Conclusion  Today the term “industrial democracy” has a rather quaint sound, at least in the U.S., and is seldom encountered in either academic or practitioner industrial relations. Likewise, the work of the early institutional economists is infrequently cited by modern IR scholars and even less often read. A congressional subcommittee held “union democracy” hearings in 1998 and 1999 to debate the impact and effectiveness of the union-democracy protections provided by the Land rum-Griffin Act which provides union members in the private sector and U.S. Postal Service certain democratic rights and protections. What was not resolved at that hearing was whether state sector or public employee union members should also enjoy the same democracy protections. We survey the existing 28 state sector collective bargaining laws and find that the majority of state legislation falls considerably short of the protections provided by the Labor Management Reporting and Disclosure Act. Moreover the consequences of limited state-enacted union-democracy protections are discussed and assessed to determine whether LMRDA jurisdiction should also cover public sector union members.  相似文献

The International Typographical Union, long cited as the one deviant case to Michel’s “iron law of oligarchy,” is examined thirty years afterUnion Democracy to determine whether or not democracy can survive in the face of today’s hostile environment. An analysis of events occurring within the union as well as the results of a case study of a large ITU local indicate that an unfavorable environment poses unavoidable challenges to democracy. This paper extends recent research on the determinants of the decline in union membership in the United States. Using biennial state-level data for a set of years between 1958 and 1982, my model tests “union organizing,” “structural,” “management opposition,” and “public policy” hypotheses concerning union membership and suggests improved specifications of each of these hypotheses. The paper also examines the relative importance of each factor in explaining the decline in unionization. The results support each of the hypotheses and confirm previous findings that changes in the structure of the labor force are most important in explaining union membership decline.  相似文献

We reexamine the effect of import competition on union wages using the NBER Industry Data for Imports and Exports by SIC category 1987– 1994 (Feenstra, 1996). We find that the effect of import share on union wage levels and wage growth is zero by the end of the twelve-year period covering 1983– 1994. These results suggest that although import competition initially reduced union wages in the late 1970s and early 1980s, by 1987 union wages were largely unaffected by import competition. Apparently, the diminished import effect results from increased union strength over the period, particularly in highly organized industries. The authors appreciate the comments of Barry T. This article considers 'self-organisation' as a survival strategy for marginalised groups within the British trade union movement. It arises from an ongoing research project into the 'self-organised groups' for women, black members, disabled members, and lesbian and gay members within the public sector unions NALGO and UNISON. Initially, I provide an overview of the relevant literature on trade unions and their marginalised memberships, and argue that the absence of disabled people bears the hallmarks of discrimination. The remainder of this article is intended as a first step towards remedying this injustice. It draws upon interviews with disability activists to highlight critical moments in the creation of the disabled members' group in the 1980s; key themes inscribed on their agendas and activities in the 1990s; and dilemmas which will impact upon the future survival of the group. Finally, I offer some suggestions for future work in this arena and interrogate my own position in this project.  相似文献

The authors examine the feasibility of trade unionism for migrant care workers, based on a recent organizing drive in Israel. Distinguishing between trade unions and other civil society organizations, they re‐examine the concept of workers' collective action, looking at what constitutes a trade union and to what extent unions can address the specific concerns of migrant care workers. They conclude that, despite the numerous problems involved in organizing migrant care workers, and the vulnerabilities intrinsic to migration processes, gendered work and the occupation of care, trade unions play an important role in establishing industrial citizenship and forming political agency.  相似文献

The computerisation of membership lists offers considerable scope for postal surveys of trade unionists. However, faith in the new technology can give rise to the illusion of increased accuracy. Yet, the computerised data bases, while undoubtedly quicker and easier to use, may be no more accurate than their manual predecessors and samples drawn from them can result in misleading response rates. Therefore, with reference to a specific case study of a major trade union, we argue that researchers should seek to establish empirically the probable error in their lists with a view to constructing realistic ‘benchmarks’. Then, these substantial new resources can provide a solid basis for worthwhile research.  相似文献

In studying correlates of social behavior, attitudes, and beliefs, a measurement model is required to combine information across a large number of item responses. Multiple constructs are often of interest, and covariates are often multilevel (e.g., measured at the person and neighborhood level). Some item–level missing data can be expected. This paper proposes a multivariate, multilevel Rasch model with random effects for these purposes and illustrates its application to self–reports of criminal behavior. Under assumptions of conditional independence and additivity, the approach enables the investigator to calibrate the items and persons on an interval scale, assess reliability at the person and neighborhood levels, study the correlations among crime types at each level, assess the proportion of variation in each crime type that lies at each level, incorporate covariates at each level, and accommodate data missing at random. Using data on 20 item responses from 2842 adolescents ages 9 to 18 nested within 196 census tracts in Chicago, we illustrate how to test key assumptions, how to adjust the model in light of diagnostic analyses, and how to interpret parameter estimates.  相似文献

The rapid transformation of the U.S. business environment has radically changed the character of organizations where unions seek to represent workers. Many of the structural elements that have provided critical support to union representation in collective bargaining have been significantly altered, or lost altogether. We have argued that information technologies have been a pivotal force of change in business organizations and have identified a set of key structural elements of these transformed organizations. It is our belief that while the new organization creates significant challenges for private sector unions, it also creates an opportunity for unions to develop new roles and new opportunities to prosper in the next millennium.  相似文献

This paper develops a simultaneous equation model examining interrelationships among measures of union activity, the political environment of unionism, and relative real earnings across the continental United States in 1970. Its findings generally confirm the model’s theoretical rationale, particularly the hypothesized influence of the political environment on union activity, a conclusion which reverses other research findings. Similar results were obtained for the influence of union activity on relative real earnings. The model was also estimated over the subsamples of right-to-work and non-right-to-work states, and the structural variations so estimated were generally significant.
