In 1994, South Africans embarked on a project to create new meanings of citizenship in order to transcend the disenfranchisement and divisions created by apartheid. This article examines the context in which new forms of citizenship are evolving in South Africa and how South African citizens use the media to give meaning to concepts such as “an active public sphere,” “civic agency” and “participatory politics.” The objective of the research is to provide information about the way in which the media contribute to the quality of democracy in South Africa through mediating citizenship in a way that improves prospects for citizens to exert influence over public decisions. As has been the case in other post-authoritarian and postcolonial settings, the continuation of existing unequal relationships to government persists even when new democratic spaces have opened up. This article interrogates the assumption that media are central to citizens’ political and civic engagements in a transitional society marked by persisting inequalities. This interrogation draws on empirical research with citizens to investigate the question that the media are central to constructions of citizenship and participation and engagement with democratic processes. Our research finds that young South Africans interviewed are disengaged from politics and find that the media does not speak to or connect with their everyday lives. They view the state on both national and local levels as not being prepared to listen to their experiences, ideas or conditions of life. While the respondents trust the media as credible institutions, they do not experience the media as being relevant to their lives. The perceived disinterest of the state and the lack of relevance of the media, work together to create a sense of powerlessness and inability to influence policy-making among the young people interviewed. For the media to intervene in this state of affairs, it would have to create more opportunities for young people to participate directly in meaning production through the media, starting by listening more closely to their experiences in order to respond to their concerns in a relevant way.  相似文献

The present article delineates the state of health and socioeconomic situation of migrants and refugees in Sweden. Special attention is given to refugees. Migrants appear to have more extensive health problems and a shorter longevity span than native Swedes. The refugees constitute an especially exposed group of migrants. Experiences in the home country that relate to organised violence is a specific problem for this group. It has been estimated that 20 to 25 per cent of all adult refugees who have arrived to Sweden during the recent years have experienced torture in their native countries. Swedish migrant and refugee policy operates according to a model of decentralisation, aiming to avoid ethnic segregation in the big city areas. However, the integration policy seems, in many instances, to have had a negative affect on the situation of the refugees. During the period of time, in which the refugees wait for a residence permit, they are not permitted to work. The long period of forced inactivity—in some instances up to a couple of years—seems frequently to have aggravated the health of the refugees. In addition it appears to contribute to the ever increasing animosity towards them.  相似文献

Late-life stressors often require individuals to make substantial alterations in behavior and lifestyle and can affect their overall health and well-being. Relocation is a significant life stress, regardless of age. The primary aim of this study is to elucidate the push-pull factors associated with moving into congregate senior housing. The secondary aim is to investigate the decision-making processes and stresses associated with moving into a congregate living environment. Interviews were conducted with 26 women who were new residents in congregate senior housing. Relocation, as expected, was considered to be stressful, although individual differences were found among perceptions of relocation stresses. Women who had made the decision to relocate on their own showed evidence of better psychosocial well-being at the time of the move. One-quarter of the sample chose to move to provide care to another person. As the options for senior housing continue to evolve and the number of adults reaching advanced age continues to increase, it is important to understand the factors that contribute to successful adaptation. This knowledge will enable facility administrators to implement programs and procedures to assist incoming residents with acclimating to their new homes.  相似文献

Experimental vignettes were used to investigate attributions relating to child sexual abuse with a focus on the degree of blame allocated to the family and to society, factors thought to be particularly relevant in a collectivist society. One hundred and sixty-two undergraduates in Singapore evaluated media reports describing a case of child sexual abuse. A 2 x 2 x 2 between-subjects design manipulated victim sex, perpetrator sex, and victim–perpetrator relationship. Participants rated the vignettes on degree of blame and prevention potential and rated the abusiveness of the case. Individualism and collectivism attitudes of the participants were also measured. While the highest blame ratings were attributed to perpetrators, significantly more blame was attributed to the family and to society than to the victim. The demonstration of the present attributions of blame to family and to society is a timely finding given recent recommendations to broaden approaches to child abuse prevention by moving away from a reliance on school based child protection programs, which leave the onus on the child to prevent and report abuse, toward a public health approach, which is particularly inclusive of parent and community education approaches . Allocation of some blame to victims, in spite of their status as children, while not a unique finding in victimology research, emphasizes the challenges still to be faced in encouraging the reporting of child sexual abuse.  相似文献

In this paper we experimentally explore how lying changes when its consequences are not certain. We argue that, when consequences are not certain, lying is morally less costly because the action of lying does not mechanically result in the obtainment of the benefit and this produces a lower feeling of responsibility in case the benefit is obtained. Moreover, we argue that the smaller the impact of lying on the probability to obtain the benefit the lower is the feeling of responsibility. We test our predictions using a modified die-under-the-cup task where misreporting, rather than delivering a higher payoff, increases the likelihood to get a prize. Overall we have four treatments where the reported outcome affects the probability to get a prize to a different extent. Contrary to our prediction, we do not observe any treatment difference suggesting that lying is independent to the extent to which it increases the probability to get a benefit. This result suggests that the willingness to lie to secure a benefit and the willingness to lie to marginally increase the probability to obtain a benefit are very similar.  相似文献

Derrida’s account of forgiveness appears to oppose politics to ethics, challenging political reconciliation in the name of unconditional forgiveness. Yet at the same time Derrida seems to sacrifice ethics to politics by advancing but refusing to take the side of what he calls an “indecent objection” to reconciliation. We evaluate the effect of institutional trust on the willingness to pay more taxes to support the welfare state. We found a positive effect of institutional trust on the willingness to pay more taxes to support the welfare state irrespective of the empirical approach used. Our instrumental variable analysis shows that causality run from institutional trust to welfare state support. A one-unit increase in institutional trust leads to a 15 percentage point increase in the willingness to pay more taxes to help the needy. Similarly, a one-unit increase in institutional trust leads to a 16 percentage point increase in the willingness to pay more taxes to support public health care and education. Consequently, institutional trust should be viewed as one of the most important mechanisms that protect the welfare state from dismantling and retrenchment. We also found a stronger effect of support for more universal programs such as public health care and education than for helping the needy.  相似文献

The end of displacement is a main goal of international peacebuilding strategies, with increasing financial and human resources committed to it. Nevertheless, protracted internal displacement remains unabated, necessitating a review of the responses provided thus far. Durable solutions to internal displacement require a safe, permanent and secure place to settle, which puts security of tenure at the centre of any sustainable option. This article emphasizes the limited understanding of the factors that contribute to secure tenure as one of the main flaws in a predominantly legal approach to the right to restitution and the right to adequate housing in responses to internal displacement. It calls for the design of contextualized and inclusive strategies to align the de jure, de facto and perception dimensions of tenure security to support the sustainable settlement of internally displaced persons as well as the construction of peace.  相似文献

Earlier work on the preparation of student teachers to deal with child protection concerns had indicated that initial teacher training (ITT) providers were often struggling to determine what to include on the subject and who should provide the input, as well as coping with the difficulty of trying to fit it into an overfull curriculum. In an attempt to support this work, the National Society for the Prevention of Cruelty to Children (NSPCC) developed a course for this group of students. Although an evaluation indicated the need for the materials to be redrafted, the views of both those involved in the exercise and a subsequent survey of ITT providers not only contributed to the redraft but also to the debate around the most effective approach to training professionals to protect children and young people. The project reported in this article aimed to discover how well the needs of women were being met with respect to rural development and to identify the best approaches to communicating information to farmers in Tanzania. Semi-structured interviews of male and female respondents in selected 200 households in Shinyanga, northwestern Tanzania, were conducted. The interviews were conducted in order to record data on gender differences in farming and herding with the aim of determining how to communicate information on development. Findings showed that women continued to be the poorest group in the community. Use of introduced technology was mostly associated with men's work. The activities of Hifadhi Ardhi Shinyanga conducted through communication channels were also more accessible to men than women. The improved stoves specifically aimed at women also failed because of ineffective communication strategies. It is difficult to approach women because they tend to be tied far more closely to the area of their homes. Thus, training through village workshops would encourage the active participation of women. This would enable information to be shared with, and between, as many women as possible.  相似文献

The immigration wave in the 1960s and 1970s brought scores of migrants to Europe. Most intended to work a few years in a foreign country and return to their homeland; however, poor economies in their own countries discouraged their return. At the same time, jobs became scarcer in their host countries. Several European countries today are resorting to measures designed to promote the return of migrants to their countries of origin. This paper outlines the two major options open to governments in their reintegration efforts. Option 1 requires instituting a definite reintegration policy. Public aid to promote reintegration may be provided. For example, the French give aid contingent upon the return of foreign workers in the labor force to the country of origin and not just upon their departure from the host country. Classical methods pay conpensation to the foreign worker; the problem then is to determine at what point to limit the funds. It must be decided whether or not unemployment benefits should be capitalized and whether or not to reimburse social security and old age contributions. It is also desirable for foreign workers to have access to a specialized organization which is able to advise them on setting up a project or business on their return; ideally, this organization should finance the project. Perhaps the best solution is to enlist participation of the governments of the countries of origin to make job openings known to their nationals desiring to return. Option 2 requires that reintegration be introduced into other economic and social programs. Returning foreign workers would be included as a factor in overall policy planning. Vocational training for return migrants could be proposed to job seekers as well as to dismissed workers. A portion of money used to finance housing projects could be earmarked for construction or reservation of housing in the country of origin. Bilateral vocational training programs can be addressed to nationals who want to return home. A portion of bilateral public development aid may also be used in support of reintegration projects. Finally, it should be possible to propose small development projects in the country of origin for nationals desiring to return.  相似文献

This editorial introduces a journal devoted to the issues surrounding women and their rights. As the development debate moves from women's need to their rights and to an understanding of the cultural roots of legal systems and the effects of the mass media in presenting alternative life styles as possibilities, the immense implications of using rights-based language in development emerge. This debate moves women from being the recipients of welfare to a state of empowerment. Women must be afforded individual rights which are linked to community rights. In addition, rights must be granted to women in their public and private domains. The dangers of using a rights-based language to assert women's claims to economic, political, and social equality in economic, political, and social life arise from the reality that the social position of men will usually place men at an advantage with the law. Legal processes which stress dichotomies may fail to improve real social situations. Also, the language of human rights may pit one set of rights (a woman's right to choose abortion) against another (the fetuses' right to live) to women's disadvantage. Areas governed by both customary and civil law pose other difficulties, especially since they require women to understand the law in order to use it. Development efforts which stress rights hope to meet immediate needs and to achieve a strategic end. Nongovernmental organizations can play an important role in asserting and enforcing the freedom of individuals and groups within groups. They can also build capacity at all levels of society and explore linkages between women's economic participation, decision-making within the home, and wider political participation.  相似文献

The insights from one state illustrate the challenges of working to shape public will to favor support for out-of-school learning opportunities for youth ages nine to fifteen. With the leadership of the Frameworks Institute, local and national research and refraining concepts were used to develop a strategy to help advocates communicate the value of these learning opportunities in ways the public is less likely to dismiss out of hand. Messages reinforcing the developmental need to practice skills using the illustration of brain architecture and emphasizing the important role of community contribution on future leadership proved to be important aspects of the communication strategy.  相似文献

This paper utilizes a macroeconomic demographic model to analyze the probable impact of population aging on various public programs in Japan. Rapid fertility decline aided by mortality decline has caused the proportion of the Japanese population aged 65 and over to increase from 4.9% in 1950 to 9.0% in 1980. A population projection based on the 1975 population census assumes a recovery of fertility from a total fertility rate (TFR) of 1.9 in 1976 to 2.16 in 1980 and a gradual decline to 2.1 by 1987, while an alternative projection assumes a continuing fertility decline to a TFR of 1.65 in 2025. According to these assumptions, in 2025 18.12% to 21.29% of the total population would be aged 65 or over and 38.66% to 43.80% of the working age population would be aged 45-64. A macroeconomic neoclassical growth model with some Keynesian features was formulated to evaluate the future impact of population aging on social security programs. Population changes are transmitted to economic variables in the model through the supply of labor, level of savings, public health care plans, and old-age pension schemes. The simulation experiments included the 2 population projections and 2 alternative production functions, 1 with the quality of labor incorporated and 1 without. The results indicated that, regardless of the population projection and production function used, the growth of the economy is likely to slow to 1 or 0% in the beginning of the next century due to decreased growth of the labor force and a change in its quality due to age-compositional variations. Public health insurance schemes and pension plans will require increasing financial resources as a result of accelerated population aging; depending on the choice of benefit levels, the proportion of national income allocated to them is expected to range from 14%-40% in the year 2010. Per capita gross national product will continue to grow despite decreased economic growth, but savings might be adversely affected if the provision of social insurance benefits continued to increase monotonically. Possible palliative measures would be to change present employment practices or to upgrade the quality of the labor force through vocational training programs for older workers.  相似文献

In this era of rapidly urbanising human populations, urban practitioners are under increasing pressure to create resilient and sustainable cities and towns. Urban ecologists currently have a unique opportunity to apply solid, evidence-based research to help create biodiversity-rich and sustainable cities and towns for the future. Unfortunately, there is currently a mismatch between the questions planners, designers and decision-makers are asking urban ecologists that would allow them to improve the biodiversity outcomes in urban areas, and the questions urban ecologists must ask to contribute to the development and application of the science of urban ecology. For a number of reasons, urban ecologists over the past 25 years have primarily focused on describing the patterns of biodiversity in cities and towns using broad, aggregate predictor variables (e.g., distance to city center, land-use, percent cover of impermeable surfaces and vegetation, etc.). We refer to these results as ‘low-hanging fruit’. If the discipline of urban ecology is going to provide the necessary information to inform actions to preserve and enhance urban biodiversity, we need to move beyond place-based research, and work towards the development of confirmed generalizations regarding the relationship between the structure and function of urban ecosystems and biodiversity. We propose three essential strategies for achieving this refined understanding: 1) defining the study window to place the study into a broader global context, 2) collecting and using more explicit question-driven measures of the urban condition in order to improve our understanding of urban ecological drivers, as well as recording more detailed ecological responses to provide insights into the ecological mechanisms underlying an observed response, and 3) expanding studies to include multiple cities, regions and countries. These strategies will help to expedite the ability of urban ecology to contribute to the creation of biodiversity-rich, healthy, resilient cities and towns.  相似文献

At the end of the First World War, the Iraqi Jewish community numbered about 85,000. With the establishment of the Arab Iraqi state in 1920, the leaders of the community advocated the integration of Iraqi Jewry into the national Arab society. Jews held important positions in all fields ‐ economic, social and cultural. Compared to Israel, Iraq was for them a paradise. There they hoped to build their future, which then promised to be bright. Arab Iraqi society, too, expected the Jewish minority to become a part of it and to contribute its talents to the consolidation and strengthening of the state.

The pogrom of 1941 was a turning point in the history of Iraqi Jewry, leading to the establishment of a Jewish underground. The worsening situation in Palestine prompted the Iraqi government to adopt a policy of repression and discrimination against the Jews, putting an end to the attempt by the Jewish minority to integrate into Arab Iraqi society. Jews began to seek ways to leave the country. The underground proved instrumental in helping some 121,000 Jews to flee Iraq and make their way to Israel.  相似文献

This paper discusses the barriers encountered in undertaking an oral history project with survivors of a total institution for 'mental defectives' in the province of Alberta, Canada. Powerful social actors were able to bar access to survivors through legal guardianship orders, and to make access to the institution and its grounds and to publicly archived materials quite prohibitive to the researcher. In addition to overt efforts on the part of powerful social actors to block the project, concerns about the potential to discredit survivor narratives led to changes in the research design. Specifically, research and literature about the 'acquiescence' of intellectuals with intellectual impairments led the researcher to broaden the sources for this history as a preemptive strategy. Despite these barriers, survivors of the institution provided a rich and powerful testimony to the brutality of institutionalization, and provide us with an emancipatory history from the perspectives of those most oppressed by disability policies and practices.  相似文献
