The International Parliamentary Assmebly on Population and Development took place on August 15-16, 1984, with the participation of more than 300 parliamentarians from 60 countries. The aim was to promote an exchange of views on population programs and policies among parliamentarians, and to support the recommendations adopted by the UN International Conference on Population. The assembly held discussion in 3 subcommittees on the subjects of 1) policies of population and development; 2) the legal and social status of women; and 3) the improvement of family planning service. On population policy, parliamentarians generally agreed that policy formulation is the prerogative of each sovereign country, stressing that such policies and programs should be integrated with social and economic development. The developing countries stronly demanded that a new international economic order be established and international aid increased to help them in solving the popultion problem. Concerning the status of women, the assembly unanimously agreed that both men and women should not only be legally equal, but should also have de facto equality for employment, education and social life. Attention should be given particularly to the rights and status of rural women. Examples of how the status of Chinese women has improved were offered by Chinese representative and were appreciated by the assembly. On improving family planning services, participants urged provision of information about birth control to people of marriageable age and of access to contraceptives to eligible couples; moreover, they advocated the strengthening of medical care for women and children and the lowering of infant and maternal mortality rates. Dr. Qian Xinzhong described the priorities and goals of family planning programs in China. Finally, the assembly unanimously adopted the "Action Plan," whose contents embody independence, respect for national sovereignty, and the spirit of cooperation and conformity to the interest of the international community, particularly the developing nations.  相似文献

Zero population growth within the next 5 years in China would be reached only if many couples were not allowed to have their own child. On the other hand, if every couple were allowed to have 2 children China's population would reach 1500 million within the next 50 years. It seems advisable to advocate the "1 couple 1 child" idea; couples will have to keep in mind both the national interest and the communist ideology; social welfare to assure good living conditions for the old people will relieve the worries of parents with 1 child only. Most people are willing to follow this decision made by the Communist Party; many people declare their willingness to stick by this rule during their wedding ceremony; many couples send back their permit to have a second child, and many women choose abortion when pregnant with a second permitted pregnancy. By the end of 1979 the proportion of "1 couple 1 child" couples was 90% in many large cities; people realize that the practice of "1 couple 1 child" is the best assurance for the future of the country and of their children. This policy will not result in aging of the population, lack of manpower and shortage of soldiers; even if birth rate were 1% in 1985 the proportion of older people for the next 25 years will still be lower than that in European countries. The problem of aging of the population will not occur in this century, and population policies can always be adjusted when needed. Today's problem is to control population through the "1 couple 1 child" policy, even if it may result in many lonely old people, which is a lesser problem than too many people. Even if China has reduced its population growth by 10 million births each year from 1970 to 1979, the necessity to control population growth is still present, in the interest of the country and economic development.  相似文献

20 ESCAP member countries responded to the "Third Population Inquiry among Governments: Population policies in the context of development in 1976." The questionnaire sent to the member countries covered economic and social development and population growth, mortality, fertility and family formation, population distribution and internal migration, international migration, population data collection and research, training, and institutional arrangements for the formulation of population policies within development. Most of the governments in the ESCAP region that responded indicate that the present rate of population growth constrains their social and economic development. Among the governments that consider the present rate of population growth to constrain economic and social development, 13 countries regarded the most appropriate response to the constraint would include an adjustment of both socioeconomic and demographic factors. 11 of the governments regarded their present levels of average life expectancy at birth "acceptable" and 7 identified their levels as "unacceptable." Most of the governments who responded consider that, in general, their present level of fertility is too high and constrains family well-being. Internal migration and population distribution are coming to be seen as concerns for government population policy. The most popular approaches to distributing economic and social activities are rural development, urban and regional development and industrial dispersion. There was much less concern among the governments returning the questionnaire about the effect of international migration than internal migration on social and economic development.  相似文献

The UN Population Commission held its 20th session in New York from 29 January to 9 February, with an agenda that included reviews of UN action to implement recommendations of the 1974 World Population Conference; of progress in population work by the UN Population Division; and of the medium-term plan, 1980-1983. Of a total of 29 countries and 22 organizations participating, 5 countries were Asian--India, Indonesia, Japan, the Philippines, and Thailand. The report on monitoring of trends and policies was the most detailed examination of the global demographic situation yet available, and revealed the following facts: 1) 80% of the population of the developing countries are in countries which the governments have considered that a slower rate of population growth would be desirable; 2) among developed countries, nearly all governments preferred their rate of population growth to remain as high as or become higher than at present; 3) among the developing countries, 6 of the 8 nations having a population greater than 50 million wished to reduce their rate of growth; 4) 80% of all countries considered the rate of population growth the be of basic importance for development; and 5) with respect to mortality, about 75% of all governments of developing countries considered the prevailing level to be unsatisfactory; while among developed countries the same proportion considered the prevailing level to be acceptable. As a result of its deliberations on the report, the Population Commission endorsed the Population Information Network concept of a decentralized network for the coordination of regional, national, and nongovernmental population information activities.  相似文献

Use of the proper policies and appropriate methods has enabled the Chinese government to control population growth in that country. The growth rate of the Chinese population dropped from 23.2% in 1957 to 11.54% in 1983. The government attained this positive result by working from the theory that population growth and economic growth are closely related. Family planning policies, therefore, had to be adapted to each unique local situation. The Chinese government realized that the cooperation of the people was essential, so great effort was put forth to educate them and help them understand the advantages of population control. Tangible examples were used to illustrate this rather than theory, and people were organized in such a way that they would all be informed. In addition, laws were established to encourage people to get married at the proper age and not to have too many children. Medical services were also improved, so good contraceptives, services, and research were made available.  相似文献

Evidence has continuously suggested that population growth in a particular country is closely related to its social stability and economic development. Statistics show that the population growth in the developing countries accounts for 90% of the world's total increase, and the growth rate in those countries is the highest. Therefore, the population problem is of a more serious nature to the developing countries. Unless this problem is solved or at least alleviated, it would be extremely difficult for many developing countries to shed poverty, develop their national economies, and raise standards of living. On the other hand, the trend of growth of the world population and the high rate of population growth in the developing countries will inevitably have grave consequences affecting, directly or indirectly, the economic stability and development of developed countries. These consequences would also affect world peace. The population problem is therefore both a national and an international issue. While each country should take the problem seriously and work hard to tackle it according to its own conditions, all countries in the world should come together to address the problem and make joint efforts for its settlement or alleviation. It is inspiring that the "Day of 5 Billion" has caught global attention and is being observed throughout the world with massive support.  相似文献

Family planning and development policy concerns are not incompatible. The emphasis on development policies at the 1974 World Population Conference at Bucharest did not mean that world governments had lost interest in the population and family planning issue. Although worldwide attitudes toward family planning have become more and more favorable, this has not yet meant great impact on world demographic trends. The "inertia factor," i.e., the effects of high birthrates in the previous generation, will camouflage declining birthrates for some time to come. The trend of fertility reduction which was perceptible only among small populations a few years ago is also becoming manifest in larger Third World countries. Mortality rate declines have slowed down but there is no rising mortality due to starvation in any country. At present, food demand exceeds availability for 80% of the Third World population. It is predicted that the food deficit will increase 70% by the year 2000.  相似文献

The Personal Wellbeing Index (PWI) is being developed for the cross-cultural measurement of subjective wellbeing (SWB). This paper reports the findings of its utility with the Hong Kong Chinese and Australian populations. An item on affect, ‘satisfaction with own happiness’ was also investigated to determine whether it should be added to the index. Three-hundred and sixty participants (180 per country), with equal representation from groups aged 18–35, 35–64 and 65 years and above, were recruited from each country. The PWI demonstrated good psychometric performance in terms of its reliability, validity and sensitivity, which are comparable in both countries. The item ‘satisfaction with own happiness’ was found to contribute significantly to the scale’s psychometric performance in Australia but not in Hong Kong. Cultural differences in the perception of the concepts ‘satisfaction’ and ‘happiness’ were suggested as an explanation for this finding. The PWI data are also consistent with homeostasis theory, which proposes that each person’s SWB level is maintained within a limited positive range. For the Australian population, their mean SWB level fell within the established Western range of 70–80, on a scale from 0 to 100. The Hong Kong population, however, fell below this range. Cultural response bias was identified as a plausible explanation for the differences between the Hong Kong and Australian samples.  相似文献

The purposes of the World Population Year (1974) declared by the General Assembly of the United Nations are: 1) to improve knowledge of and information about population trends; 2) sharpen awareness of population problems and their implications; 3) provide education on population, family life and reproduction; 4) stimulate consideration of alternative policies in the population and development fields, and 5) expand international cooperation in the population field and supply increased technical assistance to countries needing and desiring it. The central core of activity is the United Nations Conference which is a series of meetings under various names culminating in the final World Population Conference to be held in Bucharest in August, 1974.  相似文献

The lessons from the 1994 World Population Conference in Cairo, Egypt, are summarized in this publication. The topics of discussion include the evolution of population policies, the changing policy environment, demographic trends, and solutions in the form of gender equity, provision of reproductive health services, and sustainable social and economic development. The program of action supported by 180 governments and targeted for 2015 articulated the goals of universal access to a full range of safe and reliable family planning methods and reproductive health services, a specified level of reduction in infant and child mortality, a specified level of reduction in maternal mortality, an increase in life expectancy to 70-75 years or more, and universal access to and completion of primary education. Other features include goals for improving women's status and equity in gender relations, expansion of educational and job opportunities for women and girls, and involvement of men in childrearing responsibilities and family planning. Steps should be taken to eliminate poverty and reduce or eliminate unsustainable patterns of production and consumption. Population policy must be integrated within social and economic development policies. About $22 billion will be needed for provision of family planning and reproductive health services by the year 2015. Costs will increase over the 10-year period due to the increased population to be served. Per person user costs for family planning alone are higher in countries without infrastructure and technical skills. Actual costs vary with the cost of contraceptive supplies, patterns of use, and efficiency of delivery systems. Although the plan offers 16 chapters worth of advice and recommends 243 specific actions, countries will have to be selective due to cost limitations. The 20/20 Initiative is proposed for sharing social service costs between international donors (20%) and host countries (20%). A separate UN projection of need is for 33% of support from international donors for family planning and related programs. The constraints to the implementation of the action plan are identified as the rate of demographic change, the extent of public support for population limitation and provision of family planning services, and potential conflicts of interests and funding between cooperating agencies. The World Bank has developed guidelines for policy development according to a country's identification as an emergent, transitional, or advanced country.  相似文献

This research examines 23 different laws passed by state governments in an effort to restrict the number of abortions. It assesses both laws passed and laws actually enforced after the Supreme Court permitted states to restrict access to abortion in 1989. None of the policy actions by state governments has had a significant impact on the incidence of abortion from 1982 to 1992. Abortion rates continue to reflect past abortion rates, the number of abortion providers, whether the state funds abortions for Medicaid-eligible women, urbanism, and racial composition of the population. Recent restrictive policies have not affected these trends.  相似文献

In southwest Asia, Turkey is a leading nation in collecting complete data on its population through the use of a modern census. Based on available information, the development of Turkey's population can be summarized as follows: 1) in the last 20 years, Turkey's population increase rate has been 2% annually, very high by world standards; 2) the average age is young, and the population's burden coefficient is above 80%; and 3) the geographical distribution of the population is uneven. The population density in central, eastern, and southeastern parts of the country is low, while the coastal provinces near the Black Sea, Mediterranean Sea, and Aegean Sea have a high population density. In the last 50 years, the political situation in Turkey has remained stable. The national economy has developed rapidly, and the infant mortality rate has declined as a result of advancements in medicine and health care. Since Turkey is an Islamic country, birth control and abortion are not popular. The traditional early marriage for women and high illiteracy rate among women have contributed to a rapid population growth. In the past 20 years, however, the national economy has been overburdened by a rapid population growth. Problems of unemployment, a housing shortage in cities, inadequate public health facilities, a shortage of schools, a decline in farm land and inadequate food supplies have become increasingly obvious. Economically speaking, Turkey is much better than most developing nations. With its current foundation and rich natural resources, the country needs only to reduce the natural population increase rate slightly in order to achieve a balanced economic development.  相似文献

The forthcoming World Summit on Sustainable Development (WSSD) in Johannesburg, South Africa (26 August – 4 September 2002) has been called by the United Nations to consider strategies toward sustainable development in all its dimensions. Hence, its mandate is broader than that of the 1992 United Nations Conference on Environment and Development (the Rio Conference). Population issues have previously been discussed in a separate series of World Population Conferences (Bucharest 1974, Mexico City 1984, Cairo 1994). With no new World Population Conference scheduled for 2004 and Johannesburg having a mandate that explicitly includes social and economic aspects, population as a key component of sustainable development should figure prominently in the deliberations. Yet, after the third of four preparatory meetings for WSSD (which ended in New York on 5 April), population considerations are absent from the planned agenda. A plausible explanation for this absence is bureaucratic: in most countries inputs to Johannesburg are being prepared mainly by environment ministries that have little experience in dealing with population questions. There may also be political reasons for not wanting to discuss population issues in Johannesburg. But, arguably, sustainable development strategies that do not take into account the diversity and the dynamics of human populations will fail. This is one of the conclusions of the Global Science Panel on Population and Environment. The Panel is an independent body of international experts from the fields of population and environment that was organized by the International Institute for Applied Systems Analysis (IIASA), the International Union for the Scientific Study of Population (IUSSP), and the United Nations University (UNU). (Members of the Panel acted in their individual capacity, rather than representing their institutions.) After a ten‐month preparatory process, in April 2002 the Panel finalized a statement that summarizes its understanding of the role of population in sustainable development and outlines key policy priorities. How is it that a small country such as Belgium, with its reputation of relative conservatism, has jumped to the forefront of LGBT-friendly nations when it comes to the extension of rights to, and implementation of government policies for, its LGBT population? The analysis offered here focuses on a combination of six causes: the impact of wider secularization processes; the political history and culture of the country; the organization of especially the Flemish LGBT movement and reasons for its political effectiveness; mainstream social trends in national scapegoating hierarchies; the overall media environment; and the window of opportunity opened by the political landslide of 1999.  相似文献
