Theory and Practice in Long Term Social Work: a Case-Study of Practice with Social Services Department Clients

Summary This study is based on empirical research into the practiceof 14 social services department social workers with 42 of theirlong term clients. The findings suggest that, contrary to expectation,this type of social work practice is not characterised by aproblem solving approach, but rather by a concern for the containmentof problems and the maintenance of stability. This leads toa restricted form of social work practice which is not linkedto any particular method of intervention. Reasons for this theory-practicehiatus are suggested along with a discussion of the issues surroundingtraining for long term social work of this kind in the future.     

Research Note: Education and Training in Genetics in Social Work Programmes Across the United Kingdom

This article describesa survey of social work course directors in the UK, undertakento assess their opinions of the likely impact of the new geneticson future social work practice. The results provide baselinedata on education and training on genetics in social work programmesin the UK. Only a small proportion of colleges in the UK currentlyteach genetics, partly because of full curricula, and partlybecause genetics is not perceived to be relevant to contemporarysocial work practice. Other attitudes of social work coursedirectors to the new genetics are also described.     

Reflexive Modernity and Social Work in Ireland: A Response to Powell

Summary The aim of this article is respond to some of the issues addressedby Powell (1998). It focuses on his consideration of the roleand task of social work within a changing society. I argue that,before postulations about the future role of social work inIreland can be made, consideration of its current nature andthe form of its discourses are necessary. I then go on to critiquePowell's analysis of social work in the context of conceptssuch as empowerment, participation and prevention and arguethat, by failing to consider the necessarily regulatory andcentralized nature of much of Irish social work currently, suchan analysis remains merely rhetorical. Powell's reference tothe Irish Association of Social Workers' Code of Ethics (1995)as evidence of social work entering a period of reflexive modernityis also examined. The article concludes with a call for a moveaway from utopian speculation within Irish social work discoursetowards a more realistic and constructive analysis of both thefuture potential and the limitations of Irish social work, givenits spatial and discursive constraints.     

Social Work for Social Fitness

Summary Social work has lost the perspective of social relationshipsas ends in themselves, and has become predominantly an impersonal,individualistic technology. Several interpersonal dimensionsare outlined to help fill this social value vacuum, and it issuggested that these can be held together by the concept ofsocial fitness. This is defined as the mutual development ofthe individual and his total network to a fullness of identitywhich is an end in itself and does not depend on the achievementof any other objectives. The kind of power produced by thisfitness is distinguished from power of the impersonal kind,and its meaning for social workers is discussed in relationto material need. Finally, the future development of socialwork is considered briefly in terms of promoting social fitnessthrough work with various kinds of social networks.     

Working with Female Offenders: Beyond 'Alternatives to Custody'?

Social Work Tomorrow: Towards a Critical Understanding of Technology in Social Work

Thesedeveloping theories employ ideas that are familiar to socialworkers—organization theory, decision making theory, andcommunication theory. The paper therefore argues that socialworkers are in a good position to understand and influence theuse of computers within welfare agencies and do not need tobe inhibited by a lack of technological knowledge. It is furtherargued that, unless social workers do become involved in theways in which new technologies are used within organizations,they will fail to influence its impact upon their clients andmay further fail to control the way in which computers affectthe nature of social work itself in the future.     

Managing Human Services in a Market Environment: What Role for Social Workers?

Summary International research suggests that the market reform of humanservices is leading to reduced opportunities for social workersto achieve organizational management positions. This paper exploresthe future of social workers as managers of human service organizations.It examines the tensions between the social justice principlesthat guide social work and the emerging contexts of social welfaremanagement. The exploration draws on in-depth interviews withthirty-four social welfare managers working in the non-profitsector in Australia. These managers were identified by theirpeers as progressive, that is, as championing social justicevalues such as access, equity and social inclusion. This paperwill report on their approaches to social welfare managementand their perceptions of the threats and opportunities for progressivemanagement practices in a climate of public sector reform. Thepaper will consider how social work educators can better prepareservice professionals for social welfare management positions.     

The place of research in social work education

Summary This paper argues for a stronger emphasis on research in socialwork education and the recognition of a triangular and dynamicrelationship between social work research, education and practice.The focus here is on the particular relationship between thefirst two of this triad. The paper locates the discussion inan examination of the literature on the nature of knowledgeand ideas about professional education, and proceeds to a considerationof the place of research in disciplinary development. This includesa brief mention of changing paradigms reflected in social workresearch in the past century. Empirical data from research carriedout in the mid-1990s is used to illustrate the place of researchin social work education currently, and to support the argumentthat social work educators have responsibility for knowledgecreation (through research), as well as using research in theirteaching, and in devising curricula which develop knowledgeabout and skills in research among social workers at differentstages of training. Developing the research and knowledge baseis seen as an essential role for social work academics, in theface of uncertainties about future directions for professionaltraining and the complexity of the task for which social workersare being educated.     

Commonality and Diversity in Feminist Social Work

Summary The relationship between feminist social workers and women serviceusers is a central concern in the feminist social work literature.The literature's discussion of feminist social worker/womanservice user relationships, along the dimensions of commonalityand diversity, is compared with the experiences and understandingsof feminist social workers who participated in a small-scalequalitative study. Two main themes are considered: first, commonalityin feminist social worker/woman service user relationships;secondly, diversity amongst women service users. Issues forfuture work are drawn out of the discussion of these themes:the problematic nature of feminist social worker/woman serviceuser commonality; the impact of social divisions other thangender on women service users' lives; the importance of unpackinggeneralizations about both women service users and feministsocial workers; the need to explore the intersections of thestatutory context and feminist social work identities. It isargued that in addressing these issues future work would beenriched if greater prominence were given to feminist practitioners'perspectives, experiences and understandings.     

Reflections From the Field: the Experience of Former CSS and CQSW Students

Summary The research reported in this paper is based on the findingsof a postal questionnaire survey with former students who had,over the last seven years, successfully completed either theCertificate in Social Service (CSS) or the Certificate of Qualificationin Social Work (CQSW) at one institution of higher education. The purpose was to collect data in a systematic way about employmentcircumstances, career development, aspirations, reflectionson the course and views of the future of education for socialwork and social service. For many of these areas a lack of comparableBritish studies is noted. The findings would seem to indicate that the type of qualificationobtained is an important variable where work setting, clientgroup, perceived professional status, job choice and attitudeto certain aspects of the course are concerned. Both groupswere largely supportive of a single award for social work throughfull-time education and training, but were ambivalent aboutthere being different routes to this qualification.     

Contracts in Social Work Practice

Summary This article explores the paradigm of Contract Law to identifyproblems and advantages of introducing a contractual model intosocial work practice. Recent social work literature on the useof contracts is reviewed and a social worker's record of howa contract was negotiated is analysed. The author argues thatthe value-base of a contract model must be founded on reciprocity.     

Social Work Today

Underincreasing attack, both in the media and from government andits new right ideologues, social work has faced an increasinglyimpoverished client group with fewer resources and growing uncertaintyabout its legitimate role. In this context, legislative, administrativeand financial changes have pushed social work into an increasinglyantagonistic relationship with clients and have left it demoralizedand without a clear sense of direction. The paper looks at theway this change has come about and argues that it has profoundimplications for the future of social work in the reduced welfarestate of the 1990s.     

Aspects of Social Work on a Cancer Research and Treatment Unit in a London Teaching Hospital

Summary With the rapid growth of technology and science in society today,an increasingly large number of people are becoming patientsin specialized research and treatment units. The reorganizationof social work support to the health service is upon us, andgreat care must be taken to ensure that this important groupof clients will receive the social work help it needs. The paper is based on work in a cancer unit in a London teachinghospital and seeks to illustrate ways in which the work is specialized

Community Social Work in a Market Environment: A British-American exchange of technologies and experience

Children's Welfare, Surrogacy and Social Work

Developments inmedical technology, legislative change and shifts in professionalpractices have combined to make surrogacy potentially a moreacceptable form of family creation for more infertile and involuntarychildless people. Hitherto social work involvement in surrogacy has been marginal.However a more explicit focus on the welfare of the child, togetherwith the likely increase in prevalence in surrogacy, imply amore central role in future for social work. The commitmentof the Government and the newly-created Human Fertilizationand Embryology Authority to keeping surrogacy under review isexpected to result in further policy developments. In the meantimethis paper begins the process of identifying those areas ofsurrogacy practice in which social work intervention could beeffectively and appropriately focused and considers the implicationsof these for both social work agencies and practitioners.     

'Living for the Brethren': Idealism, Social Work's Lost Enlightenment Strain

We draw upon historical British writings and Canadianarchival material to reveal key concepts central to idealismand social work. The article begins by discussing social responsibilitybased on the idealist premise of Christian immanence. We thendiscuss the spiritual rationality of the new liberalism. Thethought of E.J. Urwick, a key philosopher of British and Canadiansocial work, illustrates that both British and Platonic idealismcontinued to influence the field of modern social work. Theconcepts of engaged participation and reciprocity are congruentwith Christian immanence and spiritual rationality. We arguethat social work can benefit from recovering its lost pastssuch as idealism as an aid in prefiguring an uncertain future.     

Agency Function and Social Work Principles

Summary The concept of agency function is examined in relation to thenature of the social work task. It is often the case that agencyfunction is seen more as a problem for social work and not asone of its characteristics. It is argued in this paper thatthe agency itself is not responsible for the apparently delicatestate of present day social work, but that on the contrary,the failure to appreciate social work's relationship to societyand social processes in part accounts for its uncertain condition.
