This article examines civil society strengthening experience in Indonesia to illuminate issues, challenges, and lessons for non-governmental organization (NGO) capacity building and international donor-supported democratic reform. The authors conceive of capacity as a function of contextual factors, and internal factors associated with an individual NGO or a network of NGOs. Contextual factors that need to be taken into account in Indonesia include weak reform implementation, state distrust of NGOs, and backsliding on some basic freedoms. Among the important internal features of NGOs in democracy promotion are overreliance on confrontational advocacy strategies, shallow organizational capacity, inability to cooperate to leverage impact, limited outreach to indigenous constituencies and sustainability problems. Indonesia’s democracy-promotion NGO coalitions have largely operated as instruments of donor-supported reforms. As they seek to become socially embedded actors pursuing indigenous agendas, they face the need to confront the various expectations of their stakeholders regarding their roles and legitimacy, develop flexibility to respond to new engagements with government and with citizens, and address their internal capacity gaps. Three cases are presented that illustrate both the problems and the encouraging progress with government–NGO collaborations in democratic governance.  相似文献

Non-governmental organizations (NGOs) sometimes disagree with their funders’ accountability requirements; however, their dependence on the funders’ resources makes it difficult to express their disagreement. This dilemma for NGOs may keep funders from substantively holding NGOs to account and cause mission drift for the NGOs. This paper analyzes an in-depth case study of an understudied scenario: how a newly founded NGO engages with multiple funders with varying competence in accountability practices. By analyzing a Chinese NGO’s accountability relationships with its funders, we found that the NGO’s responses varied according to its organizational interests and how it perceived the funders’ competence. Better trust meant better compliance. Therefore, to secure compliance, it is important to enhance NGOs’ trust in funders’ competence. Based on the findings, we suggest that funders be more aware of NGOs’ agency, be ready to engage in ongoing collaborative learning with NGOs and align NGOs’ interests with the accountability requirements.

In this article social movement theory is used to assess the strategic repertoire of a relatively new sector of nongovernmental organizations (NGOs) advocating for migrants rights in Ireland. Pro-migrant NGOs are majority community-led and face a challenging political and societal context for mobilization including a restrictive immigration regime, political and media discourse that racializes migrants, weak public support for the expansion of migrants’ rights, and high rates of discrimination and social exclusion experienced by migrant communities. A competitive funding environment also inhibits pro-migrant NGOs capacity to work with emerging migrant-led organizations that simultaneously compete for state and foundation funds. Pro-migrant NGOs in Ireland have responded with a three levelled strategy, namely alliance building with sympathetic public officials and service and information provision to state bodies, campaigns contesting negative media and societal framing of migrants, and networking with transnational NGO coalitions working on immigration issues.

In recent decades, Chinese Internet companies have experienced exponential growth. As the Internet industry increasingly commends tremendous financial resources, they also face growing stakeholder expectations for corporate social responsibility (CSR) actions. One way through which Chinese Internet companies conduct CSR is by building cross-sectoral collaborations with nonprofit and nongovernmental organizations (NGOs) and governmental agencies. Aiming to understand Internet companies’ strategic relationship building on CSR issues, the researchers drew from stakeholder influence theory and research on a network approach to stakeholder influence, and applied multilevel network analysis to model three networks related to Chinese Internet companies’ CSR collaborations. Specifically, we found that power and urgency are significant predictors of the structure of Internet companies’ cross-sector CSR alliance network. Organizations affiliated or endorsed by the central Chinese government are the most desirable CSR stakeholders. Additionally, the study also revealed that for Internet companies, devoting their attention to Internet-related social issues could increase their desirability as strategic stakeholders from other sectors and among Internet companies.  相似文献

Evidence suggests collective action success is aided by organizations working in conjunction. Recent scholarship has refocused attention on what factors foster or impede coalition work. This article builds on the literature to show how the context in which coalitions emerge and act may be multiple and contradictory. Using data from extended field research, we examine two Mexican NGO coalitions to analyze how the intersection of national and local opportunity structures influenced their emergence and strategic action. We find that the impact of such influences may be contradictory. Democratization posed both threats and opportunities for the coalitions, providing impetus for their emergence, but limiting strategic choices as co-optation and neoliberalism undermined the opportunities created by democratization. We argue that the coalition members' interpretation of the local political context explains the divergent paths the two coalitions took over time.  相似文献

Recent studies find that Western-style professional nongovernmental organizations (NGOs) in Kazakhstan and other Central Asian countries are weak and unsustainable. Most of these NGOs developed strong dependency on foreign donors for funds, and did not develop local network of support. This study is conducted to understand the lack of effectiveness of NGOs in Kazakhstan and to test popular sentiments toward NGOs. The interview with local and foreign social science experts and public figures confirm that NGOs in Kazakhstan are weak and unsustainable. The explanations of institutional ineffectiveness lay in disconnect with local traditions, low visibility of NGOs, and unsupportive government. Survey of general population suggests that people in Kazakhstan know very little about NGOs and do not appreciate their utility. We explain the inability of civil society organizations to reach out to local people by cultural mismatch. By using the Hofstede national culture model (Culture's consequences: International differences in work-related values. Thousand Oaks: SAGE Publications, 1984), we argue that local culture is in striking dissonance with the culture of donor countries, which created the NGO agenda in Kazakhstan.  相似文献

The involvement of family members in nongovernmental organizations (NGOs) has been largely overlooked in the literature on the nonprofit and voluntary sector. This study draws on the family business literature to explore the main features of family involvement and the implications for organizational survival and effectiveness. It shows that the family is an important research variable. Exploring the NGO sector in India, the article demonstrates that family involvement can significantly influence the management of human and material resources, governance, and decision making. Although there are several advantages to family involvement, a large overlap of family and organization can threaten credibility and legitimacy. Family‐based NGOs must stress their value orientation to counter negative perceptions.  相似文献

The social demand of transparency in nongovernmental organizations (NGOs) has increased. This is due to their social and economic impact and the incidences of fraudulent behavior by some international NGOs managers. In this regard, an improved and abundant dissemination of information by NGO is essential. The Internet is considered a strategic communication tool in such dissemination. Following an explanatory research line, this article aims to identify the influence of the factors ??organizational size??, ??organizational age??, ??public funding??, ??legal form??, ??internationalization??, ??board size??, and ??board activity?? in the dissemination of web page information. This paper analyzes, from a cross-national perspective, publicized incidents of alleged wrongdoing on the part of nongovernmental organizations (NGOs). Data were derived from daily, weekly, or monthly newspapers and special nonprofit newsletters accessible through websites. Analysis of media reports of scandals involving NGOs was conducted to identify issues and trends in governance and management problems associated with this sector. The paper focuses on NGOs involved in the financing or delivery of health and human services. After highlighting some of the precedent-setting cases of NGO improprieties in the United States during the 1990s, prominent global cases of wrongdoing during the period 1998–2000 are reviewed. The underlying problems that allowed these cases to occur and their implications regarding NGO credibility and public trust are identified, and strategic options for enhancing accountability presented.  相似文献

This paper compares climate change campaigns conducted by environmental nongovernment organizations (NGOs) in the United Kingdom (UK) and Australia. The NGOs represent a diversity of political access, financial resources, and international connections. Three campaign activities common to both countries undertaken between 2004 and 2006 are analyzed for their effectiveness via interviews and document review. This examination is embedded within an analysis of the political, economic, policy, and social contexts of each country. It is shown that in the UK climate change has been used as a pivotal leadership issue, that the fossil fuel industry’s influence is not predominant, and that NGOs enjoy political legitimacy. Whereas, in Australia climate change has only recently emerged as a political priority, the fossil fuel industry has had significant political and financial influence, and NGO advocacy has been marginalized. It is argued that NGOs are embedded in the political and policy contexts of their country, and the greatest campaign traction and NGO influence can only be achieved when these contexts provide favorable conditions.

All organizations, including nongovernmental organizations (NGOs), need funding to survive and fulfill their mandates. What is the best strategy for securing that funding? Should groups work to attract government attention and be a focus of government debate or should they avoid this type of scrutiny? This article uses innovative data to systematically examine how being the subject of debate in parliament is related to NGO funding for Indigenous, women, and environmental groups. We also examine if the relationship between debate and funding is dependent on the political party in power. We use data collected from Canadian Public Accounts, which lists all grants to groups by the federal government, and the index of Hansard, a full record of parliamentary debates at the federal level in Canada. Our findings demonstrate that the relationship between debate and funding is dependent on the issue area. While debate is positively associated with funding in all areas, it is a stronger predictor of funding for environmental and Indigenous groups than for organizations focusing on women. In addition, the party in power is critical for shaping how debate is related to funding. Debate has a much stronger effect on environmental funding when Liberals are in power than it does when Conservatives control the Prime Minister's office. This research shows that NGOs must be strategic when garnering attention to their cause as more debate does not necessarily lead to more funding across issue areas and contexts.  相似文献

Amid the rise of democratization movements since the 1980s, many governments in developing countries have proactively introduced the ideas of decentralization and devolution into the policy arena. In the pursuit of democratic planning processes where civil society is encouraged to be a part of the formal decision-making system, articles advocating the empowerment of non-governmental organizations (NGOs) have been included into a series of legislations. This shift was soon reflected in housing development frameworks for the poor, leading to the formulation of a new approach called "enablement." The Philippines' experience for the last two decades follows this line of development. Filipino NGOs are now prescribed as a catalyst to add further dynamism to the improvement of substandard living environments. Empirical findings of this study exemplify that NGO empowerment has been increasingly accelerated by the combination of NGOs' self-endeavors and governments' initiatives. By utilizing the paradigm shift under the enablement approach, NGOs are engaged in the attempt of alliance-formation and network-building to expand their influence. Contrary to ideals, however, NGO empowerment may reveal some adverse effects such as excessive dependency on NGOs and distorted representation by NGOs. Moreover, the professionalization of NGOs is an additional factor which generates hierarchization at the grass-roots level. This study suggests that further research analyze the depth and width to which NGO empowerment has been penetrated in order to precisely capture the processes and consequences resulting in disempowerment.  相似文献

Nongovernmental organizations (NGOs) have become influential forces in global society. They exert their influence in part by framing issues and thereby suggesting particular courses of action. This article examines how NGOs with distinct missions represent mass violence for the case of Darfur. Content analysis of reports, speeches, and other documents from Amnesty International, Doctors Without Borders, and Save Darfur reveals distinct patterns across organizations. In addition to the organizations' specialized fields, interventions by external actors such as the United Nations and the International Criminal Court affect NGO framing, but they do so in organization‐specific ways. Against presumptions of a uniform Western position on Darfur, this analysis documents that depictions of violence by Western NGOs show field‐specific patterns and distinct responses to international political and judicial interventions.  相似文献

Recent research on the geography of NGOs in Global Civil Society yearbooks has emphasized a north-west European bias. This has been taken to imply that global civil society is but a pale geographical shadow of the power concentrations in global economy and governance. Using an interlocking network model and data on 74 global NGOs with offices across 178 cities, NGO connectivity values for cities show that there is a ‘global South’, especially sub-Saharan African, geographical bias. Nairobi is the most connected world city with respect to NGO activities. This marked contrast to recent received wisdom implies a diffuse network power relationship. To the extent that global NGOs reveal the new geography of global civil society in a space of flows, these results support a positive interpretation for NGOs contributing to an emancipatory global agenda.  相似文献

Under apartheid, there were an ever-increasing number of nongovernmental organizations (NGOs) concerned about challenging the South African state and furthering a nonracial democratic society. In the 1990s, with the transition to an African National Congress-led democratic government, these organizations underwent profound changes. This article describes the key dynamics of this process, outlines the challenges currently confronting the new NGO sector, and concludes that the prospects for progressive NGO work in dealing with the poor and marginalized are constrained by the prevailing neoliberal economic climate.  相似文献

Relationships between nongovernmental organizations (NGOs) and government agencies have been variously described in the nonprofit literature as cooperative, complementary, adversarial, confrontational, or even co‐optive. But how do NGO–government relationships emerge in practice, and is it possible for NGOs to manage multiple strategies of interaction at once? This article examines the experience of three leading NGOs in Mumbai, India, involved in slum and squatter housing. We investigate how they began relating with government agencies during their formative years and the factors that shaped their interactions. We find that NGOs with similar goals end up using very different strategies and tactics to advance their housing agendas. More significant, we observe that NGOs are likely to employ multiple strategies and tactics in their interactions with government. Finally, we find that an analysis of strategies and tactics can be a helpful vehicle for clarifying an organization's theory of change.  相似文献

Faith-based development organizations (FBOs) have been argued to deliver more cost-efficient development projects than their secular counterparts through exclusive access to faith networks, which provide predictable decentralized funding, the recruitment of volunteers, low employee salaries, and less overhead and indirect costs. To date, however, comparative analyses of religious and secular organizations have relied on a case-by-case approach, limiting the generalizability of findings. This study addresses this methodological gap by analyzing Registered Charity Information Return filings and organizational websites of 844 Canadian development NGOs to determine the proportion of FBOs and their organizational distinctiveness. The results show that FBOs comprise 40% of the Canadian NGO sector in terms of the number of organizations and their expenditures in developing countries, and are significantly less reliant on federal funding (p?<?.1), pay employees lower salaries (p?<?.01), but do not exhibit a significant difference in their expenditures on overhead and indirect costs. Thus, Canadian FBOs participation in faith networks shapes their organizational modus operandi but does not result in a low overhead alternative to secular NGOs.

Many analysts consider 2008 to have been “NGO year zero” for China, as the relief and reconstruction process following the Wenchuan earthquake witnessed a significant surge in NGO activity. This study traces the development trajectory of three NGOs in Y City over the eight years since the area was severely struck by the Wenchuan earthquake. These NGOs actively assisted in the post-disaster recovery. By the time the reconstruction was complete, they had translated their distinct resources, development plans, and relationships with local government into different approaches to helping the local community. This study proposes an interactive model that captures the nuanced dynamics over time on both sides of the NGO–local government relationships. The model focuses on variations in NGOs’ orientations and bargaining power. This yields a matrix with four elementary types of relationship: “parent-–child,” “mercantile,” “predator–prey,” and alienated relationships. These interaction patterns and their effects are clearly seen in the case studies.  相似文献

A substantial section of nongovernmental organizations (NGOs) in the global South depend on foreign funds to conduct their operations. This paper explores how the availability of foreign funding affects their downward accountability, abilities to effect social change, and their relative influence in relation to traditional grassroots, membership-based organizations (GROs), which tend not to receive such funding. Drawing on a case study of Nicaragua, we challenge the notion that foreign funding of domestic NGOs leads to the evolution of civil society organizations, which have incentives and abilities to organize the marginalized sections of society in ways to effect social change in their interests. Instead, we find that foreign funding and corresponding professionalization of the NGO sector creates dualism among domestic civil society organizations. Foreign funding enhances the visibility and prestige of the “modern” NGO sector over traditional GROs. This has grave policy implications because foreign-funded NGOs tend to be more accountable to donors than beneficiaries and are more focused on service delivery than social change-oriented advocacy.  相似文献

The literature on nonprofit management has embraced the concept of “accountability” to target urgent challenges related to NGO probity and integrity, and there have been attempts in the literature to use rational-choice-based governance approaches to solve them. Although the existing principal–agent frameworks provide important insights, they are limited to the analysis of financial relationships between NGOs and donors. We contribute to the literature in developing a comprehensive rational-choice-based governance approach to analyze all stakeholder relationships of NGOs. Applying the research program of ordonomics, we unpack two fundamental interaction problems: (a) the “stakeholder dilemma” between the NGO and a single accountability holder as a one-sided social dilemma and (b) the “competition dilemma” among rival NGOs as a many-sided social dilemma. We show that improving NGO accountability in relation to intended beneficiaries, peer organizations, and the general public also requires identifying the underlying governance problem as a competition dilemma focusing on collective self-regulation as a solution.  相似文献
