Over the past two decades, Cambodia has experienced an unprecedented credit boom, a growth in lending so rapid that the International Monetary Fund (IMF) referred to it as “one of the fastest financial deepening episodes by historical cross‐cultural standards” (IMF, 2016, p. 4). This deepening has been driven by the expansion of microcredit. In tandem, over‐indebtedness has increased among microcredit borrowers, and debt has become a significant political and economic concern. This article explores how over‐indebtedness is understood and explained by stakeholders across microcredit value chains. To do so, we draw on interviews with microfinance institution (MFI) executives, investors, branch managers, partners, financial literacy trainers, loan officers and borrowers in Siem Reap and Phnom Penh. We find that across the sector, dominant framings of over‐indebtedness privilege borrower‐centric explanations, while discounting the structural drivers of excessive lending and borrowing. As a consequence, current efforts to limit over‐indebtedness are unlikely to produce the kinds of solutions that are most needed to reduce the debt stress among borrowers. These arguments have implications across the Global South, particularly for contexts where microfinance is rapidly expanding.  相似文献

This article provides an overview of the recent literature on wealth inequality from a comparative and historical perspective. I first discuss how the stock, composition, and distribution of wealth changed from the 18th century onwards. In the second part of the paper, I move on to the causal questions: What factors drive wealth inequality? Why does the distribution of wealth vary across nations? In the third and concluding section I briefly discuss the socio‐political challenges posed by increasing wealth inequality, and identify several key questions for research going forward.  相似文献

Scholars claim that more punitive drug laws are one of the main reasons for the rapid growth of U.S. incarceration rates and related collateral consequences over recent decades. Yet despite the widespread impact of these laws, researchers continue to ignore a seemingly fundamental research question: Why do some states, but not others, enact harsher drug laws? To partly address this gap in the literature I locate the social, political, and economic factors responsible for changes in the severity of U.S. state-level powder and crack cocaine laws from 1977 to 2010. Two-way fixed-effects panel estimates reveal that theoretical accounts based on racial threat, partisan politics, and gendered politics largely explain variation in cocaine law strength within states over this period.  相似文献

The last three decades have witnessed major institutional and structural transformations across both economically developed and developing countries. While many individuals and groups have benefited from these changes, they have simultaneously resulted in growing disparities between the haves and have-nots. The growing socioeconomic inequalities, however, have not been met with significant resistance and it has been even observed that people have become more tolerant of inequalities. This article explores the motivations behind tolerating socioeconomic inequality, and investigates how the tolerance of socioeconomic inequality has changed over the past 25 years, while also comparing it across very distinctive political and socioeconomic regimes. This study overcomes a gap in research by employing longitudinal, cross-sectional survey data to analyze temporal change in attitudes towards inequality. Fixed effects models are applied on five waves of World Values Survey data (1994–2020) on four distinctly different post-industrial countries: Japan, the People's Republic of China, South Korea, and the United States. The paper argues that, on an individual level, there is a tendency to accept inequality normalizing narratives and defend one's own self-interest, derived from one's structural position. This accounts for a considerable part of the variation in tolerance for socioeconomic inequality across these nations. The article concludes that trends in tolerating socioeconomic inequality have over time become more similar across these four countries with distinctly different political–economic regimes.  相似文献

Over the past two decades, sending states have greatly increased their interest in maintaining strong connections with their citizens abroad. The worldwide adoption of external voting – understood not only as an electoral procedure that allows some citizens to cast their vote outside the national territory but also as an acknowledgement that an emigrant status is compatible with polity membership – illustrates this phenomenon. Why do states enfranchise citizens abroad? In this article, I seek to answer this question by comparing the evolution of the debates on the extension of voting privileges to citizens residing abroad in Mexico, Italy and Belgium. My central argument is that a combination of variables shapes the development of external voting in different parts of the world, as well as the content of these laws. These include emigrant lobbying, home states' desires to stimulate emigrant loyalty for economic purposes and, most importantly, the evolution of domestic politics. In discussing these variables, I also shed light on how one can shape the adoption of external voting legislation to control the impact of votes cast abroad.  相似文献

"Profound demographic change has taken place in the past few decades in many countries including decreases in fertility and household size, and increases in divorce and non-traditional living arrangements. This paper analyzes the cross-national variation in these trends by utilizing two data sets. Fertility, marriage/divorce and household structure are modeled as separate domains of family life and tested in a LISREL model. The correlations across these domains are examined along with indicators of socioeconomic development and cultural context. Findings indicate that the level of economic development has direct and negative associations with all three family domains. Culture has an independent effect on family demographics but it does not override the forces of development."  相似文献

In recent decades, more countries have started to recognize dual citizenship. Although overlooked in the literature, Africa is part of this trend with more than half of its governments now permitting their nationals to naturalize elsewhere while retaining home country rights. Why have some African countries embraced dual citizenship for emigrants, while others have not? We examine demographic, political, and economic data broadly across the continent and identify few clear patterns. We then explore the cases of Senegal, Ghana, and Kenya, finding that dual citizenship policies are driven as much by politics as they are by economic or security concerns.  相似文献

ABSTRACT

This essay offers a stylized account of the trajectory of precarious labour in China over the past seven decades and identifies the various contested terrains constitutive of its politics. I define ‘precarity’ not as a thing-like phenomenon with fixed attributes but as relational struggles over the recognition, regulation, and reproduction of labour. For each of the three periods of contemporary Chinese development, i.e. the Mao era of state socialism (1949–1979), the high-growth market reform era (1980–2010), and the current era of slow growth and overcapacity (since around 2010), I analyse the political economic drivers of precarity – from state domination to class exploitation and then to exclusion, indebtedness and dispossession – and workers’ changing capacity and interest to contest it.  相似文献

Using a probit model, we estimated the role of emotional factors in determining household participation in the debt market, after controlling for such traditional economic predictors as age, level of education, income, wealth, and work status. A sample of 445 Caucasian subjects selected among fulltime employees at international asset management companies underwent the Barratt Impulsiveness Scale, the Iowa Gambling Task (IGT) while skin conductance was recorded, and a series of questions related to their demographic-socio-economic profile. Aside from confirming the role played by traditional explanatory variables commonly used as determinants of household indebtedness, results revealed the significant influence of individuals’ impulsivity in making debt decisions. Impulsivity predicted unsecured debt (i.e. consumer credit), but it was not significantly associated with secured debt (i.e. mortgages). Neither presence of a somatic marker to guide decisions nor performance at the IGT predicted real-life indebtedness decisions in this non-clinical sample. The notion that “non-rational” factors influence debt demand has been largely ignored and raises concerns about the risk of over-indebtedness for impulsive individuals.  相似文献

This paper seeks to bring together three issues about which I have felt a nagging, persistent sense of unease over the past 10 years or more. They can be formulated thus: (a) Why is there a great divide between the professional debate on child abuse and that about other aspects of child care policy and practice; (b) Why is accepted good practice so often not carried out; (c) Why are the related implications of research so hard to translate into effective practice? Beginning in the 1980s, and continuing for over three decades since, a particular generation of Tibetans from the Northeastern Tibetan region known as Amdo, and particularly from the northern parts of China’s Qinghai province, has proven extremely productive. Why has this generation, born primarily between 1959 and 1967, been so incredibly successful? This article examines the contextual factors that may have contributed to the incredible success of this generation. This ranges from the policies and circumstances that affected their births, and the state of the cultural field at the time they reached adulthood. Personal experience narratives, autobiographies, and scholarly studies then reveal how this generation was able to access the intellectual field. Finally, I briefly discuss how the Amdo Tibetan intellectual field compares with other Tibetan and ethnic experiences in the People’s Republic of China.  相似文献

What explains the splintering of the sociological imagination? Why do so many rival schools contend for influence? Is there a chance for consensus? Donald N. Levine seeks to answer these questions in his intriguing recent study of the sociological tradition. He contends that sociology has been divided from the start along national lines, yet continues to progress towards harmony thanks to the “dialogical’ commitments of the various national traditions. Why are the important gender inequality issues different in various countries around the world? This question is answered using a comparative perspective on extant research about gender inequalities in the regions of the world. Just as there is diversity among individual women, based on their intersecting axes of age, race, ethnicity, class, marital status, sexual orientation, religion, or other characteristics, I argue that there is diversity across countries in their gender inequalities based on intersecting axes of transnational, regional, cross‐cutting, and unique national issues that structure gendered or feminist concerns within any country. Global and regional dynamics are the interrelated foundations on which broad gender inequalities are built. Major transnational dynamics include neoliberal economics, migration, and violence, while regional patterns include nation building and gendered inequalities in education and property ownership. On the other hand, unique national trajectories and cross‐cutting themes, found in a few nations in each region, add much greater variation to those basic inequalities. Some of those cross‐cutting themes are problems generated by health status and health services, the relationship of religion to the state, and war or militarism.  相似文献

Why do nonprofit organizations exist? From an economic perspective, a number of major theories have been proposed to explain their existence. However, when exploring determinants of nonprofit sector density, one needs to take into account that demand and supply factors operate simultaneously and that it is difficult to separate them. By using a stakeholder approach, we develop a more integrative framework for understanding variations in nonprofit sector density. ABSTRACT

In September 2015, the Japanese government announced its first national action plan (NAP) to implement UN Security Council Resolution 1325, just ten days after forcefully legislating controversial security bills that would effectively lift the constitutional restrictions on overseas exercise of military force. Why did the conservative administration embrace Resolution 1325 while propelling militarization? This paper examines the formulation process of Japan’s NAP, focusing on gendered struggle over remilitarization and war memory, especially that of the “comfort women,” or Japanese imperial military sexual slavery during World War II. I will examine how post–Cold War remilitarization in Japan was closely intertwined with the struggle over war memory and the gender order of the nation, and how the conservative administration embraced international gender equality norms in an attempt to identify itself as a powerful liberal democracy engaged in maintaining the international security order, and to erase the memory of imperial military sexual violence in the past. By doing so, I attempt to critically reconsider the framework of the UN Women, Peace and Security agenda, which constructs powerful developed nations “not in conflict” as innocent supporters of women in conflict zones.  相似文献

During the past few decades income inequality has been increasing in the United States and other developed nations, and is having major social consequences. In this study county-level data for the United States was analyzed to test the relative importance of three alternative approaches for explaining increased levels of inequality. These three approaches include economic structure, social conditions, and a model that maintains that both social conditions and inequality are a function of economic structure. The results revealed that social conditions were much more strongly related to inequality than economic structure and little support was found for the theoretical model. The two social conditions most strongly related to inequality included female employment and the percent of female-headed households. Counties with high levels of female employment tended to have low levels of inequality, while counties with high proportions of female-headed households tend to have high levels of inequality. The implications of these findings are discussed.  相似文献

Over the past 30 years, we have been witnessing a rise in incivility policing across western but also non-western cities. The term “incivility policing” refers to bans and exclusion aimed at drinking alcohol, begging, loitering, sitting in public, and many other kinds of subcriminal conduct. Scholars have observed an increasing readiness to demand legal “solutions” aimed against these kinds of conduct. In this paper, I review two major strands of scholarship dealing with the origins of these calls: First, a rising punitiveness and a “law and order” mentality, inspired by the Broken windows theory and Zero tolerance policies. Second, privatization of space and the rising influence of private actors over public spaces are discussed with references to the concepts of neoliberalism, revanchism, and the right to the city. The effect of incivility policing on vulnerable groups is examined using the example of homeless people in public space. In the final part, I suggest new factors which could help us understand the rise in incivility policing: These include general trust, everyday trust, and the imaginaries of community.  相似文献

Over the last few decades, dual nationalities worldwide have increased rapidly. This is astonishing when one considers that a few decades ago citizenship and political loyalty to a national political community were considered inseparable. Overall, there has been a bumpy‐line trend towards increasing tolerance. Yet, the degree to which dual nationality is tolerated by states differs. Based on the findings of postnational and national perspectives, this analysis proposes to view tolerance and resistance towards dual nationality as a path‐dependent process. The questions dealt with are: What are the factors encouraging the generally increasing tolerance towards multiple nationalities? How can cross‐national differences regarding de jure and de facto tolerance towards dual nationality be explained? The main tendency over the past decades has been the growing emphasis on individual rights vis‐à‐vis state prerogatives in liberal democracies. The expansion of de jure tolerance towards dual nationality is due partly to inter‐, supra‐ and national‐level developments, which are connected to diverse factors such as gender equity, understandings of nationhood, immigrant incorporation and general characteristics of the political systems.  相似文献

ABSTRACT

Digital inequality is a burgeoning field of study across disciplines, yet few papers address categorical digital inequality in cross-national samples. Using the only available cross-national data on access to Information and Communications Technologies (ICTs) disaggregated by gender from the International Telecommunications Union (ITU), I add to existing literature by examining factors associated with women’s unequal access to mobile phones across 51 countries. The largest of such samples, the ITU data demonstrates that the type and levels of gender inequality in mobile phone use are not consistent throughout countries. In fact, the distribution is quite variable, from incorporating a small-sample of nations where women have marginally higher access, to sub-samples close to parity, to a larger sub-sample where women are at a substantial disadvantage. Using Quantile Regression Methods to assess these variations, I test how major gender and international development theories inform inequality patterns. My findings suggest that women’s wellbeing, as measured by their access to modern contraception (i.e., reproductive autonomy), overwhelmingly promotes women’s relative access to mobile phones, regardless of preexisting levels of access. Other perspectives like the growth imperative and world polity theory show some staggered associations along the distribution that remain substantively inconclusive.  相似文献
