The paper uses estimates, provided by the Central Statistical Office, of standard units of labour to examine how immigrants working (illegally) in the shadow economy affect the employment of (legal) labour in the official economy. The results of our cross sector-time series analysis of the demand for legal labour in the Italian economy between 1980 and 1995 show that the increase of illegal units of labour produces a reduction in the use of legal labour, albeit a very limited one. An analysis by sectors shows that the competitive effect of illegal foreign workers is not homogeneous and is strongest in the agricultural sector, while complementarity between the two categories of labour is evident in the non-tradable services sector. Furthermore, when the effects of illegal foreign and illegal native workers are compared, the former is smaller than the latter one, with illegal foreigners workers just reinforcing the impact of the illegal nationals on the labour market. There is a vast empirical literature investigating the effects of child care costson female employment. Day-care costs are usually treated as a reduction infemale wages and are supposed to reduce a woman's propensity to participatein the labor market. In this paper we argue that an analysis of the effects ofchild care on the employment of mothers in Germany should focus on theavailability rather than the affordability of care, due to peculiarities of theGerman day-care regime. Our empirical findings cast doubt on the effectivenessof the current German day-care regime. Specifically, we question the extent towhich it enables mothers to participate in the labor market.  相似文献

We investigate the pro-poorness of Australia’s strong economic growth in the first decade of the twenty-first century using anonymous and non-anonymous approaches to the measurement of pro-poor growth. The sensitivity of pro-poor growth evaluations to the definition of poverty is evaluated by comparing the results for the standard income-poverty measure with those based on a multidimensional definition of poverty. We find that Australian growth in this period can be only categorized as pro-poor according to the weakest concept of pro-poorness that does not require any bias of growth towards the poor. In addition, our results indicate that growth was clearly more pro-income poor than pro-multidimensionally poor. Counterfactual distribution analysis reveals that differences in the distribution of health between these two groups is the non-income factor that most contributes to explain this result.  相似文献

Despite the many social and cultural changes that have occurred in Irish society since the Irish Film Board was re-established in 1993, the Irish film industry remains strongly male dominated. Specifically, Irish women constitute a minority of produced screenwriters and writer/directors. This article contributes to an understanding of the discursive resources that key decision makers in the Irish Film Board draw upon in order to talk about gender. A number of interpretative repertoires are used to rationalize its position in relation to the dearth of women screenwriters, four of which are examined here: evasion and deflection; gender neutrality; project-led funding; and a difficulty making sense of entrenched gender issues, articulated here as “I don’t know.” Within the respondents’ repertoires an ideological dilemma can be identified in the conceptualization of gender as both relevant and irrelevant.  相似文献

The study presented here analyses the reciprocal relationship for men between employment career and union formation and examines whether this relationship changed across twentieth-century birth cohorts. Competing hypotheses about trends are described, using notions of role-specialization, spouse support, and uncertainty. The study is based on an investigation of the life histories of 2,795 men in the Netherlands who were born between the 1930s and the 1960s, and confirms earlier findings by showing that employment fosters marriage while marriage protects men from becoming unemployed. There is also a relationship between employment and cohabitation but it is weaker in both directions. However, the relationship between marriage or cohabitation and occupational mobility is less clear, suggesting that the economic benefits of marriage cannot be generalized to the occupational domain. Although it is commonly believed that the link for men between career and marriage has weakened over time, our comparison of birth cohorts shows that in fact this is not the case.  相似文献

This paper addresses two important issues: the nature of the reference group to which individuals compare themselves, and the implications of social comparisons for labour supply. It identifies age as the main characteristic defining the reference group. Race, sex and religion are other relevant features in its determination. It provides micro-level evidence that social comparisons influence the hours an individual works. Specifically, if her income is lower than her reference group income, she will work more. It also shows that for males, white people and people living in rural areas the effect of relative income on both happiness and labour supply is greater.  相似文献

Recent literature finds that in OECD countries the cross-country correlation between the total fertility rate and the female labor force participation rate, which until the beginning of the 1980s had a negative value, has since acquired a positive value. This result is (explicitly or implicitly) often interpreted as evidence for a changing sign in the time-series association between fertility and female employment within OECD countries. This paper shows that the time-series association between fertility and female employment does not demonstrate a change in sign. Instead, the reversal in the sign of the cross-country correlation is most likely due to a combination of two elements: First, the presence of unmeasured country-specific factors and, second, country-heterogeneity in the magnitude of the negative time-series association between fertility and female employment. However, the paper does find evidence for a reduction in the negative time-series association between fertility and female employment after about 1985.I benefited from stimulating discussions with Arnstein Aassve, Pau Baizan, Francesco Billari, Henriette Engelhardt, Hans-Peter Kohler and Alexia Prskawetz and a seminar in Rostock. With 2.59 children per woman in 2008, Mongolia appears today as an exception in East Asia where fertility rates are far below the replacement level. Moreover, from its historical nadir of 1.95 children per women in 2005, fertility is on the rise. This paper first presents recent fertility development in Mongolia. Second, based on the experiences of European and East Asian countries, factors contributing to the development of low fertility are discussed in reference to the Mongolian context. Most of these factors are indeed found in Mongolia and could probably contribute to reducing fertility in the future. However, the country also presents cultural-family practices and recently-adopted fertility-family incentives which may support and stabilize fertility rates. These recent fertility-incentives factors and policies adopted by the Government of Mongolia are discussed in the final part from the perspective of equity, efficiency, and efficacy proposed by McDonald (2006b, “An assessment of policies that support having children from the perspectives of equity, efficiency and efficacy”, Vienna Yearbook of Population Research 2006, Special issue on ‘Postponement of childbearing on Europe’, 213–234). The aim is to determine if these measures are efficient to counterbalance and cancel out the depressing fertility effects.  相似文献

Women’s reasons for returning to work after childbearing are complex, often including a mix of financial and other reasons related to their preferences, choices and constraints regarding employment; various qualitative studies have explored this decision-making process. This paper also considers how these decisions about returning to work are made, but uses quantitative techniques to analyse how reasons for return to work vary with factors such as women’s timing of return to work, what types of jobs they had previously worked in, or returned to, and what type of leave they used. This enables an examination of which women feel more constrained in their labour market options by returning to work sooner than preferred, and also their reasons for returning. Analysis is based on the 2005 Parental Leave in Australia Survey, a survey nested in the Wave 1.5 collection of the Longitudinal Study of Australian Children (LSAC). Mothers had children aged between 15 and 29 months at this time, and 56 per cent of these mothers had returned to work.  相似文献

What happens to temporary workers when their jobs end? Is temporary employment a fleeting way station to a better job, or does it herald an ongoing cycle of precariousness? What are the implications of temporary employment dynamics for broader patterns of inequality in labour markets? European researchers have focused increasing attention on these issues in the context of concern about the relationship between inequality and insecurity in labour markets with strong regulatory protections for insiders. However, research on the outcomes of temporary employment in the less regulated labour markets of North America remains limited. This paper draws on rich representative panel data from Statistics Canada's Survey of Labour and Income Dynamics (SLID) and competing risks Cox regression to assess the outcomes and dynamics of temporary employment in this understudied context. Key contributions include more precise estimates of transitions, consideration of multiple theoretically relevant outcomes (permanent jobs; new temporary jobs; and periods of unemployment and labour force withdrawal), and situation of the effect of gender and immigration status on temporary employment transitions in the context of the dynamics of permanent jobs. Findings present a more pessimistic picture of overall temporary job outcomes than prior research but suggest that the dynamics of temporary work do not magnify inequalities of gender and immigration status.  相似文献

Problem

Providing skin-to-skin contact in the operating theatre and recovery is challenging.

Background

Barriers are reported in the provision of uninterrupted skin-to-skin contact following a caesarean section.

Aim

To explore how health professionals’ practice impacts the facilitation of skin-to-skin contact within the first 2 h following a caesarean section.

Methods

Video ethnographic research was conducted utilising video recordings, observations, field notes, focus groups and interviews.

Findings

The maternal body was divided in the operating theatre and mothers were perceived as ‘separate’ from their baby in the operating theatre and recovery. Obstetricians’ were viewed to ‘own’ the lower half of women; anaesthetists were viewed to ‘own’ the top half and midwives were viewed to ‘own’ the baby after birth. Midwives’ responsibility for the baby either negatively or positively affected the mother's ability to ‘own’ her baby, because midwives controlled what maternal-infant contact occurred. Mothers desired closeness with their baby, including skin-to-skin contact, however they realised that ‘owning’ their baby in the surgical environment could be challenging.

Discussion

Health professionals’ actions are influenced by their environment and institutional regulations. Further education can improve the provision of skin-to-skin contact after caesarean sections. Skin-to-skin contact can help women remain with their baby and obtain a sense of control after their caesarean section.

Conclusion

Providing skin-to-skin contact in the first 2 h after caesarean sections has challenges. Despite this, health professionals can meet the mother's desire to ‘own’ her baby by realising they are one entity, encouraging skin-to-skin contact and avoiding maternal and infant separation.  相似文献

Life expectancy at birth in the United States during the twentieth century was lower than in many other highly developed countries. We investigate how this mortality disadvantage in the last 100 years translates into the number of hypothetical lives lost and their sex and age structure. We estimate the hypothetical US population if it had experienced in each decade since 1900 the mortality level of the country with the then highest life expectancy and compare the results to the actual figures in 2000. By 2000, the number of additional people who could have been alive had the mortality levels in the United States been as low as those in countries with the highest life expectancy was 66 million. This number is distributed equally between males and females. Suboptimal mortality at reproductive ages is crucial for the cumulative effect of potential lives lost, resulting from premature deaths of women who could still become first‐time mothers or bear additional children. Out of the 66 million additional persons who could have been alive in 2000, 45 million are attributable to those indirect deaths. Although the differences in the composition of the population by sex and age under the two mortality regimes are minor, the majority of people who might have been alive—54 million—were of working age or younger.  相似文献

A large number of ‘environmental justice’ studies show that wealthier people are less affected by environmental burdens and also consume more resources than poorer people. Given this double inequity, we ask, to what extent are affluent people prepared to pay to protect the environment? The analyses are couched within the compensation/affluence hypothesis, which states that wealthier persons are able to spend more for environmental protection than their poorer counterparts. Further, we take into account various competing economic, psychological and sociological determinants of individuals’ willingness to pay (WTP) for both public environmental goods (e.g., general environmental protection) and quasi-private environmental goods (e.g., CO2-neutral cars). Such a comprehensive approach contrasts with most other studies in this field that focus on a limited number of determinants and goods. Multivariate analyses are based on a general population survey in Switzerland (N = 3,369). Although income has a positive and significant effect on WTP supporting the compensation hypothesis, determinants such as generalized interpersonal trust that is assumed to be positively associated with civic engagement and environmental concern prove to be equally important. Moreover, we demonstrate for the first time that time preferences can considerably influence survey-based WTP for environmental goods; since investments in the environment typically pay off in the distant future, persons with a high subjective discount rate are less likely to commit.  相似文献

Recent evidence from the United States suggests that the reversal of the gender gap in education was associated with changes in relative divorce risks: hypogamous marriages, where the wife was more educated than the husband, used to have a higher divorce risk than hypergamous marriages, where the husband was more educated, but this difference has disappeared. One interpretation holds that this may result from cultural change, involving increasing social acceptance of hypogamy. We propose an alternative mechanism that need not presuppose cultural change: the gender-gap reversal in education has changed the availability of alternatives from which highly educated women and men can choose new partners. This may have lowered the likelihood of women leaving husbands with less education and encouraged men to leave less educated spouses. We applied an agent-based model to twelve European national marriage markets to illustrate that this could be sufficient to create a convergence in divorce risks.  相似文献

BackgroundStillbirth is a traumatic life-event for parents. Compassionate care from health workers supports grief and adjustment, alleviating psychological distress and minimising serious adverse health and social consequences. Bereavement support in facilities in LMICs, including in sub-Saharan Africa, often fails to meet parents’ needs. However, very few studies have explored health worker’s experiences in these settings.AimTo explore the lived experiences of midwives, doctors and others, caring for women after stillbirth in Kenya and Uganda.MethodsQualitative, guided by Heideggerian phenomenology. Sixty-one health workers, including nurse-midwives (N = 37), midwives (N = 12) and doctors (N = 10), working in five facilities in Kenya and Uganda, were interviewed. Data were analysed following Van Manen’s reflexive approach.ResultsThree main themes summarised participants’ experiences: ‘In the mud and you learn to swim in it’ reflected a perceived of lack of preparation; skills were gained through experience and often without adequate support. The emotional and psychological impacts including sadness, frustration, guilt and shame were summarised in ‘It’s bad, it’s a sad experience’. Deficiencies in organisational culture and support, which entrenched blame, fear and negative behaviours were encapsulated in Nobody asks ‘how are you doing?’.ConclusionHealth workers in Kenya and Uganda were deeply sensitive to the impacts of stillbirth for women and families, and often profoundly and personally affected. Care and psychological support were acknowledged as often inadequate. Interventions to support improved bereavement care in sub-Saharan Africa need to target increasing health worker knowledge and awareness and also embed supportive organisational cultures and processes.  相似文献
