This article explores the impact of asylum support systems on refugee integration focusing on the UK and the Netherlands. Both have adopted deterrent approaches to asylum support. The Dutch favour the use of asylum accommodation centres, segregating asylum seekers from the general population. The UK disperses asylum seekers to housing within deprived areas, embedding them within communities. Both countries have been criticized for these practices, which are viewed as potentially anti‐integrative: something of a paradox given that both promote the importance of refugee integration. We analyse national refugee integration surveys in both countries and provide original empirical evidence of negative associations between asylum support systems and refugees’ health, which differ in relation to mental and physical health. The integration and asylum policy implications of these findings are discussed.  相似文献

Social media platforms allow refugees separated by distance to share information, provide support and exchange resources across borders. This connection has the potential to transform resettlement experiences as people maintain significant and ongoing relationships with transnational networks. Yet, since refugee resettlement programmes generally only scale up to the national imagination, integration remains a normative framework in most policy spheres. This article presents a 12‐month digital ethnography of 15 refugees settled in New Zealand with a view to examining their transnational practices of social media and its influence on integration and belonging. Drawing on a conceptual framework based on the social organization of difference, it contains a discussion on how online global networks increasingly inform the domains of encounters, representations and configurations. The role of social media for refugee resettlement futures and its implications for integration at times of rapid political, technological and social change concludes the article.  相似文献

Each year thousands of refugees, including racialized LGBT refugees, are resettled in Canada. Currently, economic independence is the foremost policy goal in integrating Canada's refugees. This policy often relies on social capital as a non-economic solution to integration. I draw on 35 multi-sequential interviews with 19 gay Iranian men to connect the empirical and theoretical debates around refugee integration and argue that over-reliance on refugees' deployment of social capital for integration has grave shortcomings for their senses of belonging. I suggest that examining racialized LGBT refugees' integration strategies best reveals communitarian social capital's flaws at the conjunction of sexuality, gender, race, and class. I draw on Bourdieu's writings on social capital to highlight internal group differences, social inequalities, and the vital convertibility between financial, social, and cultural capital in building transferrable resources for refugee integration. I conclude by urging policy-oriented studies of social capital.  相似文献

The article explores the relationship between return and transnationalism in the case of the post‐2003 Iraqis' protracted displacement in Syria and Jordan. Based on field observations and interviews with Iraqi returnees, the article argues that transnational mobility and livelihoods constitute a precondition for their sustainable return. In this refugee context, return is rarely a one‐way physical movement followed by permanent integration back home. It is a complex process that takes time and entails various degrees and modalities of transnational mobility, social networks and livelihoods connecting host and home societies. The international refugee regime in contrast is predicated on the assumption that refugees will not re‐migrate after return. Stopping returnees' mobility may hamper the independent transnational livelihoods and development opportunities that the Iraqi people have pursued in the absence of permanent solutions to their predicament.

Policy Implications

  • International donors and regional states should harmonize their asylum and migration policy agendas and develop an integrated framework for durable solutions to the Iraqi protracted displacement.
  • Relevant agencies should consider ways to incorporate legal transnational mobility opportunities into policy frameworks for the protection of refugee populations in the Middle East.
  • Existing voluntary assisted return policies need to be revised to reflect the often non‐sedentary and non‐permanent nature of refugee returns to conflict‐affected societies.
  • More research on returning refugees' transnational livelihoods is required to inform policy interventions facilitating the safe and sustainable return of refugees.

In the second half of the nineteenth century, the young Italian state was concerned with various groups of refugees. These refugees experienced little interference for the heroes of the Italian unification had themselves lived in exile. The tide turned at the time of Mussolini. Immigration and refugee policy became increasingly restrictive under the Fascist regime. Nevertheless, numerous Jewish refugees were able to survive under this dictator. In the present article, a side of Italian history that has received only fragmented and sporadic attention will be examined‐namely, the development of immigration and refugee policy between 1861 and 1943.  相似文献

Poverty is a well‐known short‐term outcome of migration in general and a long‐term outcome of forced migration in a global context. Surprisingly, this outcome appears among refugees in welfare states which provide various asylum and social policies facilitating integration. The article aims to explore the relationship between asylum and social policies and poverty among refugees. The research results are drawn from two studies conducted among refugees, NGOs, national and local administration representatives, and case workers in Poland between 2006 and 2014. The results show that asylum policy contributes to the material and symbolic hardship experienced by refugees, and social policy is ineffective in its prevention. If refugees are settled in regions with high levels of poverty, unemployment and ethnic‐based prejudices, then they experience and continue to live in poverty. In such a context, and due to its weaknesses in addressing discrimination, social policy cannot successfully integrate refugees.  相似文献

The debate over immigration continues to be one of the most politically charged policy issues in the United States (US). Given the charged nature of this topic, it is vitally important to have reliable data on not only the number of US foreign nationals but also the characteristics of this extremely heterogeneous group – a population comprised not only of immigrants but also of refugees. There exist a small number of data sources for informing policy and practice at the national level. However, such data are often lacking for smaller geographical areas. This paper describes a recent effort to generate serviceable data on the immigrant and refugee population for a medium‐sized metropolitan area in the US. The objectives of this research were twofold. Our first goal was to provide local stakeholders with information to assist them with resettling and obtaining funding for immigrants and refugees. The second aim was to develop better techniques for tabulating diverse refugees and immigrants in a medium‐sized community. By comparing and contrasting three data sources – that is, refugee services, public schools and a local health plan – we are able to generate estimates of the local refugee and immigrant population. During the period from 2005 to 2007, we estimate the total number of immigrants and refugees in the community to be somewhere between 10,938 and 13,282. Although perhaps a bit on the high end due to methodological assumptions, these estimates seem plausible, based on previously cited figures for the region. While such estimates are valuable, a number of shortcomings related to the data prevent us from painting a more complete picture of these populations. We conclude this paper with a number of recommendations that will assist others in planning research designed to inform migration policy and practice in medium‐sized metropolitan areas.  相似文献

In public and scientific debates about the dynamics of the so-called refugee crisis of 2015, there are highly controversial positions concerning the statement on August 2015 by Chancellor Merkel: “We will manage it” Did this dictum actually increase or even unleash the refugee migration towards Europe in 2015? Was Germany's governmental policy against the legal European and national frame? Based on an analysis of legal documents and public statements, the article first reconstructs the development of refugee immigration into the EU, especially to Germany, in 2015 and reviews whether the German government violated law and opened one-sided borders. Based on survey data of 4,500 refugees in 2016, it then analyses whether the Merkel dictum significantly changed the volume and the reasons why refugees decided to flee to Germany. The refugee crisis has spurred the rapid development of creative technology and social media applications to tackle the problem of refugee integration in Europe. In this article, a qualitative study with 18 refugees from Syria, Eritrea and Afghanistan is presented in order to investigate the uses and purposes of social media associated to the different areas of refugee integration in the Netherlands. The results indicate that social media networking sites were particularly relevant for refugee participants to acquire language and cultural competences, as well as to build both bonding and bridging social capital. Another important finding concerns the role of government, host society and the agency of refugee actors in determining the way refugees experience social media. Building on these results, a theoretical model for analyzing refugee integration through social media is demonstrated.  相似文献

International migration in eastern and southern Africa (ESA) is rarely addressed in population and development policies or regional organizations, and regional organizations must in the articulation of sustainable shared development identify the role of international migration. Poor quality data on international migration hampers analysis. Sustainable, shared, and human development within the region are subregional issues. Permanent migration is characterized among ESA countries as increasing demographic ethnic pluralism that may result in redrawing of territorial boundaries and further population movement. Portuguese and Arab settlement and integration in eastern areas resulted in coexistence, while European immigration to South Africa resulted in racial segregation. Modern colonial settlement and the aftermath of political conflict resulted in independent countries after the 1960s and outmigration of nonAfrican groups. Much of the labor migration in ESA is unskilled workers moving to South African mining regions. Labor migration to Zimbabwe and Zambia declined after the 1960s. The formation of the Common Market for ESA and the potential merger with the Preferential Trade Area and South African Development Community is a key approach to integration of migration into regional cooperation and shared development. Refugee movements create the most problems. Prior to 1992 ESA countries accounted for 83.4% of refugees, particularly in Mozambique, Ethiopia, and Somalia. Some countries blame poor economic performance on the deluge of refugees. Illegal migration is currently detected because of the required work permits, but the adoption of the Common Market would obscure this phenomenon. Human development is affected most by migrations related to drought, labor migration to strong economic areas, and return migration. The Inter-Governmental Authority on Drought and Development needs to become more active and establish better policies on nomadic and refugee movements and displaced populations. Movement of educated populations to countries lacking in trained and skilled human resources is a future challenge. Strategies of immigration should facilitate economic development.  相似文献

Refugees to Botswana have included mass influxes of rural peoples from South West Africa/Namibia, Rhodesia/Zimbabwe and South Africa as well as smaller numbers of political activists from each of these territories and Lesotho. The government of Botswana, with the benefit of substantial external assistance, has evolved a legal, organizational and policy response to enable it to cope with the economic, social, political and security strains which result from refugee movements. The policies applied by the government have included moving refugees on to third countries, resettlement, voluntary repatriation, encampment, and measures designed to discourage all save genuine refugees. Although there have been notable successes with each of these techniques, neither singly nor collectively have they proved a panacea for the problems resulting from refugee movements  相似文献

There has been a long tradition in the Ottoman Empire and the Turkish Republic of receiving refugees. There were Jewish refugees from the Spanish Inquisition, Hungarians and Poles fleeing revolts in 1848-9, and those of Turkish descent and usually from the Balkans. Concurrent with this trend is the history of refugees and immigrants leaving Turkey, such as many Armenians, Greeks and Jews leaving at the turn of the century, and after 1923 and the Treaty of Lausanne. Little is currently published on the topic. This article defines a refugee; provides an overview of the refugee problems of the 1980's due to Bulgarian, Kurdish, and Turkish refugees; and the legal and political aspects. As a country of origin, there is discussion of the political and economic aspects of Turkish asylum seekers in Europe. The potential refugee flows to and from Turkey are also examined. I) For this study, refugees are victims of political violence and are persecuted for political or religious beliefs, ethnic or racial background, or war. In Turkey, there are national refugees, international refugees outside the Convention, and UNHCR Convention refugees. During the 1980's all 3 groups were arriving: from eastern Europe, Iranian Kurds, Iraqis, and ethnic Turks from Bulgaria and Afghanistan. The Turkish restricted acceptance of the 1951 Convention on Refugees creates serious humanitarian and security consequences for refugees other than those from eastern Europe and of Turkish ethnicity. Political considerations play an important role in treatment where security threats outweigh humanitarian need. The case is given for Kurdish refugees. II) Asylum seekers from Turkey in Western Europe was determined between 1986-90 to be 185,000 from applications. These figures have risen steadily due to the political instability and military activity of areas bordering Iraq and Syria, the Emergency Region. In addition there are economic and employment problems, and there has been a suspension of human rights. Europe in return has tightened legislation and procedures to differentiate economically motivated refugees from authentic political asylum seekers. Further research is needed to investigate refugee problems. Further refugees may come due to the promotion of a Black Sea Cooperation Region and easier crossings of borders to the former Soviet Republics. Ethnic Turks in Moldavia or Romania or Bulgaria may leave due to unrest. Factors affecting asylum seekers are improvements in Turkey's human rights record, repeal of bans of the Kurdish language, completion of the South Eastern Development Project, and the European government policy on asylum.  相似文献

The present article delineates the state of health and socioeconomic situation of migrants and refugees in Sweden. Special attention is given to refugees. Migrants appear to have more extensive health problems and a shorter longevity span than native Swedes. The refugees constitute an especially exposed group of migrants. Experiences in the home country that relate to organised violence is a specific problem for this group. It has been estimated that 20 to 25 per cent of all adult refugees who have arrived to Sweden during the recent years have experienced torture in their native countries. Swedish migrant and refugee policy operates according to a model of decentralisation, aiming to avoid ethnic segregation in the big city areas. However, the integration policy seems, in many instances, to have had a negative affect on the situation of the refugees. During the period of time, in which the refugees wait for a residence permit, they are not permitted to work. The long period of forced inactivity—in some instances up to a couple of years—seems frequently to have aggravated the health of the refugees. In addition it appears to contribute to the ever increasing animosity towards them.  相似文献

Given the duration of time that has passed since the Afghan refugee influx into Pakistan began and the absence of any immediate prospect for a political settlement which would allow the refugees to return home, it is necessary to consider what the long-term requirements of this population might be and the implications of permanent resettlement on both the refugees and the host country. For policy makers, these are urgent questions that must be confronted not only to help ensure the health, safety, and productive future of the refugees, but also to minimize the risks of even greater political instability in this troubled region. This article attempts to provide some basic insights into the society and culture of the Afghan refugees and will consider what impact dislocation and settlement have had specifically on tribally-organized Pakhtuns, who comprise approximately 50% of the Afghan population generally and perhaps 80-90% of the refugee population (author's).  相似文献

It is increasingly becoming common knowledge that one of the major effects of the Single European Act 1986 will be to increase freedom of movement for some within the internal borders of the 12 European Community member States from 1993, while correspondingly restricting the influx of ‘outsiders’. What is still lacking, however, is informed research on the extent of this ‘exclusion’ and the likely impact of such exclusionist policy on the policing and movement of ‘refugees’ and migrants from South to North and East to West. It is the intention of this paper to address some of these issues. The main rationale behind these restrictionist and exclusionist policies is, on the one hand, a fear concerning floods of refugees invading the West from both the South and the East, due to either internal strife or poverty or simply economic disparity. On the other hand, a ‘tightening‐up’ of the asylum regulations and procedures is felt necessary on the official ground of ‘too many bogus applications’ being made to circumvent visa restrictions. This raises two problems in particular. Firstly, if the EC member States are becoming increasingly exclusionary, what happens to the refugee ‘flood'? Secondly, when is an ‘economic migrant’ not a refugee, or a refugee not a migrant, or even a ‘refugee’ not a suitable case for asylum? Moreover, even though it is realized at the political level that a long‐term strategy for ‘social and economic progress in the home countries represents the most important precondition to give the people in those countries a new professional and social perspective, which will encourage them to stay in their home countries’ it is nevertheless the case, unfortunately, that through Schengen and other EC inter‐governmental structures, the emphasis on control policy would seem to be dominant. Now that Hungary has joined the Council of Europe, has been a party to the 1951 (UN) Geneva Convention and the 1967 New York Protocol since March 1989, and together with Czechoslovakia and Poland has applied to join the EC, one has to wonder whether the ‘Cold War’ border between East and West is being shifted further East to become a ‘Closed ‘ border.  相似文献

While the issue of giving women their human rights has been firmly placed on the agendas of international conferences, the plight of refugee women has gone largely unrecognized. Refugee women face rape, sexual abuse, sexual extortion, and physical insecurity. Such violations precipitate their flight, characterize their attempts to gain refugee status, and continue during their tenure in refugee camps, where they are excluded from positions of authority. Because the definition of refugees in the 1951 UN Convention Relating to the Status of Refugees omits sex as a grounds for determining refugee status or as a grounds on which it prohibits discrimination based on sex, the UN High Commissioner for Refugees decided in 1985 that such claims must fall under the classification of membership of a particular group. Unfortunately, agreement with this is discretionary for states. It has been argued that states which protect aliens from discrimination based on sex must afford the same privilege to refugees, but, again, such behavior is subject to debate. Concerns about the human rights of refugee women should be strengthened by being addressed in the existing framework of human rights conventions in international law, such as the Commission on the Status of Women and the Committee on the Elimination of All Forms of Discrimination Against Women (CEDAW). One recent advance in this area was the establishment of the Yugoslav and Rwanda War Crimes Tribunals which will investigate the sexual abuse of women during the armed conflicts. The issue of violence against women in every situation must remain on CEDAW's agenda. In addition, the Fourth World Conference on Women provides a welcome opportunity to place these issues in the forefront of global efforts to protect women.  相似文献

This article is written with 2 objectives: 1) to describe some of the critical methodological problems encountered in research with Vietnamese refugees in San Diego, California, about whom few studies have been conducted previous to their arrival in 1975; and 2) to discuss the policy implications of research beset with these difficulties, some of which are unique to studies of refugee populations per se, while others are common to research on small ethnic minorities in general. This article focuses on 4 major issues: 1) the quality of refugee studies, 2) the purpose and functions of such research, 3) the ethical dilemmas of studying refugees, and 4) public policy implications of refugee research. Recommendations are offered to resolve some of these issues which would call for policy changes both in the ways that refugee research is conducted and in the training of researchers themselves.  相似文献

This short paper calls for greater awareness of disabled refugees and asylum seekers living in Britain. Currently, policy makers, many refugee communities and the disability movement fail to consider disabled refugees and asylum seekers, perhaps because they constitute a minority about whom data are rarely available. Focussing on the particular combination of circumstances affecting disabled refugees and asylum seekers, this paper presents recent changes in support arrangements for refugees and asylum seekers. The paper also calls for greater involvement in refugee issues by the disability movement.  相似文献
