The People's Republic of China suffers each year from various environmental hazards. Although risk perception study has a 40-year history in Europe and North America, little is known about risk perception in China. Previous studies of risk perception have primarily focused on unnatural hazards, but China has experinced many natural environmental hazards. Therefore, the Chinese public's perceptions of environmental hazard risks must be considered in order to support the IDNDR program. The Chinese public's perceptions of environmental hazards are similar to those of Europeans and North Americans, but different characteristics are observed.  相似文献

Cancer is a significant public health topic and is frequently a factor in public reactions to environmental hazards. It may be reasonable to suggest that a unique form of health anxiety exists - one specific to cancer. In this article, we explore a measure of cancer anxiety that has applicability to risk perception in the specific context of communities that are alarmed over suspect cancer rates thought to be associated with environmental hazards. A literature search was used to identify survey questions previously used to measure cancer worry, fear, anxiety, etc. A list of 24 items was employed in a mail survey sent to 30 communities in which cancer rates were under investigation (part of a broader study). An analysis of the dataset of 1,111 responses yields two versions of a cancer anxiety scale: one an additive combination of 21 items (alpha= 0.77) and the other a two-factor model consisting of nine- and four-item subscales (alpha= 0.74 and 0.69). The resulting scales are evaluated for their ability to predict perception of risk from the environmental hazards in these cases. Controlling for age, sex, and cancer status, the scales explain between 2% and 10% of risk perception (full R(2) values ranging from 0.17 to 0.24). Given the range of concepts required to model risk perception, we conclude that this measure of cancer anxiety is sufficiently reliable and robust to be recommended for use in circumstances involving hazards associated with cancer. Other uses and further development of the measure are discussed.  相似文献

A public sample of Hong Kong Chinese (N = 167) rated the levels of threat of 25 environmental hazards and gave quantitative judgments to six risk characteristics for each hazard. It was found that women, older participants, and less educated individuals found the hazards to be more threatening to the environment than did men, younger participants, and more educated individuals, respectively. A new spatial model emerged from a principal component analysis carried out on responses to six risk characteristics. Instead of replicating the well-documented factors of unknown risk versus dread risk, we found a structure defined by a known and dread risk factor and a controllable risk factor. Findings were discussed in light of potential influences of the Confucian heritage on the perception of risks among Hong Kong Chinese.  相似文献

Public risk perceptions of mass disasters carry considerable influences, both psychologically and economically, despite their oft‐times imprecise nature. Prior research has identified the presence of an optimistic bias that affects risk perception, but there is a dearth of literature examining how these perceptions differ among cultures—particularly with regard to mass disasters. The present study explores differences among Japanese, Argentinean, and North American mental health workers in their rates of the optimistic bias in risk perceptions as contrasted between natural disasters and terrorist events. The results indicate a significant difference among cultures in levels of perceived risk that do not correspond to actual exposure rates. Japanese groups had the highest risk perceptions for both types of hazards and North Americans and Argentineans had the lowest risk perceptions for terrorism. Additionally, participants across all cultures rated risk to self as lower than risk to others (optimistic bias) across all disaster types. These findings suggest that cultural factors may have a greater influence on risk perception than social exposure, and that the belief that one is more immune to disasters compared to others may be a cross‐cultural phenomenon.  相似文献

Recent flood risk management puts an increasing emphasis on the public's risk perception and its preferences. It is now widely recognized that a better knowledge of the public's awareness and concern about risks is of vital importance to outline effective risk communication strategies. Models such as Risk Information Seeking and Processing address this evolution by considering the public's needs and its information-seeking behavior with regard to risk information. This study builds upon earlier information-seeking models and focuses on the empirical relationships between information-seeking behavior and the constructs of risk perception, perceived hazard knowledge, response efficacy, and information need in the context of coastal flood risks. Specific focus is given to the mediating role of information need in the model and to the differences in information-seeking behavior between permanent and temporary residents. By means of a structured on-line questionnaire, a cross-sectional survey was carried out in the city of Ostend, one of the most vulnerable places to coastal flooding on the Belgian coast. Three hundred thirteen respondents participated in the survey. Path analysis reveals that information need does not act as a mediator in contrast to risk perception and perceived knowledge. In addition, it is shown that risk perception and perceived hazard knowledge are higher for permanent than temporary residents, leading to increased information-seeking behavior among the former group. Implications for risk communication are discussed.  相似文献

Techniques for performing scientific risk assessments for a wide variety of chemical and radiological hazards present in the environment and workplace are available. Speakers at a workshop sponsored by the Environmental and Public/Occupational Health Standard's Steering Group addressed both the state-of-the-art in risk assessment and areas of difficulty that require further research. The Steering Group concluded that within the limits of the available data, risk-assessment techniques are a useful tool in decision-making. In the past, many government agencies have not been effective either in listening to public concerns or in communicating technical or scientific information about risks. This has been true at all levels of government. Workshop speakers discussed some ways that government agencies can more effectively communicate with the public. The Steering Group concluded that major efforts must be made to ensure that two-way communication takes place. Thus the results of the workshop show that effective management of risk requires both a scientific assessment of risk and a responsive consideration of the public's perception of risk. Intensive efforts must be made to ensure that effective two-way communication takes place between members of the public and the appropriate government agencies.  相似文献

突发事件是"低概率、高损失"的极端事件。突发事件风险客观存在,公众的应对准备意愿及行为对减缓突发事件风险及降低突发事件损失有着重要影响。但实际上,公众普遍表现出较弱的准备意愿,很少主动采取准备措施及行为。为了解释公众为避免突发事件损失而事先采取应对准备的行为差异,本文基于实证调查数据,将保护动机理论(PMT)应用于公众准备意愿的预测研究,建立突发事件公众认知与准备意愿理论模型,运用多元回归分析及结构方程模型方法,验证公众风险认知、应对认知与准备意愿之间的路径关系。其中风险认知包括可能性和严重性认知两个变量,应对认知包括应对效能、自我效能和应对成本认知三个变量。实证数据通过问卷调查的方式获取,调查对象涉及湖北省武汉市七大行政区域共405位城区居民。数据分析结果表明,公众的准备意愿受到风险认知及应对认知的共同影响,相比于风险认知,应对认知对准备意愿有更大的解释效力;年龄、教育程度、收入等三类人口统计学特征对准备意愿有一定的解释效力。研究结论显示,为了促使公众形成准备意愿,风险沟通不仅应考虑突发事件风险发生的可能性及后果的严重性,更需要关注应对效能、自我效能以及应对成本等对公众准备意愿有着显著影响的因素。  相似文献

This article investigates potential differences in risk perception between experts (loss-prevention managers in the U.K. oil and gas production industry) and nonexperts (managers and students). Extant research on expert versus nonexpert perceptions of risk is reviewed, followed by the present study concerning risk perceptions of seven pen-picture scenarios involving the occurrence of hazardous events in the U.K. oil and gas production industry. In contrast to many of the earlier studies of expert versus nonexpert perceptions of risk, the present analysis concludes that experts did not judge the overall riskiness of the portrayed hazardous events as less risky than the nonexperts. Nevertheless, the experts believe more strongly than our nonexperts that the risks portrayed in the scenarios pose little threat to future generations, are more precisely known, and are relatively controllable. Use of multiple regression analysis to help uncover the basis of overall riskiness assessments for expert and lay respondents was inconclusive, however. Finally, little evidence was found that nonexperts were any more heterogeneous in their risk perceptions than experts. It may be that the nature of the risks assessed in the present study may account for the general lack of clear expert versus nonexpert differences in overall perceptions of the riskiness of hazardous events in the North Sea. Earlier findings of strong expert versus nonexpert differences in risk perception assessed hazards of major public concern. It is inferred that using such extreme hazards may have resulted in an exaggerated view of differences in expert versus public (nonexpert) perception of risk.  相似文献

The research has been aimed at answering two questions: (1) What factors impact perception and acceptance of technological and environmental hazards? (2) Why are rich societies involved more in protecting their environment and health than poor societies? Data has been collected from representative samples of two countries—Poland and Sweden. The results indicate that (1) contrary to earlier findings, the inverse relations between perceived benefits and dangers of hazards has not been observed, (2) acceptance of a risk has been mostly influenced by perceived benefits, (3) rejection of a risk has been mostly influenced by its perceived harmful consequences. Concerning the second question, it has been found that: (1) perceived hazard's danger and benefit is not the only factor that impacts its acceptance, and (2) a broader economic context can impact acceptance (tolerance) of hazards. It has been found that being aware of high dangers and not very high benefits of hazardous activities, Poles still have accepted them. Thus, Poles seem to follow an old proverb: “When one does not have what one likes, one has to like what one has.”  相似文献

The persistent gap in flood risk awareness in Canada, and elsewhere in North America, is a continual source of worry for researchers and emergency managers; many people living in at‐risk places are simply unaware of risks and of their proximity to hazards. This study seeks to understand which residents were aware of flood risk, using unique representative survey data of Calgary residents living in the city's flood‐prone neighborhoods collected after the devastating and costly 2013 Southern Alberta Flood. The article uses logistic regression models to analyze which residents were aware of risk to their homes. Findings indicate that, in addition to various demographic predictors, many of the geographic predictors (including the elevation of one's home relative to the river) are significant predictors of awareness. Having a direct sight line to one of Calgary's two rivers is also a significant predictor in some of the models, suggesting that the visibility of hazards matters for flood risk perception, although this effect fades when many of the geographic predictors are added. Finally, the models indicate that several variables related to local, neighborhood‐based social networks are significant as well. These findings reveal that both physical surroundings and social context are important for understanding risk awareness. The article concludes by discussing the relevance for social science research on disasters and hazards, as well as for planners and emergency managers.  相似文献

Decades of research identify risk perception as a largely intuitive and affective construct, in contrast to the more deliberative assessments of probability and consequences that form the foundation of risk assessment. However, a review of the literature reveals that many of the risk perception measures employed in survey research with human subjects are either generic in nature, not capturing any particular affective, probabilistic, or consequential dimension of risk; or focused solely on judgments of probability. The goal of this research was to assess a multidimensional measure of risk perception across multiple hazards to identify a measure that will be broadly useful for assessing perceived risk moving forward. Our results support the idea of risk perception being multidimensional, but largely a function of individual affective reactions to the hazard. We also find that our measure of risk perception holds across multiple types of hazards, ranging from those that are behavioral in nature (e.g., health and safety behaviors), to those that are technological (e.g., pollution), or natural (e.g., extreme weather). We suggest that a general, unidimensional measure of risk may accurately capture one's perception of the severity of the consequences, and the discrete emotions that are felt in response to those potential consequences. However, such a measure is not likely to capture the perceived probability of experiencing the outcomes, nor will it be as useful at understanding one's motivation to take mitigation action.  相似文献

Laypeople's perceptions of health and safety risks have been widely studied, but only a few studies have addressed perceptions of ecological hazards. We assembled a list of 39 attributes of ecological hazards from the literatures on comparative risk assessment, ecological health, environmental conservation and management, environmental psychology, and risk perception. In Study 1, 125 laypeople evaluated 83 hazards on subsets of this attribute set. Factor analysis of attribute ratings (averaged over participants) revealed six oblique factors: ecological impacts, human impacts, human benefits, aesthetic impacts, scientific understanding, and controllability. These factors predicted mean judgments of overall riskiness, ecological riskiness, acceptability, and regulatory strictness. In Study 2, 30 laypeople each evaluated 34 hazards on 17 attributes and 3 dependent variables. Aggregate-level factor analysis of these data replicated the appropriate portion of the factor solution and yielded similar regression results. Parallel analyses at the individual-participant level yielded factors that explained less variance in judgments of overall riskiness, ecological riskiness, and acceptability. However, the decrease in explanatory power was much less than is often reported for disaggregate-level analyses of psychometric data. This discrepancy illustrates the importance of distinguishing between the level of analysis (aggregate versus disaggregate) and the focus of analysis (distinctions among hazards versus distinctions among participants). In a hybrid analysis, aggregate-level factor scores predicted individual participants' riskiness judgments reasonably well. Psychometric studies such as these provide a sound empirical basis for selecting attributes of ecological hazards for use in comparative risk assessment.  相似文献

This case study examines the hazard and risk perception and the need for decontamination according to people exposed to soil pollution. Using an ecological-symbolic approach (ESA), a multidisciplinary model is developed that draws upon psychological and sociological perspectives on risk perception and includes ecological variables by using data from experts' risk assessments. The results show that hazard perception is best predicted by objective knowledge, subjective knowledge, estimated knowledge of experts, and the assessed risks. However, experts' risk assessments induce an increase in hazard perception only when residents know the urgency of decontamination. Risk perception is best predicted by trust in the risk management. Additionally, need for decontamination relates to hazard perception, risk perception, estimated knowledge of experts, and thoughts about sustainability. In contrast to the knowledge deficit model, objective and subjective knowledge did not significantly relate to risk perception and need for decontamination. The results suggest that residents can make a distinction between hazards in terms of the seriousness of contamination on the one hand, and human health risks on the other hand. Moreover, next to the importance of social determinants of environmental risk perception, this study shows that the output of experts' risk assessments—or the objective risks—can create a hazard awareness rather than an alarming risk consciousness, despite residents' distrust of scientific knowledge.  相似文献

Comparative risk assessment is an evaluation process designed to rank environmental problems based on the severity of potential hazards. The purpose of this paper is to provide an effective statistical approach to analyze perceived environmental risks. Environmental problems, evaluative criteria, and other potential moderator variables need to be determined first, and then the risk perception data collected. Repeated measures analysis is used to first test for interactions between environmental problems and potential moderator variables. If there are no significant interactions, then the risk difference among environmental problems is tested unconditionally; otherwise the risk difference is tested conditionally. Cluster analysis for environmental problems is performed only when the risk difference is significant. The clustering results can be objectively determined by using the simultaneous T2 confidence intervals. Risk-based priority setting is made according to the clusters obtained. To illustrate this approach, an empirical study of comparative socioeconomic risks in Taiwan was conducted. Socioeconomic impacts areas including social security, quality of life, production cost, investment willingness, and economic resources are used as evaluative criteria. Results indicate that selected impact areas do affect relative risk differences among 24 environmental problems, and the difference is significant for each area. Therefore, cluster analysis is conducted separately for each impact area. Risk-based priority settings for clusters of environmental problems are reported.  相似文献

Knowledge of the workforce's risk perceptions and attitudes to safety is necessary for the development of a safety culture, where each person accepts responsibility for working safely. The ACSNI Human Factors report stresses the importance of assessing workforce perceptions of risk to achieve a proper safety culture. Risk perception research has been criticized for insufficient analysis of the causal relationships between risk factors and perceived risk. The present study reports some of the factors which predicted risk perception in a sample of 622 employees from six UKCS offshore oil installations who completed a 15-section questionnaire. This paper focuses on the accuracy of workers' risk perceptions and what underlying factors predict the perception of personal risk from both major and minor hazards.  相似文献

Variability in ecological risk perceptions was investigated by surveying members of four stakeholder groups commonly involved in environmental policy debates. Fifty-six individuals from government, industry, environmental, and general-public groups completed a risk-perception survey in which they evaluated 34 environmental hazards on 17 attributes and also evaluated the riskiness and acceptability of each hazard. In addition, participants reported their environmental beliefs and norms using Dunlap et al.'s revised New Ecological Paradigm Scale and modified versions of Schwartz's Awareness of Consequences and Personal Norms Scales. Group membership was predictive of participants' scores on the belief and norm scales. Factor analysis of attribute ratings (averaged across participants) revealed the anticipated three oblique factors: ecological impacts, scientific understanding, and aesthetic impacts. Factor patterns were very similar for the four stakeholder groups. Factors from the aggregate analysis were predictive of individuals' riskiness judgments, but these relationships were moderated by participants' group membership, beliefs, and norms. Compared to members of other groups, members of the general public placed less emphasis on ecological impacts and more emphasis on the other two factors when judging the ecological riskiness of hazards. To our knowledge, these results represent the first formal tests of interactions between hazard characteristics and participant characteristics in determining riskiness judgments, and illustrate how traditional psychometric analyses can be successfully coupled with individual-difference measures to improve the understanding of risk perception.  相似文献

Risk perception has been largely examined in studies that have aimed to explain and predict preparedness behavior in the context of natural hazards. Findings from studies on the relationship between previous experience, preparedness, and risk perception in disaster situations have been inconsistent. Hence, the main goal of this work was to explore the influence of physical and emotional experience on risk perception regarding natural hazards. This study was conducted in a statistically representative sample of the city of Iquique, in northern Chile (n = 701), who completed a survey one month after the occurrence of an earthquake and tsunami (8.2 Mw). The survey assessed the experience and preparation actions of survivors in relation to this event. Using a structural equation model, we examined nine proposed relationships, six of which were significant. The final model had an adequate fit (χ² = 752.23, df = 283, comparative fit index [CFI] = 0.90, root mean square error of approximation [RMSEA] = 0.049). Direct experience showed the greatest influence on risk perception: while direct physical experience (i.e., the physical and material consequences associated with the earthquake) maintained a direct positive effect on risk perception, direct emotional experience (i.e., the fear of experiencing an earthquake) produced an indirect positive effect (through worry). Emotional experience, however, did not directly influence current preparedness and risk perception. Implications for understanding the relationship between risk perception and direct experience are discussed.  相似文献

Previous studies of risk perception have typically focused on the mean judgments of a group of people regarding the riskiness (or safety) of a diverse set of hazardous activities, substances, and technologies. This paper reports the results of two studies that take a different path. Study 1 investigated whether models within a single technological domain were similar to previous models based on group means and diverse hazards. Study 2 created a group taxonomy of perceived risk for only one technological domain, railroads, and examined whether the structure of that taxonomy corresponded with taxonomies derived from prior studies of diverse hazards. Results from Study 1 indicated that the importance of various risk characteristics in determining perceived risk differed across individuals and across hazards, but not so much as to invalidate the results of earlier studies based on group means and diverse hazards. In Study 2, the detailed analysis of railroad hazards produced a structure that had both important similarities to, and dissimilarities from, the structure obtained in prior research with diverse hazard domains. The data also indicated that railroad hazards are really quite diverse, with some approaching nuclear reactors in their perceived seriousness. These results suggest that information about the diversity of perceptions within a single domain of hazards could provide valuable input to risk-management decisions.  相似文献

The biogeographical centers of origin of important food crops-called Vavilov centers-are considered to be crucial sources of genetic diversity for present and future crop-breeding programs and thus for human food safety worldwide. Global environmental change and more intensified modes of crop production may cause genetic erosion (loss of traditional crop varieties and loss of crop wild relatives), especially in Vavilov centers. The present study focused on how the risk of genetic erosion (or loss of agro-biodiversity) is perceived in comparison to 16 other risk topics by experts and lay people in Austria and China. The most striking result was that genetic erosion was perceived to be an exceptionally unknown and uncertain risk topic, given that only genetically modified organisms (GMOs) were perceived as being even more uncertain. As a consequence of the high uncertainty, the idea of applying the precautionary principle to further prevent genetic erosion is discussed. An unprecedented finding-one that differs from Austrian participants-is that the Chinese have a higher perceived control over all risk topics. The increased perception of controllability in China is discussed in light of the theory of reflexive modernization. This theory strives to explain the increased critical attitude in Western countries such as Austria toward scientific innovations and toward the idea that everything can be calculated and mastered at will. By revealing different notions of risk perception, this research also provides additional scientific input to risk communication efforts for public education.  相似文献
