The U.S. Environmental Protection Agency's Self-Policing Policy (more commonly referred to as the Audit Policy) waives or reduces penalties when companies voluntarily discover, disclose, and correct environmental violations. One goal of the Audit Policy is to encourage companies to conduct environmental audits in order to identify poor environmental performance. Thus, the regulatory flexibility associated with the Audit Policy should reduce subsequent chemical emissions. While several studies examine predictors of the Audit Policy, no studies examine if facilities that use the Policy decrease their chemical emissions as a result. The purpose of this research is to examine the impact of the Audit Policy on changes in Toxic Release Inventory (TRI) emissions among a sample of 178 facilities operating in the chemical and allied product industry. The results of that analysis suggest that facilities that use the policy have similar subsequent emissions trends as facilities that do not use the policy. Moreover, the results also suggest that formal enforcement actions are the best predictor of TRI reductions. These findings persist despite other regulator and company controls. In terms of environmental policy, the results suggest that self-policing may not improve or deteriorate environmental performance in the chemical and allied products industry.  相似文献

Objective. Investigate public knowledge and use of information from the U.S. Toxics Release Inventory (TRI), the most internationally prominent and well‐regarded environmental information program, providing industrial facility chemical release and transfer data since 1989. Method. Three‐phase survey panel of 1,292 people in two counties. Results. Only very small percentages recalled, without prompting, TRI or recognized it when it was mentioned. Only minuscule percentages recalled TRI facility names when asked for local facilities using hazardous chemicals. Respondents did not recognize most local TRI facilities or know if they used hazardous chemicals. Very few who were aware of TRI information obtained it from the sources Congress intended. Finally, when provided with TRI information, many respondents did not review it and virtually no one took any action. Conclusions. These results raise concerns about the TRI program's effectiveness in enhancing public knowledge of nearby industrial facilities using hazardous chemicals.  相似文献

Many people have difficulty in generating random numbers. This difficulty suggests that potentially fabricated numbers encountered in investigations of scientific misconduct be examined for nonrandom behavior. The present paper shows that even with a conscious effort to construct random digits, many subjects are unable to produce digits with a uniform distribution. For this study, subjects were directed to try to produce random digits in three places in order to fabricate a series of “pick 3”; lottery numbers. Subjects were most successful at producing a random (uniform) distribution of digits for the leftmost place; however, success at one place was not associated with success at another. In addition, subjects did not select all digits with equal frequency. Of 8,280 digits chosen in this study, the order from most to least chosen was 1, 2, 3, 6, 4, 9, 7, 0, 8, 5. Finally, no strong correlations among subjects’ digit choices were found. The conscious effort by these subjects to produce random digits stands in contrast with the usual case of data fabrication in which the fabricator must devote a conscious effort to choose leftmost digits so the number has the magnitude desired and pays little or no attention to the fact that the rightmost digits should be random. The results of the present paper indicate that even if a data‐fabricator were aware that error digits would be examined for uniformity, success in constructing uniform error distributions is not guaranteed. The difficulty that people have in creating random error digits supports the utility of examining such digits in investigations of scientific misconduct.  相似文献

This paper examines whether firms' decisions about reductions in toxic emissions depend on the magnitude of dangers arising from their pollution and on who bears pollutant risks. Controlling for the quantity of air toxics released in 1988, this article finds that plants whose emissions generated higher numbers of expected cancer cases did reduce their emissions more between 1988 and 1991. The nature of the community bearing the pollution risk also affected firm decisions. The higher the voter turnout in the area, a proxy for residents' likelihood of collective action, the greater the reductions in a plant's release of air carcinogens.  相似文献

Objective . Although previous environmental justice research has focused on analysis of the disproportionate burden of environmental hazards on minority residents, few studies have examined demographic inequities in health risks among children. This article evaluates the demographic distribution of potentially hazardous facilities and health risks associated with ambient air toxics exposures among public schoolchildren in the Los Angeles Unified School District. Methods . We combine Geographic Information System analysis with multivariate statistics to compare enrollment and demographic information for students who attend district schools with the spatial pattern of land use, locations of toxic emissions and facilities, and calculated indices of estimated lifetime cancer risk and respiratory hazards associated with exposures to toxic air emissions. Results . District schools are more likely to be located in census tracts containing potentially hazardous facilities; however, these tracts actually have slightly lower cancer and respiratory health risks associated with air toxics when compared to other tracts in the district. Demographic comparisons among school sites indicate that minority students, especially Latinos, are more likely to attend schools near hazardous facilities and face higher health risks associated with outdoor air toxics exposure. Conclusions . These patterns of hazard exposure and health risk should be considered both in the process of siting new schools to house the rapidly growing regional student population and in remediation efforts at existing schools.  相似文献

This study uses a sample of 71 countries and nonparametric quantile and partial regressions to model a number of threatened species (reptiles, mammals, fish, birds, trees, plants) in relation to various economic and environmental variables (GDPc, CO2 emissions, agricultural production, energy intensity, protected areas, population and income inequality). From the analysis and due to high asymmetric distribution of the dependent variables it seems that a linear regression is not adequate and cannot capture properly the dimension of the threatened species. We find that using OLS instead of non-parametric techniques over- or under-estimates the parameters which may have serious policy implications.  相似文献

“Neoliberalism”, both as a body of theory and as a set of policies and practices, is commonly seen as unsympathetic, even antagonistic, to the welfare state. In the period from the mid‐1980s to the global financial crisis of 2007–08, Australia underwent very considerable “neoliberal” economic policy reform. What happened to the Australian welfare system and to Australia's socioeconomic egalitarianism in this period? To shed light on that question three kinds of trend are tracked. The first is household taxes and social expenditure in both cash and kind, using fiscal incidence analysis where the main metric is “net benefits”. The second is economic inequality, as measured by the distribution of incomes and wealth. The third is the performance of the labor market, as measured by earned incomes and unemployment rates. The article concludes with an attempt to integrate the evidence collected from these three sources. The general conclusion is that the Australian welfare system did not follow the pessimists' predictions. The welfare system grew in size and redistributive quantum. Wage levels rose strongly, while unemployment rates fell. Overall, income inequality increased to a small extent, though mainly before the full economic reform process was in place, while wealth inequality changed little.  相似文献

This paper reports the first cross-study competitive test of thecore solution in side-payment games where the core is nonempty and nonunique (i.e., larger than a single point). The core was tested against five alternative theories including the Shapley value, the disruption nucleolus, the nucleolus, the 2-center, and the equality solution. A generalized Euclidean distance metric which indexes the average distance between an observed payoff vector and the entire set of predicted payoff vectors (Bonacich, 1979) was used as the measure of goodness-of-fit. Analysis of data assembled from six previously reported studies (encompassing a total of 1,464 observations over 56 3-person and 4-person side-payment games) showed the core to predict less accurately than the Shapley value, disruption nucleolus, and nucleolus solutions (p < 0.01). These findings are consistent with previous empirical results that show the core to have a low level of predictive accuracy in side-payment games.This research was supported by grants SOC-7726932 and SES-8015528 from the National Science Foundation. Media reports asserted that the 2008 foreclosure crisis unleashed a rash of pet relinquishments, especially in California's central valley, an area that had the highest U.S. foreclosure rates that year. However, reports on the foreclosure/relinquishment association relied on anecdotal evidence provided by animal shelters, which is known to be flawed since many people do not give a reason for relinquishment, or give a false reason. This study compares separate data sources for the central valley city of Turlock, 2008: foreclosure data from the Stanislaus County Recorder's Office (N = 235) and relinquishment data from the Turlock Animal Shelter (N = 248). Contrary to shelter driven data, these separate data sources reported only one shared address. However, spatial analyses show that foreclosures and relinquishments were concentrated in similar areas. Analyses also show that unaltered (non-spayed/neutered) dogs are more likely to be concentrated in lower socioeconomic (SES) areas. While our initial finding contradicts recent media reports, spatial analyses verify other research on the social problems associated with concentrated foreclosures, and lend support for policies designed to reduce breeding during heighted periods of foreclosure and other economic crises.  相似文献

Studies have shown relatively high rates of emotional and behavioural problems among children living in out‐of‐home care. This study reports the prevalence of social problems at an 8‐year follow‐up for a group of children/young adults. Predictors for prevalence and change in emotional and behavioural problems at the follow‐up are examined. A prospective cohort design with 233 children who had been living in foster care was used. Forty‐eight per cent (n = 111) of those interviewed at baseline were located and interviewed at follow‐up. Mean age was 17.4 (standard deviation = 2.9) years. Mental health symptomatology was measured with Child Behaviour Checklist and Adult Self‐Report. Linear and generalized mixed model analyses were used. Changes in internalizing and externalizing problems from baseline to follow‐up was associated with gender. Boys showed more problems at a young age, whereas girls developed more problems later. Predictors for social problems at follow‐up were mental health at baseline, kinship care and care placement away from the local community.  相似文献

ABSTRACT

Gender-based violence in the developing world is beginning to receive serious scholarly attention. However, much of that research still overlooks violence against women in the burgeoning slum communities around the globe. This survey of 200 women between the ages of 18 and 30 years old describes gender-based violence in the “informal” settlement of Kibera, Kenya, the largest slum in sub-Saharan Africa. Prevalence and attitudes toward gender-based violence among survey participants are compared to those measured in the general population. Because results of the Kiberan survey show a higher rate of gender-based violence among women than the general population of Kenya, it appears that interventions are urgently needed in the slum. At the same time, slum-dwelling women reported lower attitudinal tolerance of gender-based violence than the larger population, supporting the readiness to accept interventions if available. The current study is one of the first to report data specifically about gender-based violence among women in Kibera and thus serves as a platform upon which larger future studies may be built. Implications for future research are discussed.  相似文献

Recent developments within activation policies emphasise tailor‐made and individualised services; however, little is known of what the effects of these initiatives are. The aim of this study was, therefore, to analyse, in a cluster‐randomised design, the long‐term effects of an individualised follow‐up model on welfare recipients' self‐sufficiency. The follow‐up model systematises the work done by social workers within the Qualification Programme, which is a welfare‐to‐work programme in Norway. In the study, 18 labour and welfare offices were randomised to experimental and control groups. The data consist of baseline questionnaires for Qualification Programme participants (n = 617) and follow‐ups based on administrative data at 12, 24 and 30 months after baseline. The results show significant effects of individualised follow‐up on self‐sufficiency at the 30‐month follow‐up and strong positive trends at the 18‐ and 24‐month follow‐ups. Thus, comprehensive and individualised follow‐up of participants within activation programmes seems to generate positive long‐term effects on self‐sufficiency.  相似文献

Objective. Much of the empirical work on environmental justice centers on the geographic distribution of potential chronic health risks (e.g., planned toxic releases or treatment storage and disposal facilities). Far less attention has been devoted to the geographic distribution of acute health risks that cause immediate harm. The purpose of this work is to examine environmental justice in terms of potential acute health risks by examining the distribution of serious chemical accidents across diverse subpopulations. Methods. We draw upon 1990 census data for the United States to study the relationship between the racial, ethnic, and economic characteristics of census block groups ( N = 226,398) and the presence or absence of chemical accidents that caused at least one injury, death, or evacuation for the time period of 1990–1996. The data used to map the location of the chemical accidents were obtained from the Environmental Protection Agency's Accidental Release Information Program (ARIP) database. Results. Our results indicate that the acute risk associated with chemical accidents at fixed facilities is greater for individuals living in low–income census block groups, especially when comparisons are made within the counties where the chemical accidents occur. Our results concerning race and ethnicity are less consistent and somewhat weaker. Conclusions. Although these results do not show large and dramatic effects, as have often been found in the study of the social distribution of chronic environmental risk, they do stand as one of a relatively few social analyses of social variation in exposure to acute environmental risk.  相似文献

Objective. This study is intended to enhance the discussion of environmental equity by offering a methodology that is based on chemical‐specific risk zones that reflect inventories of chemical facilities, risk dispersion modeling, local weather conditions, and the unique chemical processes of each site. The central question concerns whether the racial makeup of a community near a chemical‐processing site is characteristic of the city, county, or community as a whole. In essence, does the racial makeup of a community vary by distance from a chemical‐processing facility? Methods. A comparison of the racial makeup of the community was examined for 13 chemical‐processing sites submitting off‐site consequence data under the Environmental Protection Agency Risk Management Plan, by clusters of the sites, and for all sites in the community. Instead of relative ratios, we look at odds ratios. The odds ratio compares the odds of being African American to the odds of being non‐African American at two given distance classes. In this way we may make inferences about how much higher (or lower) are the odds of an African American (relative to a non‐African American) living in a closer distance class (as opposed to a further distance class). Results. The results show that as one moves further from a facility, the characteristics of the community reflect less and less the makeup near the site. The percentage of African Americans living near a chemical‐processing site tends to be much higher when compared to population characteristics further from the site. Conclusions. The study shows that distance does make a significant difference in the racial characteristics of the population from a chemical‐processing site. Using data reflecting accidental‐release scenarios, weather conditions, and the chemical process from the local community provides a more realistic basis for determining vulnerability zones.  相似文献

This paper represents a follow‐up publication to the findings of a previous paper by documenting the views of a follow‐up sample of 56 young people, aged 12–19 years, looked after in three English local authorities. Young people were interviewed on two separate occasions, 18 months apart, to assess their perceptions of educational progress and identify factors that might support or hinder their education. The interviews took place as part of an ongoing evaluation of the Taking Care of Education project, a development programme designed to facilitate improvements in the education of looked after children. Most young people were aware of individual project‐related activities and a number of these were seen to contribute towards educational progress. Perceptions of educational progress were significantly higher at follow‐up interview and an increased proportion of young people reported that being looked after had had a positive impact upon their education. Carers and teachers continued to be the most frequently mentioned providers of educational support, but the proportion of comments relating to educational support from social workers increased at follow‐up. The most consistent explanation given for improved educational progress was the availability of support and encouragement for educational progress and acknowledgement of young people's achievements.  相似文献

School–community collaboration has become an important approach to enhancing the quality of services to meet the multifaceted needs of students. However, there is little understanding of how to create and maintain successful school–community collaboration. Drawing on a critical paradigm, this study developed a comprehensive framework for transformative school–community collaboration (TSCC) and developed a valid scale to assess the major dimensions of TSCC. Using school survey data, an exploratory factor analysis identified four multidimensional constructs: (a) critical member capacity representing members' organizing, interpersonal, and critical analysis skills, (b) equal relations with respect to joint membership, interaction, and outcome distribution, (c) democratic network governance measuring the basic elements of democracy in decision‐making, and (d) empowering coordination reflecting a responsive, flexible, and supportive coordination system. This study also showed that low‐income and urban schools reported significantly lower levels of equal relations and empowering coordination. The developed scale can be used as an evaluation tool that monitors and evaluates school–community collaboration ensuring equal, democratic, and empowering structures and processes. Furthermore, the results of this study suggest practice implications and future research agendas to create and maintain successful school–community collaboration.  相似文献

The present study investigated bidirectional relations between peer victimization and internalizing symptoms, with a focus on three forms of victimization (physical, verbal, relational) and two types of internalizing symptoms (depressive, anxious). In the fall and spring, children (N = 1,264–1,402 fourth and fifth graders depending on time point and data source) reported on their victimization, and teachers reported on children’s depressive and anxious symptoms. In a model including the broad constructs of victimization and internalizing symptoms, bidirectional relations emerged, with earlier victimization predicting increases in later internalizing symptoms and earlier internalizing symptoms predicting increases in later victimization. These bidirectional relations did not hold in two additional models, the first of which included the three forms of victimization and internalizing symptoms and the second of which included victimization and the two types of internalizing symptoms. Rather, results of the first model suggested that earlier internalizing symptoms predicted later physical, verbal, and relational (marginal) victimization, and the second model did not fit the data well. Findings are discussed in terms of implications of bidirectional relations between victimization and internalizing symptoms.  相似文献

Negotiation and bargaining are important activities in the implementation of intergovernmental public policies. Given the design of environmental policy, intergovernmental negotiations are an essential part of the interaction of environmental program managers. This study examines the willingness of Environmental Protection Agency (EPA) regional officials to bargain with their state counterparts in the national Superfund program. A model of working relationships is developed to analyze the negotiating behavior of regional EPA officials. The findings of this study indicate that both strategic (trust, involvement) and structural (relations with EPA headquarters, state program capacity, and state political context) factors are associated with whether or not regional officials are willing to negotiate with state-level administrators. The implications of these findings for the national Superfund program, the larger context of intergovernmental management, and larger themes in public administration are discussed in the conclusion of this paper.  相似文献

This paper proposes a panel vector error correction model investigation of a quadratic relationship linking CO2 emissions, GDP levels and electric power consumption. We find that two independent long-run relationships emerge from the data. Since the null of homogeneity across units with regard to long-run elasticities is strongly rejected, we proceed by clustering countries according to the signs of the estimated coefficients. The approach allows us to form three groups: in the first there is evidence of an optimistic scenario, where both CO2 emissions and electric power consumption are bound to decrease in the long-run. An optimistic scenario for emissions reduction is also provided in the second cluster where, however, the long-run relationship between income and electric power consumption shows an U-shaped pattern, instead. Finally, the third cluster can be associated with a much worrying scenario where per capita CO2 is expected to grow with income. A joint consideration of long-run parameters and causality links allows us to propose cluster-tailored policy suggestions.  相似文献
