This article examines the impacts of the financial, food and fuel crises on poor and vulnerable households in two states of Nigeria: Lagos and Kano. It uses retrospective household‐level data to analyze the impacts of induced price variability on household welfare. The results indicate that aggregate shocks have significant adverse effects on household consumption, schooling and child labour decisions, with a degree of impact heterogeneity across regions and rural and urban areas of the country. We find that the coping strategies adopted by the poor to deal with the short‐term effects of the crises can lock households in a low‐income equilibrium or poverty trap. Provided that covariate shocks exacerbate these effects, they become central for policy design.  相似文献

This article reports on factors influencing participation in the poverty‐oriented public works programme in rural Malawi and analyses the determinants of the revealed positive socio‐economic impact among the participants. The programme targets poor households through self‐selection by offering a wage below the official minimum for rural areas. The empirical results show that most participants are poor and with little education. Probability of particpation is higher for members of female‐headed households and households with longer periods of food insecurity, excess supply of labour, few assets and reservation wages below the wage offered in the programme. Taking account of selectivity bias, the impact of the programme increases with the gender (female) of participants and the numbers per household participating.  相似文献

Conditional Cash Transfer (CCT) programmes, providing eligible households with periodic cash payments, contingent on their children's adherence to school enrolment and attendance requirements, hold considerable promise for reducing levels of child labour across the developing world. This article presents the results of an analysis of a CCT programme in Nicaragua, Red de Protección Social, and compares them with those of other CCT programmes, discussing how the structure of each programme's incentives, including differences in targeting, subsidy amounts and educational requirements, contributes to the variation in their effectiveness at reducing child labour.  相似文献

Export bans have been frequently used by developing countries in recent years in an attempt to ensure domestic food supplies and insulate domestic market prices from international price hikes. This article uses Tanzania to examine the impact of export bans using a computable general equilibrium model. We find that banning cross‐border maize exports has very little effect on the national food price index and that the benefits from lower maize prices are captured primarily by urban households, while maize producer prices decrease significantly. The export ban further decreases the wage rate for low‐skilled labour and the returns to land, while returns to non‐agricultural capital and wage rates for skilled labour increase, further hurting poor rural households and thus increasing poverty for the country as a whole.  相似文献

During the economic crises Nicaragua suffered between 2000 and 2002, a conditional cash transfer program targeting poor households began operating. Using panel data on 1,397 households from the program's experimentally designed evaluation, we examined the impact of the program on household structure. Our findings suggest that the program enabled households to avoid reagglomeration during the economic crises, with households in control communities growing more than treated households. These changes were driven primarily by shifts in residence of relatively young men and women with close kinship ties to the household head. In contrast, households that received transfers continued to send off young adult members, suggesting that the program provided resources to overcome the short‐term economic pressures on household structure.  相似文献

This article investigates the extent to which public and private transfers affected poverty and inequality in Vietnam in the mid‐2000s. It finds that the impact of public transfers on poverty was negligible, due to the low coverage of the poor and the relatively small amounts transferred. Moreover, the effect of the receipt of transfers on expenditures was small: recipients decreased the labour supply and only a limited amount of the extra income went to current consumption. Domestic private transfers were somewhat more successful in reducing poverty. With most public and private transfers going to non‐poor households, inequality was only marginally affected.  相似文献

This article explores the role of national institutional factors – more specifically, the level of skill transparency of the education system and labour market coordination – in accounting for cross‐national differences in the relationship between education and occupational status. Consistent with previous research, our findings suggest that skill transparency is the primary moderator. Countries with a highly transparent educational system (i.e., extensive tracking, strong vocational orientation, limited tertiary enrolment) tend to be characterized by a strong relationship between education and occupational status. These findings hold even after controlling for the level of labour market coordination. Nevertheless, we also find that labour market coordination plays an independent role by dampening the effect of education on occupational status. Taken together, these results suggest two quite different policy implications: (1) strengthening the skill transparency of the education system by increasing secondary and tertiary‐level differentiation may strengthen the relationship between education and occupation, regardless of the level of coordination, and (2) increasing labour market coordination could lead to improved social inclusion and a reduction in inequalities related to educational attainment.  相似文献

Given parental influence on children's educational choices, new family constellations may impact on sex segregation in school and thus in the labour market. This paper addresses the question of what consequence father absence and stepfather presence may have for choice of the male‐dominated natural science/technology (NT) programme in Swedish upper secondary school. The data include register information on all pupils who attended the ninth grade of the Swedish compulsory school in 1998 and 1999 and their parents (n = 73,824). While children in mother‐only households are less likely to choose the NT programme compared with children residing with two original parents, this is accounted for by differences in socioeconomic conditions and in grade sum. Fathers, like mothers, also have a more direct influence on children's educational choices of field of study via their own education and occupation. However, what has not been noted in previous research is that this also applies to ‘absent’ fathers and, for boys, to stepfathers as well.  相似文献

Family‐responsive benefits have important consequences for workers balancing work–family demands. Previous research on the distribution of family‐responsive benefits has focused on intra‐organizational determinants or general labour market characteristics, at the expense of local labour market factors. We address this deficiency by analysing a unique random sample of US work establishments nested in their local labour markets. Specifically, we ask whether, net of establishment and local labour market characteristics, women's local labour market standing influences the prevalence of family‐responsive benefits. The results indicate that women's labour market status, measured with a composite of occupational gender integration, aggregate educational attainment and percentage of women in managerial roles, has a strong positive net effect on the prevalence of family‐responsive workplace benefits. However, no significant interaction between women's status and establishment‐level characteristics was found. Our findings highlight the importance of local labour markets in the distribution of family‐responsive benefits across organizations.  相似文献

Bishkek, the capital of Kyrgyzstan, Russia and Kazakhstan are all major destinations for labour migrants from rural areas of southern Kyrgyzstan. Along with searching for better income, younger men and women also migrate for educational purposes; children and elderly people stay behind. While older migrants often regard this separation from their families as temporary, younger people start to put down roots in places other than their homes and this has long‐term consequences for development in rural areas. The paper therefore looks into families’ multi‐local settings and why young migrants fail to return home. It also considers the potential impact on rural development including remittance dependency, an increasing shortage of qualified labour and new conditions of social care. Abstract Traditional perspectives on ethnic institutions tend to consider mainly their role in the preservation of the cultural and social fabric of ethnic communities. Increasing evidence indicates that ethno‐institutional effects are often more varied and complex. France's first industrial‐era immigrants, massively crossing the border from Belgian Flanders during the second half of the 19th century, are a case in point. Immigrant Flemish workers introduced a new type of institution to the French working class: socialist cooperatives. These would have a long‐term impact not only on the immigrant Flemish community itself, but also on the larger labour movement, on the region, and on the country as a whole. Three elements were important in this process of institutional cross‐fertilization: Belgian workers’ rich institutional repertoire; the coincidence of their settlement with the rise of the French labour movement; and the fact that their institutional innovation was easily transferable.  相似文献

Social protection (income) support to households in the wake of major natural disasters is assuming a growing role for the World Bank, and major cash transfers in Turkey, Sri Lanka, the Maldives and Pakistan are reviewed in this article. Such support is usually best provided directly as cash to affected households; it complements other relief and reconstruction efforts, is demanded by client countries and has a positive impact on short‐term food security and long‐term recovery. It could be geared for greater impact and more efficient delivery in future by the use of a best‐practice toolkit and a right‐on‐time technical assistance facility, and its integration in emergency preparedness and capacity‐building for implementing agencies.  相似文献

The impact of international labour migration on human wellbeing and socioeconomic development in communities of origin is an important yet understudied issue in contemporary migration research. This study examines whether men's labour migration from rural Armenia to Russia and other international destinations enhances the economic and social connections of the left‐behind households to their communities or, on the contrary, undermines those connections and encourages household members' own migration. Using survey data, it compares families of migrants and non‐migrants with respect to ownership of productive and major non‐productive assets in the community and women's non‐farm labour force participation, their social engagement in the village, and their desires to migrate abroad. The results of statistical tests indicate that men's migration is negatively associated with households' asset ownership and with women's non‐farm employment. The results for women's social engagement in their villages are less consistent. Finally, regardless of economic attachment, social engagement, and a host of other factors, wives of migrants were significantly more likely to wish to move abroad than women married to non‐migrants, and the difference in propensity to emigrate between migrants' and non‐migrants' wives increases with duration of husband's migration. We situate these findings in the context of Central Eurasia's international labour migration system and discuss their implications for future migration trends and for socioeconomic development of Armenia and similar settings.  相似文献

After the collapse of the communist regime East Germany became the prime example of a ‘Big Bang’ strategy of transformation. Rapid marketization and privatization brought about a disastrous economic downturn. But immense transfer payments from West Germany and the import of a well‐developed system of social security institutions accompanied the transformation, minimizing social costs. This article summarizes the main developments and analyzes their impact on the living conditions of East German households. The indicators presented cover labour force participation, business activities and economic inactivity in the household context; relative income position, poverty, income inequality and the self‐assessment of income changes; consumption and livelihood. The article reveals both the different experiences of gains and losses within East German society and the (in some respects) advantageous position of East German households compared with households in Hungary, Poland, and the Czech and Slovak Republics.  相似文献

Poverty data rarely capture processes of change, limiting our ability to understand poverty trajectories at the individual or household levels. This article uses a household survey, village‐level participatory studies and indepth life‐history interviews to examine people's poverty trajectories and to identify what drives and maintains chronic poverty. Composite shocks can propel previously non‐poor households into severe and long‐term poverty. Poverty is hard to escape, and people born into chronically poor households find few opportunities for accumulation and wealth creation. The analysis highlights the importance of poverty interrupters, including the end of conflict and the re‐integration of internally displaced people, and suggests that state‐led interventions would be needed to provide real opportunities to the chronically poor.  相似文献

This article aims to assess the effect of the labour market environment on university students’ labour market‐related behaviour in the Republic of Korea. Using data from the country's Graduates Occupational Mobility Survey for 2005–13, the author estimates the effect of macroeconomic variables on university students’ job market‐related outcomes. Results indicate that labour market polarization, as measured by the labour market polarization index developed by Chung and Jung (2016), has a significant effect on both the nominal and masked (through extension of university enrolment and university transfers) unemployment of university students. These findings imply that the labour market structure is a key element in understanding youth unemployment.  相似文献

Labour migration into Malaysia has increased rapidly in recent decades and this has affected Malaysia's government policy in managing migrants’ movement. Interestingly, Malaysia has attracted a high degree of unskilled labour, accompanied by unabated rise of undocumented migrant workers. Mitigating undocumented migration is the main aim of Malaysia's labour migration policy and therefore the focus of Malaysian government. This has impacted on how enforcement agencies work out strategies. These agencies are the forefront of Malaysia's labour migration policy but they faced a number of challenges, such as documentation, finance and manpower capability, and political intervention, which impede their ability to optimize their capabilities in enforcing the Malaysian government labour migration policy. Resolving these challenges and moving towards a long‐term labour migration policy will benefit the Malaysian state, its citizens and the labour migrants.  相似文献

Recent literature is sceptical about the ability of aquaculture development to enhance equity and reduce poverty. This article investigates the issue empirically by surveying 148 households randomly selected in five coastal communities of the Philippines. There is overwhelming evidence that aquaculture benefits the poor in important ways and that it is perceived very positively by poor and non‐poor alike. In particular, the poor derive a relatively larger share of their income from it than the rich, and a lowering of the poverty line only reinforces this result. A Gini decomposition exercise also shows unambiguously that aquaculture represents an inequality‐reducing source of income, providing employment to a large number of unskilled workers in communities characterised by large labour surpluses.  相似文献

How do large scale, involuntary migrations and population exchanges affect sending and receiving communities? We examine the case of the partition of India in which approximately 17 million people moved within four years, resulting in one of the largest and most rapid population exchanges in human history. We find large effects due to the migration on a district's educational, occupational, and gender composition. Due to higher education levels amongst migrants, districts with 10 per cent greater inflows saw their literacy rates increase by 3 percentage points, while a 10 per cent increase in outflows reduced literacy by 1.2 percentage points. Due to disparities in the amount of land vacated by migrants, Indian districts with 10 per cent greater inflows saw a decline of 11 per centin agricultural occupations. Districts that experienced high inflows and outflows also experienced changes in gender composition. While the partition, driven along religious lines, increased religious homogenization within communities, our results suggest that this was accompanied by increased educational and occupational differences within religious groups. We conclude that these compositional effects, in addition to an aggregate population impact, are probably features of involuntary migrations and population exchanges and, as in the case of India, Pakistan, and Bangladesh, can have important long‐term consequences.  相似文献

This paper is concerned with extending debate on the renegotiation of the domestic division of labour within the context of contemporary economic restructuring. Our focus is on a form of household which is becoming increasingly common in Britain in the 1990s. This is the dual career household, in which both partners are in full time professional/managerial employment. A sample of 71 households drawn from the North east and South east, forms the basis for the study. The paper is divided into three main sections. In the first we establish a typology of forms of the domestic division of labour, as well as a means of allocating individual households to particular forms of the domestic division of labour. Then we move on to discuss the degree of variation in particular forms of the domestic division of labour found within our sample households and illustrate these with reference to five case studies. In our final section we consider the implications of our findings for the respective arguments of Lydia Morris and Jane Wheelock; point to the significance of gender identities to an understanding of between household variation in form of the domestic division of labour; and suggest how our finding shed light on the debate over women and social class.  相似文献
