This article presents the results of a qualitative study that examines the modes by which strategy emanates in a nonprofit human services organization, externally controlled by its funding sources. The strategy-making process is broached by proposing a taxonomy of strategic modes arranged into the Hrebiniak and Joyce (1985) framework. In light of Ashby's law of requisite variety (1968), this study contends that the subject organization's context of environmental determinism should lead to a culturally based configuration of traditional, spontaneous, and dialectical modes. The results support the proposition for requisite variety. This research presents valuable implications for the study and practice of strategic management-especially regarding strategic learning and change within externally controlled nonprofit organizations.  相似文献

Abstract

The use of technology to support learning in institutions of Further and Higher Education has become almost ubiquitous. Institutions normally start with strategies aimed at introducing these innovations, but there is much about the organisational and cultural nature of educational institutions that acts as a barrier to innovation. Staffordshire University started this process in 1997, and by 2002 reached a point where innovation had slowed and the embedding of what had been achieved was at best partial. An embedding process based around the review and implementation of policy ensued which, by 2005, had proved highly successful in terms of embedding, but due to cultural and organisational factors, this had been at the expense of sustaining innovation and had created tensions within the organisation. This was compounded by changes in technology and the advent of new web-based services, which stimulated innovative practitioners. New initiatives to address the tensions between the need of the organisation to control its processes and the needs of practitioners to experiment and innovate have begun. These have highlighted the requirement for tools to enable strategy and policy to be considered against the processes making up the learning experience in terms of ownership and control.  相似文献

Attempts to articulate a common core of social work are numerous as is the claim that there exists a ‘true’ or general social work. This article presents results from research on the organisational settings of Swedish social work. Social work managers in 100 middle sized municipalities have been interviewed by means of an extensive interview manual. Data are analysed using quantitative methods. The results demonstrate that since the 1980s specialisation has become the strongest organisational trend. Functional specialisation (division of child welfare, social assistance and social work with substance abusers) is the standard way of organising social work and in many municipalities specialisation has gone much further. An integrated or generic organisational model, which was the imperative of the 1970s, seems to exist only in the smallest municipalities. Some of the organisational changes can be described as short-lived fashions. Specialisation as such seems, however, to be an institutionalised strategy to solve social problems and as a response to expectations from the environment. These results are discussed against the background of the notion of social work as a coherent profession with an identifiable common core and a mutual arsenal of methods.  相似文献

In this conceptual article the topic of "Prospective Ergonomics" will be discussed within the context of innovation, design thinking and design processes & methods. Design thinking is essentially a human-centred innovation process that emphasises observation, collaboration, interpretation, visualisation of ideas, rapid concept prototyping and concurrent business analysis, which ultimately influences innovation and business strategy. The objective of this project is to develop a roadmap for innovation, involving consumers, designers and business people in an integrative process, which can be applied to product, service and business design. A theoretical structure comprising of Innovation perspectives (1), Worldviews supported by rationalist-historicist and empirical-idealistic dimensions (2) and Models of "design" reasoning (3) precedes the development and classification of existing methods as well as the introduction of new ones.  相似文献

It is the purpose of this article to discuss the development and application of a logic model in the context of a large scientific research program within the Commonwealth Scientific and Industrial Research Organisation (CSIRO). CSIRO is Australia's national science agency and is a publicly funded part of Australia's innovation system. It conducts mission-driven scientific research focussed on delivering results with relevance and impact for Australia, where impact is defined and measured in economic, environmental and social terms at the national level. The Australian Government has recently signalled an increasing emphasis on performance assessment and evaluation, which in the CSIRO context implies an increasing emphasis on ensuring and demonstrating the impact of its research programs. CSIRO continues to develop and improve its approaches to impact planning and evaluation, including conducting a trial of a program logic approach in the CSIRO Preventative Health National Research Flagship. During the trial, improvements were observed in clarity of the research goals and path to impact, as well as in alignment of science and support function activities with national challenge goals. Further benefits were observed in terms of communication of the goals and expected impact of CSIRO's research programs both within CSIRO and externally. The key lesson learned was that significant value was achieved through the process itself, as well as the outcome. Recommendations based on the CSIRO trial may be of interest to managers of scientific research considering developing similar logic models for their research projects. The CSIRO experience has shown that there are significant benefits to be gained, especially if the project participants have a major role in the process of developing the logic model.  相似文献

This paper contains a general vision of the main issues on innovation policies in East European new member countries and candidate countries. It is based both on the data taken from the main European benchmarking studies on innovation perspectives, and on the direct experience of advisors who worked in East European pilot countries (Slovenia). This paper focuses on the problems arising from the encounter of European innovation policies and local culture and governance structures in these countries. This situation shows that the innovation phase, following transition, generally calls for a further tuning of EU innovation policies in these countries. In order to develop effective market spin-offs from innovation policies, greater attention should be given to triggering bottom-up policies at regional level by reducing decision-making centralism; lowering the risk of imitative and trend-oriented policies; supporting the birth of new enterprises besides backing the existing ones; developing mostly software rather than hardware policy components. All of this should fit in a general framework recognising the central role of individuals – and thus of culture, starting from entrepreneurial culture – within a knowledge-based innovation process. The recent Slovenian action plan for innovation is included as an example of a strategic plan able to spotlight these main issues.  相似文献

This article aims to explain the collaborative partnership conditions and factors that foster implementation effectiveness within the age-friendly cities (AFC) in Quebec (AFC-QC), Canada. Based on a community-building approach that emphasizes collaborative partnership, the AFC-QC implementation process is divided into three steps: (1) social diagnostic of older adults' needs; (2) an action plan based on a logic model; and (3) implementation through collaborations. AFC-QC promotes direct involvement of older adults and seniors' associations at each of the three steps of the implementation process, as well as other stakeholders in the community. Based on two contrasting case studies, this article illustrates the importance of collaborative partnership for the success of AFC implementation. Results show that stakeholders, agencies, and organizations are exposed to a new form of governance where coordination and collaborative partnership among members of the steering committee are essential. Furthermore, despite the importance of the senior associations' participation in the process, they encountered significant limits in the capacity of implementing age-friendly environments solely by themselves. In conclusion, we identify the main collaborative partnership conditions and factors in AFC-QC.  相似文献

The use of prototypes as testing instruments has become a common strategy in the innovation of services and products and increasingly in the implementation of “smart” urban policies through living labs or pilots. As a technique for validating hypotheses about the future performance of products or policies, prototyping is based on the idea of generating original knowledge through the failures produced during the testing process. Through the study of an experimentation and prototyping project developed in Santiago de Chile called “Shared Streets for a Low-Carbon District,” I analyse the technique of prototyping as a political device that can make visible (or invisible) certain entities and issues, determining what the experimental entities can do and say. I will show how the technique of prototyping defines modes of participation, what is visible and thinkable, what can be spoken and what is unspeakable. In this sense, I examine two ambivalent capacities of prototyping: as a mechanism of management and enrolment that seeks to prescribe normativities (problem-validating prototype) and as an event that can make frictions tangible, articulating matters of concern and ways to open up alternative scenarios (problem-making prototype).  相似文献

Organizational institutionalism has shown how institutional entrepreneurs can introduce new logics into fields and push for their broader acceptance. In academic science in the United States, however, market logic gained strength without such an entrepreneurial project. This article proposes an alternative “practice selection” model to explain how a new institutional logic can gain strength when local innovations interact with changes outside the field. Actors within a field are always experimenting with practices grounded in a variety of logics. When one logic is dominant, innovations based on alternative logics may have trouble gaining the resources they need to become more broadly institutionalized. But if a changing environment starts systematically to favor practices based on an alternative logic, that logic can become stronger even in the absence of a coherent project to promote it. This is what happened in US academic science, as growing political concern with the economic impact of innovation changed the field’s environment in ways that encouraged the spread of local market-logic practices.  相似文献

ABSTRACT

Facebook is a common tool that enables students to publicly express their emotions, thoughts, experiences, and knowledge. On the assumption that the personal narratives of students can provide deep insights into their learning processes during practical training programs, the article presents content analyses of Facebook posts written by Israeli students who participated in an international social work field placement program in India. Content analysis of the students’ posts reveals that they grappled with their personal and professional identities as part of the learning process that occurred while they were formulating their professional identity as social workers. The analysis elicited three main themes: (1) awareness of the national identity; (2) exploration of other identities (personal, professional, and global); and (3) an attempt to contain multidimensional identity. The students discussed the main challenges they faced in the process of formulating an identity that will enable them to engage in international social work, and they described the fluctuations that occurred in those identities. The results show how public Facebook posts can be used as a tool to shed light on the contribution of social work education in international field placements, and provide insights into the learning processes that students experience in field placements abroad.  相似文献

Despite clear evidence that learning and social opportunities for children with disabilities and special needs are more effective in inclusive not segregated settings, there are few known effective inclusion programs available to children with disabilities, their families or teachers in the early years within Australia. The Kids Together program was developed to support children with disabilities/additional needs aged 0–8 years attending mainstream early learning environments. Using a key worker transdisciplinary team model, the program aligns with the individualised package approach of the National Disability Insurance Scheme (NDIS).AimThis paper reports on the use of a logic model to underpin the process, outcomes and impact evaluation of the Kids Together program.MethodsThe research team worked across 15 Early Childhood Education and Care (ECEC) centres and in home and community settings. A realist evaluation using mixed methods was undertaken to understand what works, for whom and in what contexts. The development of a logic model provided a structured way to explore how the program was implemented and achieved short, medium and long term outcomes within a complex community setting.Discussion and conclusionKids Together was shown to be a highly effective and innovative model for supporting the inclusion of children with disabilities/additional needs in a range of environments central for early childhood learning and development. The use of a logic model provided a visual representation of the Kids Together model and its component parts and enabled a theory of change to be inferred, showing how a coordinated and collaborative approached can work across multiple environments.  相似文献

The present article presents a study based on an interdisciplinary approach to research into reflection on identity construction. This multiple case study explores the narrative of professional identities in digital artefacts. It is aimed at exploring in what way digital storytelling can be used as a suitable pedagogical strategy for the construction of professional identity. The students involved in the innovative learning activity comprise two groups of Health and Social Care students in the UK, two groups of Primary Education student-teachers and one group of Secondary Education student-teachers in Spain. Thematic analysis is used to identify the topics addressed by students in exploring their professional identities, including values and the process of learning itself. Finally, the lessons learned from this interdisciplinary approach to reflection on identity and the implications these have not only for teaching and learning design but also for future collaborative research projects are set out in the discussion and conclusions.  相似文献

Planned institutional change presents an uncommon opportunity for institutional entrepreneurs to advance their innovations. The dispute of why the new Israeli corporate law, enacted at the end of 1990s, does not refer to business groups, which form a salient part of Israeli big business, opens a window through which the conflict between two different and competing types of logic may be viewed. The carriers of legal-professional logic were legal academics and state officials, who opposed the inclusion of a special chapter or any other reference to business groups within the new corporate law based on US legal ideas, and especially on the ‘Law and Economics’ perspective. In contrast, the carriers of business logic were interest groups and professional associations that sought to appropriate the legal and economic advantages resulting from organizing business in the form of business groups within the new law, without protecting the rights of minority shareholders and, more importantly, without enabling state agencies to intervene in the governance of their businesses.  相似文献

Multiculturalism and anti‐bias education remain a significant area of pedagogical practice and scholarly inquiry for early childhood researchers and practitioners. Yet much less attention has been paid to detailing anti‐racist components within the classroom, and also within the broader field of early childhood education, including its foundational knowledge base. This article addresses this gap by advancing a framework for early childhood education informed by specific tenets of anti‐racism theory. Drawing on an analysis of White power and privilege and systemic racism, it outlines three main principles of anti‐racist early childhood education. Next, it presents a critical exploration of these principles and how they can be used to transform the existing paradigm of U.S. early childhood education, so as to offer equitable learning opportunities for racialized children.  相似文献

This paper explores the roles of transnational civil society organizations and networks in transnational social learning. It begins with an investigation into social learning within problem domains and into the ways in which such domain learning builds perspectives and capacities for effective action among domain organizations and institutions. It suggests that domain learning involves problem definition, direction setting, implementation of collective action, and performance monitoring. Transnational civil society actors appear to take five roles in domain learning: (1) identifying issues, (2) facilitating voice of marginalized stakeholders, (3) amplifying the importance of issues, (4) building bridges among diverse stakeholders, and (5) monitoring and assessing solutions. The paper then explores the circumstances in which transnational civil society actors can be expected to make special contributions in important problem domains in the future.  相似文献

ABSTRACT

This article examines IBM’s ‘Smarter Education’ program, part of its wider ‘Smarter Cities’ agenda, focusing specifically on its learning analytics applications (based on machine learning algorithms) and cognitive computing developments for education (which take inspiration from neuroscience for the design of brain-like neural networks algorithms and neurocomputational devices). The article conceptualizes the relationship between learning algorithms, neuroscience, and the new learning spaces of the city by combining the notion of programmable ‘code/space’ with ideas about the ‘social life of the brain’ to suggest that new kinds of ‘brain/code/spaces’ are being developed where the environment itself is imagined to possess brain-like functions of learning and ‘human qualities’ of cognition performed by algorithmic processes. IBM’s ambitions for education constitute a sociotechnical imaginary of a ‘cognitive classroom’ where the practices associated with data analytics and cognitive computing in the smart city are being translated into the neuropedagogic brain/code/spaces of the school, with significant consequences for how learners are to be addressed and acted upon. The IBM imaginary of Smarter Education is one significant instantiation of emerging smart cities that are to be governed by neurocomputational processes modelled on neuroscientific insights into the brain’s plasticity for learning, and part of a ‘neurofuture’ in-the-making where nonconscious algorithmic ‘computing brains’ embedded in urban space are intended to interact with human cognition and brain functioning.  相似文献

This article describes a pilot study of a “bottom up” dissemination process of a new evidence based intervention for treating early childhood trauma. Clinicians applied to learn Child–Parent Psychotherapy (CPP), imported to Israel from the U.S. A focus group of six graduates of a CPP training program responded to questions concerning their experiences learning and using CPP. All 39 CPP graduates from two cohorts also completed a cross sectional survey related to their use of CPP. Within the focus group, the openness of the workplace and the intervention's characteristics were considered major factors impacting CPP use; the training program was perceived to promote CPP implementation, and lack of supervision and secondary traumatic stress were the major inhibiting factors. Using CPP-informed therapy, as opposed to CPP with fidelity, was perceived to be one of the main outcomes of the training. Survey results showed that 53% of graduates were using CPP in over three cases, and almost all intended to use CPP within the next year. Ninety-five percent were using CPP principles in their therapeutic work. The implications of importing a new evidence based intervention to a foreign country that utilizes a different dissemination system within a different professional culture are discussed.  相似文献
