This article explores how Taiwanese employers and Filipina migrant domestic workers negotiate their class locations and identities, with an emphasis on the symbolic struggles surrounding linguistic exchanges in transnational contexts. Taiwanese newly rich employers validate their middle-classhood with the consumption of migrant labor service and the investment of English tutoring for their children. Filipinas flee underpaid middle-class occupations in their stagnant national economy to work as foreign maids; they maneuver their linguistic capital, inherited from the American colonizer, to enhance their status vis- -vis Taiwanese employers. This South-to-South employment relationship illustrates the ambiguous micropolitics of producing class boundaries. The English language serves as a means of symbolic domination and resistance in their daily communication and job negotiation.  相似文献

Based on ethnographic research in South Korea, this article investigates the gendered production of migrant rights under the global regime of temporary migration by examining two groups of Filipina women: factory workers and hostesses at American military camptown clubs. Emphasizing gendered labor processes and symbolic politics, this article offers an analytical framework to interrogate the mechanisms through which a discrepancy of rights is generated at the intersection of workplace organization and civil society mobilization. I identify two distinct labor regimes for migrant women that were shaped in the shadow of working men. Migrant women in the factories labored in the company of working men on the shop floor, which enabled them to form a co-ethnic migrant community and utilize the male-centered bonding between workers and employers. In contrast, migrant hostesses were isolated and experienced gendered stigma under the paternalistic rule of employers. Divergent forms of civil society mobilization in South Korea sustained these regimes: Migrant factory workers received recognition as workers without attention to gender-specific concerns while hostesses were construed as women victims in need of protection. Thus, Filipina factory workers were able to exercise greater labor rights by sharing the dignity of workers as a basis for their rights claims from which hostesses were excluded.  相似文献

In line with the process of globalisation, large numbers of foreign labour migrants, who live and work across national boundaries, have created unique, cultural landscapes on foreign soil through their use of public space. Some scholars see this use of public space by foreign labour migrants in the main as a response to external challenges, the result of political economy, gender struggle, body politics, and cultural resistance. However, little effort has been made by scholars to examine the influence of the particular intrinsic cultures in which the aforementioned migrants were born and raised, cultures that they endeavour to sustain in alien environments, e.g. their religious beliefs, family ties, languages, and modes of social contact. In this article, the writer examines the use of public space by Filipina domestic helpers in Hong Kong and argues that foreign labour migrants’ intrinsic cultures could be among the driving forces that shape the cultural landscapes of countries or regions in which they undertake overseas employment. The aforementioned religious beliefs, family ties, languages, and modes of social contact are major elements of these forces. The writer trusts that this article will demonstrate a new approach to the study of foreign labour migration‐related cultural issues and landscapes.  相似文献

Agents in positions of trust may engage in malfeasance which is difficult to detect. This paper develops a model in which employers seek to control malfeasance by paying wages contingent on imperfect monitoring and agents may be required to pay entry fees or post bonds. We conclude that entry fees which exceed agents' assets are ineffective in controlling malfeasance. As a result, conditions exist in which it is optimal to pay agents more than their opportunity cost. Such conditions lead to an excess supply of applicants and allow employers to engage in discrimination at zero cost to themselves.  相似文献

The market for resident domestic helpers offers a rare opportunity where the surplus from employment relationship can be quantitatively measured for each individual employee. Using the difference between employer's cost of time and employee's wage as a measure of rent, it is found that wages for domestic helpers are positively related to rent. However the apparent sharing of rent is better explained by matching than by efficiency wage models. Rent sharing is observed even in households where monitoring or turnover costs are low. Rent sharing is not observed among newly arrived foreign domestic helpers, whose ability remains to be revealed.  相似文献

Despite a vast literature examining networks in labor markets, it remains unclear how employers differ in their use of networks during recruitment. This study examines network hiring among high and low reputation organizations in Dutch professional football. Within-employer within-transfer window fixed effects conditional logistic regression models demonstrate that networks increase the likelihood that low reputation employers hire workers, but no network effect was found among high reputation employers. Qualitative interviews with employees suggest that low reputation employers identify their search pool and gather hard-to-observe information about potential hires through networks, while high reputation employers do not rely on networks for their search pool and gather information through observing workers for prolonged periods of time  相似文献

This paper reviews recent research on employment discrimination on the basis of sex, race, and ethnicity in US work establishments. Unlike blatant discrimination of the past, contemporary discrimination is typically more subtle, often unintentional, and develops in relationship to the social context in which it is embedded. Focusing on this covert and dynamic nature of discrimination, we review recent research that identifies factors at the individual, workplace, and societal level that contribute to variation in sex and race discrimination across employment contexts. At each level, we conceptually distinguish between factors that influence employers’ sex and race biases and factors that affect potential victims’ capacity to identify discriminatory experiences at work.  相似文献

This article examines Mexican migration into South Texas in recent decades and focuses on changes in the characteristics of the migrants' households. An ethnographic approach is used in examining 56 permanent, immigrant households. "This article introduces a hypothesis for explaining the increase and permanency of household immigration." It is found that "immigration often leads to downward social mobility with respect to legal status of household members, type of employment, and property ownership. Of particular note is the transformation of the household from a single to a multiple worker unit, in response to agricultural labor demands and growing employment opportunities in the non-agricultural sector."  相似文献

While substantial progress has recently been made in the literature on social networks and employment, this research has not been accompanied by a larger organizing framework. In this article, we attempt to provide such framework while reviewing the literature that addresses the context of work and employment from a social network perspective – that is, research based on the assumption that actors are embedded in networks of social relations and interactions. In particular, our review focuses on the primary mechanisms that help explain how networks may shape employment outcomes and processes, namely, by conveying resources and providing signals to others. Ties among social actors may transfer better or unique resources such as information, learning, influence, and support, which consequently may affect key employment outcomes. Ties may also provide signals concerning ability, legitimacy/trust, status, and relationship meaning. We conclude by presenting a number of alternative arguments in the literature and discussing future directions for the research on social networks and employment.  相似文献

Since new distributed ledger technologies hold out a promise to restructure cross‐border flows of people and material resources, they affect globalization and alter transnational spaces. Their capacity to facilitate secure and disintermediated value transfer through crypto‐code and smart contracts enables novel forms of remittance transfer, resource management and digital identity verification – and may also generate new vulnerabilities. In this article, we examine the use of emerging blockchain applications in various migration and diaspora related initiatives in the emerging economies of Africa, Asia and Europe. By building on existing social networks of mutual obligation and quasi‐ethnic affinities, blockchain technologies may facilitate the ability to enlarge the scope of diasporas and change the nature of belonging, sovereignty, migration and statehood. Through exploring the selective foregrounding of mutuality and materiality in such alternative value transfer systems, we seek to explain the dynamics of trust and agency that these networks generate to extend commitments and loyalties in the transnational space.  相似文献

Cash payments to meet social care needs offer the possibility for the direct employment of personal assistants using public funds. Empirical work internationally has identified the benefits of cash payments. However, there has been less interest in the relationships between employers and their employees. This article offers some reflections upon the employment relationship from the perspectives of employers who have learning difficulties and their personal assistants. The study involved eight employers, their supporters and their personal assistants in an English city. A grounded theory approach was utilised and interviews were analysed using a framework approach. This article argues that the relational aspects of direct employment arrangements have not been adequately considered in academic literature and the policy framework. These insights can add to debates around how social care support mechanisms can offer responsive assistance whilst questioning the assumed ‘empowering’ effect of an unregulated market.  相似文献

In response to fundamental market changes that are giving labour a much more central role in product market competition, employers often seek to extend their control over human capital beyond termination of the employment relationship. Although empirical studies are scarce, the use of restrictive post‐employment covenants is indeed believed to be widespread. But to what extent can employers lawfully restrict the freedom of their former employees? The author examines the criteria that courts in the United States have considered in balancing employers' legitimate economic interests against labour market efficiency and workers' post‐employment freedom and mobility.  相似文献

In the light of his essay “Cities, States and Trust Networks,” contributors to this collection were asked to consider ways of building on or departing from the late Charles Tilly’s work. The authors in this collection addressed four major themes: (1) historicism and historical legacies, (2) trust networks and commitment, (3) city–state relations, and (4) democracy and inequality. Authors concentrating on historicism examined how, despite unanticipated consequences, social action nonetheless produced systematic, durable, social structures; they particularly focused on processes of identity formation and cultural reproduction. In regard to trust networks, contributors discovered a striking variety of forms and relationships and they investigated their origins and their relationship to institutions and culture. Looking at city–state relations, authors uncovered the richness and intricacy of the ties linking cities and states and showed that city–state relations were important not simply in terms of the autonomy or dependence of mutual ties, but also in the quality of these relationships. Besides the ties between cities and states other authors sought to focus on empires and wondered about the degree to which empire formation involved similar processes as state formation. Several authors developed this theme. Authors pursuing themes of democracy and inequality stressed how changes in citizenship and the expansion of parliamentary democratic forms might have complicated effects. The relationship between democracy and inequality was mediated by elites and institutions. Democracy constrained inequality but inequality also constrained democracy. Increased state capacity might enable states to remedy old inequities but it might also allow them to perpetrate new ones. The authors’ varied responses suggest promising directions for research on cities, states, and trust networks.  相似文献

Several studies suggest a positive relationship between social capital and generalized trust. Employing a network understanding of social capital (Lin, 2001), this study questions which aspects of social networks may be linked with generalized trust. It investigates whether the diversity of social networks and the socio-economic status of one’s contacts are linked with generalized trust in the Norwegian, egalitarian context. The analyses examine these patterns in relationship to both kin and non-kin contacts. The study employs data from the first Norwegian survey that includes the position generator (PG). The empirical analyses show that extensive social networks are indeed linked to higher levels of generalized trust, but that this relationship is limited to non-kin contacts. Concerning the link between network resources and generalized trust, there is evidence of a more general association with generalized trust that holds when considering both kin and non-kin contacts. These results are a first step in developing a more nuanced discussion of the mechanisms associated with generalized trust and highlight the importance of employing measures that account for the homophily of networks when investigating their relationship to trust.  相似文献

Advocates of the “borderless world” thesis suggest that migrant workers can benefit from employment opportunities available everywhere, with workers simply migrating towards these opportunities. However, as global inequalities widen and potential global mobilities develop, states are “managing” migration. Individual migrant “agency”, its structuration, and the subsequent experiences of migrants and employers, can restrict such mobility. Consequently, there is a need to describe and problematize the new strategies. This article considers these issues with reference to the emerging impact of the migrant cap on non‐European Economic Area (EEA) migrants to the United Kingdom (UK). It explores the links between immigration and employment rights and the implications for migrant mobility. Policies of “managed migration” frequently do not take into account issues of geography and intra and inter regional competition for migrants by employers operating in sectors with skill shortages, or differential migrant “agency” in the form of their skills and attributes. This may impinge on the effectiveness of such approaches and on economic prosperity at a national, regional and local scale.  相似文献

This article analyzes the impact of migrant female domestic workers on the socioeconomic and political context in Singapore. Although Singapore state policy opposes long-term immigration, there is a labor shortage which permits a transient work force of low-skilled foreign workers. In the late 1990s, Singapore had over 100,000 foreign maids, of whom 75% were from the Philippines, 20% were from Indonesia, and the rest were from Sri Lanka. Legislation ensures their short-term migrant status, restricts their numbers, and governs their employment. Migrant workers are also regulated through a stringent allocation system based on household income of employers and the need for caregivers for children. Work permits are conditioned on non-marriage to citizens of Singapore or pregnancy. Terms and conditions of migrant employment are not specified, which permits long hours of work and potential for inhumane treatment. Migrant women fulfill jobs not desired by natives and accept these jobs at lower wages. There is disagreement about the motivation for the maid levy and its need, fairness, and effectiveness in reducing demand for foreign maids. Most public discussion focuses on social values and morality of foreign maids. Politically, tensions arise over the legality of migration, which results from tourist worker migration to Singapore and circumvents Filipino labor controls. Most of the adjustment cases that come to the attention of OWWA are tourist workers. Policies should be gender sensitive.  相似文献

This report, prepared at the request of the Organization for Economic Cooperation and Development (OECD), examines how remittances flow from employing countries to migrants' countries of origin and how they are used. The migrants examined largely come from Morocco, Turkey, Tunisia, Yugoslavia, Algeria, Portugal, Spain, and Italy, and work in France, Germany, Belgium, Austria, Sweden, and The Netherlands. Part 1 of the paper collects basic data on the finance flows formed by migrants' remittances, as measured by the balances of payment of the countries exporting and receiving manpower. These flows are related to such concepts as savings for real tranfers. The article also analyzes their composition, evolution over the past decade, and economic significance. Part 2 examines the use to which funds transverred and brought home from abroad are put by the income-producing migrants. Reports, field surveys, and expert communications supply data to examine whether such capital is invested to aid economic development. Part 3 explains how financial and economic flows from employing countries can play a positive role in the the development of the countries of origin and how international cooperation can assist. Recent changes in the migration policies of the main countries of employment, which now offer incentives to foreign manpower to encourage their return to emigrating nations, make the topic of this report especially timely.  相似文献

Within migration studies literature there is a tendency to assume that migrants have ready access to kin and friendship networks which facilitate the migration and settling processes. Through tight bonds of trust and reciprocity, these networks are considered to be sources of social capital, providing a counter‐balance to the disadvantages that migrants may encounter in the destination society. This paper argues that more attention is needed to the ways in which migrants access, maintain and construct different types of networks, in varied social locations, with diverse people. I suggest that the often simplistic dichotomy of bonding and bridging capital needs to be re‐appraised and instead offer an alternative way of thinking about these social ties. The distinction between them tends to be understood on the basis of the ethnicity of the people involved – bonding involves close ties with ‘people like us’ while bridging involves links beyond ‘group cleavages’. Insufficient attention has been paid to the actual resources flowing between these ties or the kinds of relationship developing between the actors involved. The nature of these social networks may be better understood by focusing on the relationship between the actors, their relative social location, and their available and realisable resources. Data from a qualitative study of Polish migrants in London is used to illustrate this approach.  相似文献
