Family policy has come of age in the 1990s, yet it has not achieved a status commensurate with that of economic or environmental policy. Because family policy has been difficult to define, this review proposes an explicit definition of the term family policy and a companion implicit term, a family perspective in policy making It updates the rationale for family policy, arguing that family commitment at its core is particularly consequential in an individualistic market economy with a small social safety net. It chronicles recent developments including philanthropic commitments, state and federal policy initiatives, and the use of research to inform family policy making. Selected family policy issues including family and work conflict, long-term care, family poverty, and marriage, are overviewed. The paper concludes with developments during the decade in theory, methods, and dissemination that hold the potential for capitalizing on the current popularity of families as a theme in policy making.  相似文献

Like the topic of family policy itself, research informing family policies is difficult to characterize. This article discusses how ideology and values influence research agendas and then describes three types of studies informing family policies: research defining social issues, evaluation research, and research about the policy-making process. Two case studies illustrate how social research informs family policy: in promoting gender equality in Scandinavia and in reforming child support in the United States. Values of individualism and the sanctity of the family have traditionally focused policy makers' and, hence, researchers' attention on individuals, not families, as the units of analysis. But dramatic shifts in family structure and functioning along with renewed public concern about family disintegration are placing families high on the policy agenda. Both “basic” and “applied” family scholars can contribute to a research agenda examining the factors promoting strong, effective families. She conducts research on gender and the life course, as well as on aging, families, and social policy. She received her Ph.D. in Sociology from the University of Minnesota. Her research interests in stratification, social policy, gender, and the life course include sex segregation in occupations, fertility, and work decisions and family policy.  相似文献

Prior Journal of Marriage and Family decade-in-review articles have grappled with the definition and role of family policy for research and policy practice while emphasizing its value to both. In this article, we begin with a broad conceptualization of family policy that encompasses actions intended to achieve explicitly stated goals for families (explicit policies) and those that affect families without an explicitly stated goal for doing so (implicit policies), which we believe provides a solid framework for guiding and understanding both research and practice in the field. Second, we review major U.S. policy initiatives in the past decade and their documented and potential effects on families. Third, we describe several key aspects by which contemporary families have become more diverse and complex. Fourth, we discuss the implications of ongoing family complexity for public policies. We conclude with a discussion about future research and policy development in the context of contemporary family complexity.  相似文献

Over the past decade, the linkages between marriage and child well-being have attracted the attention of researchers and policy makers alike. Children's living arrangements have become increasingly diverse and unstable, which raises important questions about how and why family structure and stability are related to child outcomes. This article reviews new research on this topic, emphasizing how it can inform policy debates about the role of marriage in reducing poverty and improving child outcomes. It also pays special attention to new scholarship on unmarried, primarily low-income families, the target of recent federal marriage initiatives, to appraise the potential contributions of family research to ongoing policy discussions.  相似文献

The influx of multicultural and multiethnic immigrants to the United States following the liberalization of immigration law in 1965 has resulted in a high representation of children who reside with immigrant families. As these children are approaching early adulthood, their encounter with various ecological systems is likely to be shaped by their cultural differences and the diversity of family settings. Drawing on the insights of Bronfenbrenner's ecological systems theory, this article highlights the critical function that family social ecology plays in how children of immigrants will fare over their adolescent life course. By providing a comprehensive picture of how immigrant family process takes place, this article suggests how understanding the ecology of immigrant families can help strengthen social work service delivery.  相似文献

The family circle instrument is a self-constructed diagram that has been used by family physicians for more than 40 years to gather and assess information about patients’ family connections and relationships. Even though healthcare professionals have found the family circle instrument to be effective and easy to administer, the literature is silent on social workers’ use of this instrument to engage and assess individuals and families. This article describes the effectiveness of the family circle interviewing method in increasing the confidence and skill of graduate social work students in assessing families. The author also presents the results of an evaluative study that examined graduate social work students’ use of the family circle instrument. Graduate social work students received instruction on how to administer the family circle interview as a method of engaging and assessing families from a family systems perspective. Thus, a primary focus of this article is upon how using the family circle interview can promote competency and confidence among students to engage and assess families. A majority of the students that completed family circle instruction felt the instrument helped them understand families from a systems perspective and increased their confidence in their ability to assess families.  相似文献

In Korea, family policy as a public policy gained interest in the 1980s, when the Ministry of Health and Social Affairs (since January 1995 the Ministry of Health and Welfare) renamed the Maternal and Child Bureau the Family Welfare Bureau. This paper first presents a brief overview of the traditional family system and values in Korea and examines changes in economic and social indicators, changes in family functions and roles, and changes in attitudes toward family that have occurred following industrialization and urbanization. The paper then briefly explains some of the problems Korean families face today. It next examines the Family Planning Program and its results. Finally, it turns to an examination and critique of the policies and programs administered by the Family Welfare Bureau.Yeonoak Baik is a Family Advocacy Therapist for the 8th U.S. Army c/o Commander, 43rd Surgical Hospital (MA), ATTN: EAMC-SH-FAP, Room D-108, Unit #15190, APO AP, 96271-0126. SUMMARY

The last two decades have been marked by a series of social and policy developments that are changing both how men see themselves as fathers and how policies conceptualize and encourage their involvement in the lives of children and families. This paper focuses on several areas of intersection between research on fathers and policy. The paper first summarizes the research that led to the current political and social interest in fathers. The paper then describes the Fatherhood Initiative, a set of activities that stemmed from a 1995 memorandum from President Clinton. This Initiative led to coordinated efforts by U.S. Federal Statistical agencies to collect better data about fathers. The paper concludes with a discussion of what we know about the effects on father involvement of policies such as welfare reform, child support, work place policies, responsible fatherhood programs, and other fatherhood interventions. Examples of new programs and initiatives on father involvement are also given.  相似文献

The principles of critical science for policy research are outlined and one research project is used as a case study. The study was intentionally designed to facilitate changes that would positively influence the economic well-being of children from divorced families. The project uses the critical science processes of public dialogue about child support guidelines for purposes of collaborative problem solving. The normative theories of procedural and distributive justice are used to guide the research reporting. The project contributes to changes in the practices of estimating the income needs of children, changes in estimating the relative monetary contributions of their parents, and proposed legislation and modifications in the state child support guidelines. She received her Ph.D. in family ecology from Michigan State University. Her research interests include the valuing issues of family life quality, family decision making, divorce,and the economic adjustments of families to economic stressors. She received her M.A. degree in Family Education from the University of Minnesota. Her research interests include decision making and parenting. She received her Ph.D. degree in anthropology from the University of Minnesota. The study of family policy in the United States began relatively recently. The academic community increasingly has shown interest in this new policy arena. Much of the conceptual writing on family policy emerged from disciplines such as family studies, social work, political science, economics, and sociology. These academic units have recently modified their course curricula to include more family policy content. These family policy education efforts are discussed in this article. Specific suggestions are made concerning the development and content of family policy education, broader educational training for those who want to pursue a career in family policy, and future goals and directions for family policy education. She received her Ph. D. in Human Development and Family Studies from The Pennsylvania State University. Her research interests are in the family and health policy arenas, with particular focus on ethnically diverse populations. Her most recent research is on homeless children and mothers. She received her Ph.D. in Family Social Science from the University of Minnesota. Her teaching and research interests are workplace and family issues and family policy and impact analysis.  相似文献

ABSTRACT

Caring for dependents with disabilities and how this type of care differs from the care of typically developing dependents has largely remained unaddressed in the work–family literature, partly because of a lack of theoretical development on the concept of dependent family care. Studies examining dependent family care often apply a life course perspective, missing key disability factors influencing dependent family care demands and need for resources. This article develops a theoretical framework of dependent family care that accounts for both typical care, which follows the life course trajectory, and exceptional care, which follows a disability trajectory. We position dependent family care as based on a continuum, achieved by adapting life course theory, family adjustment to chronic illness, ecological systems theory, stigma theory and the social model of disability into a model. We explain how dependent family care occurs and what contributes to whether one is engaging in typical or exceptional care. We draw broad constructs representing predictors of different types of dependent family care. We provide specific examples to illustrate how one might test theoretical propositions, an agenda for further research and discuss implications for family–work–community research and practice.  相似文献

This article explores how school is materialised within Danish families and the significance for both children and parents. Based on ethnographic research and inspired by materiality studies and by family and childhood studies, the analysis describes how school-related objects, such as schoolbags, actualise school within the family and create intensive ‘school parenting’. The article also illustrates how the materialisation of school both entangles with family routines, becoming part of being a family and feeds into processes of demarcation and ways of reducing the importance of school in family routines.  相似文献

Evidence‐informed policy creates the conditions for families to perform the functions they provide for their members and society. To increase research utilization in policymaking, we must better understand policymakers and the professional and institutional cultures in which they operate. This exploratory cluster analysis examined within‐group differences in valuing, seeking, and use of social science research among 68 legislative staffers and 56 high‐ranking officials from 8 family‐serving executive agencies in Wisconsin. The findings are compared with a parallel study of 109 legislators from New York and Wisconsin. Among all 3 policy actors, a substantial proportion highly value research, actively seek it, and frequently use it in policy decisions; these Enthusiastic High Users of research are more attuned to political considerations compared to other clusters. Enthusiastic High Users in the legislative institution place a higher priority on innovative and action‐oriented research, whereas those in the agency institution prioritize the quality of research.  相似文献

The purpose of this article is to apply Bowen family systems theory to work with families involved in the child welfare system. An overview of family systems theory is provided, and then specific tenets of Bowen family systems theory are presented. The authors highlight incidents within the child welfare setting that can be conceptualized through Bowen family therapy terms and concepts. A case study is used to highlight how this theory could be applied in practice. Furthermore, recommendations for child welfare practice and policy implications are discussed, utilizing the lens of a Bowenian family systems approach.  相似文献

ABSTRACT

Sexual minorities are receiving an increasing amount of attention within sociological research on families. However, much of the existing work on these families has been limited to largely White, middle-class, and highly educated individuals. Using national data from the Social Justice Sexuality Project, this study fills a much-needed gap by exploring predictors of family support and the relationship between family support and well-being among Black and Latina/o sexual minorities. We find that sexual identity, how out one is to one's family, and relationship status predict levels of family support. In addition, we find that among Black and Latina/o individuals, family support is an important factor influencing health and well-being. Other social statuses such as gender identity, sexual identity, and relationship status are associated with happiness and self-rated health as well. Our work suggests that sexual minorities of color have unique family dynamics that should be studied from an intersectional perspective. Further investigation into the family dynamics of sexual minorities of color should pay particular attention to individuals' positionality within systems of gender, racial, and sexual identity disadvantage to help understand their health and well-being.  相似文献

This article examines the correspondence between common assumptions about the American family and actual patterns. The assessment is based on national data on individuals, households, and families. Findings indicate that the coresident nuclear model should be considereda model rather thanthe model of family. Past as well as current marital ties need to be considered in defining “family,” and divorce rather than death should be the expected cause of losing the main breadwinner in the family, except among elderly women. Parent-child ties to either young or adult children often span separate households. Coresidents can include individuals other than nuclear family members, and change rather than stability is the modal pattern in living arrangements. Rather than shaping concepts of the family from a single mold, policy makers and researchers are better advised to recognize the diversity and fluidity in family and household structures. Her major research interests include economics of the family, intergenerational transmission, intergenerational transfers, labor economics, and poverty and welfare. Abstract

Preparing students to engage in family policy education and advocacy is a challenge and opportunity for departments that teach family studies and family policy courses. Students not only need to know theoretical implications of family policy and how research enhances the theory, but also understand the policy process and how research-based information about family can inform policymaking. These students also need to acquire advocacy skills in order to work effectively in different policy arenas. This article illustrates how university family policy educators can structure curricula to provide students with both knowledge and skills vital to effective participation in family policy formation, analysis and critique.  相似文献

Abstract

Mental health research, policy, and service provision over the last 50 years have constructed families and their connections with mental illness in various and contradictory ways. Three distinct but intersecting perspectives derive from the clinical mental illness literature, the family advocacy movement, and mental health policy. Within the clinical literature, the perspective of families is largely one of blame and pathology. By contrast, the family advocacy movement has generated the perspective of the burdened family, whereas mental health policy has created the perspective of the obligated caregiver. The result is an ambiguous understanding of the role of the family in both contributing and responding to mental illness. Implications for policy and practice include the need for a commitment to the principles of partnership with families, a recognition of diversity within families, recognising the difference between carer and family positions, and a need for policy to reflect the position of family as both intimately concerned, but not necessarily responsible, for patient care.  相似文献

Drawing upon insights from family research, this article argues that in modern Western societies the reflection of individual notions of family as well as the development of concepts of a fulfilling everyday family life has turned into a recurrent challenge throughout the life course, a challenge particularly relevant during family transitions. Professionals in the field of social work with families are increasingly faced with the task of supporting such processes of reflection and development. At the same time, there is little knowledge about how these processes look like. Building upon results of a pilot study and merging recent theoretical developments in family research with the (German) tradition of social pedagogy, a conceptual framework to study family concepts theoretically and empirically is developed. The potential as well as the limitations of this research approach are discussed drawing upon a case example taken from an ongoing longitudinal study. This study aims at revealing family concept-related processes of informal learning and thus provides an understanding of family development from a social pedagogic point of view. Finally, an outline will be given of how this research could contribute to develop an intervention method standing in the tradition of social pedagogy.  相似文献
