This article reports findings about Swedes' attitudes towards the welfare state from 1981 to 2010, building on data from the Swedish Welfare State Surveys. Attitudes towards social spending, willingness to pay taxes, attitudes towards collective financing and public organization, suspicion about welfare abuse, and trust in the task performance of the welfare state are tracked. Overall, there is a large degree of stability in attitudes, and where change is registered, it tends to go in the direction of increasing support. More people state their willingness to pay higher taxes for welfare policy purposes; more people want collective financing of welfare policies; and fewer people perceive extensive welfare abuse in 2010 than was the case in previous surveys. Class patterns change so that the salaried and the self‐employed become more similar to workers in their attitudes. Hence, the unprecedented election loss of the Swedish Social Democrats in 2010, and the rise of the Moderates (conservatives) as the dominant party cannot be explained by changing attitudes towards the welfare state. Nor can any corrosive effects from increased marketization of the Swedish welfare state on public support for welfare policies be detected. 相似文献

A metrics‐based assessment can predict reasonably well the overall outcome of the Research Assessment Exercise 2008 for social work and social policy and administration in terms of research environment, but not in terms of research outputs. It is not possible to replicate peer review of the research outputs using existing data. It is sometimes argued that citation counts provide an alternative approach that might help research assessment, but it is one fraught with difficulties. Academics did not, in fact, routinely chose to submit their most cited work. At least in this subject, metrics are more suited as handmaiden to peer review than its replacement. 相似文献

This article explores the relation between economic liberalization, regulation and welfare. It asks how the state regulates, delays or prevents service disconnection due to debt and arrears, and what this kind of policy implies regarding the use of regulation as a form of social policy. This is done through a comparative study of the electricity and water sectors in Israel after liberalization. It finds that after initial economic reform, both sectors saw a growth in regulation intended to compensate for the social effects of reform, in what may be termed the ‘regulatory welfare state’. However, this form of social protection has been residual and incoherent. The article argues that trying to separate economic reform from its social consequences is unrealistic and may lead to adverse social and economic results. Second, findings raise concerns regarding the potential of the regulatory welfare state to deliver effective and fair social policy. 相似文献

In recent years, public health research has become increasingly focused on issues of social inequality and social disadvantage. This is because social issues, such as poor housing and unemployment, have been found to impact health significantly, and are now referred to as ‘the social determinants of health‘. As a result of this shift, public health is now principally concerned with what are historically considered to be social policy issues. This paper discusses the confluence of public health and social policy; it examines the opportunities and risks posed by this convergence for those working in social policy seeking to reduce poverty and inequality. We argue that, while much can be gained in the two fields by working more closely together, there remain fundamental differences in perspectives and approaches. In order to maximise benefits, these points of difference need to be thought through sooner rather than later. 相似文献

This paper examines the developments in German social work theory from the 1970s to the 1990s. It starts with an analysis of socio-economic relations which have given rise to a division of society as well as a consumerist approach of service orientation for the social services which presents a challenge both for social work theory and professional practice.
Against this background, major themes in the development of social work theory are identified. The authors observe a trend towards a greater recognition of the individual and her or his life-world. Although presented in the ideological context of neoliberalism, they argue that the core of the consumerist approach of service orientation– the privileging of the consumer – provides a basis for a paradigm shift in social work theory which will be an adequate response to reflexive modernization of society if taken out of the consumerist context and reformulated for the public services.
In the final section of the paper the authors present an outline of a theory of ldquo;social work as service as a professional mode of action in the public sector of social service provision. It starts from a conceptual analysis of the service relation, examines the structural elements of the service context and discusses the necessary societal conditions. It is the thesis of the paper that the dialectical relationship of professional and service user represented in the conceptualization of social work as service will be the foundation for a new professionalism. 相似文献

This article uses Sweden as an example to describe and analyse municipal variation in services and care for elderly people. Responsibility for these services lies with the municipalities. National statistical data on municipalities are analysed to map out the variations in old-age care; to study compensating factors in the care system; and to explore the connection with municipal structural and political conditions. The overall finding of the bivariate analyses was that most relations with structure and policy were weak or non-existent. The final multivariate model explained only 15% of the variance. The large differences between municipalities makes it more appropriate to talk about a multitude of 'welfare municipalities' rather than one single welfare state. The article concludes that this municipal disparity constitutes a greater threat to the principle of equality in care of the elderly than gender and socio-economic differences. 相似文献

Neo‐liberalism represents a significant and enduring shift in the politics shaping social policy. Although frequently ascribed a hegemonic, all‐powerful status that focuses our attention on the coherence found in neo‐liberal policies, this article builds on scholarly work highlighting variegation in the neo‐liberal project across different policy areas, national settings and time periods. Specifically, it employs Peck's and Tickell's (2002) view that neo‐liberalism has gone through multiple phases in response to both external and internal crises as an entry point for studying neo‐liberalism's impact on public support for the welfare state. Drawing upon New Zealand and British attitudinal data, the article argues that public reactions to an early period of retrenchment (‘roll‐back’ neo‐liberalism) differ from those reported in the ‘roll‐out’ or embedding phase of neo‐liberalism implemented by Third Way Labour Governments in both countries. Indeed, continuing public support in many policy areas arguably contributed to the internal crisis that provoked an adaptation to the neo‐liberal project. The article further explores public support for the welfare state following the external crisis provoked by the financial meltdown of 2008–09 asking whether New Zealand and British attitudes showed signs of resisting austerity measures or whether they, instead, indicated a third, ‘roll‐over’ period of neo‐liberalism where the public accepted not only a neo‐liberal economic agenda but also the need for further retrenchment of the welfare state. Conclusions about the politics of social policy at the level of public opinion offer both good and bad news for welfare state advocates. 相似文献

This article examines the evolution of the programme Temporary Assistance for Needy Families (TANF) since 1996. In 1996, the transformation of Aid to Families with Dependent Children (AFDC) marked a watershed in American social policy. AFDC was the main US public assistance programme for single parents. By the mid-1990s, it was also the most unpopular social programme in the United States, which explained why Bill Clinton promised to 'end welfare as we know it' during his presidential campaign in 1996. TANF ended automatic individual entitlement to public assistance, established a five-year time limit for receiving cash assistance, and promoted a punitive approach towards welfare recipients, who were in theory increasingly required to work in exchange for benefits. This approach is known as the Work First Approach. Cash assistance was temporary, and granted as a favour to low-income mothers, who were required to comply with various behavioural requirements. TANF was hailed as a tremendous success on both sides of the political spectrum. This bipartisan consensus explains why the new Republican administration (G. W. Bush became President in January 2001) wanted to build upon the existing programme. 相似文献

In recent years there has been increased interest in outcome‐based social policy‐making and management. The UK has been in the forefront of this movement but similar movements have been identified internationally. This interest in outcome‐based decision‐making has been given particular impetus through the ‘results’‐based movement in evaluation and performance management since the 1980s, which has increased in scope over time, slowly changing its emphasis from cost reduction and measuring outputs to measuring outcomes. This change has been widely welcomed by policymakers, practitioners and academics. However, there is evidence that the reality is often rather less than the rhetoric. Moreover, the ‘attribution problem’ of attributing changes in outcomes to specific social policies has remained a major issue. The conceptual solution of constructing ‘cause‐and‐effect’ models, imported from the policy evaluation field, has only recently become common for operationalising these models. This article outlines the evolution of interest in outcome‐based social policy‐making up to recent times and the growing realization of the importance of the attribution problem. It then outlines both how the ‘cause‐and‐effect’ policy modelling approach can partially tackle the attribution problem, but also its inherent limitations. Lastly, the article uses several case studies in current UK social policy‐making to demonstrate the potential importance of the reasoning embedded within cause‐and‐effect models but also the dangers in policy‐making which adopts this approach without understanding its conceptual basis or in fields where it is inappropriate, given the current state of our knowledge of social policy systems. 相似文献

This article studies how citizens view the appropriateness of market criteria for allocating services commonly associated with social citizenship rights and welfare state responsibility. The article focuses specifically on a potential role for the market in the provision of social services. The relationship between welfare policy institutions, socio‐economic class and attitudes is explored by comparing attitudes across 17 countries of the Organisation for Economic Co‐operation and Development, using multilevel modelling and data from the 2009 International Social Survey Programme. Results show that public support for market distribution of services is relatively weak in most countries, a result suggesting that public opinion is unlikely to pose a driving force within ongoing processes of welfare marketization. Still, attitudes are found to vary a lot across countries in tandem with between‐country variation in welfare policy design. First, aggregate public support for market distribution of services is stronger in countries with more private spending on services. Second, class differences in attitudes are larger in countries with more extensive state‐led delivery of services. Together, these results point to the operation of normative feedback‐effects flowing from existing welfare policy arrangements. The theoretical arguments and the empirical results presented in this article suggest that future research exploring the relationship between welfare policy and public opinion from a country‐comparative perspective is well advised to place greater focus on the market institutions that, to varying extents in different countries, act as complements to the state in the administration of social welfare. 相似文献

This cross‐sectional quantitative study expands the knowledge on the level of involvement of social work academics (SWAs) in social policy formulation processes, and the factors associated with this. SWAs are an interesting case for exploring the academia–policy nexus because they are affiliated with a profession in which the discourse regards social policy as a target of intervention. The study took place in Israel, where social work is strongly embedded in academia and enjoys relatively high professional status. The study drew upon a sample, which consisted of 57 per cent of all SWAs in Israel, and employed questionnaires developed specifically for the study. The findings show that the highest levels of involvement were in activities characterized by more active, public sphere routes of influence within the policy arena that were undertaken in conjunction with traditional social work partners. Social work scholars engaged in these activities more during the initial stages of the policy process. These forms of policy involvement reflect the dual impact of academia and the social work profession upon SWAs. Associated with level of involvement were individual factors, which included academic rank, perception of the social role of academia, perceived individual policy role, and perceived policy competencies. By contrast, factors linked to institutional support for policy engagement were not found to be associated with policy involvement. 相似文献

In the context of rising need for long‐term care, reconciling unpaid care and carers’ employment is becoming an important social issue. In England, there is increasing policy emphasis on paid services for the person cared for, sometimes known as ‘replacement care’, to support working carers. Previous research has found an association between ‘replacement care’ and carers’ employment. However, more information is needed on potential causal connections between services and carers’ employment. This mixed methods study draws on new longitudinal data to examine service receipt and carers’ employment in England. Data were collected from carers who were employed in the public sector, using self‐completion questionnaires in 2013 and 2015, and qualitative interviews were conducted with a sub‐sample of respondents to the 2015 questionnaire. We find that, where the person cared for did not receive at least one ‘key service’ (home care, personal assistant, day care, meals, short‐term breaks), the carer was subsequently more likely to leave employment because of caring, suggesting that the absence of services contributed to the carer leaving work. In the interviews, carers identified specific ways in which services helped them to remain in employment. We conclude that, if a policy objective is to reduce the number of carers leaving employment because of caring, there needs to be greater access to publicly‐funded services for disabled and older people who are looked after by unpaid carers. 相似文献
