Information and communication technologies (ICTs) hold enormous promise for development efforts in developing countries. However, the potential of ICTs remains untapped for reasons that are largely unknown in sub-Saharan Africa (SSA). This region has the lowest level of ICT penetration in the world. The need to understand impediments to ICT performance are therefore most urgent in this region. This paper seeks to address this need by identifying factors that inhibit the functionality of ICT as a tool for improving urban management. It analyzes two cities in the region, namely Douala and Yaounde, respectively Cameroon’s economic/cultural and politico-administrative capitals. The following three factors are shown to impede the functioning of ICT devices, hence urban management in these cities: colonial racial segregation policies, the colonial legacy of land use compartmentalization and the lack of unambiguous physical addresses for structures in the built environment. It is suggested that concerned authorities institute the following measures. 1] Establish an unambiguous addressing system reposed on the municipal governance structure and the country’s vehicle matriculation taxonomy. 2] Actively promote ICT as an element of national development. Finally, it presents some examples of efforts to improve ICT penetration and functionality from Senegal and South Africa.  相似文献

One of the paradoxes of the democratic project in South Africa is that the combination of political empowerment, organised constituencies of poor people and increasing social sector spending has made minimal impact on increasing equality. Despite an overall macroeconomic framework that emphasises fiscal restraint, social welfare spending has increased in the past 14 years, and dramatically so since 2003. Almost one in four South Africans receives some or other form of grant, and the majority of recipients are women. Indeed, South Africa is regularly described as the developing world’s largest and most generous welfare state. I address the extent to which gender inequalities are reduced through public sector spending, asking the question: what is the optimal relationship between social policy and the intrinsic democratic goals of equality, social justice and citizenship? Drawing on Amartya Sen’s capabilities approach, the article argues that a focus on social sector spending alone is inadequate to address questions of social justice. Instead, I draw attention to the normative assumptions, discursive environment and institutional context in which social policy is elaborated and implemented. I argue that, in a context in which there is relatively poor infrastructural capacity in the state to ensure that service delivery takes place in fair, consistent and egalitarian ways, households and communities act as shock absorbers of state failures and women’s gendered burdens increase, despite formal commitments to gender equality. While women appear to have gained from political empowerment, women politicians did not effectively leverage their position in the state to promote pro‐poor policies or to build coalitions to challenge the watering down of early commitments to reducing gender inequalities.  相似文献

Abstract

South Africa is unusual in that it is experiencing high levels of AIDS morbidity and mortality, but is also able to afford a relatively developed system of social assistance. However, HIV/AIDS is affecting poverty in some unique ways and compounding other challenges such as unemployment. Its nature is such that it demands immediate action, balanced with a focus on long-term development. This is requiring a conceptual shift from ‘social security’ to ‘social protection’, since social assistance is not managing to address all dimensions of poverty and is also creating perverse incentives for people not to maximise their health. In South Africa, household studies comprise the most useful evidence to explore the particular challenges posed by HIV/AIDS. They indicate a need to review policies in all the social sectors and to focus on the issue of human capital.  相似文献

After the "great public debt debate" we need a new taxonomy of debt "burdens." One is constructed here, beginning with the definition of "burdens" as opportunity costs. This article reports efforts made by a small group of Eastern-Southern African (ESA) subregion scholars to adopt a systematic approach to establishing a regional network Migration Network in Eastern and Southern Africa (MINESA). The approach involved: 1) holding a conference at which symptomatic types of internal and international migration would be discussed; 2) publication of the conference proceedings; and 3) establishment of MINESA as a network of policy-oriented research in the two subregions. The first stage has been accomplished, the second is nearly complete, and the third has yet to be undertaken. During the African Population Conference organized by the International Union for Scientific Study of Population in Dakar, Senegal, on 5-9 November 1988, a small group agreed on a timetable to establish MINESA. At the ESA conference, papers were presented on ESA issues; internal migration processes and mechanism; refugee movements and their implications for countries; the effects on the economies of Southern African states, of emigration to the Republic of South Africa (RSA). In a keynote address, Adepoju surveyed migration and development in Western-Central (Middle) Africa and Eastern-Southern Africa, which included colonial and post-colonial historical epochs, internal and international migration, and labor and refugee movements. A paper on Kenya by Oucho discussed the implications for rural-urban balance of internal migration based on 1969 and 1979 censuses. Rural-urban migration from the traditional economy to Nairobi and Mombasa in particular has created an unacceptable rural-urban imbalance, adversely affecting rural development. Eastern and Southern Africa has seen massive and wide spatial dispersal of refugees (victims of wars, drought, and famine). Two papers were presented on Tanzania and one on Uganda. The final set of papers addressed the effects of labor migration to the RSA on Swaziland and Lesotho.  相似文献

Studies on China–Africa co‐operation have revealed increasing diversification of China's on‐the‐ground practices in Africa. However, engaged research has yet to examine the situated experiences of Chinese and African individuals whose activities shape and are shaped by Chinese multinationals, especially those in the growing yet underexplored high‐tech sectors. To address this gap, this article investigates the workplace regimes of two Chinese companies in Ethiopia. Using a mixed‐method approach, it articulates the contradictory nature of Chinese investment and its diverse manifestations in work relations between Chinese expatriates and local Ethiopians. Our findings suggest that Chinese and Ethiopian employees are proactive yet constrained agents in exploiting work opportunities for their own economic interests and professional development.  相似文献

African social work educators have consistently argued that conventional social work tasks and practice fail to address the critical socio‐economic needs of communities living in the sub‐Saharan region. This paper identifies inter‐ethnic conflict in Africa as both cause and symptom of the inequitable distribution of natural resources and public goods between ethnic groups in conditions of pressing material need. Reporting on results from a survey of social work students at the University of Ghana which explored their own experiences of inter‐ethnic conflict, this article considers alternative strategies for training in anti‐discriminatory practice. Training approaches developed in the United States of America and the United Kingdom are critically examined and the problems of their direct applicability in an African context discussed. In conclusion the need for a distinctively African approach to conflict management and anti‐discriminatory training is advanced.  相似文献

In the past two decades, Africa has been undergoing an unprecedented upsurge in population and experiencing a phenomenal growth in its urban population. One of the critical issues in the urbanisation process in Africa has been the provision of adequate housing in both quantitative and qualitative terms for the increasing urban population. The paper emphasises the importance of housing in economic and social development and discusses the existing housing conditions in many urban centres of Africa. The criteria for assessment of the need for housing in Africa are outlined and measures for facing the housing challenge in the urbanisation process of Africa outlined. The paper concludes by emphasising the need for integrating investment in housing with investment in other sectors of the developing economy of Africa.  相似文献

Despite extensive and continuous efforts to strengthen the capacity of people, organizations and institutions, there is evidence of an increasing gap between the existing and required capacities within the water sector. Consensus seems to be emerging regarding the need for national strategies to improve water sector capacity development. This paper analyses the dynamics of actors’ interactions and their characteristics (motivation, cognition and power) during the formulation and implementation of a specific capacity development strategy, namely the Water Sector Skills Plan (SSP) in South Africa. Based on the Contextual Interactive Theory and empirical findings, our analysis indicates slow progression and challenges with implementing the SSP, mainly due to the lack of consultation with key stakeholders during the formulation stage, a lack of data sharing among the target group (the Sector Education Training Authorities), and a lack of capacities within the key implementing organizations. These policy dynamics need to be taken into account when advocating for national capacity development strategies as a solution for challenges with water sector capacity development. The paper proposes the recommendations that are of relevance for the SSP as well as similar initiatives in other countries.  相似文献

This paper fills a gap in the documentation of the evolution of public relations in the 20th century by demonstrating how the British Colonial Office employed public relations strategies and tactics in the administration of an African colony. This policy development traced primarily through British Colonial Office and Ministry of Information written and film archives in London, Zimbabwe and Zambia demonstrates how colonial officials in an Africa colony in conjunction with civil servants at the Colonial Office in London developed and implemented public relations policies, strategies and tactics on an ad hoc basis in response to the need for colonial officials to communicate and manage relations with colonial subjects in an intercultural setting.The case study is that of the British colony of Northern Rhodesia, the evolution of government public relations activities follows three distinct phases, before, during and after World War II and covers political public relations as well as community development activities and “education for citizenship.”  相似文献

We examined the association of orphanhood and completion of compulsory school education among young people in South Africa. In South Africa, school attendance is compulsory through grade 9, which should be completed before age 16. However, family and social factors such as orphanhood and poverty can hinder educational attainment. Participants were 10,452 16–24‐year‐olds who completed a South African national representative household survey. Overall, 23% had not completed compulsory school levels. In univariate analyses, school completion was lower among those who had experienced orphanhood during school‐age years, males, and those who reported household poverty. In multivariate analyses controlling for household poverty, females who had experienced maternal or paternal orphanhood were less likely to have completed school; orphanhood was not independently associated with males' school completion. Findings highlight the need for evidence‐informed policies to address the education and social welfare needs of orphans and vulnerable youth, particularly females, in South Africa.  相似文献

The WomenAction 2000 case data illustrate that the Internet situation among women's organizations in Africa is highly problematic. The women have specific computer network needs - and even among this 'group' the needs vary. They further represent grassroots women who have no access to computer networks. The survey data illustrate that appropriate theorizing on Internet working by women in Africa must address both technological and social issues. It must also integrate gender, North-South, context and other aspects. For this purpose, available approaches are neither complete nor entirely adequate. Together however, they offer enough building blocks to study African women and Internet introduction appropriately. Constructivist technology studies (including gender and technology approaches) offer good starting points for an appropriate model. Nevertheless, constructivism needs additions to support gender empowerment in the South. Critical development studies and the integrative view on global communications offer useful additions to this end.  相似文献

This paper seeks to address the clinical difficulty of working psychodynamically with black African clients in South Africa. The paper explores the points of convergence and divergence between Jungian dream theory and black African dream theory. In many respects, these two frameworks are remarkably similar, suggesting that Jungian dream work could serve as a basis for psychodynamic therapy with black African clients. The author proposes that this dream work could bridge the historical gulf between white African (clinical social worker) and black African (client). Guidelines for cross-cultural dream analysis are suggested.  相似文献

Child marriages, often attributed to culture and gender inequality, are prevalent across Africa. Several countries have moved to criminalise the practice. At the core of the criminalisation debate are the fundamental tensions between statutory (state) law on the one hand, and religious and customary law on the other. The growing momentum towards punishment, targeted almost invariably at male offenders, is meant to address the conflict between cultural practices that lead to child marriage and the protection of children's rights. However, some countries have not criminalised child marriage. Thus, the outlawry of child marriages is not universal on the continent. The agitation towards criminalisation—I describe this as ‘popular punitvism’ - as a panacea, is animated by Western penological justifications, principally, deterrence. However, Western criminological and penological theories may not fully account for a phenomenon in other social and geographical spaces. The paper argues for decolonising and decriminalising child marriages in Africa but not legalising it.  相似文献

Abstract

Many faith-based organizations (FBO) provide services to poor people. A major challenge for these organizations is to determine who is eligible to receive services. Thus, these organizations seek to make sure that that the poor are “truly worthy” and do not take advantage of a particular charity. The purpose of the study is to determine the kinds of barriers to service delivery that confront volunteers as they provide services to the poor. Volunteers possess the motivation to assist; however, many volunteers are given limited training, which may only include a basic understanding of the resources available at the center. We used a combination of qualitative methodologies to observe two FBOs in Anne Arundel County, Maryland. We observed and interviewed a total of 24 volunteers; 12 from each site, over a 3-month period. The two sites were similar in that they were faith-based and relied on volunteers. One site was located in a middle to lower economic area and the other site was located in a more affluent area of the county. Support provided included donations of food and financial assistance for eviction, utilities, and other emergencies. From this qualitative analysis, four working hypotheses emerged: (1) Volunteers expressed a sense of frustration over the limited resources and the increasing number of people in need; (2) Many volunteers expressed frustration that increasing burdens limited their ability to utilize the centers as a place to obtain friendship and social networks; (3) Volunteers expressed concerns and praise for the leadership at the two sites, and (4) Volunteers commented on how their faith influenced their decision to volunteer. The authors explore methods to address these challenges so clients in need can be better served.  相似文献

In theory, declines in national fertility boost schooling by reducing age dependency, but questions remain about the size and catalysts of this dividend. We address these questions in sub-Saharan Africa (SSA) by using a detailed framework and decomposition methods. Results about catalysts suggest that, beyond policy, dividends depend on characteristics of fertility transitions and changes in employment, economic performance, and public commitment to education. Results about the size of Africa's schooling dividends are mixed. On one hand, the annual schooling resource per child grew on average by $73 between 1990 and 2005, with a third of this growth tied to trends in age dependency. Yet despite these nominal gains, Africa lost ground relative to the world partly because age dependency declined even more in other regions. Only after 2105, the Millennium Development Goals (MDGs) deadline, will Africa begin to narrow its gap vis-à-vis the world average. Also, dividends are predicted to accrue earlier among countries already having higher enrollments, suggesting that transitions may initially raise schooling inequality across sub-Saharan countries.  相似文献

Based on fieldwork in Guangzhou, this paper documents the activities of a group of African women traders, highlighting their role in constituting globalisation from below or a counterhegemonic globalisation that emanates from China. It further builds on previous studies on women and development to show how neoliberal economic changes in Africa since the 1980s have forced African men into the traditionally feminine role of (informal) traders between Africa and China. Struggles for economic power between African women and men traders and representations of gender in such struggles as well as the construction of a hyper-masculine discourse in the Guangzhou context are analysed in discussing how women and men are engaged in a continual process of ‘making gender make sense’ outside of Africa.  相似文献

Abstract

The year 2015 was meant to be a seminal year in global geopolitics due to the transition from the Millennium Development Goals (MDGs) to the Sustainable Development Goals (SDGs). This transition was significant because the MDGs, even though they raised global consciousness around the need to combat poverty, remained indicator-based, and thus, they did not adequately address socio-economic inequalities and power imbalances in global affairs. For this reason, much of the discussion surrounding the definition of the SDGs and the post-2015 global development agenda contextualized sustainable development within the framework of ‘transformation’, specifically prioritizing concepts such as equity, security, justice, and rights. While these debates correctly discussed power imbalances and relational obstacles to human development they remained abstract because they focused only on the international level. In this regard, discussions did not adequately examine mechanisms that facilitate or block the emergence of sustainable development as a political priority, nor did they address specific policy proposals to link environmental justice to human development strategies. Thus, this special issue introduction argues that human and environmental security should be framed in terms of transnational discussions rather than being limited to international debates. The special issue undertakes an examination of the interactions between human and environmental security, border studies, and comparative regional integration; and interactions between competing globalizations. The articles in the special issue address the relationships between international norms, transnational human and environmental security issues, and the regionalization of governance.  相似文献

SUMMARY

The extent of the AIDS pandemic in Africa (and specifically in Botswana), and the lack of institutional frameworks to address concomitant issues, have necessitated the adoption of home based care for sufferers as national policy. The practice is beset by problems, given the severe symptomatic nature of the disease and the general lack of human and material resources to address the needs of patients and care-givers.

A study of one such programme in the Kweneng District of Botswana highlighted gender imbalances, poverty, lack of appropriate skills, over-involvement of the elderly, deficient specialised facilities, need for volunteer capacity building, inadequate income generating activities, insufficient counseling services, and culturally determined cognitive processes as areas requiring urgent attention. It is apparent that the programme needs strengthening through appropriate support mechanisms and that alternative strategies should be devised for those whose circumstances demand them.

The international hospice movement, represented in Botswana, exemplifies a philosophical and service model for multisectoral consideration and implementation on a nationwide scale. The article discusses, inter alia, day care centres and residential units for the terminally ill; a system of highly trained volunteers to work with patients and their families; consistent, skilled nursing services in home based care situations; and halfway houses for training of care-givers as possible solutions to the problem.

The contextualization of such measures will undoubtedly assist in bolstering Botswana's unchallenged record of high standards in governance and social development.  相似文献

ABSTRACT

The severity of the HIV/AIDS epidemic in South Africa is well documented. However, little is known regarding the well-being of caregivers of persons with HIV/AIDS in South Africa. This study sought to evaluate characteristics, similarities and differences between groups of HIV caregivers in rural, semi-rural, and urban areas of South Africa. Interesting trends were noticed in the areas of suicidality, alcohol abuse, and intimate trauma. Findings indicate a substantial need for further study in the area of suicidality, denial of or lack of desire to know HIV status and the accompanying diagnostic stigma, and the need for a support network within lay caregivers.  相似文献
