Based on a conceptualisation of de‐commodification as the right to decent and affordable housing, we assessed to what extent this right is realised for low‐to‐moderate‐income owners and renters across Western European housing regimes in 1995 and 2012. If differences in the social production of housing do matter (regardless of type of welfare state and the country's economic affluence), then distinct configurations of housing outcomes should exist. This was found to be indeed the case: More state intervention results in good housing conditions and low housing cost burdens across tenure‐age groups (but particularly for renters), although more so in social‐democratic than in conservative‐corporatist welfare states. A more important role for the family in housing provision is associated with higher subjective housing cost burdens and poor housing conditions. As housing regimes became more commodified between 1995 and 2012, it seems that configurations of housing outcomes have become less associated with the features of housing regimes, and more with type of welfare state and the country's economic affluence.  相似文献

This article traces past and present trends in the institutional development of sickness daily allowance schemes in eighteen OECD countries. We are interested whether there still are—or if there ever have been—distinctive models in sickness benefits. The historical part of the study inspects the development of coverage and generosity benefits. Thereafter the extent to which sickness benefits have been targets for retrenchment will be analysed. The study shows that up until 1985 the Nordic programmes guaranteed better benefits than corporatist schemes, but the situation has since changed, and the Nordic countries do not any longer provide higher compensations. In this respect, these two groups of countries have clearly converged and simultaneously their distance from the countries with basic security or targeted schemes has increased. When it comes to coverage, the Scandinavian schemes have to a great extent preserved their universality, whereas the other groups of countries have lost a bit in their coverage. Thus, in this dimension at least, we can still depict a clear Scandinavian pattern. However, there are indications of convergence towards the corporatist or labour market‐based model.  相似文献

Home‐ownership, housing regimes and income inequalities in Western Europe This article compares the structural features of home‐ownership systems in European Union 15 (EU15) countries (home‐ownership rates, mortgages and public subsidisation of this tenure) with data on inequalities in outcomes (variations in home‐ownership access, risks and standards between income groups). Its purpose was to assess the relevance of the debate on the convergence and divergence of housing systems, which has dominated the comparative housing literature. The article concludes that, depending on the level of analysis adopted and the particular variables selected for examination, elements of both convergence and divergence are evident in Western European home‐ownership systems. The comparative housing literature has also largely failed to capture the key inter‐country cleavages in home‐ownership systems that are between the Northern and Southern EU15 countries. These shortcomings are related to methodological and conceptual problems in the literature.  相似文献

Nonfinancial defined contribution (NDC) pension schemes have been successfully implemented since the mid‐1990s in a number of European countries such as Italy, Latvia, Norway, Poland and Sweden. The NDC approach features the lifelong contribution–benefit link of a financial defined contribution (FDC) personal account scheme, but is based on the pay‐as‐you‐go (PAYG) format. At its start out, the PAYG commitments of the preceding defined benefit (DB) system are converted into individual personal accounts, allowing for a smooth transition from the DB to the DC format, while avoiding the very high transition costs inherent in a move from a traditional PAYG DB scheme to a fully funded FDC scheme. The NDC approach implemented by the rule book is able to manage the economic and demographic risks inherent to a pension scheme and, by design, creates financial sustainability. As in any pension scheme, the linchpin between financial stability and adequacy is the retirement age; in the NDC approach the individual retirement age above the minimum age is by design self‐selected and by incentives should increase the effective retirement age in line with population ageing. As a systemic reform approach NDC has become a strong competitor to piecemeal parametric reforms of traditional nonfinancial DB (NDB) schemes. While frequent, these reforms are far from transparent and usually too timid and too late to create financial sustainability while providing adequate pensions for the average contributor. This article offers a largely non‐technical introduction to NDC schemes, their basic elements and advantages over NDB schemes, the key technical frontiers of the approach, and the experiences of NDC countries.  相似文献

Hong Kong is a typical example of a world city that faces escalating poverty and housing problems. Problems related to housing are crucial in determining deprivation. By means of hierarchical linear regression on a representative survey of Hong Kong residents in 2014, this study examines the impacts of household income and housing factors on the deprivation of residents in Hong Kong. The study indicates that income level has a crucial effect on the deprivation level of households; whereas housing cost per capita, living area per capita, and living quarter problems significantly influence deprivation. A small interacting effect exists between household income and housing factors, which do not influence the independent effects of living area per capita and living quarter problems on deprivation. For the public rental housing residents, only the effect of living quarter problem on deprivation is significant, whereas for private rental housing residents, living area per capita and living quarter problem have a significant effect. Among all the models, housing expense per capita is a significant factor only in model for overcrowded households. The study recommends that improving the maintenance and renovation schemes for public and private housing with poor living environment is a good strategy to improve housing conditions and deprivation. The study suggests that anti‐poverty policies must consider strategies and measures that can improve the housing factors, including housing expenses, living density and living quarter maintenance problems, especially for those residents with high living density, such as those living in bed spaces, cubicles, and subdivided flats.  相似文献

The introduction of cash‐for‐care (CfC) schemes in different European countries over the last years has responded to a plurality of strategies aimed at attending the rising demand and increasing costs of the long‐term care needs of an ageing population. The specific system of care provision in each country shaped the response given to those challenges, as well as the room for manoeuvre for policymakers when trying to transform the domain of care into a sphere where markets may play a larger role, partly relieving families, and also the state, from these responsibilities. Policy debates and scholarly analyses largely overlooked the contribution of these schemes to the creation and shaping of employment. This article provides a comparative analysis of how CfC‐based policies entail—alongside the regulation of informal care—a(n implicit or explicit) connection with care employment and may contribute to structuring employment relations in this sector. It looks jointly at the specific features of CfC and at the institutional context—welfare regime—in which they are embedded in order to assess the extent to which these schemes contributed (generally unintendedly) to a transformation of the care employment size and features in seven European countries.  相似文献

This study contributes to the welfare regime literature by analyzing unemployment compensation programmes – unemployment insurance (UI)/assistance (UA) programmes and redundancy pay schemes – of welfare state/occupational welfare regimes. It covers 15 countries of the Organisation for Economic Co‐operation and Development (OECD) selected from Southern European, Liberal, Continental‐corporatist and Social Democratic country clusters. In contrast to the common argument that Southern European countries have underdeveloped formal unemployment compensation systems, this study argues that they (especially in Spain, Portugal, and to some extent Italy) are comparable in strength to those in Continental‐corporatist countries if occupational welfare programmes – notably redundancy pay – are considered alongside welfare state programmes for unemployment protection. The study also outlines the characteristics of redundancy pay schemes in the four country clusters and shows how different redundancy pay schemes are linked to UI/UA schemes in these clusters.  相似文献

Secure and appropriate housing is critical for the well‐being of people living with mental illness (consumers). Yet it is often difficult to achieve. Housing assistance is available, but is often difficult for consumers to access and negotiate. While the need for support is well‐recognised, little is known about the active part consumers play in finding and keeping appropriate accommodation. This paper addresses the research question: How do consumers who use housing assistance actively manage their housing situations? In‐depth interviews were conducted with 18 consumers who had used housing assistance within the past five years. These were analysed using constant comparative analysis, based on a grounded theory approach. Participants engaged in a range of activities to address six major concerns: working toward my home; following the rules to keep what I have; managing and improving my accommodation; working with housing services; living within my current situation; and finding and using supports. All participants described times when their mental health negatively affected their ability to do these activities. The findings highlight the need for housing services and mental health services to collaborate to develop policies and protocols that place reasonable demands on consumers and support their abilities to actively manage their housing situations.  相似文献

The Nordic welfare model is undergoing a fundamental transformation. Using Denmark we show how a universal welfare state model is gradually being transformed into an emergent multi‐tiered welfare state. Whereas the Danish pension system's having become multi‐tiered in the 1990s, with private schemes – collective and individual – supplementing public schemes is well documented, scant attention has focused on more recent developments in other areas of the welfare state. This article shows how the multi‐tiered welfare state spread in the 2000s to policies for families, the unemployed and the sick. Although Denmark still offers universal coverage in core welfare state areas, the increased use of occupational and fiscal welfare as well as changes in public schemes has gradually transformed the nation into a multi‐tiered welfare state that is more dualistic and individualistic, with participation in the labour market becoming still more important for entitlement to benefits. These profound changes have taken place in such a way that although core characteristics are still in place, new structures and understandings of the welfare state are also developing. Thus classical typologies need revision, so that they include more focus on this combination of universality and institutional attachment to the labour market. Moreover, measures of what welfare comprises should include not only public but also private elements.  相似文献

Screening the criminal history of people seeking to work or volunteer in child‐related organisations commenced in Australia in 2000, and since then ‘working with children check’ schemes have expanded, largely without question. Every jurisdiction now has a legislated or administrative scheme, routinely checking the criminal histories of thousands of people to determine if they pose a risk to children. But in any regulatory regime, questions of effectiveness and efficiency arise. The main features of working with children check schemes operating in Australia are examined in this paper. Problems related to effectiveness, equity, and costs are identified. A better balance is needed between routine criminal history checks and other mechanisms for identifying and monitoring the risks posed to children by people who work with them.  相似文献

Fiscal pressure and demographic change lead governments to seek ways of reducing state expenditure on pensions. Individuals are asked to take more responsibility, and funded, supplementary pension schemes have been established in many countries. This article looks at schemes that are voluntary – the NEST or Personal Accounts scheme in Britain and the Riester Pension scheme in Germany. It examines the debate about whether it is worthwhile for some people to participate in pension schemes that are not mandatory – particularly those with low incomes and/or potentially broken careers. The small pensions they accumulate in such schemes merely offset entitlements to means‐tested pension benefits, leaving them no better off in old age. Concerns about the behavioural consequences of pension means‐testing are not new. Nonetheless, few policymakers have been willing to look at when and how such concerns were expressed in the context of voluntary pension savings. Equally, they have seldom been prepared to explain the costs involved in guaranteeing savings‐based pensions or the implications that the lack of offering such a guarantee might have for individual behaviour. The state has sought for people to take greater ‘self‐responsibility’ for their retirement income, but many people wish for some certainty with respect to the pensions they can expect. These goals might well be in conflict. Whether the ‘state pension for the 21st century’, as proposed by the UK government, will succeed in satisfying the objectives both of the state and of pension savers remains an open question.  相似文献

Healthy and active ageing has become an ideal in Western societies. In the Nordic countries, this ideal has been supported through a policy of help to self‐help in elder care since the 1980s. However, reforms inspired by New Public Management (NPM) have introduced a new policy principle of consumer‐oriented service that stresses the wishes and priorities of older people. We have studied how these two principles are applied by care workers in Denmark. Is one principle or logic replacing the other, or do they coexist? Do they create tensions between professional knowledge and the autonomy of older people? Using neo‐institutional theory and feminist care theory, we analysed the articulation of the two policy principles in interviews and their logics in observations in four local authorities. We conclude that help to self‐help is the dominant principle, that it is deeply entrenched in the identity of the professional care worker and that it coexists with consumer‐oriented service and without major tensions in the logics identified in their practices.  相似文献

This paper presents findings from a study of how care leavers access and use housing services, and what they said had helped them to do so. The sample comprised 80 care leavers, and, for comparison, a group of 59 young people (termed ‘in difficulty’) who met certain criteria of disadvantage. Care leavers were found to have fewer crisis transitions and less experience of homelessness, together with a much higher level of autonomy and support in their first accommodation, relative to other young people in difficulty. Several factors are identified that, from the care leavers' point of view, contributed to their better access and use of housing services, including having family and friends to turn to, and leaving care teams that negotiated on their behalf with housing services. The paper concludes that care leavers had more positive housing experiences than other young people in difficulty, helped by the improved preparation for independence and ongoing support available to them from leaving care teams.  相似文献

Since Esping‐Andersen's Three Worlds, it has become a truism of welfare state research that welfare states do not vary linearly along a single dimension but have to be conceptualized as multidimensional phenomena that cluster into types caused by the political economy of class coalitions. However, when moving beyond the 18 original countries of Esping‐Andersen's analysis, the situation is less clear. Although additional worlds have been identified in the Global North and the Global South, these are usually not conceptualized along the same dimensions as the original three worlds and are rarely empirically compared with them. This paper tackles these omissions by explicitly comparing Northern and Southern countries within Esping‐Andersen's framework. It poses the question whether the central insight of welfare state research, namely, that there are not just gradual differences between welfare states, but different types with qualitative differences, expands beyond classic welfare states. Based on newly generated data on social rights and social stratification, we employ cluster analysis with 45 Northern and Southern countries. This analysis produces mixed results. We do find different types of welfare states with qualitative differences, but these do not fully correspond to Esping‐Andersen's Three Worlds. Moreover, our findings also point to a conceptual issue in welfare regime research: regimes are not just defined and measured in terms of different logics of welfare provision but also take into account degrees of welfare stateism. We argue that this issue is poised to become ever more pressing with the geographical expansion of welfare state research.  相似文献

Since 1981 close to forty countries have introduced systemic pension reforms that have replaced all or part of prior pay‐as‐you‐go (PAYG) schemes with privately managed funded defined contribution (FDC) pillars or systems. However, over the past decade about half of these countries have subsequently cutback on, or entirely eliminated, these FDC schemes. In this article we explore some of the reasons why this reversal is often taking place in developing countries. As part of our analysis we propose a new pension reform typology that goes beyond the commonly used dichotomy between PAYG and pension privatization. We identify and discuss four factors that are of particular relevance to those seeking to understand the pension policy reversals that have been taking place in many developing countries: low pension coverage and incentive incompatibility, triple burden costs, tradeoffs between pension reforms and social pensions, and difficulties with annuitization.  相似文献

The comparative approach offers improved understanding of what is at stake for enterprises, workers and States in developing private pension schemes to fill the gap left by public schemes. The features that distinguish private schemes result from the freedom with which they were designed — by enterprises themselves or through collective bargaining — and the limits imposed by growing state intervention in granting fiscal concessions or stipulating social guarantees. Depending on how these various components are combined, private schemes may offers workers added protection or form a source of insecurity.  相似文献

Cash‐for‐care (CfC) schemes are monetary transfers to people in need of care who can use them to organize their own care arrangements. Mostly introduced in the 1990s, these schemes combine different policy objectives, as they can aim at (implicitly or explicitly) supporting informal caregivers as well as increasing user choice in long‐term care or even foster the formalization of care relations and the creation of care markets. This article explores from a comparative perspective, how CfC schemes, within broader long‐term care policies, envision, frame, and aim to condition informal care, if different models of relationships between CfC and informal care exist and how these have persisted or changed over time and into which directions. Building on the scholarly debate on familialization vs. defamilialization policies, the paper proposes an analytical framework to investigate the trajectories of seven European countries over a period of 20 years. The results show that, far from being simply instruments of supported familialism, CfC schemes have contributed to a turn towards “optional familialism through the market,” according to which families are encouraged to provide family care and are (directly or indirectly) given alternatives through the provision of market care.  相似文献

Objective. In the United States, growth regulations aimed at environmental protection and better‐quality urban areas have become very popular since the 1960s. Although many studies have examined the housing‐price effects of local and regional growth management regulations, none has examined the effects of a state law. Past research has also tended to be cross‐sectional, rather than longitudinal, and has frequently ignored alternate hypotheses that could explain housing‐price trends. The research presented in this article examines the housing‐price effects of Florida's Growth Management Act of 1985. Methods. Using secondary source data from all 67 counties of the state for the period 1980–1995 and employing pooled time‐series analysis techniques I test the hypothesis that the Act had an inflationary effect on single‐family house prices. Results. After controlling for alternate hypotheses such as population, income, and size of house, I find a statistically significant increase in the price of single‐family houses attributable to statewide growth management. Also, the demand‐side and supply‐side price inflationary effects of growth management are similar in magnitude. Conclusions. Since higher housing prices could become the Achilles heel of growth management programs and thwart their implementation, I suggest a few ways some of the price inflationary effects may be reduced.  相似文献

Abstract As some of the limitations of the traditional pay‐as‐you‐go defined benefit public pension model have become more evident in recent years, pension experts have begun searching for alternative models. The notional defined contribution model, also financed on a pay‐as‐you‐go basis, has emerged as one of the major new approaches. Drawing on evidence from schemes in six countries (Sweden, Italy, Poland, Latvia, Kyrgystan and Mongolia), this article aims to describe the notional defined contribution model and to review its strengths and limitations relative to the major alternatives, the pay‐as‐you‐go defined benefit model and the funded defined contribution model. Processes of adverse selection are generally considered as challenges to the viability of the solidarity that has been institutionalized in insurance schemes in the social domain. This article analyses to what extent the introduction of free choice in social policies might trigger processes of adverse selection in modern welfare states. Free choice not only concerns the choice between different providers or different types of services, but also creates possibilities to exit or partially exit social policies that previously were mandatory. Free choice in social policies might contribute to increasing responsiveness in service delivery. However, when the decisions to exit social policies are not distributed equally among the participants in social policy schemes but are related to participants' risk profiles, adverse selection might occur. The common response to the challenge of adverse selection is obligatory and universal participation in health insurance schemes, pension schemes and other social policies. The introduction of exit options as part of free choice strategies thus might threaten solidarity. Although the issue of free choice in social policies has received considerable scholarly attention, the introduction of exit options and its consequences have been analysed less extensively. This article sets out to fill this gap by exploring to what extent the introduction of free choice in modern welfare states has created exit options, and to what extent this triggers processes of adverse selection in health policies, unemployment policies and pension schemes in four European countries: the Netherlands, Spain, Sweden and the UK.  相似文献
