The paper proposes to discuss the issue of civicness in the governance of social services by analyzing policy changes relative to the regulation and governance of social services in Europe. The empirical analysis is structured around the concept of “governance regime.” The paper shows that modernization processes within the field of social services in Europe develop along two radically different regulative conceptions reflected into two different governance regimes: market-based or competitive governance vs civic-based or partnership governance. The governance of social services in Europe appears to take place within a mix between two ideal-typical governance regimes: the market-based and partnership-based governance regimes.

The situation in Afghanistan today is not what the international community was planning it to be, 7 years ago when the Bonn Agreement was signed. Deterioration of security, weak governance, corruption, high narcotic production and trade, slow reconstruction process and consequent people’s disappointment are some of the features of that situation. Kabul and its international partners had a very little success in restoring peace and security, and a new phase of strategic re-thinking is in process. This article analyzes the different aspects of Afghan reconstruction and military intervention, their strengths and weaknesses, and outlines some urgent actions to be taken by all concerned actors.

The economic, political and social transition processes of the last two decades, far from being in harmony, clearly have a detrimental rather than an enriching influence on each other. These processes will never become harmonised just by themselves in a natural fashion. The worst obstacle of a successful transformation is that the chief actors, such as the government, the market and the representatives of the society. The Prince, the Merchant and the Citizen do not show the necessary commitment, competence and determination to create a new, effective type of partnership. This is a challenge which urgently demands answers on all levels of governance, economic and social life. This must be done in the frames of local communities, and on the regional, the European and the global levels. Nearly twenty years after the political turnabout, Hungary now needs a new social contract and must lay down the ethical, political, institutional and intellectual foundations for its twenty-first century democracy.

The current crisis of neoliberalism is calling into question the relevance of key international institutions. We analyze the origins, nature, and possible impacts of the crisis through comparing two such institutions: the International Monetary Fund (IMF) and the World Trade Organization (WTO). Both originated in the post-World War II U.S.-led hegemonic order and were transformed as part of the transition to global neoliberalism. We show that while the IMF and the WTO have been part of the same hegemonic project, their distinct institutional features have put them on significantly different trajectories. Historical differences in the two institutions’ systems of rules have placed the IMF in a more vulnerable position than the WTO, which provides clues to the future contours of global economic governance.

Plurality rule is mostly criticized from being capable of choosing an alternative considered as worst by a strict majority. This paper considers elections in which the agenda consists of potential candidates strategically choosing whether or not to enter the election. In this context, we examine the ability of scoring rules to fulfil the Condorcet criterion. We show for the case of three potential candidates that Plurality rule is the only scoring rule that satisfies a version of the Condorcet criterion in two cases: 1) when preferences are single-peaked and, 2) when preferences are single-dipped.

The role of non-governmental organizations (NGOs) in the United Nations (UN), as well as in world politics in general, is increasingly gaining the attention of scholars of international law, political science and social anthropology. Using extensive earlier research on NGO-UN relations and on the concept of global governance, it is concluded that although NGOs are becoming increasingly influential actors on the international arena, several problems impede their influence from growing within the UN. Once the inefficiencies of NGOs participation in United Nations’ bodies and institutions have been described, we propose some modalities of reform of this Organization, with the purpose of improving the involvement of world civil society in UN decision-making processes, and increasing its democratic profile. Finally, the study suggests several areas that require future research and more in-depth study in order to make predictions about how NGO-UN relations will evolve in the coming decades.

Few researchers have examined how organizational environments and framing processes simultaneously influence the diffusion of organizational practices. This article combines insight from major perspectives on the diffusion of organizational innovations and from social movement studies, and shows that the adoption of a program to address global climate change by U.S. municipalities is shaped by social contagion and organizational linkages, as well as by the actions of change-promoting agents. The findings emphasize the potential as well as the limitation of the strategic efforts on the part of innovation promoters to frame adoption in a way that will appeal to potential adopters.

We study and compare equilibrium platforms in models of unidimensional electoral competition with two and four policy motivated parties. We first analyze the plurality game, where the party getting the most votes is elected and implements its proposed platform. Restrictions on the set of credible announcements are needed to get existence of equilibria. Comparing equilibria with two and four parties, we obtain that moderate parties react to the introduction of extreme parties by proposing the same or more extreme equilibrium platforms. We then study the proportional system, where the policy implemented is a weighted sum of the proposals, with the voting shares as weights. Here, the existence of extreme parties leads moderate ones to choose more centrist platforms. We finally test the robustness of our results with respect to, first, the enlargement of the strategy space to entry decisions and, second, to asymmetric distributions of voters' blisspoints.

This commentary expands on Kellner’s article by discussing clinical practice with Asian and Euro-American couples. Differences in Western and traditional Asian cultural expectations around intimacy and styles of emotional expression can often lead to misunderstanding among couples. Therapy can also be a challenge for couples when they do not share the same first language. A therapist who only speaks English can inadvertently create an alliance with the partner whose first language is English. On the other hand, bilingual therapists who use both English and an Asian language in the session can face challenges differentiating their roles as a therapist versus a translator. Case illustrations are presented to illustrate these challenges.

The inverse plurality rule—an axiomatization   总被引:1,自引:1,他引:0  
Under the ‘inverse plurality rule’, voters specify only their least preferred alternative. Our first result establishes that this rule is the only scoring rule that satisfies the minimal veto condition (MV). We then prove that the inverse plurality rule is characterized by MV and the four well known conditions that characterize scoring rules; namely, Anonymity (A), Neutrality (N), Reinforcement (RE) and Continuity (CO). Our new characterization result is related to the characterizations of approval voting and of the widely used plurality rule. We finally show how the axiomatization of the inverse plurality rule can be extended to the axiomatization of elementary scoring rules (vote for t-alternatives scoring rules). From infancy laughter is a right-brain-to-right-brain attachment behavior mutually aroused and regulated within the caregiver–infant partnership. Laughter continues to be attachment behavior throughout life with potential for enhancing attachment bonds or for defending against them. Laughter in psychotherapy has primarily been viewed as a discharge phenomena with typical interpretations focused on the humor that elicits the laughter rather than the meaning of the behavior itself. Viewing laughter as attachment behavior in psychotherapy provides the clinician with valuable insight about its meaning and management within the therapeutic relationship.

Since the 1970s, a number of major corporations have located their corporate headquarters in rural and non-metropolitan areas. I interrogate this phenomenon, based on a case study of Lands’ End, a global apparel firm in Wisconsin. Much research has exposed how firms insulate themselves from claims made by workers and communities through organizational and spatial distance (i.e. global sourcing, casualization of employment structures). Corporate headquarters relocation presents a paradox, bringing key decision-makers in the global economy into new, face-to-face relationships with workers and communities. Negotiated against a radical transformation of local class structure, I argue that new forms of social regulation are emerging—in particular, a hybrid version of the Fordist-era company towns.

Drawing on a range of fieldwork interviews, this paper discusses the opposition of civil society to nonferrous metals mining in Guatemala. Guatemala’s mineral resources, and government efforts to encourage their extraction, are discussed, as is the emergent civil society of that nation. Guatemalan civil society has opposed mining due to the impacts of its environmental effects upon the poor engaged in subsistence agriculture. This opposition has involved protests, community consultations against mining, and networking with the forces of global civil society. The paper concludes with a discussion of how this opposition to mining is a manifestation of the opposition to neoliberalism currently underway in Latin America.

This paper examines the organizational structures of nonprofit organizations in Australia and the United States. Using random samples of nonprofits drawn from the two organizational populations, the analysis compares the extent of structural resemblance or isomorphism in each. It detects similar levels of isomorphism for several structural characteristics. The paper interprets this finding as reflecting expectations for nonprofit organizations that stretch worldwide.

Based on the current global financial crisis, the article introduces two recent typical perspectives on international order from the angle of discussion on the decline of the US, pointing out that the real trend of the development of international political economic order is flatenization. International power will be distributed in a flat model. In this kind of order big powers, main regional nation groups and important international organizations and institutions will share power in an increasingly equal way. The demands for reform of the international financial system against this financial crisis also reflect the trend of flatenization of the international political economic order.

This paper analyzes how natural resource interests have been translated into political outcomes in the form of American climate change policy. Incorporating data about natural resource use and national decision-making, this paper concludes that comprehending fully political decisions about global climate change in the United States requires us to recognize how land-use interests in the growth machine are translated into political outcomes. The findings of this paper suggest that, in order to understand social phenomena more fully, sociologists must recommit to studying the conjoint constitution of natural resources and social processes.

Australia, like many Western liberal democracies, has experienced an unprecedented shift toward market driven policy governance in the past decade, influenced heavily by the demands of globalization but also the dominance of conservative ideas of liberal democracy and market oriented neoliberalism. In this context nonprofit advocacy organizations (NPAOs) have not only been subject to criticism and a reduction in governmental support, but have had their legitimacy challenged and questioned. This paper responds to an audible, visible, and highly contestable critique of NPAOs by exploring their contemporary place and role in Australian democracy. This discussion relies on a review of some key ideas and theories of liberal democracy and an overview of the current Australian context in which NPAOs operate, particularly in regard to their participation in policy governance. A key observation about how integral NPAOs are to ensure an active and open democracy, challenges the current directions of Australian governance and suggests a need for reflection on what actually constitutes a fully functioning democracy that fits the demands of the twenty-first century.
