India's ad hoc sample registration scheme for obtaining current estimates of rural birth and death rates for the whole country is being implemented quite rapidly. Five states have 140 sample units, and eleven states will have from 20 to 100 units in the study depending upon the stage of implementation by March, 1967.Essential elements of the project for each unit are: (1) continuous registration of vital events by a paid part-time local enumerator, (2) a six-month household survey to detect births and deaths which occurred during the previous six months, and (3) matching events from registration and surveys and field recheck of unmatched events to obtain the "best" count of real number of events. Preliminary results in a non-random sample indicate that the crude birth and death rates are around 37.1 and 15.7 per 1,000, respectively, for India's rural population, but these probably will be found to be on the low side.Most of the problems of implementation are operational or administrative rather than statistical: (1) For various reasons, some states are slow in agreeing to assume financial and other responsibilities for the scheme. (2) In many states, even after the scheme has been accepted, there are delays in recruiting the staff, training, and so forth. (3) The most serious problem in the whole project is maintaining control of field operations well enough at each stage to insure that prescribed instructions and methodology are being followed.Experience in India indicates that staged implementation of such projects is highly desirable when trained staff are limited. There still are a number of methodological problems which must be tested as the sample registration evolves. Sample registration is one of the first steps in the Indian program to. develop an adequate vital statistics system. Exploratory studies to measure completeness of civil registration are being done now in an effort to develop means of using civil registration data alone for measurement of vital rates.  相似文献

关于流动人口在城市劳动力市场中的地位问题,过去已有大量文献,但研究重点是农民工。这里把外来市民纳入观察视野,利用2008年"迁移和流动劳动力与中国大城市发展"调查数据,分析工资收入和社会保险参与的影响因素。主要研究发现:在工资收入上,不同户籍身份劳动者之间没有净差异;在养老保险和工伤保险参与上,本市居民、外来市民和农民工参与的可能性依次递减。这意味着,工资收入已经基本上由劳动力市场决定,而社会保险参与依然与户籍身份有关。不过,这种关联方式已经从过去的城乡户籍身份歧视转向本地/非本地权益差异。  相似文献

The registration of vital events in the United States has always been under the authority of State and local areas. The preparation of national birth statistics has been made possible through a co-operative working arrangement between the Federal Government and the States. This paper traces the development of registration systems in the United States from colonial days to the present period. The absence of adequate registration systems throughout the country, during the nineteenth century, led to the use of data collected in the decennial population censuses of 1850–1900 for estimating birth rates. This procedure was abandoned because of the unreliability of the results. Steps leading to the formation of the national birth-registration area in 1915, when it included ten States and the District of Columbia, and. activities resulting in its completion in 1933 are discussed.

A major portion of the paper outlines the nation-wide test of birth-registration completeness conducted in 1940 in conjunction with the decennial census of population. Important results of the test are presented, and the methodology is explained. A similar test is being carried out in 1950. Data derived will be used to focus attention on local areas requiring registration promotion. Correction factors for statistical series based on registered events will also be obtained. The final section of the paper indicates the steps States are taking to improve quality of reporting on the birth record. Changes in the content of the standard certificate of live birth since 1915 are summarized and the statistics tabulated from birth certificates detailed.  相似文献

According to Marx, population either hinders or expedites economic development. During the late 1950s and early 1960s, Shifang County's population grew unchecked. In the 1960s its annual rate of population growth was higher than the national average. Because the growth of material goods was insufficient in supporting the increase in population, the national economy suffered. In 1977, of those Shifang families in debt to the production brigade, over 80% were multiple children families. Some of these families owed over 1300 yuan after 10 years. Obviously such families cannot be counted on to expand the economy or to increase family incomes. Between 1971 and 1981 when Shifang County began family planning, the average annual rate of growth was lower than the national average. At the same time, material production gradually matched population reproduction, expediting economic development. If, with the current age structure (32.19% are aged 0-15 years; 4.95% are over 65 years; average age is 28.41 years), each family has only 1 child, then the rate of natural growth from 1981-2000 will be 3.6% annually. A yearly decrease in population would enable the County to build up pension funds, save on food, maintain the current standard for acreage allotment and expand accumulated capital.  相似文献

Summary In an effort to improve the quality and completeness of birth and death reporting in Morocco, a sample of 84,000 persons was established, for whom birth and death data were collected by two methods. Each household was contacted once a month by interviewers in a registration method; independently, each household was interviewed once every six months by a survey team. Interviewing continued from April 1972 to July 1973. Results of these two methods were then compared through matching the vital events recorded by the two sources. First a 'true match status' was established by teams of 'experts', supplemented by field verification of uncertain cases. Of the 15 variables on the vital event reporting forms, eight were studied to establish the optimal tolerance limits for deciding whether any two completed recording forms (one from each method) were recording a single birth (or death) or two different ones. Next, those characteristics were selected which introduced the fewest matching errors; for births, this was the dwelling unit number, the name of the mother, and the name of the baby; for deaths, the dwelling unit number, the name of the person, and the name of the head of household. Aside from its manifest function, the matching operation also improved the fieldwork and helped to clean the data.  相似文献

The household registration (hukou) system in China, classifying each person as a rural or an urban resident, is a major means of controlling population mobility and determining eligibility for state‐provided services and welfare. Established in the late 1950s, it was initially used to bar rural‐to‐urban migration. After the late 1970s reforms, an inflow of rural migrant workers was allowed into the cities to meet labor demands in the burgeoning export industries and urban services without, however, changing the migrants' registered status, thus precluding their access to subsidized housing and other benefits available to those with urban registration. While there have been many calls for reforming this system, progress has been limited. Proposed reforms have attracted increasing academic and media attention.  相似文献

In order to reduce the Philippine birthrate to 2% by 1980, the number of rural women practicing contraception must be trebeled. To facilitate such an effort, a large-scale reorganization and reorientation in all areas of family planning activity--delivery, training, research, information, education, and communication--is proposed, shifting the delivery of family planning services from clinics to the 36,000 barrio bases. A goal of 16,000 extension workers in family planning is set for 1976; these workers will be the ones to make the initial contacts with potential acceptors. Then full-time family planning workers will try to make potential acceptors into bonefide ones, giving advice or prescribing the method and providing follow-up. Family planning workers will be supervised by nurses and midwives in health stations, who in turn will be supervised by the physician in the rural health unit. Acceptability among community residents is the most vital characteristic of a family planning worker, with the country's 27,000 hilots (birth attendents) seen as leading candidates. Attracting and training manpower in the field is a major challenge, as is lack of personnel in the area of research. Several possible avenues for the development of research interest and manpower for the population program are explored.  相似文献

户籍本身只是一种人口登记制度,而我国的户籍却附加了由体制引起的过多的权利,演变成与户口性质和登记地相挂钩的权利界定和利益分配制度。户籍制度本身并不复杂,但附加在户籍制度之上的相关社会经济政策以及由此形成的社会利益分配格局却是错综复杂的。统筹城乡发展,进行户籍制度改革,关键是突破城乡二元体制障碍,剥离附加在户口上的权益和福利,构建统一国民待遇福利体系,真正发挥户籍的人口管理功能,促进人口资源的有效配置。  相似文献

Bangladesh     
In Bangladesh the Population Control and Family Planning Division of the Ministry of Health and Population Control has decided to delegate increased financial and administrative powers to the officers of the family planning program at the district level and below. Currently, about 20,000 family planning workers and officials are at work in rural areas. The government believes that the success of the entire family planning program depends on the performance of workers in rural areas, because that is where about 90% of the population lives. Awareness of the need to improve statistical data in Bangladesh has been increasing, particularly in regard to the development of rural areas. An accurate statistical profile of rural Bangladesh is crucial to the formation, implementation and evaluation of rural development programs. A Seminar on Statistics for Rural Development will be held from June 18-20, 1980. The primary objectives of the Seminar are to make an exhaustive analysis of the current availability of statistics required for rural development programs and to consider methodological and operational improvements toward building up an adequate data base.  相似文献

This history of the Philippine Population Commission, which was created in 1969, is summarized. In 1970 President F.E. Marcos defined the government's task in this area as: 1) educating the people on the urgent need for population control; 2) disseminating knowledge on birth control techniques; and 3) providing facilities, especially in rural areas. Funding began in 1971. The 4 basic policies are noncoercion, integration, multiagency participation, and the partnership of the public and private sectors. The noncoercion policy means that all birth control techniques are offered and couples are free to use or reject whatever they wish. This has probably slowed the spread of family planning, but has also minimized opposition. Family planning has never been the domain of 1 agency but has been implemented through many agencies working together. Now it is being implemented through total community development plans, of which family planning is merely 1 component. This approach puts irrigation workers, agricultural development workers, and many others on the family planning team. private agencies have also had an important role to play in the development of the total program. For the past 5 years these have been mainly voluntary sociocivic and health associations whose interests are very close to or naturally related to family planning. Now the entry of business into the Population Program through the commercial contraceptive marketing program has enlarged the role of the private sector in the diffusion of family planning products and services. It is possible that the partnership between the public and private sectors may soon be based on segmentation of the target population with government agencies going deep into rural areas while private organizations concentrate on urban and adjacent rural areas.  相似文献

This research analyzes how type of household registration, which reflects the degree of government control, affects compliance with China’s “one child” policy for women at risk during the first decade of implementation. Although socioeconomic and cultural factors have significant effects on four fertility events after first live birth, household registration type is the most important. Furthermore, household registration type interacts with urbanization in such a way that the modernization influence associated with urbanization is more evident for women under less government control. The notable success of China’s family planning program is linked to its unique system of government control.  相似文献

本文利用中国社会科学院经济研究所2018年城乡居民入户调查数据,从户籍改革角度分析户口类型改变对城乡居民医疗服务利用的影响。研究发现:与户口类型未发生改变的城乡居民相比,户口类型发生过改变(农转非)的城乡居民门急诊服务利用的可能性更高,住院医疗服务支出水平更低。从户籍改革与参保类型交互效应看,相对于户口类型未发生过改变的居民医保参保人群,户口类型发生改变(农转非)会显著提高居民医保参保人群门急诊服务利用,同时降低其住院服务利用。进一步采用PSM方法进行稳健性检验,户籍改革对提高城乡居民门急诊服务利用,降低住院医疗服务利用的结论依然成立。此外,本文还发现,直接结算提高了城乡居民门急诊和住院的就诊概率;健康自评状况越差,门急诊和住院医疗服务利用可能性越高,门急诊医疗支出、住院医疗支出和跨省异地就医支出也越高。本文认为,相对于推行基层分级诊疗制度,以户籍改革推动农村居民自由流入医疗资源更丰富的城镇地区,改革基层卫生院制度,以及改变基层医疗服务提供激励机制,可能更有助于改善农村居民健康状况。  相似文献

In 1984 the Keshan (Northeast China) County Government and the Family Planning Committee initiated an education campaign to disseminate family planning information to farmers. The team of propagandists consisted primarily of full-time family planning workers. Village cadres, school teachers, and rural physicians, who are properly educated and positive about family planning work, enjoy high prestige among the workers. They were invited to be team members after training and are supported by the villagers because they come from among the local people. All the childbearing women aged 15-49 in each village were classified by the propagandist into 5 groups according to their marital and childbearing status, i.e., women at the age of puberty, women of new marriage, pregnant and lying-in women, women with children to be reared, and middle-age and old women. The women were organized into groups to attend lectures on different subjects such as population policy, relationship between population growth and socioeconomic development on the 1 hand and individuals and environment on the other. Also included were physiology, the health birth and rearing of children, and health care for women and the aged. The publicity effort included broadcasting, films, video aids, and slide shows. Increased classs were during the slack seasons, and lectures were given once a week. By 1986, about 80% of the population at childbearing age in Keshan County had attended the family planning lectures.  相似文献

Data from interviews with staff of government offices, relevant literature and national statistics are used to analyze laws, regulations, rules, policies and operational procedures concerning birth registration in China. The current status of and existing problems with birth registration, as well as the influences of delayed birth registration on children’s rights and welfare are examined. Finally, barriers to birth registration in China are explored and strategies to improve the process of birth registration and to protect children’s rights are proposed. The main findings are as follows: First, the rate of birth registration in China is low and in rural areas and for marginalized children, it is even lower. Second, the dual birth registration system and interference from the Population and Family Planning department cause serious administrative difficulties. Third, the serious problems surrounding birth registration in China are a result of interactions among the interests of different stakeholders, while most stakeholders are unaware of the dimensions of the problems. Strategies and policies to promote birth registration are discussed.  相似文献

We show that Bayesian population reconstruction, a recent method for estimating past populations by age, works for data of widely varying quality. Bayesian reconstruction simultaneously estimates age-specific population counts, fertility rates, mortality rates, and net international migration flows from fragmentary data, while formally accounting for measurement error. As inputs, Bayesian reconstruction uses initial bias-reduced estimates of standard demographic variables. We reconstruct the female populations of three countries: Laos, a country with little vital registration data where population estimation depends largely on surveys; Sri Lanka, a country with some vital registration data; and New Zealand, a country with a highly developed statistical system and good quality vital registration data. In addition, we extend the method to countries without censuses at regular intervals. We also use it to assess the consistency of results between model life tables and available census data, and hence to compare different model life table systems.  相似文献

With the establishment of the agricultural production responsibility system, the entire agricultural management and economic system has undergone great changes, and family planning in rural areas has met with many difficulties. Because of this responsibility system, households with more manpower seem to become wealthy more rapidly than others. An existing belief among the rural population is that more children will provide a larger labor force and thus more income. Birth control and family planning are therefore becoming more difficult. In order to change existing beliefs, a comprehensive ideological education for peasants is needed so that they may understand the question of birth control from the viewpoints of national interests. Economic rewards and administrative restrictions may be used as necessary birth control measures. Agricultural production and family planning can be managed well if there is close contact and cooperation between the cadres and the masses. Extra care and benefits should be given to women of childbearing age who undergo birth control operations and agree to a single child in each household. Welfare programs for the masses, such as kindergartens and nursing homes must be established in order to reduce their worries. In addition, efforts are needed to study the new situation and solve new problems. The goal of controlling the rural population growth should be achiefed through practical work and experience.  相似文献

Reported in tabular form are population statistics published by the Institute for Population and Social Research, Mahidol University, in Thailand, as of July 1, 1999. The three objectives of the table were 1) to present the most recent estimates of relevant population numbers and vital rates twice a year, 2) to provide the most accurate demographic estimates possible through the use of standard techniques of demographic analysis, and 3) to disseminate the demographic data to Thailand, and international researchers and planners. The table shows statistics on the following elements: total population; population by sex; population in urban and rural areas; population by region; population by age group; crude birth and death rates; natural growth rate; infant mortality rate; life expectancies at birth and at 60 years and over; total fertility rate; contraceptive prevalence rate; and median age. 本文分析了户籍制度保护二元劳动力市场的前提条件 ,通过实证研究论证了工业化乏力和劳动力市场素质门槛是限制农村劳动力进城就业的根本原因。基于人口流动行为的分析 ,阐明了户籍制度改革可能使部分率先富裕起来的农民入住集镇或中小城市 ,但并不能根本改变民工在城乡间或城市间的“钟摆式”流动特征 ,难以达到促进城市化从而促进就业转换及扩大就业的目标 ,最后是政策含义。  相似文献
