics. It is concluded that refugee flows remain a major factor in eastern African countries but the development of human resources in the northern portion of the region indicates development of potential labor migration from this area. Data constraints have limited measurement of emigration in this region and may contribute to the seeming indifference of most eastern African countries to emigration policies. Emigration in this region has been triggered by deteriorating economic and political conditions and is expected to increase.  相似文献

The return migration of skilled professionals has been suggested as a policy instrument suitable for reversing the large‐scale emigration of skilled professionals from African countries. However, there are no empirical studies showing how migrant professionals from Africa are reintegrated into the labor market after they return. This study examines the relationship between educational attainment and the likelihood of employment among native‐born African migrants returning home from abroad. The study focuses on the evidence from Uganda since this country has one of the longest histories of skilled migration in Africa. The results show that returning migrants with university degrees and vocational credentials are more likely to be employed than their nonmigrant and immigrant counterparts. However, this employment advantage was not observed among returning migrants with secondary schooling or below. Furthermore, the results show that returning migrants are generally more likely to be employed as district employment rates increase.  相似文献

The author investigates human resource shortages in a labor-supplying country, focusing particularly on the case of Jordan. He "examines the growth, characteristics and role of immigrant labour in an erstwhile emigrant economy and assesses the validity of the replacement migration model. Data is presented from the author's survey of some 3,751 work permits issued to foreign workers in Amman between October 1982 and January 1983." It is noted that "replacement migration is only one aspect of a more diffuse pattern of labour inflows which have important implications for the Jordanian economy in general and the labour market in particular." In addition to replacement labor migration, which involves the employment of skilled workers in sectors experiencing domestic labor shortages, the author identifies the roles played by collective contract labor, involving immigrant labor for project-specific work, and secondary labor, involving low-skill work at discriminatory wage rates. This article is about the city as home for people living in diaspora. We develop two key areas of debate. First, in contrast to research that explores diasporic homes in relation to domestic homemaking and/or the nation as home or ‘homeland’, we consider the city as home in diaspora. Second, building on research on transnational urbanism, translocality and the importance of the ‘city scale’ in migration studies, we argue that the city is a distinctive location of diasporic dwelling, belonging and attachment. Drawing on interviews with Anglo–Indian and Chinese Calcuttans who live in London and Toronto, we develop the idea of ‘diaspora cities’ to explore the importance of the city as home rather than the nation as ‘homeland’ for many people living in diaspora. This leads to an understanding of the importance of migration and diaspora within cities of departure as well as resettlement, and contributes a distinctively diasporic focus to broader work on comparative urbanism.  相似文献

This special section specifically focuses on student‐migrants and the way they are being catered to by an emerging education‐migration industry. The articles included build upon the observation that especially within the Asia‐Pacific region there is an increasing conflation and entanglement between categories of international students and skilled migrants. This has led to an emerging “industry” that facilitates study‐abroad trajectories and acts as broker for two‐step migration pathways. This Introduction aims to situate the research presented here within the broader context of a burgeoning field of research which examines the growing popularity of international education across the Asia‐Pacific region; the way its emergence is increasingly entangled with specific ambitions that skilled migration programmes cater to; and the way highly regulated skilled migration programmes have given rise to a migration industry in general.  相似文献

Skilled migration has become a major element of contemporary flows. It has developed in scale and variety since the 1930s and now takes many forms, including “brain drain”, professional transients, skilled permanent migrants and business transfers. Nevertheless, the data are poor, inconsistent and usually not differentiated by sex. The importance of policies, both national and regional, to control the movement of skilled migrants has escalated. Receiving countries have come increasingly to see the benefits from admitting skilled workers and have adjusted their permanent and/or temporary migration laws/policies to facilitate entry, usually on the proviso that it does not disadvantage their own workers by taking away their jobs. Another set of policy frameworks within which skilled migration is occurring is regional blocs. The experience of the European Union (EU) in promoting the flow of skilled labour, movement in this direction in the North American Free Trade Agreement (NAFTA), Mercosul, the Closer Economic Relations (CER) Agreement between Australia and New Zealand and the Asia Pacific Economic Cooperation (APEC) Forum are analysed. The article poses two sets of issues facing sending and receiving countries. For sending countries they are: whether to free up or tighten migration; whether to support temporary skilled flows; whether to introduce protective or preventive measures to stem skilled emigration; how to encourage the return of skilled nationals; and whether/how to pursue compensation from post-industrialized countries. For receiving countries they are: whether to encourage temporary or permanent skilled immigration; the level of entry to permit/promote; how to select/process skilled immigrants; whether/how to protect the jobs of locals; and how they ensure the successful labour market integration of skilled immigrants. The article argues that the neo-classical view that skilled migration leads to overall improvement in global development does not apply. “Brain waste” or “wasted skills” occur frequently, to the detriment of both individuals and nations. Improved data and constructive dialogue on skilled migration are needed. Within both regional and international contexts, countries have obligations and responsibilities towards each other which need to be taken seriously.  相似文献

Skilled migration is an important strategy in developed economies seeking to address skills shortages and population ageing. Research on the labour market outcomes of skilled migrants tends to focus on employers' devaluation of skills without considering the role of immigration policy in the migration process. Moreover, there is little understanding of whether efforts to meet employer demands for local qualifications improve labour market outcomes. Drawing on a study on skilled migrants sponsored under the State-Specific and Regional Migration Scheme in the regional state of South Australia, we explore the shaping of skills and skills recognition in the migration journey, particularly migrants' strategy of reskilling in response to employer demands for local qualifications. Our logistic regressions on the association between the acquisition of Australian qualifications and labour market outcomes reveal only marginal returns to these efforts. We argue that Australia should consider developing a more coherent skilled migration process to better harness the human capital of skilled migrants.  相似文献

A case study of temporary and circular Melanesian population mobility and labor migration focuses on the island of Paama in the Republic of Vanuatu (an archipelago of 80 islands) in Melanesia and on urbanization, which is a relatively recent phenomena. A critical analysis is provided of temporary and permanent migration and methodological inadequacies in explanations of mobility. Mobility is neither a cause nor a result of economic, social, and political change; it is the interrelationship among the general structural setting, people's personal and social environment, and their perceptions and actions. In the case of Paamese mobility, changes appeared in the source of migration and destination areas. There was a period of original land acquisition, when migrants returning from Queensland with tools were the only ones who could actually acquire land. Inequalities of land access date from this period. The population is dependent on external income sources as well as the need for plantation migration and a huge increase in bridewealth. Concurrently, "kampani" or community work, which ensures the continuous authority of local chiefs and village elders, creates problems for those seeking work for their own families. These conditions encourage out-migration. Rapid urban growth began in the 1960s with a diversified economy. Employment opportunities were available for women; single employee residence spaces declined. This meant families could permanently settle in urban areas. Retirement benefits were also available and contributed to securing permanent migration. There were growing needs for a stable, skilled labor force. Another change was the abolishment of the tripartite colonial administration. Rural disasters and price declines also triggered urban migration. Migration to the town of Port Vila by Paamese men and women between 1953 and 1982 is analyzed, based on 258 employment related mobility histories collected in 1982-83. Two processes are evident: continued periodic, short-term, rural-based circulation and permanent urban migration among Paamese to Port Vila. A major reversal of mobility is unlikely in the future. This article contributes to the understanding of the westward migration of Eastern European women, by comparing Moldovan and Ukrainian women in Italy – the most popular destination for both groups – where they are mainly employed as domestic workers and home carers. Focusing on the differences in their trajectories in this labour sector, we discuss the significance of their age at emigration and their role within their families of origin. These have an impact not only on their mobility patterns, but also on their choices of employment and general socio‐cultural integration in the host country.  相似文献
